It was moved by Commissioner Urrutia, seconded by Commissioner Connor, to approve the following cases by minute motion. Motion carried 5-0 . A. Final Drawings : 1 . CASE NO. : CUP 92-11 APPLICANT (AND ADDRESS) : SONTAG & NOVASCONE, INC. for LOUISE ' S PANTRY, 124 So. Palm Canyon Drive, Palm Springs , CA 92262 NATURE OF PROJECT/APPROVAL SOUGHT: Final plan approval for restaurant expansion LOCATION: 111 Town Center Way, Suite A ZONE: P.C. ( 3 ) Steve Smith presented revised plans noting the changes in the elevations . The landscape plans were still not presented, and will be brought before the commission when the applicant submits them. Commission approved revised architectural plans only as submitted. � � � MINUTES ARCHITECTURAL REVIEW COMMISSION APRIL 13, 1993 2 . CASE NO. : CUP 92-7 APPLICANT (AND ADDRESS) : CHRISTOPHER S . MILLS, ARCHITECT, INC. for SACRED HEART CHURCH, 121 So. Palm Canyon Drive, Suite 222 , Palm Springs, CA 92262 NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of architectural and landscape plans for school building and playground area LOCATION: 43-775 Deep Canyon Drive ZONE: R-1/PR-4 Jeff Winklepleck presented the final plans noting that they were the same as the approved preliminary plans . Commission approved the final architectural and landscape plans as submitted. 3 . CASE NO. • 373 C APPLICANT (AND ADDRESS) : ROBERT & PATRICIA DOWNS for EL CAFE DE MEXICO, 73-633 Highway 111, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of restaurant remodel LOCATION: 73-325 Highway 111 ZONE: C-1 S.P. Steve Smith presented the architectural and landscape plans for approval of outdoor dining, along the side and in front of the existing restaurant. He reported that the applicant would like to create a landscape buffer between the sidewalk and the dining area. Mr. Smith noted that he would be required to obtain a conditional use permit through the planning commission before he could add any chairs (beyond 8) outdoors . Commissioner Holden discussed his concerns with the handicap ramp and the slope of the patio. Mr. Bob Downs explained how this would be addressed. The colors of the building would remain the same. Commission approved the exterior remodel plans as submitted. 2 � �rrr `�.t„� MINUTES ARCHITECTURAL REVIEW COMMISSION APRIL 13, 1993 4 . CASE NO. : 4113 SA APPLICANT (AND ADDRESS) : LESLIE A. SHELL, 73-425 El Paseo, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of wall sign and name change on awning LOCATION: 73-425 E1 Paseo ZONE: C-1 Steve Smith presented photographs of the existing awning noting that the applicant was requesting approval to replace the existing yellow lettering with burgundy reading "Glez Harkins Collection - Leslie A. Shell Design" . In addition, the applicant was requesting approval to add a wooden sign with raised letters on the west facing wall . Background would be tan with gold lettering. Commission approved the name change on the existing awning, as well as the new wall sign, as submitted. IV. CASES : A. Final Drawings : 1 . CASE NO. : 3077 SA APPLICANT (AND ADDRESS) : TANPOPO JAPANESE COUNTRY INN, 72-221 Highway 111, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of additional signage facing Highway 111 LOCATION: 72-271 Highway 111 (Los Sombras Center) ZONE: P.C. (4 ) Steve Smith reported that the applicant was requesting additional signage to be placed on top of the two foot perimeter wall, across the back of the restaurant. This would be an illuminated can, 2 ' x 12 ' , white background, red lettering in Japanese characters . He felt that something was needed to unify the back of the building 3 • . � � MINUTES ARCHITECTURAL REVIEW COMMISSION APRIL 13, 1993 and to screen the maintenance equipment along the Highway 111 side. Mr. Smith also noted the two pine trees surrounding the signage that had suffered damage. He added that the restaurant has a recently approved and installed sign with reverse channel letters, dark brown on a tan background. Staff has major concerns with proposal as submitted and asked that the commission discuss the issue to achieve a better solution. The applicant ' s representative, Frankie Nakasone, was present and indicated that the request for additional signage was to get more effective identification from Highway 111 . Commissioner Urrutia discussed his concerns on adding another sign to the existing signage and would rather see a different approach, perhaps designing one sign that would get the same effect. Commissioner Holden agreed, and felt that the proposed additional signage looked like it was just tacked onto another sign. He would rather see something that was thought through more. The applicant asked about the trees surrounding the existing signage. Commissioner Connor felt that the applicant should deal with the landscaping as a total picture as opposed to butchering the trees . Staff suggested that the applicant meet with Eric Johnson to determine the best solution for the location of the existing trees currently in the right-of-way. Action: It was moved by Commissioner Urrutia, seconded by Commissioner Holden, to continue the request to allow the applicant to redesign the signage and landscaping. Commission directed the applicant to consider consolidating the two different signs, increasing height of exterior wall, thereby moving the sign forward and screening back of building. Motion carried 5-0 . 2 . CASE NO. : 376 C APPLICANT (AND ADDRESS) : A & S ENGINEERING for TEXACO, 207 W. Alameda Avenue, Suite 202 , Burbank, CA 91502 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of remodel plans LOCATION: Northeast corner of Highway 111 and Cabrillo 4 , � � MINUTES ARCHITECTURAL REVIEW COMMISSION APRIL 13, 1993 ZONE: C-1 S.P. Jeff Winklepleck presented revised plans for the remodel outlining what had happened with the case through the appeal process with city council . He noted that the applicant was proposing to stucco the entire building, uplift the fascia, and stucco the canopy over the pumps . Commission discussed various options that could be done with the surfaces to add some depth to the elevations . Commissioner Holden felt that the revised plans were an improvement as there was a little more uniqueness to the design, but still looked like every other service station. Commissioner Van Vliet felt that the canopy was too high. Commissioner Holden discussed how a thicker stucco was needed to cover the grooves in the block. Action: It was moved by Commissioner Holden, seconded by Commissioner Van Vliet, to continue the request directing the applicant to address the following: 1) Lower canopy height; 2 ) Tie building and canopy together, reducing facia height; 3 ) Change to a thicker stucco to cover the u-grooves; 4 ) Create some interest by furring, colors, etc . Motion carried 5-0 . 3 . CASE NO. : 4098 SA APPLICANT (AND ADDRESS) : PLACE VENDOME FINE JEWELRY, 73-950 E1 Paseo, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Reconsideration of awnings with signage LOCATION: 73-950 E1 Paseo ZONE: C-1 Steve Smith noted that this was the second time the commission was reviewing the plans noting that it was staff ' s impression that the applicant was going to take to heart some of the suggested options that the 5 . �rrrr � MINUTES ARCHITECTURAL REVIEW COMMISSION APRIL 13, 1993 commission discussed with him at the March 23, 1993 meeting. Mr. Smith noted that two days after this meeting the applicant filed an appeal; however, because the case was continued and not denied, technically the case cannot be appealed. Staff was therefore asking for approval as submitted or deny with reasons for denial . Action: It was moved by Commissioner Holden, seconded by Commissioner Connor, to deny the request as they felt the awnings needed to be tied together someway rather than being independent. Commission felt that with the small building facade, the three awnings were too busy. Motion carried 5-0 . 4. CASE NO. : 4015 SA APPLICANT (AND ADDRESS) : IMPERIAL SIGN COMPANY for NO DA TE, 46-120 Calhoun Street, Indio, CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT: Reconsideration of signage with 18 inch letters LOCATION: 73-655 E1 Paseo, Suites L & M ZONE: C-1 Action: It was moved by Commissioner Connor, seconded by Commissioner Van Vliet, to deny the reconsideration for 18 inch letters as they felt the use of 12" silver letters on the background provided more than adequate contrast and readability, and the 12 inch letters are consistent with other silver letters on the building. Motion carried 5-0 . B. Preliminary Plans : 1. CASE NO. : PP 92-6 APPLICANT (AND ADDRESS) : COOK PARTNERS LIMITED PARTNERSHIP, 110 West Las Tunas Drive, Suite B, San Gabriel, CA 91776 ; CARVER COMPANIES, 74-947 Highway 111, Suite D-8, Indian Wells, CA 92210 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised preliminary elevations and landscape plan 6 , � � MINUTES ARCHITECTURAL REVIEW COMMISSION APRIL 13, 1993 LOCATION: Northwest corner of Cook Street and Country Club Drive ZONE: P.C. (2) Mr. Bill Carver apologized to the commission for having to change the original Barragon' s design and explained how he had no choice in order to get the council ' s approval . With the revised plans shown today, he hoped to meet the concerns of the community and, at the same time, come up with something that is architecturally compatible. Susan Quon outlined the revised site plan as well as the landscaping plan. Brad Smith discussed the elevations, exterior building materials, and landscaping theme for Batcan Entertainment ' s restaurant in detail . Commissioner Holden discussed the satellite buildings and how it appeared that pads L, K, M and N formed some type of plazas, and that pads Q, R, S and T are rubber stamped the same distance apart without any feelings for what happens between the buildings . He felt that when driving down Cook Street, and looking between buildings K and L, you see two blank sides of nothingness . Commissioner Holden felt that something should be done to use these areas, rather than create a two foot no mans land. Ms . Quon noted that building K had not been designated as part of the construction program as yet, and noted that building L had been treated in a very simplistic manner for flexibility. Commissioner Holden asked if anything would be done from the parking lot side. Ms . Quon noted that a gate would be designed in an architectural style to enclose this type of area. Commissioner Urrutia noted that the service gates needed to be high enough to block the dumpsters and the service yards . Commissioner Urrutia discussed the lack of pedestrian connection between building N and the plaza on the parking lot side. He was concerned about how things flow throughout the center and tieing things together. Commissioner Urrutia felt that the parking lot side of the center was important, if not more important, from an aesthetic point of view. Ms . Quon discussed the proposed building textures . Commissioner Urrutia noted that the application of the 7 J � � v� MINUTES ARCHITECTURAL REVIEW COMMISSION APRIL 13, 1993 stone materials were not a very enthusiastic element. He felt that it did not seem to have any character. Ms . Quon noted that she is now working directly with Ralphs and Payless and they are making minor revisions as the project moves along. One of the things Ralphs has asked was to increase their 23 foot elevation to 26 feet at one end in order to screen their rooftop equipment. Commissioner Urrutia noted his concerns on insuring that Ralphs will keep their shopping carts stored inside the store. Ms . Quon outlined the landscaping and benches along the store front that would keep the market from storinq the carts outside. Action: It was moved by Commissioner Holden, seconded by Commissioner Connor, to grant conceptual approval to the center proposal including the restaurant on Pad M and specifically excluding the Morton' s restaurant proposed on Pad K based on the comments listed above. Motion carried 5-0 . Commission reviewed plans for Morton' s Restaurant and found them totally unacceptable. They directed the applicant to re-design the plan. 2 . CASE NO. : 394 C APPLICANT (AND ADDRESS) : BATCAN ENTERTAINMENT, INC. , 44-489 Town Center Way, Suite D-434 , Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of revised elevations for 4 ,500 square foot restaurant on Pad M at Carver' s center LOCATION: Pad M at Carver Center, Northwest corner of Country Club Drive and Cook Street ZONE: PC-2 Steve Smith gave a brief background on the proposed restaurant while presenting the preliminary plans noting the outdoor dining patio on the east end. 8 ' ;'�r, ,�rr� MINUTES ARCHITECTURAL REVIEW COMMISSION APRIL 13, 1993 Action: It was moved by Commissioner Holden, seconded by Commissioner Connor, to grant conceptual approval to the 4,500 square foot restaurant on Pad M based on the comments noted under Case No. PP 92-6 . Motion carried 5-0 . 3 . CASE NO. : PP 93-3 APPLICANT (AND ADDRESS) : STEVE METSOVAS, Post Office Box 5132 , Orange, CA 92667 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of revised building elevations LOCATION: 73-850 Highway 111 (Biltmore Hotel site) ZONE• C-1 Steve Smith outlined the revised plans noting staff ' s concerns with the 2 foot gap at the west end of the building. Commissioner Urrutia felt that the plans were a step in the right direction; however, a number of the commission' s original concerns were still not addressed. Mr. Dan Thornburg discussed the condition between the existing 7-11 building and the wall and the debris problem that now exists . Mr. Metsovas feels that if he could keep the 2 foot gap, he would have the opportunity of keeping it clean and noted that it would be lit up. This 2 foot gap also gives him drainage on this site. Commissioner Holden felt that the revised elevations were acceptable; however, felt that if the applicant insisted on this separation between the buildings, it should be more than just the proposed 2 foot separation. He also discussed how additional landscaping was still needed along the strips on each side of the building to prevent them from looking like alley ways . They felt this could be done by shifting the building. Commissioner Urrutia discussed a number of other concerns the commission had. They would like to have at least five feet minimum of landscaping on the east side of the building. Trellis needs to be lowered along the trash area to make it a little less massive. 9 • , � �., MINUTES ARCHITECTURAL REVIEW COMMISSION APRIL 13, 1993 Commissioner Connor discussed the original plans showing triangular cut-outs in the parking area to provide for tree planting. He asked why these were now removed from the plan. Mr. Metsovas indicated that there was not enough space for these as the depth of the parking stalls was 18 feet. Commission felt that these cut-outs were still necessary. Mr. Smith suggested that the landscape plan be discussed with staff ' s landscape personnel to come up with a better tree solution for this area. Action: It was moved by Commissioner Urrutia, seconded by Commissioner Van Vliet, to grant preliminary approval to the plans subject to the following conditions : 1) Shift building in order to remove 2 foot gap at the west end of building; 2 ) Provide minimum five foot setback from driveway at east end to provide acceptable landscape treatment between building and curb; 3) Lower and extend out trellis over the trash areas to reduce building profile at the corners; 4 ) Provide defined, inset sign areas on front fascia; 5) Add color change to the columns ; 6 ) Revise landscape plan with staff as noted above.
