The meeting was called to order at 12 : 15 p.m.

II . APPROVAL OF MINUTES:
It was moved by Commissioner Urrutia, seconded by Commissioner
Van Vliet, to approve the minutes of the November 10, 1992
meeting as submitted. Motion carried 4-0-1, Commissioner
Gregory Abstaining.
III . It was moved by Commissioner Holden, seconded by Commissioner
Connor, to approve the following cases by minute motion.
Motion carried 5-0.

NOVEMBER 24, 1992
Phil Drell reported that the plans were reviewed by Eric
Johnson and found that the four model plans were the old
oasis style landscaping. He noted that of the four
models, one plan should be desert type and one should be
a more lush desert type design in order to show
prospective homeowners that these type of plans are
available. Commissioner Gregory discussed with the
applicant, Wes Oliphant, the commission' s feelings on the
designs submitted and the commission' s goal of working
towards more drought tolerant designs . Commission
continued the case to allow the applicant to revise the
landscape plans to include two desert type landscape
plans for the four models .
2 . CASE NO. : TT 27561

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised
exterior wall design
LOCATION: South side of Hovley Lane, approximately 730
feet west of Portola Avenue
ZONE: PR-5
The applicant discussed how the existing slump stone wall
has taken its toll and was requesting approval to add
slurry and paint (Meadow Brook X43) to the existing wall .
This would match the wall at Hovley Collection.
Commission approved the wall plan as submitted. Motion
carried 4-0-1 with Commissioner Urrutia Abstaining.
3 . CASE NO. : 3075 SA
APPLICANT (AND ADDRESS) : IMPERIAL SIGN CO. for HOLIDAY
INN, 46-120 Calhoun Street, Indio, CA 92201
NATURE OF PROJECT/APPROVAL SOUGHT: Reconsideration of
location of free standing sign
LOCATION: 74-675 Highway 111

The applicant, Jim Engle, discussed the problems with the
approved sign location because of the existing stop sign

and trees that would block the sign. Mr. Engle also
discussed the issue of the approved colors for the wall
mounted sign to match the building trim. He noted that
the applicant was planning on repainting the trim to
another color.
Commission approved the relocation of the monument sign
subject to moving the stop sign to an approved location
by public works department. Commission also approved the
wall mounted raceway sign to be painted out to match the
color of the building. Motion carried 4-0-1 with
Commissioner Urrutia Abstaining.
4 . CASE NO. : 4047 SA

Jeff Winklepleck presented the plans and color samples
for the proposed signage. Commission approved the
signage as submitted.
5 . CASE NO. : 4049 SA

NATURE OF PROJECT/APPROVAL SOUGHT: Approval to replace
existing sign face

Jeff Winklepleck presented the plans noting that the
applicant was requesting approval to replace the face of
the sign. Colors to be burgundy, green and white.
Commission approved the signage as submitted.

6 . CASE NO. : 4052 SA
APPLICANT (AND ADDRESS) : SEAN ABAII for EL PASEO

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of three
neon, sandblasted monument signs
LOCATION: Corner of E1 Paseo, Highway 74 and Ocotillo
ZONE: C-1 S.P.
Phil Drell presented plans for three back-lit neon signs
and one monument sign for E1 Paseo Collection. The
applicant, Sean Abaii, presented granite sample for the
4 ' x 10 ' monument sign. Commissioner Urrutia discussed
his concerns with the proposed signs conflicting with the
existing signage on the building. He felt that the
signage on Building C was high enough that it would not
be conflicting, however, felt that the other building
signage could be confusing. Commissioner Gregory felt
that commission would need to see photographs of the
buildings with the existing signage to show that the wall
mounted signs would not be a conflict with the proposed
signage.
Commission continued the request for approval of signs A
and B to allow the applicant to provide photographs of
all three buildings to insure that these wall mounted
signs not be a conflict with the existing signage.
Commission approved signs C and D, with the monument sign
(D) at a maximum size of 8 ' x 3 ' .
7 . CASE NO. : 4053 SA
APPLICANT (AND ADDRESS) : ED STRZELCZYK for PALM LAKES

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of monument
entry sign
LOCATION: 74-945 Sheryl Avenue
ZONE:
Phil Drell presented plans showing a green marble
monument sign with gold lettering noting that the sign

would have to comply with the city' s wall requirements as
it was over six feet high; and therefore, would have to
be 15 feet back from the property line. Commissioner
Gregory questioned the landscaping shown in the plans .
Mr. Strzelczyk indicated that the landscape design was
not definite; however, did want to add planting around
the monument sign to keep it from looking like a block
wall .
Commissioner Connor discussed the footings for the
monument sign. Commission approved the monument entry
sign subject to the sign face being recessed and the
footing buried one full course.
B. Preliminary Plans :
1 . CASE NO. : 390 C
APPLICANT (AND ADDRESS) : BATCAN ENTERTAINMENT, INC. ,

NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval
of 5200 square foot restaurant
LOCATION: Pad M at Carver Center, Country Club Drive
and Cook Street
ZONE: PC-2
Steve Smith presented site plan and color board for the
proposed "Fast Ball Sports Bar" . Mr. Ken Feenstra
indicated that Cook Partners Limited Partnership had
reviewed the plans and approved the proposed restaurant
for their center. Commissioner Urrutia questioned the
outdoor patio area and lack of screening or sun
protection.
Commission approved the restaurant plans as submitted.

IV. CASES:
A. Final Drawings :
1 . CASE NO. : 376 C
APPLICANT (AND ADDRESS) : A & S ENGINEERING for TEXACO,
207 W. Alameda Avenue, Suite 202, Burbank, CA 91502
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of remodel
plans for existing service station
LOCATION: Northeast corner of Highway 111 and Cabrillo
ZONE: C-1 S.P.
Jeff Winklepleck presented the revised remodel plans .
Commissioner Holden felt that the revised plans were not
an improvement to the existing station noting that he did
not see any type of design to the remodel . Commissioner
Urrutia noted that the commission had directed the
applicant to examine the Texaco and Union 76 remodels in
Palm Springs as an example of what could be done at the
Palm Desert location. He felt that the remodel plans
could be much more creative. Commissioner Gregory agreed
and would like to see something that is more creative.
The applicant discussed the use of the corporate colors .
Commission did not feel these colors would be a problem.
Commissioner Urrutia discussed how the swamp cooler would
have to be screened in some way.
Action:
It was moved by Commissioner Van Vliet, seconded by
Commissioner Connor, to continue the case allowing the
applicant to redesign a more creative plan. Commission
noted that the swamp cooler would have to be screened.
Motion carried 5-0 .
2 . CASE NO. : 389 C
APPLICANT (AND ADDRESS) : RON P. ROBERGE for WARING

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of
satellite antennas

Steve Smith presented the plans showing a unique patio
design for the umbrella satellite dish. The applicant,
Ron Roberge, explained his obstacles in installing one
dish on the roof as requested by commission, and was now
requesting approval to install all three dishes on the
roof at one time. Steve Smith indicated that the parapet
is not seen from the street. Commissioner Holden felt
that if the parapet is not seen from the street, there
would be no problem with installing the dishes on the
roof . Commissioner Urrutia disagreed, stating that he
could see at least three feet of the parapet from the
street.
Ed Ritter of D.S.L. discussed the proposed changes in the
surrounding landscaping. Mr. Roberge noted that the
umbrella satellite on the ground would be reduced from a
7 foot to a 6 foot dish. Commissioner Connor noted that
all future outdoor displays for the center would have to
tie-in with this design.
Action:
It was moved by Commissioner Holden, seconded by
Commissioner Van Vliet, to approve both ground and roof
mounted dishes subject to the roof mounted dishes being
completely screened. Motion carried 4-0-1, Commissioner
Gregory Abstaining.
3 . CASE NO. : 4045 SA

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business
identification signage
LOCATION: 73-155 Highway 111
ZONE: C-1 S .P.
Jeff Winklepleck presented the plans requesting approval
of a can sign with 18" letters . Commissioner Gregory
noted his concerns with installing a can sign at this
location with all the adjacent business signage being
individual letters . Commissioner Urrutia was concerned
with the white background on the can sign. Commissioner
Holden suggested gator foam letters . The applicant
discussed a free form sign with the background color to

match the building.
Action:
It was moved by Commissioner Connor, seconded by
Commissioner Van Vliet, to continue the case directing
the applicant to provide a photograph showing how the
sign would fit in with the building. Commission noted
that the background color would have to match the
building color. Motion carried 5-0 .
4 . CASE NO. : 4046 SA
APPLICANT (AND ADDRESS) : SPECIAL FOODS INTERNATIONAL,

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business
identification signage
LOCATION: 74-894 42nd Avenue, Suite D
ZONE:
Jeff winklepleck presented plans and pictures of existing
signage which had been installed without commission
approval . The signs are a 42" x 36" wall sign with an
85" x 48" monument type sign placed in the landscaped
area. Mr. Drell noted that this would have to be the
only monument sign for the center.
Commissioner Urrutia felt that if the sign was to be
permanent, it should be much more substantial .
Commissioner Holden discussed how he felt the monument
sign was not very effective with the small lettering and
large logo. Commissioner Connor felt that placing
letters on the wall would better serve the purpose.
Action:
It was moved by Commissioner Urrutia, seconded by
Commissioner Van Vliet, to approve the signage subject to
the following conditions :
1) Applicant to obtain encroachment permit from
public works department;
2 ) Sign face to be mounted on a more substantial
material (minimum 4" thickness) conforming to
the shape of the sign face.
Motion carried 4-1, Commissioner Holden Opposing

single family dwelling

Steve Smith presented the plans for the 17 foot single
family dwelling noting that most of the homes in the
neighborhood were somewhat lower.
Action:
It was moved by Commissioner Holden, seconded by
Commissioner Van Vliet, to approve the house plans
subject to hipping the north and south ends of the roof .
Motion carried 5-0 .
V. The following cases were added to the agenda by a unanimous
vote:
1 . CASE NO. : 897 SF

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of 7 foot
wall on west side of property
LOCATION: 73-430 Sunny Trail

Mr. Hess outlined his one acre site noting that he had
received approval signatures for an 8 foot wall from
three of the four adjacent property owners . He indicated
that the fourth property owner felt the wall was too high
at 8 feet, but would approve a 7 foot wall .
