It was moved by Commissioner Urrutia, seconded by Chairman Gregory, to approve the minutes of the August 25, 1992 meeting as submitted. Motion carried 3-0-2, Commissioners Holden and Connor abstaining. III. It was moved by Commissioner Holden, seconded by Commissioner Van Vliet, to approve the following cases by minute motion. Motion carried 5-0. A. Final Drawings: 1. CASE NO.: 385 C APPLICANT (AND ADDRESS) : MARRAKESH COUNTRY CLUB, 47-000 Marrakesh Drive, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of front entrance remodel LOCATION: 47-000 Marrakesh Drive ZONE: PR-3 Commission approved remodel plans as submitted. 2. CASE NO.: 386 C APPLICANT (AND ADDRESS): ROBERT RITCHEY for EL PASEO VILLAGE, 41-625 Eclectic #A-1 , Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of patio cover MINUTES ARCHITECTURAL REVIEW COMMISSION AUGUST 8, 1992 LOCATION: Southeast corner of Lupine and El Paseo ZONE: C-1 S.P. Steve Smith presented plans and photographs of the center noting that the owner of the center was trying to balance the features from the other end of the center on San Pablo Avenue. He noted that the owner was trying to improve the common ground with the proposed outdoor seating area and anticipated some upgraded changes in the outdoor furniture and landscaping. Commission approved the patio cover plans subject to acceptable landscape treatment on the exterior of the wall . 3. CASE NO.: 387 C APPLICANT (AND ADDRESS): J.J.C. CONSTRUCTION & SERVICES, INC. for MOBIL, 1020 Iowa Avenue, Suite B, Riverside, Ca 92507 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of canopy addition LOCATION: 73-611 Larkspur Lane ZONE: C-1 S.P. Commission approved the canopy plans subject to the pole sign conforming to the city ordinance. B. Preliminary Plans: 1. CASE NO.: CUP 92-10 APPLICANT (AND ADDRESS): DONALD T. BALLARD for REDONDO DONS, 44- 832 San Luis Rey, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of patio addition LOCATION: (Rubens Restaurant) southwest corner of Fred Waring Drive and Highway Ill ZONE: C-1 Phil Drell presented pictures of the proposed patio noting that the plan was conceptual . Commissioner Urrutia felt the concept was acceptable, however felt that better treatment was needed (other than lawn) between the corner and the patio. Commissioner Urrutia liked the idea of the glass, but felt the string lights would not work. Commissioner Holden felt the concept was acceptable, however, the building needed more detail . Mr. Drell noted that the surf board would have to be moved from the roof. Commission granted conceptual approval to the patio addition, directing the applicant to address the following: 1) Enhanced treatment to be added between corner and patio with something other than lawn; 2) String lights to be deleted; 3) Provide a more detailed architectural plan to include materials to be used; 4) Surf board sign to be removed from roof. C. Miscellaneous Cases: 1. CASE NO.: HDP 92-1 APPLICANT (AND ADDRESS): SCOTT SOHN, 72-470 Greene Way, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of single family home in hillside LOCATION: 72-470 Greene Way Steve Smith noted that the plans were before commission for preliminary approval earlier in the year and indicated that the working drawings reflected changes from that meeting. He added that a landscaping plan was not submitted. Commission granted final approval to the architectural plans only directing the applicant to provide a detailed landscaping plan for approval . D. The following cases were added by a unanimous vote, and approved by minute motion. 1. CASE NO.: APPLICANT (AND ADDRESS): GEORGE NICHOLAS for JOHN TUVELL, Post Office Box 13510, Palm Desert, CA 92260 3 MINUTES ARCHITECTURAL REVIEW COMMISSION AUGUST 8, 1992 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of single family home over 15 feet high LOCATION: 73-165 Be] Air Road ZONE: Commission approved plans as submitted, subject to the applicant providing an acceptable landscape plan. 2. CASE NO.: TT 26123 APPLICANT (AND ADDRESS): SUNRISE DESERT PARTNERS for INDIAN RIDGE COUNTRY CLUB, 42-600 Cook Street, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of golf course maintenance building LOCATION: Country Club Drive between 42nd Avenue, E1 Dorado and Oasis Country Club ZONE: PR-5 Commission granted final approval of golf course maintenance building plans as submitted. 3. CASE NO.: 3090 SA APPLICANT (AND ADDRESS): PALMS TO PINES CANVAS for MEPHISTO, Pinyon Pines, Box 69, Mountain Center, CA 92561 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning with signage LOCATION: 73-241 Highway 111 , Suite 3E ZONE: C-1 S.P. Steve Smith reported that the applicant was requesting approval to cover the existing metal awning with a dark green fabric awning. Signage would be 8 inch white letters. Commission approved fabric awning with signage as submitted. 4 MINUTES ARCHITECTURAL REVIEW COMMISSION AUGUST 8, 1992 IV. CASES: A. Final Drawings: 1. CASE NO.: 3098 SA APPLICANT (AND ADDRESS) : AMERICAN AWNING CO. for GREAT STUFF/GLEZ & HARKINS GALLERY, 44-489 Town Center Way ##194, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning LOCATION: 73-425 El Paseo ZONE: C-1 S.P. Phil Drell presented plans and pictures of proposed awning. Commissioner Connor stated that he did not like the awning as it did not relate to the architecture of the building. He stated that the awning would cover the only architectural feature of the building. Action: It was moved by Commissioner Connor, seconded by Commissioner Van Vliet, to continue the request to allow the applicant to explore other possibilities. Motion carried 5-0. B. Preliminary Plans: 1. CASE NO.: 376 C APPLICANT (AND ADDRESS): A & S ENGINEERING for TEXACO, 207 W. Alameda Avenue, Suite 202, Burbank, CA 91502 NATURE OF PROJECT/APPROVAL SOUGHT: Approval to remodel existing service station LOCATION: Northeast corner of Highway III and Cabrillo ZONE: C-1 S.P. Steve Smith presented the revised plans noting that the remodel plans were before the commission in January and one of the previous issues was the sign. He noted that this was no longer an issue as the applicant was not asking to change the sign. 5 MINUTES ARCHITECTURAL REVIEW COMMISSION AUGUST 8, 1992 Commissioner Holden felt that the existing station had more of a design with the stone veneer. Commissioner Urrutia agreed, and added that other Texaco stations in the valley that had been upgraded are much better than this proposed plan. He did not feel this plan was an upgrade to the service station. Chairman Gregory felt that the landscaping did not flow well , and felt the applicant would not be pleased with the proposed landscaping on the corners. He added that the applicant should work with Eric Johnson on a more detailed landscape plan. Commissioner Connor agreed and felt that some additional landscaping was needed on the corners. Action: It was moved by Commissioner Urrutia, seconded by Commissioner Connor, to continue the request directing the applicant to submit a more aesthetically pleasing design and to work with Eric Johnson on upgrading the landscaping plan. Motion carried 5-0. 2. CASE NO.: PP 92-6 APPLICANT (AND ADDRESS): COOK PARTNERS LIMITED PARTNERSHIP, 110 West Las Tunas Drive, Suite B, San Gabriel , CA 91776 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of revised architectural and landscape plans LOCATION: Northwest corner of Country Club and Cook ZONE: PD-2 and PR-10 The applicant, Kevin Mequet, presented the revised site plan and elevations showing the added details. He noted that the tower elements were proposed at 60 feet. Chairman Gregory felt the 60 foot towers were too high. Commissioner Urrutia did not have a problem with the 60 foot tower in the middle of the project, but not at the other proposed locations. The landscape architect, Dann Mikkelsen, outlined the landscape plan. Chairman Gregory noted that the Palo verde did not meet the city's requirement for parking lot shade trees. Mr. Smith directed the applicant to pick-up a copy of the city's list of approved plant material at the planning department. Chairman Gregory felt that the applicant needed to provide a more detailed landscape plan. 6 MINUTES ARCHITECTURAL REVIEW COMMISSION AUGUST S, 1992 Commissioner Urrutia noted that the applicant would have to eliminate some square footage to meet the city standards. Action: It was moved by Commissioner Holden, seconded by Commissioner Urrutia, to grant preliminary approval on inline buildings E, F, G, H and J and continued the landscaping directing the applicant to provide a more detailed plan. Motion carried 5-0. 3. CASE NO.: TT 26123 APPLICANT (AND ADDRESS): SUNRISE DESERT PARTNERS for INDIAN RIDGE COUNTRY CLUB, 42-600 Cook Street, Palm Desert, CA 92260 MATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of entry landscaping as it relates to public art LOCATION: Country Club Drive between 42nd Avenue, E1 Dorado and Oasis Country Club ZONE: PR-5 Landscape architect, Mike Horton, outlined the landscape design surrounding the public art and country club entry. The artist, Mr. Otto Reagan, discussed the aesthetic reasons for proposing turf instead of the recommended decomposed granite. Chairman Gregory felt the landscaping around the art was acceptable, however felt that the myoporum is not very strong and will not always look green and lush. Commissioner Connor noted that there was a commitment to long term maintenance with this plan and wanted to make sure that everyone is aware of this. Ms. Catherine Sass, Director of Public Art, was present and offered no comment on this matter. Action: It was moved by Chairman Gregory, seconded by Commissioner Van Viiet, to grant preliminary approval to the entry landscaping plan as submitted. Motion carried 4-1 , Commissioner Urrutia voting No. 7 N,� MINUTES ARCHITECTURAL REVIEW COMMISSION AUGUST 8, 1992 V. MISCELLANEOUS: Commissioner Connor questioned why the street side landscaping at the entry to the Grove located on Deep Canyon Drive was not completed. Steve Smith noted that he walked the site with the developer directing him on where to place added trees. He noted that this was done three weeks ago and still has not seen the required trees. Mr. Smith noted that we now need to get their attention and requested Steve Buchanan to stop inspections until this landscaping has been completed. VI.
