It was moved by Commissioner Van Vliet, seconded by Commissioner
Holden. to approve the minutes of the Aprii 28, 1992 meeting as
submitted. Motion carried 4-0.

Jeff Winklepleck presented the proposed marquis type awning
extendiny 6 feet from the building. Signacae would be 8 inch btack
letters on all three sides. Commissioner Urrutia noted that the
buildiny was set back and not seen from El Paseo. Cammission
a�proved the awning as submitted.

identification sign and sign program for the building

Jeff Winklepleck presented proposed signage noting that the
applicant was reyuestiny approval of the Peggy Ames/State Farm
Insurance sign as well as an approved sign program for the
building. The applicant is also asking for approval of a 28" x
28" State Farm logo. The sign criteria would be 1 inch gator foam
letters with an 18" maximum height timit. The letters wo�id be
instalied flat to the fascia. Mr. Winklepleck noted that Peggy
Ames would be occupyiny the bottom fioor suites along the frontage
on Fred Waring Drive. Commission approved the business
identification siynage for Peggy Ames/State Farm Insurance, as
well as the sign proyram for the building, as submitted. State
Farm logo to be non-illuminated.

Jeff Winklepieck noted that the applicant was com�laining that his
business siyn could not be seen at night. He was requesting
approvai of a red neon si�n that would be the same as the existing
"Open" siyn over the door. The applicant was wiiling to remove
all existiny signage.
Action:
It was moved by Commissioner Urrutia, seconded by Commissioner Van
Vliet, to approve the neon sign to read "China Garden" subject to
the removal of aii existiny signage ( i .e. "Open", "Open for
Lunch", "Cocktails") . Proposed sie�n to be the same color, size
and style of i:he existiny neon "Open" sign. Motion carried 4-0.

of buiidiny
LOCATION: 73-375 El Paseo

Jeff Winkler�leck presented colored rendering and plan for the
proposed awnings to be placed on the back of the Colonnade
buildiny. 7he shade structure would be instalied on the first and
second floor. Ghairman Greyory asked how the awning would work
with the existing palm trees. The appiicant, Jim Sadler, noted
that the fascia of the awniny would clear the retaining wali .

Gommissioner Urrutia had no problem with the lower awning but was
not comfortable with the structure on the second story.
Commissioner Holden discussed his feelings on the lack of detaii
notinca that commission wanted to make sure that the canopy did not
look like it was tacked on.
Commissianer Urrutia felt that the structure should be more
substantial and would rather see more of an architectural feature
tsomething that looks like it was part of the original building
plan) . He added that the buildiny was more of a massive type
architecture design and wr�nted to see someting more permanent
looking. Commissioner Urrutia felt that the columns were too
spindlv. Mr. Sadler indicated that he tried to cut down the size
of the potes to make them seem as minimal as possible.
Commissioner Van Viiet agreed with Commissioner Urrutia adding
that the proposed structure did nothiny for the building.
Cha i rman Gregor,y had no rea i concerns w i th the canopy but wanted
to see the ends covered up in some way and make some breaks in the
structure to create more interest, He noted that the building did
articulate alony the back and su4yested following the breaks so
that the canopy did not a�pear to be one long continuous run.
Commissioner Urrutia added that he had no concerns with the canvas
material but also would like to see it broken up some and
suycaested ho 1 d i ng back the ends so i t wou i d not 1 i ne up w i th the
end of the building.
Action:
Tt was moved bv Commissioner Urrutia, seconded by Commissioner Van
Vliet, to continue the reyuest directing the appiicant to design a
more substantial architectural feature that wouid look like it was
part of the oriyinai buiidiny design. Commission felt the
proposed awning lacked detail and directed the applicant to fax
copies of the revised plans to the commissioners for their
approval . Motion carried 4-0.

Phil Dreli presented revised colored drawings as well as a
detailed landscape plan showiny changes in the site plan and the
addition of the slidiny ylass doors to the rear patios.
Commissioner Urrutia discussed the lack of privacy in the patios.
Mr. Drell noted the winy walls between the rear patios but
indicated that the front courtyards would be open. Commissioner
Holden felt that patios 4 to 5 feet from each other would not
ailow for any privacy. Chairman Gregory asked about the
meintainence of the patio areas. Mr. Drell noted that the comnon
areas between the concrete patios would be maintained by the
c�roperty owner.
Cortmissioner Urrutia discussed his concerns with the tightness of
the site plan. Ne suygested the applicant look at Lido Isle in
Newport Beach as it is a good exampie of taking a tiyht space and
turning it into something very nice. The Lido tsle layout aives a
lot of identity to the units and creates some very interesting
areas with undulations.
Commissioner Holden discussed his concerns with the idea of all
the back sliding glass doors looking directiy into the neighbors
front r�atio area. He feit that varying the locations of the rear
patios wouid help to eliminate this.
Commissioner Urrutia asked if any study had been done on whether
this type of compiex would work for seniors. He asked the
applicant if she felt the residents would walk across the street
to use the facilities at the senior center. Ms. Butler replied
that she had studied this a�d found that the senior residents
would use the senior center facilities. Commissioner Urrutia felt
that this was an issue that should be addressed by the pianning
commissian. Chairman Greyory noted that all the arnenities for
this �roject would be provided by the senior center with the
exception of the poot and small laundry room.
Commissioner Urrutia asked to see how the inner courtyards and
tiaht spaces would be handled. The architect asked commission
about the addition of patio shade structures. Commissioner
Urrutia felt that you can never have enough shade and would like
to see the shade structures added. Mr. Smith added that the
sliding ylass doors should have exterior key lock access.

Commissioner Van Vliet noted that he atso felt that the site plan
was too tight and was concerned with the lack of privacy.
Chairman Gregory noted that most of the shrubs are approximately
the same size and felt there was room for some lower ground
material to provide some relief. He added that the rhapiolepis
indica should be chanyed to a minimum 5 caallon size: however. the
desert shrubs in the 1 gallon size would be acceptable.
Action:
lt was moved bv Corrunissioner Urrutia. seconded by Commissioner
Holden, to yrant preliminary approval to the architectural design
only subiect to the addition of tretlis work over the patio areas.
Commission yranted conceptual approval to �the si�te plan and
landscapiny directina t.he applicant to show how the inner
courtvards and tiyht spaces would be handled. Motion carried 3-1 .
Commissioner Van Vliet voting No.
