APPROVAL OF MINUTES: It was moved by Commissioner Holden, seconded by Commissioner Connor, to approve the minutes of the July 27, 1993 meeting as submitted. Motion carried 5-0-1, Commissioner O'Donnell Abstaining. III . It was moved by Commissioner Holden, seconded by Commissioner Urrutia, to approve the following cases by minute motion. Motion carried 6-0. A. Final Drawings : 1. CASE NO. : PP 93-3 APPLICANT (AND ADDRESS) : STEVE METSOVAS, Post Office Box 5132, Orange, CA 92667 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of final working drawings with landscaping LOCATION: 73-850 Highway 111 ZONE: C-1 Jeff Winklepleck presented the final plans noting that one of the commission' s original concerns were the tree types and the deletion of the triangle planter areas . Mr. Metsovas felt that since the trees were on the south *AW MINUTES ARCHITECTURAL REVIEW COMMISSION AUGUST 10, 1993 side of the parking spaces, the triangle planter areas were not needed. Phil Drell noted that a single palm tree did not count towards the amount of required parking lot trees . Commissioner Connor felt that the number of trees selected would not be adequate for shade purposes . Mr. Drell informed the commission that the design of this landscaping was intended to be consistent with the adjacent building to the east. Commissioner Connor noted that the fan palms listed on the plan for the building to the east were not planted and directed the applicant to inspect the existing landscaping if he was actually trying to be consistent with what was there. Mr. Metsovas noted that the existing benjaminas would be moved and replanted on the property. Commissioner Connor felt that the plan should call out what plant material would be used if the benjaminas did not survive the transplant. Commissioner Connor noted that the plan did not meet the parking standards on the required amount of shade trees . He indicated that the palm trees have to be grouped in threes in order for the palms to be counted as part of the required amount for shade trees in the parking area. Mr. Metsovas noted his concerns of the signage being blocked by the placement of additional trees . Commissioner Connor felt that something should be done with landscaping along the frontage road. Commission approved final architectural working drawings as submitted, continuing the landscape plan, directing the applicant to revise the plan to meet the city' s parking lot shade tree requirements. Mr. Metsovas returned to the meeting to ask that the commission verify the conditions on the approval . Commissioner Urrutia noted his concerns with the lack of trees along the building. Commissioner Connor recommended to move all palm trees from the frontage area to in front of the building (avoiding the sign locations on the building) and replace palms in frontage with more shade trees to provide shade for parking area. 2 . CASE NO. : CUP 93-4 APPLICANT (AND ADDRESS) : EL PASEO COLLECTION for THE DAILY GRILL, 73-061 E1 Paseo, Suite 205, Palm Desert, CA 92260 2 MINUTES ARCHITECTURAL REVIEW COMMISSION AUGUST 10, 1993 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of final plans for remodel and signage LOCATION: Southwest corner of E1 Paseo and Ocotillo ZONE: C-1 S.P. The architect for the applicant, Michael Czysz, outlined the changes made on the remodel noting the addition of a planter area. He discussed how the design of the awnings would not change from the original proposal because of the predominant entrance. Commissioner Gregory felt the design was a strong, well thought out, effort. Mr. Czysz presented drawings for the proposed signage showing white letters on a solid forest green awning. Commission approved the architectural final working drawings, including the awnings with signage, subject to submittal of a detailed landscape plan for commission' s approval . Commission granted preliminary approval to the parking lot plan. IV. CASES: A. Final Drawings: 1 . CASE NO. : 4098 SA APPLICANT (AND ADDRESS) . NICK ZEITOWIAN for PLACE VENDOME, 73-950 E1 Paseo, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised plans for awning with signage LOCATION: 73-950 E1 Paseo ZONE: C-1 Jeff Winklepleck presented the revised plans for the awnings with signage. Action: It was moved by Commissioner Holden, seconded by Commissioner Connor, to approve the revised plans as submitted. Motion carried 6-0 . 3 MINUTES ARCHITECTURAL REVIEW COMMISSION AUGUST 10, 1993 2 . CASE NO. : 394 C APPLICANT (AND ADDRESS) : MORTON' S OF CHICAGO, 1313 Dolley Madison Blvd. , Suite 400, McLean, Virginia 22101; CARVER COMPANIES, 74-497 Highway 111, Suite D-8, Indian Wells, CA 92210 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of landscaping plan LOCATION: Northwest corner of Cook Street and Country Club Drive ZONE: P.C. (2) Jeff Winklepleck presented the revised landscape plan. Commissioner Connor felt the landscaping directly around the building should be beefed up. Action: It was moved by Commissioner Connor, seconded by Commissioner Holden, to approve the landscape plan subject to the following conditions : 1) Washington robusta in the northwest corner to be replaced with a shoestring acacia; 2) Beef up landscaping directly around the building, primarily at the main entrance. Motion carried 5-0-1, Commissioner Urrutia Abstaining. 3 . CASE NO. : 395 C APPLICANT (AND ADDRESS) : DAVID SAHL for CULTURAL CENTER BUILDING PARTNERSHIP, 81-106 Highway 111, Suite 4F, Indio, CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of installation of 8 ' satellite antenna LOCATION: 73-121 Fred Waring Drive ZONE: O.P. Commissioner Holden noted that the dish was most visible from the east, and felt that if it were painted out to match the copper roof it would not be seen. Commissioner O'Donnell asked if the dish could be positioned further south on the building. Commissioner Holden added that the dish was screened from the back with the carport and walls . Action: It was moved by Commissioner Urrutia, seconded by Commissioner O'Donnell, to approve the installation of the satellite antenna subject to painting it to match the patina finish of the roofing material . Motion carried 6-0 . 4. CASE NO. : 4159 SA APPLICANT (AND ADDRESS) : DENNIS FREEMAN for RIVERSIDE ROASTERS, 41-625 Eclectic, Suite H-1, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised plans for business signage and awnings LOCATION: Plaza de Monterey (southeast corner of Country Club Drive and Monterey Avenue) , Suites D-3 and D-4 ZONE: P.C. (2) Jeff Winklepleck presented the revised drawings for the awnings and signage. Action: It was moved by Commissioner Connor, seconded by Commissioner Holden, to approve the awnings and signage subject to changing the yellow letters to red, conforming to the center's existing sign program. Motion carried 6-0 . 5 . CASE NO. : 4160 SA APPLICANT (AND ADDRESS) : DESERT DOGGERY, 44-586 San Jose, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 74-420 Highway 111, Suite 4 ZONE: C-1 S.P. 5 MINUTES ARCHITECTURAL REVIEW COMMISSION AUGUST 10, 1993 Jeff Winklepleck presented the drawings for the proposed business identification signage showing letter colors in magenta and turquoise. Action: It was moved by Commissioner Urrutia, seconded by Commissioner O'Donnell, to approve the signage subject to the following conditions : 1) The 716" x 2 ' sign be reduced in length to 5 ' 6" with the background color to match the building; 2) Small sign to be placed on the back of the building with the background color to match the building color; 3) Existing window signage to be removed. Motion carried 6-0 . 6 . CASE NO. : 4170 SA APPLICANT (AND ADDRESS) : HAROLD McCORMICK, 73-250 Highway 111, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval to allow an existing pole sign to be utilized LOCATION: 73-250 Highway 111 ZONE: C-1 S.P. Jeff Winklepleck presented photographs of the existing pole sign at 11 feet in height. He showed how signage on the building would be very hard to see. The new tenant for the building, Mr. Harold McCormick, was before the commission requesting their approval to keep the existing pole sign and would be back before the commission at the next meeting with an actual proposal for their business identification signage on this pole sign. Commissioner Holden noted that one of the things the commission asked for originally when this pole sign was installed was the addition of landscaping at the base of the sign. Commissioner Urrutia would like to see the sign mounted on a more permanent structure and suggested lowering it a couple of feet. Mr. McCormick noted that if the sign was lowered it would not be seen from the street. Mr. McCormick informed the commission that he was leasing only one of the two suites in the building and that there would be another tenant in the future. 6 MINUTES ARCHITECTURAL REVIEW COMMISSION AUGUST 10, 1993 Action: It was moved by Commissioner Holden, seconded by Commissioner O'Donnell, to grant approval to use the existing pole sign subject to the pole being completely enclosed in a more permanent base and additional landscaping placed along the full length of the sign. Motion carried 6-0 . B. Miscellaneous Cases: 1. CASE NO. : SF APPLICANT (AND ADDRESS) : JOE LACHIMIA for LACHIMIA RESIDENCE, 73-416 Tamarisk, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of plans for 18 ' single family residence LOCATION: 73-416 Tamarisk ZONE: R-1 12,000 Jeff Winklepleck presented the plans for the single family home noting that the applicant was currently going through the Palm Desert Property Owners Association and was before the commission for approval of the 18 ' height. Commissioner Holden felt that the ends should be hipped and the entry height be brought down. Action: It was moved by Commissioner Urrutia, seconded by Commissioner Connor, to approve the single family house plans subject to the following conditions : 1) Drop roof pitch to 3-1/2 & 12; 2) Hip both side ends of roof; 3) Drop entry 3 feet; 4) Top of chimney not to exceed the minimum height required by code. Motion carried 6-0 . V. The following case was added to the agenda by a unanimous vote: 1 . CASE NO. : 4145 SA APPLICANT (AND ADDRESS) : SANTA FE RANCH, 73-560 E1 Paseo, Suite D, Palm Desert, CA 92260 7 , „ MINUTES ARCHITECTURAL REVIEW COMMISSION AUGUST 10, 1993 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of installed business identification signage LOCATION: 73-560 E1 Paseo, Suite D ZONE: C-1 Jeff Winklepleck noted that approval of the sign request was continued at the June 22, 1993 meeting; however, the applicant had already installed the sign and was now asking for approval from the commission. The applicant noted that the existing lighting was placed below the awning and worked well with the installed sign. Action: It was moved by Commissioner Holden, seconded by Commissioner Van Vliet, to approve the installed business identification sign. Motion carried 5-0-1, Commissioner Urrutia Abstaining. VI .
