APPROVAL OF MINUTES: It was moved by Commissioner Van Vliet, seconded by Commissioner Holden, to approve the minutes of the October 13, 1992 meeting as submitted. Motion carried 6-0 . III . It was moved by Commissioner Urrutia, seconded by Commissioner Holden, to approve the following cases by minute motion. Motion carried 6-0 . A. Final Drawings : 1 . CASE NO. : TT 26123 APPLICANT (AND ADDRESS) : SUNRISE DESERT PARTNERS for INDIAN RIDGE COUNTRY CLUB, 42-600 Cook Street, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of bus stop plans LOCATION: Country Club Drive between 42nd Avenue, E1 Dorado Drive and Oasis Club Drive ZONE: PR-5 Steve Smith presented plans for final approval of bus stop and noted that the applicant was also requesting „r$ MINUTES ARCHITECTURAL REVIEW COMMISSION OCTOBER 27, 1992 final approval on the plans for the grille pavilion, sports club and interior sign program. Commission granted final approval to the above noted items as submitted. 2 . CASE NO. : CUP 92-5 APPLICANT (AND ADDRESS) : BURTON KAPLAN for PALM DESERT STORAGE, 7 Wake Forest Circle, Rancho Mirage, CA 92270 NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of storage units LOCATION: 74-850 Merle Drive Jeff Winklepleck presented final plans noting that the units would not be seen from the street. He added that the plans had changed in that the units now being proposed would be block versus the approved preliminary plans showing metal units . Mr. Winklepleck noted that the preliminary plans were approved subject to palm springs gold being placed along the back side of the project. Commission granted final approval to the block storage unit plans as submitted. 3 . CASE NO. : CUP 20-83 Amendment No. 3 APPLICANT (AND ADDRESS) : B.B. O' BRIENS, INC. , 73-190 E1 Paseo, Suite 3, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of architectural plans for second story terrace LOCATION: 72-185 Painters Path ZONE: C-1 Jeff Winklepleck presented final plans for the second story patio addition noting that the only change from the preliminary plans was a tubular metal railing in place of the original railing. Commissioner O'Donnell discussed his concerns with the emergency stairway; however, noted that the building department had informed him of their previous approval on this . Commission granted final approval to the second story terrace plans as submitted. 2 MINUTES ARCHITECTURAL REVIEW COMMISSION OCTOBER 27, 1992 B. Preliminary Plans : 1 . CASE NO. : PP 92-6 APPLICANT (AND ADDRESS) : COOK PARTNERS LIMITED PARTNERSHIP, 110 West Las Tunas Drive, Suite B, San Gabriel, CA 91776 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised preliminary landscape plans LOCATION: Northwest corner of Country Club Drive and Cook Street ZONE: PD-2 and PR-10 Steve Smith presented the revised landscaping plans noting that Eric Johnson had reviewed the plans and was suggesting that the eucalyptus trees along the north side of the property be changed to date palms . Commissioner Gregory did not feel that the date palms would serve the purpose of a windbreak in this location. Commissioner Connor was not opposed to the eucalyptus . Commissioner Gregory noted his concerns with the two different shrub masses surrounding the monument sign area along the street. He felt that the proposed texas ranger would get too large in comparison to the lantana on the right side of the monument sign. Steve Smith indicated that the sign area, as shown, was not to be considered at this time. Commissioner Urrutia discussed his concerns with the lack of trees around the fountain areas . Commissioners Holden and Connor felt that stronger masses of ground cover was needed in the center area along Country Club Drive. They were also concerned with the starkness on the corners . Commission granted preliminary approval to the revised landscape plans with the following conditions : 1) Provide stronger masses of ground cover in the center area along Country Club Drive; 2 ) Indicate type of texas ranger to be used. Commission indicated that a dwarf hybrid shrub mass should be used; 3 ) Select suitable windbreak trees along the northern property line other than date palms or eucalyptus . 3 MINUTES ARCHITECTURAL REVIEW COMMISSION OCTOBER 27, 1992 2 . CASE NO. : PP/CUP 89-18 APPLICANT (AND ADDRESS) : WILLIAMS DEVELOPMENT for CATALINA WAY SENIOR APARTMENTS, 42-600 Cook Street, Suite 135, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of revised landscape plans LOCATION: 73-600 Catalina Way ZONE: R-2 S.O. Phil Drell presented preliminary landscape plans . Commissioner Van Vliet felt that the plan was only conceptual as the material sizes were not called out. Commissioner Urrutia asked how the landscaping would tie- in with the trellis and noted that the commission would require drawings to show this integration. The applicant, Marty Butler, indicated that she was proposing trellis type patio structures, with vines, for a shading effect. Commissioner Connor questioned the parking spaces that would not be under a carport and felt that the uncovered car spaces should be shaded. He added that he thought the plant pallet was acceptable as submitted. Commissioner Urrutia felt that additional trees were needed in the parking lot to help break up the long parking area. Ms . Butler indicated that this was a senior complex and she was trying to insure that the residents would be able to enter and exit the carports easily. Commissioner Urrutia felt that was all the more reason to place trees adjacent to the carports . Commission granted preliminary approval to the revised landscape plans subject to the following conditions : 1) Provide detailed plan showing how the trellis work and vines would be integrated with the landscaping; 2 ) Provide shade trees for uncovered parking spaces; 3) Add trees adjacent to carport structures throughout parking area. Motion carried 5-0-1, Commissioner Gregory Abstaining. 4 MINUTES ARCHITECTURAL REVIEW COMMISSION OCTOBER 27, 1992 IV. CASES : A. Final Drawings : 1 . CASE NO. : 4020 SA APPLICANT (AND ADDRESS) : JAMES B. WALLER c/o ROBIN LEE REALTY, 73-255 E1 Paseo, Suite 11, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised awnings with signage LOCATION: 73-255 E1 Paseo, Suites 20 & 4 ZONE: C-1 S .P. The applicant, Richard Shupe, addressed the commission stating that the tenant asked that the entry door be moved during construction and that was why the large awning was located in front of the window. Commissioner Urruita asked about having just one awning for all three locations as he felt placing a marquee awning in the center of the building, where there was not a door, was not acceptable. He thought that a single awning would tie-in better with the building. Commissioner Gregory did not have a problem with the proposed three awnings as he felt they did look like they were designed to tie-in with the architecture. Commissioner Van Vliet noted that he did not have a problem with the proposed awnings . Commissioner Connor thought that it did seem awkward to see a marquee awning leading to a window instead of an entry door. Action• It was moved by Commissioner Connor, seconded by Commissioner Urrutia, to approve the awnings subject to the middle awning cantilevered out to a maximum of 5 feet, eliminating the posts . Awning on right side to match existing awning on the left. Motion carried 5-0 . 2 . CASE NO. : 3075 SA APPLICANT (AND ADDRESS) : IMPERIAL SIGN CO. for HOLIDAY INN, 46-120 Calhoun Street, Indio, CA 92201 5 MINUTES ARCHITECTURAL REVIEW COMMISSION OCTOBER 27, 1992 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised business identification signage LOCATION: 74-675 Highway 111 ZONE: PC-4 Jeff Winklepleck presented revised monument sign plans at 6 ' x 12 ' noting that this was 72 square feet making the sign 1/3 larger than the existing monument sign. Commissioner Urrutia indicated that commission would have to see a site plan showing how the sign would fit on the site. Steve Smith reported that after looking closer at the proposal, the monument sign was actually 50 square feet as the base would not be included in the size of the sign. Commissioner Holden discussed his concerns with the length of the sign as submitted. Commission allowed applicant to go out to the site to take pictures of existing monument sign and return to meeting for further determination on proposed sign. The applicant, Jim Engle, returned with photographs of existing monument sign. After reviewing the photos and proposed signage plans, commission felt the revised monument sign was acceptable if it were moved substantially from the stop sign. Action: It was moved by Commissioner Connor, seconded by Commissioner Urrutia, to approve the revised monument signage with the condition that it be moved at least one parking bay to the west. Motion carried 5-0 . 3 . CASE NO. : 4029 SA APPLICANT (AND ADDRESS) : PACIFIC SPA & BATH, 73-446 Highway 111, Palm Desert, CA 92260 NATURE OF PROJECT APPROVAL SOUGHT: Approval of wood trellis for business identification signage LOCATION: 73-446 Highway 111 ZONE: 6 ,%W01 4400' MINUTES ARCHITECTURAL REVIEW COMMISSION OCTOBER 27, 1992 The applicant presented plans for a wood trellis type awning for his signage as the canvas awnings are getting burnt from the sun. Commissioner Urrutia noted that the wood structure would be very high maintenance. Commissioner Connor agreed and felt that the wood awning would not last any longer than the canvas awnings used now. Commissioner Gregory discussed his concerns with the beams being strong enough to avoid looking flimsy. Commissioner Holden felt that the proposal should be considered as a structure instead of an awning and therefore would need to know from the building department if the structure can be extended this far out. Commissioner Urrutia felt that initially the wood structure would look good, but eventually it would deteriorate. He suggested that the applicant look at this type of wood structures along E1 Paseo and notice how they are decaying. Action: It was moved by Commissioner Holden, seconded by Commissioner Gregory, to approve the proposal with the understanding that it meet all city building codes and ordinances . Motion died on a 2-3 vote. Commission indicated that it was prepared to continue this item to allow the applicant to revise his proposal . The applicant indicated that this was the structure he wished to get approved. Further discussion occurred. Action: It was moved by Commissioner Connor, seconded by Commissioner Urrutia, to deny the proposal as submitted. Motion carried 3-2 , with Commissioners Gregory and Holden voting No. 4 . CASE NO. : 4025 SA APPLICANT (AND ADDRESS) : IMPERIAL SIGN CO. for FUGATE ENTERPRISE/PIZZA HUT, 46-120 Calhoun Street, Indio, CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT: approval of revised business identification signage 7 MINUTES ARCHITECTURAL REVIEW COMMISSION OCTOBER 27, 1992 LOCATION: 72-310 Highway 111 Steve Smith presented plans for the proposed monument sign noting that the ordinance did not allow for an additional monument. He informed commission that if they were to approve the proposed monument sign, the applicant could go before the Planning Commission and City Council requesting approval to amend the ordinance. Commissioner Urrutia asked why the applicant felt the proposed signage was better than the existing signage. The applicant, Jim Engle, noted that Pizza Hut was asking to remove the wall mounted signs on the east and west elevations and replacing them with a monument sign as the trees around the building are growing so large and they are blocking the existing wall signage. Commissioner Gregory discussed his concerns with the proposed amount of monument signs for the center. Commissioner Holden felt that the scale was too large and indicated that the sign would have to tie-in with the rest of the businesses in this center to create continuity. He added that he could not see how the monument sign would be visible at the location proposed. Commissioner Urrutia felt that adding the name of the business to the current monument sign at this center would be the best solution. Action: It was moved by Commissioner Urrutia, seconded by Commissioner Van Vliet, to continue the request until the applicant receives approval of a variance from the Planning Commission on a second monument sign for this center. Motion carried 5-0 . B. Preliminary Plans : 1 . CASE NO. : CUP 92-10 APPLICANT (AND ADDRESS) : CHARLES L. MARTIN for REDONDO DONS, 40-840 Thunderbird Road, Rancho Mirage, Ca 92270 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of patio structure and entry foyer LOCATION: 72-291 Highway 111 8 MINUTES ARCHITECTURAL REVIEW COMMISSION OCTOBER 27, 1992 ZONE: C-1 Mr. Martin outlined the detailed elevations noting that the plans had already gone before the Planning Commission. Commissioner Urrutia discussed his concerns on how the extended patio would feel at this open corner. Mr. Martin asked for direction from commission on what they wanted to see at this corner and noted that the owner was hoping to add palm trees to this area. Commissioner Urrutia felt that proper landscaping would help to soften this area. Commissioner Gregory agreed and noted his concerns with the patio extending out so close to the corner and also felt that landscaping would help with this . Commissioner Holden asked about screening the patio from traffic along Highway 111 . Commissioner Urrutia added that the additional landscaping could also provide something more than the traffic for the people dining out on the patio. Commissioner Gregory expressed how he would prefer a more warm tone in place of the proposed cool gray tone for the building. Action: It was moved by Commissioner Holden, seconded by Commissioner Gregory, to grant conceptual approval on the patio structure and entry foyer plans, directing the applicant to address the following concerns : 1) Commission preferred a warm tone in place of the cool gray for the building as they felt the building was too large for the cool tones submitted; 2 ) Provide actual plan to show how the landscaping relates to the patio addition. Commission would like to see some type of landscaped screening along Highway 111 . Motion carried 5-0 . 2 . CASE NO. : CUP 92-11 APPLICANT (AND ADDRESS) : SONTAG & NOVASCONE, INC. for LOUISE ' S PANTRY, 124 So. Palm Canyon Drive, Palm Springs, CA 92262 9 O MINUTES ARCHITECTURAL REVIEW COMMISSION OCTOBER 27, 1992 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised preliminary plans for enclosure of existing patio LOCATION: 111 Town Center Way, Suite A Steve Smith presented the revised plans noting the incorporation of the hip roof . Action: It was moved by Commissioner Holden, seconded by Commissioner Van Vliet, to grant preliminary approval to the revised plans as submitted. Motion carried 3-1-1, with Commissioner Gregory Abstaining, and Commissioner Connor voting No. C. Miscellaneous Cases : 1 . CASE NO. : APPLICANT (AND ADDRESS) : LANCE ALACANO, 73-182 Loma Vista, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of 17 ' 5" single family home LOCATION: 73-100 Bel Air Road Jeff Winklepleck presented plans for 17 ' 5" home noting the hip roof structure. Action: It was moved by Commissioner Gregory, seconded by Commissioner Holden, to approve the plans as submitted. Motion carried 5-0 . V. The following cases were added to the agenda by a unanimous vote: 1 . CASE NO. : APPLICANT (AND ADDRESS) : COLLEGE OF THE DESERT, 43-500 Monterey Avenue, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of signage LOCATION: Near the entrance to the parking lot of the Golf Institute ' s driving range 10 MINUTES ARCHITECTURAL REVIEW COMMISSION OCTOBER 27, 1992 Steve Smith presented plans for the proposed signage. Commission was concerned that the plans were not complete ( i .e. type of base was not delineated) . It was decided that commission could approve the signage on a temporary basis subject to staff reviewing appropriate additional information. Action: It was moved by Commissioner Gregory, seconded by Commissioner Holden, to approve the proposed signage on a temporary basis for a maximum of two years subject to staff approving detailed plans for signage base and placement. Motion carried 5-0 . 2 . CASE NO. : 4035 SA APPLICANT (AND ADDRESS) : JOHN OHEA SIGNS for O. Action: It was moved by Commissioner Urrutia, seconded by Commissioner Van Vliet, to approve the signage as submitted. Motion carried 5-0 . 3 .
