I . CALL TO ORDER:
The meeting was called to order at 12 :20 p.m.

II . It was moved by Commissioner Urrutia, seconded by Commissioner
Van Vliet, to approve the minutes of the September 8, 1992
meeting as submitted. Motion carried 4-0-1, Commissioner
Connor abstaining.
III . It was moved by Commissioner Van Vliet, seconded by
Commissioner Connor, to approve the following cases by minute
motion. Motion carried 5-0.
A. Final Drawings:

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of ceramic
tile signage for apartment complex

Commission approved the signage plans subject to the sign
conforming to the revised dimensions on file.

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised
business identification signage
LOCATION: 73-540 Highway 111
Phil Drell presented plans for the requested sign change
noting that the applicant was proposing to change the
name over the door from "Adriatic" to the word
"Cocktails" in red neon. Commission continued the
request directing the applicant to provide actual
pictures of the restaurant showing where proposed signage
would be placed as well as color samples .

Steve Smith presented the landscape plans noting that
Eric Johnson had reviewed the plans and found them
acceptable. Commissioner Connor questioned the lack of
trees along the perimeter wall . The applicant, Michael
Horton, noted that there was an existing curb and
retaining wall which would only leave approximately two
feet for planting. He added that the applicant was
requesting approval to eliminate some of the lawn area
and replace it with a recreation area for volleyball .
Commissioner Connor requested to see where existing trees
were placed on the opposite side of the wall . He added
his concerns with the proposed salvia greggii and myoprum
parvifolium noting that they would not last long as they
were so brittle.
Commission granted preliminary approval to the landscape
plan subject to confirmation of the existing tree
placement and replacement of proposed salvia greggii and
myoprum parvifolium.
2 . CASE NO. : PP 92-6
APPLICANT (AND ADDRESS) : COOK PARTNERS LIMITED
PARTNERSHIP, 110 West Las Tunas Drive, Suite B, San
Gabriel, CA 91776
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of
preliminary landscape plans
LOCATION: Northwest corner of Country Club Drive and
Cook Street
ZONE: PD-2 and PR-10
The applicant, Ken Feenstra, outlined the proposed
landscape design. Phil Drell noted that the proposed ash
trees for the parking area would be completely bare a few
months out of the year and felt that they should not be
used for the entire parking lot. Chairman Gregory agreed
and suggested that at least the fingers should have
evergreen trees .
Commission continued the landscape plans to allow
Commissioner Connor and Eric Johnson time to review the
plan. Commission directed applicant to provide more
variety in the trees for the parking lot area.

A. Final Drawings :
1. CASE NO. : 4006 SA
APPLICANT (AND ADDRESS) : CHARLES L. MARTIN for LEGACY
HOME FURNISHINGS, 40-840 Thunderbird, Rancho Mirage, CA

NATURE OF PROJECT/APPROVAL SOUGHT: Replace existing
signage at old RB Furniture building
LOCATION: 72-115 Highway 111
ZONE: C-1
Steve Smith noted that the applicant was requesting
approval for wall signage as well as an entry sign to
replace the existing free-standing sign. The applicant,
Charles Martin, noted that the wall signage would be
individual channel letters . Commissioner Urrutia asked
if the monument sign would be the same letters as on the
wall . Mr. Martin was not clear on this . Commissioner
Holden noted that the commission would prefer recessed
letters or flush letters on the monument sign.
Mr. Martin noted that the applicant was planning on
adding another building at this location and therefore
was asking for approval to place a sign over the door as
well as on the curb line.
Action:
It was moved by Commissioner Holden, seconded by
Commissioner Connor, to approve the signage subject to
location being worked out with staff. Letters on
monument sign to be individual channel letters to match
letters on building. Motion carried 5-0 .

NATURE OF PROJECT/APPROVAL SOUGHT: Approval to enclose
existing patio
LOCATION: 111 Town Center Way, Suite "A"
ZONE: PC-3 S.P.
Steve Smith presented revised plans for the patio
enclosure noting that the plans were different than what
was previously submitted. Steve Buchanan noted that the
actual plans to be submitted for plan check would have to
be designed by a licensed architect.
Mr. Smith noted that the plans would go before the
planning commission on October 6th. Commissioner Urrutia
discussed how the submitted plan lacked detail and felt
that better exhibits were needed. One example he
outlined was how the proposed awning would not work as
shown on the plans .
Commissioner Holden noted that when the plans were before
the commission previously, commission directed the
applicant to free-up the corner rather than build it up
as proposed. He added commission' s feelings on making
the corner look more important than just the back side of
the building. Commissioner Urrutia agreed and felt the
building should be set back more. Commissioner Van Vliet
felt that the roofs would not tie-in as indicated on the
plans and the patio addition would look like a very
obvious addition. Commissioner Urrutia added that
because the building is elevated 3 or 4 feet, the
addition would really stand out and felt the suggestion
of shifting the building back some would soften this
corner.
Action:
It was moved by Commissioner Urrutia, seconded by
Commissioner Van Vliet, to continue the request directing
the applicant to address the following:
1) Free up corner;
2) Provide detailed plan showing actual proposed
architectural features and materials;
3) Show proposed elevations with landscaping to show
how the landscaping ties in with the building.
Motion carried 5-0 .

2 . CASE NO. : 388 C

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of four
models, typical landscape plan and final approval of
entry sign
LOCATION: Lots 1 thru 16, La Paloma on Hovley Lane,
Tract No. 24773-1
ZONE: PR-5
Steve Smith presented plans for the four model units with
typical landscape plans noting that the setbacks exceed
the city' s requirement. Chairman Gregory felt that all
the shrubs be changed to five gallon as a number of the
shrubs listed will take too long to develop from one
gallon sizes. He discussed the difficulty in
determining which landscape plan would actually be used
for each home and how the shrubs would be utilized and
felt that groupings should be done within the plant types
listed.
Action:
It was moved by Chairman Gregory, seconded by
Commissioner Connor, to grant preliminary approval on the
landscape plan with the following conditions :
1) Delete indian hawthorn (rhapiolepis indica) from
shrub pallet;
2) Plants should be grouped in appropriate clusters
and provide a landscape plan for each model;
3) All shrub material to be five gallon.
Commission granted final approval on the architectural
plans and signage as submitted. Motion carried 5-0 .
C. The following cases were added to the agenda by a
unanimous vote:

NATURE OF PROJECT/APPROVAL SOUGHT: Reconsideration of
proposed awning with signage
LOCATION: 73-425 E1 Paseo
ZONE: C-1 S.P.
The applicant, Jim Sadler, reported that the owner was
willing to change the awning to a gray fabric with yellow
letters . The proposed canopy would sit on top of the
existing wrapper. Mr. Sadler was before the commission
today to request approval for the revised awning on the
courtyard side of the building.
The owner, Caroline Bell, agreed to change the color of
the awning but felt the only other location to place the
awning would be over the entry. She felt the door was
set back too far for signage.
Commissioner Holden informed the owner that commission
felt the proposed straight valance did not tie in with
the architecture of the building. He added that the
awning should enhance the architecture, not block it as
the proposed awning would. Commissioner Urrutia agreed
and felt that the building facade had a lot of detail and
the proposed awning would cover it up. Commission
discussed options with the owner on smaller awnings that
would not cover the architectural features of the
building.
Action:
It was moved by Commissioner Urrutia, seconded by
Commissioner Holden, to approve the awning subject to the
applicant providing staff with plans acceptable to
commission with staff to facilitate review by commission
members once they are submitted. Awning to be gray with
yellow copy and not to obscure the existing building
architecture. Motion carried 5-0 .
2 . CASE NO. : 2095 SA
APPLICANT (AND ADDRESS) : PALMS TO PINES CANVAS for 99
CENT VIDEO, Pinyon Pines, Box 69, Mountain Center, CA
92361
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised
signage

The applicant, Ernie Brooks, discussed the proposed
awning showing how it would wrap around the existing
gutter noting that there would be no interior lighting.
Commissioner Urrutia discussed his concerns with the
darker colors and felt that the dark blue should be the
small center section with the lighter blue on each side.
Action:
It was moved by Commissioner Urrutia, seconded by
Commissioner Connor, to approve the revised plan subject
to the dark blue being the center color of the awning
with the lighter blue on each side. Neon at a maximum of
4500 . Motion carried 4-1, Commissioner Holden voting No.
3. CASE NO. : 4009 SA
APPLICANT (AND ADDRESS) : PALMS TO PINES CANVAS for ST.
JOHN BOUTIQUE, Pinyon Pines, Box 69, Mountain Center, CA
92361
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning
with signage
ZONE: C-1 S.P.
The applicant, Ernie Brooks, presented drawings on the
proposed orange awning over the entrance. Commissioner
Van Vliet felt the awning extended out too far, being so
close to the corner. Commissioner Urrutia agreed, and
felt the awning would be acceptable at eight feet with
the posts at approximately seven feet out.
Action:
It was moved by Commissioner Urrutia, seconded by
Commissioner Van Vliet, to approve Option No. 2 as
submitted, extending eight feet from the wall with the
posts lining up with planters on each side, as shown by
Commissioner Urrutia. Motion carried 4-0 .

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised
landscaping plan
LOCATION: 43-585 Monterey Avenue
ZONE: O.P.
Commissioner Connor presented revised landscaping plan
requesting approval of minor changes with the addition of
a cactus garden and rock. He noted that the mesquite
trees would be changed to austriallian willow as the
planter area was quite narrow.
Action:
It was moved by Chairman Gregory, seconded by
Commissioner Urrutia, to approved the revised landscaping
plan as submitted. Motion carried 3-0-1, Commissioner
Connor abstaining.
