APPROVAL OF MINUTES: It was moved by Commissioner Van Vliet, seconded by Commissioner Connor, to approve the minutes of the September 22, 1992 meeting as submitted. Motion carried 5-0-1, Commissioner O'Donnell Abstaining. III . It was moved by Commissioner Holden, seconded by Commissioner Van Vliet, to approve the following cases by minute motion. Motion carried 6-0. A. Final Drawings : 1 . Commission granted final approval to the landscape plans, as submitted, as well as the revised model unit plans . 2 . CASE NO. : TT 27561 APPLICANT (AND ADDRESS) : JASCORP for WINTERHAVEN, 79- 811 Country Club Drive, Suite A, Bermuda Dunes, CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of final landscape plan LOCATION: South side of Hovley Lane, approximately 730 feet west of Portola Avenue ZONE: PR-5 Steve Smith noted that Eric Johnson had reviewed the revised landscape plans and found them acceptable. Commission granted final approval to the revised landscape plans as submitted. 3. CASE NO. : 4006 SA APPLICANT (AND ADDRESS) : CHARLES L. MARTIN for LEGACY HOME FURNISHINGS, 40-840 Thunderbird, Rancho Mirage, CA 92270 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised signage plans LOCATION: 72-115 Highway 111 ZONE: C-1 Steve Smith noted that the applicant had run into problems with Cal Trans on the previously approved signage and therefore was now asking for approval to use the existing V-shape monument sign for the new business signage. Commission approved the revised signage plans as submitted. 4 . CASE NO. : 4011 SA APPLICANT (AND ADDRESS) : IMPERIAL SIGN CO. for SLOPE 2 SHORE, 46-120 Calhoun Street, Indio, CA 92201 2 MINUTES ARCHITECTURAL REVIEW COMMISSION OCTOBER 13, 1992 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 73-614 Highway 111 ZONE: C-1 S.P. Jeff Winklepleck reported that the applicant was requesting approval of a double tube neon sign with a 16 inch mountain logo and 12 inch wave. The applicant indicated that his alternate request was for the signage without the logo and wave. Commission approved the business identification signage only, eliminating the graphics . Signage at a maximum of 4500 . 5 . CASE NO. : 4014 SA APPLICANT (AND ADDRESS) : KIRVAN-BARTOSZEWICZ GALLERY, 73-722 E1 Paseo, Suite B, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 73-722 E1 Paseo, Suite B ZONE: C-1 S.P. Steve Smith presented the proposed plans showing 5 inch, white vinyl letters on glass . Commission approved the signage as submitted. 6 . CASE NO. : 4016 SA APPLICANT (AND ADDRESS) : SPEEDY SIGN-A-RAMA, USA for GALLERY INTERNATIONAL, 68-555 Ramon Road, Suite D-105, Cathedral City, CA 92234 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 73-199 E1 Paseo ZONE: C-1 S.P. Steve Smith presented the plans showing 12 inch foam letters with gold laminated fronts . The signage is to be placed above the window on the wall . Commission approved 3 MINUTES ARCHITECTURAL REVIEW COMMISSION OCTOBER 13, 1992 the signage as submitted. 7. CASE NO. : 4017 SA APPLICANT (AND ADDRESS) : SPEEDY SIGN-A-RAMA, USA for PEPE THE TAILOR, 68-555 Ramon Road, Suite D-105, Cathedral City, CA 92234 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 73-183 Highway 111 Steve Smith presented the proposed drawings showing burgundy letters on a cream colored background. Commission approved the signage as submitted. 8. CASE NO. : 387 C APPLICANT (AND ADDRESS) : J.J.C. CONSTRUCTION & SERVICES, INC. for MOBIL, 1020 Iowa Avenue, Suite B, Riverside, CA 92507 LOCATION: 73-611 Larkspur Lane ZONE: C-1 S.P. Jeff Winklepleck presented plans for the revised signage noting that the existing pole sign would be removed. He added that the applicant was currently working with the public works department on getting an encroachment permit. Commission approved the monument sign subject to removal of the existing pole sign prior to installation of new signage and receipt of encroachment permit from the public works department. 9 . CASE NO. : 4021 SA APPLICANT (AND ADDRESS) : J. WALKER' S BOUTIQUE, 73-445 E1 Paseo, Suite No. 12A, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of signage change on existing awning LOCATION: 73-445 E1 Paseo, Suite 12A ZONE: C-1 S.P. 4 *ftw vftlo MINUTES ARCHITECTURAL REVIEW COMMISSION OCTOBER 13, 1992 Jeff Winklepleck presented plans and pictures of proposed new signage to be placed on the existing awning. Commissioner Urrutia felt the signage on all three sides was not necessary. Commission approved signage on the two sides of the awning only, deleting the proposed signage on the front of the awning. B. Preliminary Plans: 1 . CASE NO. : PP 92-6 APPLICANT (AND ADDRESS) : COOK PARTNERS LIMITED PARTNERSHIP, 110 West Las Tunas Drive, Suite B, San Gabriel, CA 91776 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised preliminary landscape plans and color board LOCATION: Northwest corner of Country Club Drive and Cook Street ZONE: PD-2 and PR-10 Steve Smith presented revised plans along with a model . Mr. Smith noted that he and Eric Johnson met with the landscape architect and Mr. Feenstra, prior to this meeting, on revising the landscape plan. Chairman Gregory discussed his concerns with the lack of planting in front of buildings A-J. Commissioner Urrutia noted that, in most cases, the tenants do not want the planting. Mr. Feenstra noted that there would be metal shade structures in front of these buildings . Commissioner Connor felt that the plans were lacking detail and questioned the street side landscaping. Mr. Feenstra noted that this area would be gravel, sand, rock, ground cover and shrubs . He indicated that there would be no turf. Commissioner Connor discussed his concerns with too much rock and sand area versus actual planting. He felt commission needed a better indication on exactly what would be planted. Commissioner Connor also questioned the use of eucalyptus along the north end of the center. Mr. Feenstra indicated that this was something that Eric Johnson suggested and noted that they were trying to get a visual screening on the higher level . He felt the eucalyptus trees would provide this . 5 MINUTES ARCHITECTURAL REVIEW COMMISSION OCTOBER 13, 1992 Chairman Gregory noted that the only shrub called out on the plan was the acacia smallii and he felt that heavy use of this shrub would be a maintenance problem in the future. Commission continued the revised landscape plan noting that they would need a better indication of exactly what was being planted and where. Commission felt the color pallet was acceptable as long as a detailed plan was provided to show actual use of colors . IV. CASES: A. Final Drawings : 1 . CASE NO. : 4015 SA APPLICANT (AND ADDRESS) : GALLERIE ELAN, 73-375 E1 Paseo, Suite 6, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 73-375 E1 Paseo, Suite 6 ZONE: C-1 S.P. Steve Smith presented the drawings for the proposed signage noting that the business was located in the former Frugis building on E1 Paseo. He indicated that 8 inch letters would be placed on the window. Action: It was moved by Commissioner Holden, seconded by Chairman Gregory, to approve the signage, as submitted, with 8 inch letters. Motion carried 5-0 . 2 . CASE NO. : 4019 SA APPLICANT (AND ADDRESS) : PALMS SPRINGS SHADE CO. for LEEDS AND SONS JEWELERS, 1245 So. Gene Autry Trail, Palm Springs, CA 92264 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning with signage 6 MINUTES ARCHITECTURAL REVIEW COMMISSION OCTOBER 13, 1992 LOCATION: 73-199 E1 Paseo, Suite J ZONE: C-1 S.P. Steve Smith presented the proposed plan showing the awning extending out 15 feet with the posts being installed in the existing planters . Commissioner Urrutia discussed his concerns with the length and the amount of signage along the bottom of the awning. The owner, Terry Weiner, noted that the store adjacent to this building extends three to four feet past this building and that was the reason for the requested awning. Commissioner Holden explained their concerns with the awning extending out to the street as it would block other businesses from El Paseo. He added that the city would still require the approval signature from the landlord to insure that he would know this would be the only awning for this building. Commissioner Urrutia noted that the commission usually refrains from approving this type of awning as it is a potential hazard with the awning posts out to the street. He felt that the awning was acceptable, but not extending out to the street. The applicant than presented Option No. 2 . Chairman Gregory felt that this option appeared more appropriate with the building; however, noted that the city ordinance limits the menu items to a maximum of two. Commissioner Urrutia did not see the point for all the proposed menu items . Action: It was moved by Commissioner Holden, seconded by Commissioner Van Vliet, to approve Option No. 2 with dome awning extending out 5 ' 1" . Signage limited to two menu items at a maximum of 4 inch letters . Motion carried 5-0 . Commission informed applicant that he was free to appeal the number of menu items with the city council within 15 days of this decision. 3 . CASE NO. : 4020 SA APPLICANT (AND ADDRESS) : JAMES B. WALLER c/o ROBIN LEE REALTY, 73-255 E1 Paseo, Suite 11, Palm Desert, CA 92260 7 'err ""00' MINUTES ARCHITECTURAL REVIEW COMMISSION OCTOBER 13, 1992 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awnings with signage LOCATION: 73-255 E1 Paseo, Suite Nos . 20 and 4 ZONE: C-1 S.P. Steve Smith reported that the awnings were installed without permits or Architectural Review Commission approval . Action: It was moved by Commissioner Urrutia, seconded by Chairman Gregory, to direct the applicant to remove the awnings immediately and present a re-design to commission for approval. Motion carried 5-0 . B. Preliminary Plans : 1 . CASE NO. : CUP 92-11 APPLICANT (AND ADDRESS) : SONTAG & NOVASCONE, INC. for LOUISE' S PANTRY, 124 So. Palm Canyon Drive, Palm Springs, CA 92262 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised preliminary plans for enclosure of existing patio LOCATION: 111 Town Center Way, Suite A Steve Smith presented revised building and landscape plans noting that the planning commission could approve the precise plan amendment if this commission approves the architecture. Commissioner Van Vliet discussed how he still had concerns with the architecture as he felt the straight roof would not tie-in with the architecture. Commissioner Urrutia noted that one thing the commission discussed earlier was doing a tile roof. He also discussed his concerns with the addition looking like an actual addition as it did not tie-in with the building. Commissioner Connor felt that once the patio was enclosed it would look too close to the street. Chairman Gregory suggested the addition of large, multi-trunk trees to help screen the addition. 8 *NW `ftp',, MINUTES ARCHITECTURAL REVIEW COMMISSION OCTOBER 13, 1992 Commissioner Holden discussed how he was hoping to see something special at this corner. He felt that his concerns would be solved somewhat with the addition of large trees . Commissioner Urrutia felt that one of the problems with the proposed plan was the massiveness of the addition. He felt that setting the building back as commission had requested would minimize the addition. He added that the patio, as proposed, would cut in on the line of site at the corner. Action: It was moved by Commissioner Van Vliet, seconded by Commissioner Urrutia, to continue the request directing the applicant to revise the plans to provide a 15 foot setback from the existing north wall, bringing the building out as much a 3 feet closer to the street. Roof to be a tiled hip roof as discussed with the applicant. Motion carried 4-0-1, Chairman Gregory abstaining. C. Miscellaneous Cases: 1 . CASE NO. ; APPLICANT (AND ADDRESS) : ED DIAZ for MR. AND MRS . DAVID TSCHOPP, 82-891 Via Palermo, Indio, CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of 18 foot single family home LOCATION: 73-214 Bel Air Road ZONE: R-1 10,000 Jeff Winklepleck presented the plans for the 18 foot home. Action: It was moved by Commissioner Urrutia, seconded by Commissioner Van Vliet, to approve the house plans at 18 feet subject to a hip roof on each end. Motion carried 5-0 . 9 • � fir► MINUTES ARCHITECTURAL REVIEW COMMISSION OCTOBER 13, 1992 V. Commission voted, by a unanimous motion, to re-open the following case: 1 . CASE NO. : 4020 SA APPLICANT (AND ADDRESS) : JAMES B. WALLER c/o ROBIN LEE REALTY, 73-255 E1 Paseo, Suite 11, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awnings with signage LOCATION: 73-255 E1 Paseo, Suite Nos . 20 & 4 ZONE: C-1 S.P. The case was re-opened as the applicant, Curtis Shupe, arrived and requested that commission inform him of their concerns with the existing awnings . Commissioner Holden noted that there were a number of concerns but the main problem was that the marquee awning extended past the property line. He noted that the commission could not see how this awning related to the two other awnings . Commissioner Urrutia felt that if the marquee awning was brought back to the same size as the adjacent awnings, it could be acceptable. Action: It was moved by Commissioner Urrutia, seconded by Chairman Gregory, to continue the case to the October 27 , 1992 meeting with the provision that the case be placed on this agenda for final action. Motion carried 5-0 . VI . The following case was added to the agenda by a unanimous vote: 1 . CASE NO. : 3098 SA APPLICANT (AND ADDRESS) : AMERICAN AWNING CO. for GREAT STUFF/GLEZ & HARKINS GALLERY, 44-489 Town Center Way #194 , Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised awning plans LOCATION: 73-425 E1 Paseo ZONE: C-1 10 '114W` *400 MINUTES ARCHITECTURAL REVIEW COMMISSION OCTOBER 13, 1992 Steve Smith noted that the case was before the commission at its last meeting with revised drawings shown to Commissioners Holden and Urrutia prior to this meeting. The submitted revised plan represented the changes suggested. Commissioner Connor felt that the awning detracted from the architecture and did nothing to enhance the building. Action: It was moved by Chairman Gregory, seconded by Commissioner Holden, to approve the awning extending from corbel to corbel . Motion died on a 2-3 vote. Action: It was moved by Commissioner Urrutia, seconded by Commissioner Holden, to approve the revised awning plans as submitted. Motion died on a 2-3 vote. Action: It was moved by Commissioner Connor, seconded by Commissioner Van Vliet, to deny the awning proposal at this location. Motion died on a 2-3 vote. Action: It was moved by Chairman Gregory, seconded by Commissioner Holden, to approve the awning over the entrance in gray with yellow letters and the E1 Paseo frontage awning subject to extending the length of the awning from corbel to corbel .
