APPROVAL OF MINUTES: It was moved by Commissioner Connor, seconded by Commissioner Van Vliet, to approve the minutes of the October 27 , 1992 meeting as amended. Motion carried 4-0 . III . It was moved by Commissioner Holden, seconded by Commissioner Connor, to approve the following cases by minute motion. Motion carried 5-0 . A. Final Drawings : 1 . CASE NO. : PP/CUP 89-18 APPLICANT (AND ADDRESS) : WILLIAMS DEVELOPMENT for CATALINA WAY SENIOR APARTMENTS, 42-600 Cook Street, Suite 135, Palm Desert, CA 92264 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of final working drawings LOCATION: 73-600 Catalina Way ZONE: R-2 S.O. Steve Smith presented the plans noting the change in the size of the posts for the trellis work. Steve Buchanan discussed how the required parking spaces would have to have a concrete base. CASE NO. : 376 C APPLICANT (AND ADDRESS) : A & S ENGINEERING for TEXACO, 207 W. Alameda Avenue, Suite 202, Burbank, CA 91502 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of remodel plans for existing service station LOCATION: Northeast corner of Highway 111 and Cabrillo ZONE: C-1 S .P. Commission continued the case, by minute motion, at the applicant ' s request. 3 . CASE NO. : 4037 SA APPLICANT (AND ADDRESS) : SIGNS BY MEL for JAKE ' S PLACE, 945 Boardwalk, Suite B, Palm Desert, CA 92261 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 73-030 El Paseo ZONE: C-1 Steve Smith presented the proposed signage in red and green letters with a black and white checker board background. Commission approved the signage as submitted. 4 . CASE NO. : 4039 SA APPLICANT (AND ADDRESS) : B & C AWNING & CANOPIES for 40 ' S AGAIN, 1005 Ortega Way, Placentia, CA 92670 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning and signage LOCATION: 72-990 El Paseo ZONE: C-1 Steve Smith presented drawings for business identification signage consisting of four awnings; one facing El Paseo with the other three along the east elevation. Colors to be wine with white copy. 2 MINUTES ARCHITECTURAL REVIEW COMMISSION NOVEMBER 10, 1992 Commissioner Van Vliet felt it was too difficult to see how the signage would look without a site plan. Menu items would be "food" and "live entertainment" placed on the east and south elevations . Commission approved awning and signage as submitted. 5 . CASE NO. : 4040 SA APPLICANT (AND ADDRESS) : PALMS TO PINES CANVAS for DANA FELICE, Pinyon Pines, Box 69 , Mountain Center, CA 92361 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning with signage LOCATION: 73-540 El Paseo, Suite A ZONE: C-1 The applicant, Ernie Brooks, presented proposed white awning with 13 inch upper case and 7" lower case brown letters . Commission approved the awning with signage subject to a maximum height of 12 inches for upper case letters . B. Preliminary Plans : 1 . CASE NO. : CUP 92-7 APPLICANT (AND ADDRESS) : CHRISTOPHER S . MILLS ARCHITECT, INC. for SACRED HEART CHURCH, 121 So. Palm Canyon Drive, Suite 222, Palm Springs, CA 92262 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of preliminary landscape plan for playground area and architectural plans for school building LOCATION: 43-775 Deep Canyon Drive ZONE: R-1/PR-4 Jeff Winklepleck presented the preliminary landscape and architectural plans noting that the maximum height would be 15 ' 6" . Commissioner O'Donnell questioned the plans showing Phase 1 . Mr. Winklepleck discussed possible future phase plans . Commission granted preliminary approval to the landscaping and architectural plans as submitted. 3 \rr `memo' MINUTES ARCHITECTURAL REVIEW COMMISSION NOVEMBER 10, 1992 2 . CASE NO. : 389 C APPLICANT (AND ADDRESS) : RON P. ROBERGE for WARING PLAZA, 83-616 Avenue 45, Indio, CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of satellite antennas LOCATION: Waring Plaza - Building E-1 ZONE: Steve Smith presented drawings for proposed umbrella type satellite dish with cement table and three additional dishes on roof of building noting that the building is located directly in front of Circuit City. He noted that the dishes would rotate and the highest point would be 7 ' 8" . Commissioner Urrutia discussed his concerns on what would be visible and felt that he would need to see an actual dish installed on the roof before he could approve the request for all four dishes . Commissioner Holden agreed and felt by placing the dish on the roof of the actual store, it would show how the dish could be installed and how it will be screened. Commissioner Urrutia requested to see how the dish placed on the ground would be integrated with the existing landscaping. Commission continued the request to allow the applicant time to install one dish on the roof by Friday, November 20th for commission to review as well as prepare a site plan showing where the dish would be located on the ground, and how it will be integrated with the landscaping. 3 . CASE NO. : APPLICANT (AND ADDRESS) : TOM SPARKS for MR. AND MRS . PAUL F. WHITE, 43-718 Marigold, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of remodel and addition LOCATION: 44-155 El Cercado Street ZONE: R-2 S.O. Steve Smith presented the plans on an existing house at the corner of Santa Rosa and El Cercado noting that the 4 MINUTES ARCHITECTURAL REVIEW COMMISSION NOVEMBER 10, 1992 applicant was requesting approval of a second floor addition as well as a garage to the first floor. He noted that the maximum height would be 19 feet. Commissioner Urrutia felt that the addition would be much nicer if it was all on the ground level . Commissioner Holden felt the addition could be done on the second story, but needed to tie-in better with the first story structure. Commission discussed various options with the applicant on keeping the addition on the first floor. Commission approved the remodel and addition subject to revised plans eliminating the second story element. Commission felt that staff should consider an adjustment to the setback in order to maintain the preferred one- story addition. IV. CASES : A. Final Drawings : 1 . CASE NO. : PP 91-11 APPLICANT (AND ADDRESS) : MR. JAMES SATTLEY for SAN RAFAEL CASA DE PISOS, 41-625 Eclectic Street, Suite G-1, Palm Desert, Ca 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of final working drawings LOCATION: 44-250 San Rafael ZONE: R-3 S .O. Steve Smith presented final working drawings noting that they were consistent with the preliminary plans with the exception of minor elevation changes as discussed. Action: It was moved by Commissioner Urrutia, seconded by Commissioner Holden, to approve the final working drawings subject to landscape conditions placed by Eric Johnson and the addition of walls along the front elevations to comply with preliminary plans. Motion carried 3-0-1, Commissioner Connor Abstaining. 5 0 `-40001 MINUTES ARCHITECTURAL REVIEW COMMISSION NOVEMBER 10, 1992 2 . CASE NO. : 4029 SA APPLICANT (AND ADDRESS) : PACIFIC SPA AND BATH, 73-446 Highway 111, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised wood trellis and signage LOCATION: 73-446 Highway 111 ZONE: C-1 Steve Smith presented revised drawings on proposed structure. Commissioner Holden felt that a structure of this type would require footings, etc . and he did not see how the city would allow this . Mr. Smith indicated that the property line appeared to be 10 feet back from the curb face and felt that the public works department would not be in favor of issuing an encroachment permit for this type of structure. Action: It was moved by Commissioner Holden, seconded by Commissioner Connor, to grant conceptual approval to the plan subject to compliance with city building requirements and applicant obtaining encroachment permit from the public works department. Motion carried 2-1-1, Commissioner Van Vliet voting No and Commissioner Urrutia Abstaining. V. The following items were added to the agenda by a unanimous vote: 1 . CASE NO. : PP 92-4 APPLICANT (AND ADDRESS) : EDWARD STRZELCZYK for GONZALO MEMDOZA COMMERCIAL BUILDING, 82-231 East Helio Court, Indio, CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of final working drawings LOCATION: Sheryl Avenue between Caroline Court and Melanie Place ZONE: S. I . 6 N MINUTES ARCHITECTURAL REVIEW COMMISSION NOVEMBER 10, 1992 Steve Buchanan presented the plans indicating that they had been through plan check and were ready for approval . Commissioner Urrutia discussed the location of the handicapped parking spaces and planter islands . Action: It was moved by Commissioner Van Vliet, seconded by Commissioner Connor, to approve the final working drawings subject to expansion of the landscape areas in front of the entries and handicapped spaces to comply with city requirements . Motion carried 4-0 . 2 . CASE NO. : 4037 SA APPLICANT (AND ADDRESS) : WATERBEDROOM, 73-394 Highway 111, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identifications signage LOCATION: 73-394 Highway 111 ZONE: C-1 S.P. The applicant indicated that he was relocating his business from Cathedral City to the former Ortho building on Highway 111 and was requesting approval to install their existing metal box sign with the background in ivory, trim in blue and lettering in red. Commissioner Holden felt the three colors were too much contrast. Commissioner Urrutia felt the signage would look better if the letters were arched over the entry door as it would tie-in better with the architecture. Action: It was moved by Commissioner Holden, seconded by Commissioner Connor, to approve the 12 ' 2" metal can sign replacing the face with an ivory background and either the blue or the red for the letters and cabinet color. Lettering and cabinet to be the same color. Commission directed staff to approve final color. Motion carried 4-0 . 7 MINUTES ARCHITECTURAL REVIEW COMMISSION NOVEMBER 10, 1992 VI .
