APPROVAL OF MINUTES: It was moved by Commissioner Urrutia, seconded by Commissioner Van Vliet, to approve the minutes of the August 10, 1993 meeting as amended. Motion carried 5-0 . III . It was moved by Commissioner Urrutia, seconded by Commissioner Connor, to approve the following cases by minute motion. Motion carried 5-0. A. Final Drawings: 1 . CASE NO. : 4176 SA APPLICANT (AND ADDRESS) : COAST SIGN, INC. for UNION BANK, 1345 So. Allec Street, Anaheim, CA 92805 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 73-785 E1 Paseo ZONE: C-1 Jeff Winklepleck presented plans for the proposed signage showing a blue background with white letters noting that the monument sign would be internally lit. Steve Buchanan asked if the applicant was planning on any MINUTES ARCHITECTURAL REVIEW COMMISSION AUGUST 24, 1993 outside revisions . Mr. Drell noted that there were no substantial changes on the outside. Commission approved the signage as submitted. 2 . CASE NO. : 4177 SA APPLICANT (AND ADDRESS) : PALMS TO PINES CANVAS for TROY, Pinyon Pines, Box 69, Mountain Center, CA 92361 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning with business identification signage LOCATION: 73-255 E1 Paseo ZONE: C-1 S.P. Steve Smith presented the plans noting that the request included signage on both sides of the awning, as well as the front. The applicant, Ernie Brooks, noted that the awning would extend out 4 feet. Awning to be ivory with 8" blue letters . Commission approved the awning subject to deletion of the scallops and maximum letter size of 8 inches . 3 . CASE NO. : 4178 SA APPLICANT (AND ADDRESS) : PALMS TO PINES CANVAS for DESERT DESIGN CENTER, Pinyon Pines, Box 69, Mountain Center, CA 92361 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning with business identification signage LOCATION: 73-241 Highway 111 Phil Drell presented the drawings on the proposed burgundy awnings with sewn-in letters . The awnings would be covering the existing copper awnings . Commissioner Connor felt that the copper awnings should remain. The applicant, Ernie Brooks, explained how the copper has deteriorated. He noted that the proposed awnings would be approximately 7" to 8" out from the existing copper awnings . Commission approved the awnings as submitted. 2 MINUTES ARCHITECTURAL REVIEW COMMISSION AUGUST 24, 1993 4 . CASE NO. : 394 C APPLICANT (AND ADDRESS) : MORTON'S OF CHICAGO, 1313 Dolley Madison Blvd. , Suite 400, McLean, Virginia 22101; CARVER COMPANIES, 74-497 Highway 111, Suite D-8, Indian Wells, CA 92210 NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of revised landscape plan LOCATION: Northwest corner of Cook Street and Country Club Drive ZONE: P.C. (2) Steve Smith presented the revised plans noting the changes made per commission' s request. Commission approved the revised landscape plan as submitted. B. Preliminary Plans : 1 . CASE NO. : APPLICANT (AND ADDRESS) : DAVID FLETCHER for ST. JOHNS, 73-061 E1 Paseo, Suite 205, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of plans for addition LOCATION: 73-061 E1 Paseo, Suite 8 ZONE: C-1 S.P. The applicant's architect, Paul Anderson, presented drawings for the proposed addition noting the window boxing, tower elements, etc. to match the existing elevation. David Fletcher indicated that he would present the landscaping plan with the final parking lot plan for approval at the next meeting. Commissioner Urrutia felt that he would need to see an actual site plan to see how the addition would tie-in with the rest of the site. Mr. Fletcher reported that the plan had already gone before the planning commission for their approval . Commissioner Holden explained how 3 MINUTES ARCHITECTURAL REVIEW COMMISSION AUGUST 24, 1993 the plans would have to go through the building department for plan check prior to coming to the Architectural Review Commission for final approval . Commissioner granted preliminary approval to the building addition subject to review of landscape plan with final plans . V. CASES: A. Final Drawings : 1 . CASE NO. : 4170 SA APPLICANT (AND ADDRESS) : HAROLD McCORMICK for DISCOUNT CLEANERS, 73-250 Highway 111, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification pole sign LOCATION: 73-250 Highway 111 ZONE: C-1 S.P. Jeff Winklepleck reported that the applicant was now before the commission with an actual sign request since they approved the use of the pole sign at the August 10 meeting. Signage was described as white letters on a red background. Commissioner Urrutia questioned the lack of landscaping. Mr. Vin Rover explained the landscape plan to commission. Commissioner Holden felt that a complete plan, including landscaping as well as signage, should be presented as a whole. Steve Smith felt that if the commission was concerned with how the landscaping would be planted, staff could require a letter of credit from the applicant to insure that the landscaping is properly installed. Commissioner Connor discussed how the commission wanted a more solid base for the sign, and if landscaping was part of the solution, than a detailed plan would be required showing how the landscape would enhance the area. Mr. Rover explained how a more substantial base on the sign would make it look much larger than it is now. His proposed landscaping would minimize the size of the sign itself. Commissioner Urrutia discussed his concerns regarding the length of the area, and felt that 4 MINUTES ARCHITECTURAL REVIEW COMMISSION AUGUST 24, 1993 landscaping should continue along the entire section. He also felt it was necessary to see the signage and landscaping as a whole. Commissioner Holden was more concerned with screening the pole in some way. Commissioner Connor indicated that the plants that are called out, and the sizes used, should screen the pole adequately. Steve Smith questioned the white background on the proposed sign with red letters. Commissioner Holden felt that more space was needed between the proposed sign for any future signage on the bottom of the sign. Commissioner Urrutia agreed, and felt that the letters should be closer together to allow room for future tenant. Action: It was moved by Commissioner O'Donnell, seconded by Commissioner Van Vliet, to approve the signage subject to the following conditions : 1) Detailed landscape plan to be provided for final approval by staff; 2) Background color of sign to be ivory; 3) Letters tightened up in order to allow for future tenant business identification signage. Motion carried 5-0 . 2 . CASE NO. : 4172 SA APPLICANT (AND ADDRESS) : FEDDERLY COMPANY for CULTURAL CENTER BUILDING PARTNERSHIP, 73-121 Fred Waring Drive, Palm Desert, Ca 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of additional monument sign LOCATION: 73-121 Fred Waring Drive ZONE: O.P. Steve Smith presented drawings for proposed monument sign indicating that the applicant had an existing sign and was before the commission asking for approval of an additional monument sign. He noted that the city ordinance permits only one free standing sign; however, the applicant was requesting the second monument sign 5 N%WW "w.rr MINUTES ARCHITECTURAL REVIEW COMMISSION AUGUST 24, 1993 stating that they would not have any signage on the building. Mr. Smith explained how the commission could approve a waiver of the ordinance where the applicant would need to go before the planning commission for approval . Commissioner Urrutia felt it was difficult to approve a monument sign for a center such as this because there could potentially be a number of future tenants who would want their names on the sign. He indicated that he wouldn't have a problem with the additional monument sign if it were moved to the other end of the building. Commissioner Holden felt the sign should be placed closer to the center of the building. Commission recommended moving the location of the sign to 15 feet from the west property line. The applicant explained to the commission that there were palm trees in the area they suggested. Action: It was moved by Commissioner Holden, seconded by Commissioner Urrutia, to approve the additional monument sign subject to the following conditions : 1) No signage will be placed on building; 2) Monument sign to be placed approximately 15 feet from the west property line; 3) Monument sign reduced in size to match the size of the existing monument sign; 4) Applicant to provide detailed drawing to show landscaping and placement of proposed sign for final approval from staff . Motion carried 5-0 . 3 . CASE NO. : PP 92-6 APPLICANT (AND ADDRESS) : SIGNAGE SOLUTIONS for DESERT SPRINGS MARKETPLACE, 1336 Allec Street, Anaheim, CA 92805; CARVER COMPANIES, 74-497 Highway 111, Suite D-8, Indian Wells, CA 92210 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of sign program for commercial center LOCATION: Northwest corner of Cook Street and Country Club Drive 6 MINUTES ARCHITECTURAL REVIEW COMMISSION AUGUST 24, 1993 ZONE: P.C. (2) Steve Smith presented revised sign proposal noting that there was very little change from the previous submittal . He noted that, again, the largest sign in the center was going to be the brightest (Ralphs) . The representative for Signage Solutions, Mr. Dave Holt, showed where Ralphs would not be a cabinet sign but red porcelain tile with the building stucco trim color around the tile and "Ralphs" would be white, internally illuminated, channel letters with white returns . The letter size would be 6 feet for the "R" and 4 feet for "all . Mr. Holt noted the changes in the location of the vehicular signs as recommended by commission. Steve Smith asked about the colorado stone called out in the signage proposal . Mr. Holt noted that it would be the same stone used in the landscaping treatments . He also indicated that the bronze color listed would not be used, and would be replaced with the teal . Commissioner Holden explained why white is not used here in the desert because of its intensity. Using the white with the more natural colors would cause the white to become a blinding white. Mr. Smith questioned the use of internally illuminated cabinets . Mr. Holt informed commission that these cabinets had been deleted from the plan. He added that the street number signs had been increased to 7" letters to conform to the city code. Mr. Smith asked about the output of the neon. Mr. Holt stated that he would dictate that the maximum output would be 4500 . In regards to colors, Mr. Smith noted that the proposed colors were red, teal, dark blue and white. He indicated that the color issue would have to go before the city council for approval since the commission is limited to a maximum of three colors . Mr. Winklepleck discussed how the city council felt the blue and teal colors for the Enjoy Development center were close enough to be counted as one color. Mr. Smith noted that the same was approved 7 MINUTES ARCHITECTURAL REVIEW COMMISSION AUGUST 24, 1993 for the DSL Center. Commissioner Holden noted that the commission still could not approve more than three colors for the center. Mr. Holt noted that the sign area calculated for Ralphs was 108 square feet. Mr. Smith confirmed that this square footage was allowable, however noted that staff recommended that reverse channel letters be used. Commissioner Urrutia preferred reverse channel letters as it is less intense. He felt that the height was more than what the other centers have received, and if the sign was internally illuminated, than it would be too much. He added that there were plenty of opportunities showing the major tenants (i .e. on the free standing signs) . Action: It was moved by Commissioner Urrutia, seconded by Commissioner Connor, to adopt the proposed sign program subject to the following conditions : 1) All signs to be reverse channel letters; 2 ) Applicant to choose three colors from the proposed red, teal, dark blue and white; 3) Background color on the free standing signs to be toned down to an off-white to match the color palette of the center. Motion carried 5-0. 4 . CASE NO. : CUP 09-78 Amendment No.2 APPLICANT (AND ADDRESS) : RESTAURANTS UNLIMITED, INC. for PALOMINO, 1818 No. Northlake Way, Seattle, WA 98103 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of patio landscape revision, awnings and sign program LOCATION: 73-101 Highway 111 ZONE: C-1 Commission continued the case as the applicant was not present with revised plans. 5 . CASE NO. : PP 90-23 APPLICANT (AND ADDRESS) : ENJOY DEVELOPMENT, 22750 Hawthorne Blvd. , Torrance, CA 90505 8 MINUTES ARCHITECTURAL REVIEW COMMISSION AUGUST 24, 1993 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of minor landscape and architectural modification LOCATION: Southeast corner of Fred Waring Drive and Town Center Way ZONE: P.C. ( 3) S.P. Jeff Winklepleck presented a video showing the elevations and parking area noting that one of the conditions on the project was that different colors be used on the building fronts . Mr. Winklepleck showed how the developer had used the same color for all the elevations . Mr. Bob Whitney, developer of the center, felt that with the natural shading, color variations were not needed. Commissioner Van Vliet felt that the conditioned color variations should be used. Mr. Whitney explained to the commission the problems he encountered when trying the different colors on the elevations noting that there were no straight lines on the building fronts to incorporate these color changes . Commissioner Urrutia felt that because of the different massing on the buildings it would not be difficult to change the color contrasts . He recommended painting out just one of the front elevations on each building. Mr. Whitney discussed how he would like to pick up the different color elements at the store entrances . Mr. Winklepleck also showed plans indicating where Mr. Whitney was asking the commission's approval to remove two fountains in the northern section of the center and replace them with open space. Commissioner Holden felt that when looking at the center, it appears that there is no landscaping. Commissioner Urrutia discussed his concerns with deleting any landscaping. He felt it would be acceptable to remove the fountains if the landscaping remained. Mr. Whitney preferred using large potted plants in this area. Commissioner Urrutia's concern was what insurance the city had as to what would be planted in the pots. Commissioner Connor recommended adding color to the area to help bring people back to this point of the center. He felt that annual color should be placed in these designated fountain areas . Commissioner Urrutia suggested that the commission give Mr. Whitney the option to saw cut the area or use potted plants. 9 MINUTES ARCHITECTURAL REVIEW COMMISSION AUGUST 24, 1993 Commissioner Holden also felt that the landscaping was weak and there did not seem to be a lot of landscaping to bring down the heights of the buildings . Action: It was moved by Commissioner O'Donnell, seconded by Commissioner Van Vliet, to continue the request to allow the applicant to return with a detailed landscaping/site plan for this fountain area as well as an actual colored rendering showing where the applicant proposes to do color changes on the elevations . Motion carried 5-0 . B. Miscellaneous Cases : 1 . CASE NO. SF APPLICANT (AND ADDRESS) : JOE LACHIMIA for LACHIMIA RESIDENCE, 73-416 Tamarisk, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Reconsideration of plans for 18' single family home LOCATION: 73-416 Tamarisk ZONE: R-1 12,000 Steve Smith informed commission that the plans for the single family home were before the commission at its last meeting and Mr. Lachimia was not present. Mr. Lachimia was before the commission today to discuss some of his concerns with the action taken at the previous meeting. Mr. Winklepleck noted that the commission' s intention was trying to lower the height of the home, hipping both ends of the roof and top of chimney not to exceed minimum height required by city code. Mr. Lachimia presented photographs of adjacent homes noting that the setbacks were 17 feet on one side and 22 feet on the other. He added that the highest peak was about 60 feet from the property line. Mr. Lachimia indicated that he had presented the house plans to the neighbors and there were no concerns . Mr. Smith informed commission that a motion was needed to amend the action moved by Commissioner Urrutia and seconded by Commissioner Connor at the August loth meeting. 10 %%.r' Itao MINUTES ARCHITECTURAL REVIEW COMMISSION AUGUST 24, 1993 Commissioner Holden noted that the Palm Desert Property Owners Association did see the signed petition where the neighbors approved the 18 foot height on the house. Commissioner Connor was still concerned with the height because the existing homes in the neighborhood maintained a low profile. Commissioner Van Vliet felt that the approval should be deferred to the Property Owners Association. Commissioner Connor agreed. Commissioner O'Donnell felt that if the property owners association denied the 18 foot height, the commission should concur with the decision of the association versus the signed petition. Commissioner Holden discussed how the property owners association was not as concerned with the actual height as they were with the ends of the house. Mr. Smith asked how much the height would be reduced if the roof pitch was changed to 3-1/2 x 12 . Commissioner Holden noted that it would be approximately 18" . Commissioner Urrutia explained how the commission generally likes to let the property owners association govern their area, noting that the only reason the commission looks at the plans is when they exceed the height limitations . He did not want to over-ride what the property owners association was suggesting. Action: It was moved by Commissioner Urrutia, seconded by Commissioner Connor, to rescind the action taken on August 10, 1993 and authorized staff to approve the plans, if and when they are approved by the Palm Desert Property Owners Association. Motion carried 4-0-1, Commissioner Holden Abstaining. 2 . CASE NO. : SF APPLICANT (AND ADDRESS) : MR. AND MRS. WONG, 74-486 Peppergrass, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of plans for single family home over 15 feet high LOCATION: 74-486 Peppergrass Steve Smith reported that the home was already in the framing stage noting that staff reviewed and approved the plans showing the home at 15 feet in height. The overall height is now at 1519" (including roof tiles) . Mr. Smith 11 .r MINUTES ARCHITECTURAL REVIEW COMMISSION AUGUST 24, 1993 added that staff had received considerable input from the neighborhood. Commissioner Urrutia noted that the site plan has worked out for the best. Mr. Wong presented the signed petition of approval from surrounding property owners . MRS. FRANCINE FISHER spoke of her shock to see this massive structure sticking out like a sore thumb in the neighborhood. From her point of view the home was a monstrosity from the back and took away her privacy and view. Commissioner Holden noted that when people build under all the city' s ordinances, there is nothing commission can do to stop construction. He explained that the height limit in the zone is 18 feet with dwellings that exceed 15 feet being required to be reviewed by the A.R.C. Commissioner Holden showed how the house was actually only 6" above the height or the commission would not even be reviewing it. MR. MAX THOMAS felt that the house obstructed his view and infringed on his privacy. Commissioner O'Donnell discussed how the commission empathized with Mr. Thomas on his loss of view however they had to look at the positive side on how nice the house is in the neighborhood. He suggested that Mr. Wong work out a compromise with the adjacent homeowners using additional landscaping to help screen the back yards . Action: It was moved by Commissioner O'Donnell, seconded by Commissioner Urrutia, to approve the single family house plans as built. Motion carried 5-0 . 3 . CASE NO. : APPLICANT (AND ADDRESS) : LANCE ALACANO, 73-166 Loma Vista Lane, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of single family home over 15 feet high LOCATION: 73-198 Loma Vista 12 MINUTES ARCHITECTURAL REVIEW COMMISSION AUGUST 24, 1993 Jeff Winklepleck presented plans for the single family home noting that most of the homes in the area were over 15 feet in height. He indicated that the peak was 18 feet from finished grade. Commissioner Holden noted that the home was tighter than normal on the setbacks and indicated that the roof was flat and hipped. Action: It was moved by Commissioner Urrutia, seconded by Commissioner O'Donnell, to approve the single family house plans as submitted. Motion carried 5-0 . VI .
