I . CALL TO ORDER:
The meeting was called to order at 12 : 15 p.m.

II . APPROVAL OF MINUTES:
It was moved by Commissioner Holden, seconded by Commissioner
Connor, to approve the minutes of the November 23, 1993
meeting as submitted. Motion carried 5-0 .
III . It was moved by Commissioner Connor, seconded by Commissioner
Urrutia, to approve the following cases by minute motion.

mounted satellite dish
LOCATION: Northwest corner of Cook Street and Country

Steve Smith presented pictures of the mock-up satellite
dish on the roof of the restaurant and showed how
difficult it was to see the dish from any angle. He
suggested that the commission approve the installation
subject to painting the top half of the dish to blend in
more with the building.
Commission approved the installation of the roof mounted
satellite dish as submitted.

additional monument sign

Steve Smith presented drawings of the monument sign
design as well as photographs showing the proposed
location. The applicant, Jim Engle, indicated that the
sign would be ivory background with green letters .

Phil Drell felt the proposed monument sign was more of an
attraction board which would show special events or
coming attractions . He felt that this was not what the
applicant wanted, and indicated that he thought it was to
be used to advertise special rates, etc. Commissioner
Urrutia asked how the proposed sign could be allowed for
this type of advertising when the only other monument
signs approved for this nature were for night clubs and
theaters . Mr. Drell thought that the applicant would
have to go before the city council for approval of a
special variance.
Commissioner Holden questioned how many signs the
applicant was allowed to have. Mr. Drell noted that they
were allowed one sign per frontage.
Mr. Engle suggested changing the wording on the sign to
say Palm Lakes Golf Course - Open to the Public" . Mr.
Drell noted that an approval would have to be subject to
the applicant providing a title report showing the owner
of the property where this sign would be placed.
Steve Smith asked about the size of the sign.
Commissioner Urrutia felt that proportionally it would
need to be 4 ' x 101 .
Action:
It was moved by Commissioner Urrutia, seconded by
Commissioner Holden, to approve the monument sign subject
to the following conditions :
1) Sign to read "Palm Lakes Golf Course - Open to
the Public" ;
2) Applicant to provide title report showing
ownership of property where proposed monument
sign is to be located;
3) Maximum sign size to be 4 ' x 10 ' in the
location facing Cook Street;
4) Letters only to be illuminated.
Motion carried 5-0 .

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business
identification signage
LOCATION: 74-180 Highway 111
ZONE: C-1 S.P.
Steve Smith presented plans of the proposed signs noting
that the pole sign would have to be removed. He outlined
the various locations for the signs indicating that the
free standing sign would have to be moved closer to where
the existing sign is now.
Commissioner Urrutia questioned the number of signs
requested; however, felt the monument sign was
acceptable. Commissioner Holden felt that the proposed
12 ' high monument sign was to high. The applicant felt
that because it was 4 ' below grade that the 12 ' high sign
would be acceptable. Phil Drell noted that the ordinance
allows for 12 ' high monument signs if circumstances
warrant. Commission discussed the circumstances and felt
that the maximum sign height for the monument sign would
be 9 ' .
Commission then discussed each elevation separately with
the various proposed signs . Commissioner Urrutia felt
that the south elevation was acceptable. Commissioner
Connor did not think all the stars were necessary.
Commission felt that the signs on the north elevation
were acceptable as submitted, noting that they were non-
illuminated.
Commissioner Connor felt that the stars on the west
elevation were not necessary because of the large star on
the 9 ' high monument sign. Commissioner Holden felt that
all the signs and stars were not necessary on all three
sides of the awnings.
The applicant noted that the owner would not approve of
the changes made by the commission and would rather leave
the signs as they exist. Commissioner Holden noted that
he would rather keep the pole sign and not have any
additional signs on the building.

Action:
It was moved by Commissioner Holden, seconded by
Commissioner Connor, to approve the monument sign at a
maximum height of nine feet, subject to removing the
Texaco signs on the south side of the canopy, leaving the
remaining proposed signs as submitted. The installation
of the new signs would all be subject to removal of the
existing pole sign. Motion carried 5-0 .
Note: Commissioner Holden left meeting at 1 :35 p.m.
3. CASE NO. : 397 C
APPLICANT (AND ADDRESS) : COLONY CABLEVISION, 41-725

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of
installed satellite antenna
LOCATION: 41-725 Cook Street
ZONE: S. I .
Steve Smith noted that a 14 ' satellite antenna was
installed on the roof of the rear building fronting Cook
Street and asked if the commission would have approved
the installation at this location. Commissioner Connor
asked if there was an existing dish already placed on the
ground. The applicant, David Saul, noted that there was
an existing antenna on the ground and there was no other
area on the ground available to install the antenna.
Commissioner Connor felt that there was space available
on the ground to install this dish, and thought this
would be a better location. Commissioner Urrutia felt
that adding another dish would not be the answer here,
and thought that there would be room on the ground using
two parking spaces .
Action:
It was moved by Commissioner O'Donnell, seconded by
Commissioner Urrutia, to continue the request directing
the applicant to have a representative from Colony
Cablevision at the next meeting to show why the antenna
was installed at this particular location. Motion
carried 4-0 .

B. Preliminary Plans :

NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval
of revised elevations
LOCATION: West side of Highway 111, south of Fred
Waring Drive

Phil Drell presented revised elevations showing the re-
design for the Target building noting that he still felt
it was unsatisfactory. The applicant, Kent McKently,
outlined the change in the trellis and tile work
surrounding Target store. He showed where the building
stepped in and out, and the addition of a courtyard area
with trees and benches . Commission discussed these
changes in detail, with Commissioner Urrutia suggesting
that the trellis be carried all the way to the entrance
of the Target store. Commissioner Holden noted how he
thought the entrance to the anchor tenants be the same as
the other major tenants with the different architecture
features instead of the large Target sign. Commissioner
Connor felt that the main entry should be the most
dominant area in the center.
Mr. McKently re-approached the commission with three
revised sets of elevations with changes as discussed with
commission. Commissioner Urrutia felt that the scheme
showing the addition of the pilasters was the difference
the commission was looking for, noting that it did help
break up the skyline.
Action:
It was moved by Commissioner Urrutia, seconded by
Commissioner Connor, to approve the preliminary
elevations subject to incorporating the revisions shown
on Scheme No. 3 as discussed with commission. Motion
carried 3-0-1, Commissioner Gregory Abstaining.

Steve Smith presented pictures of the building showing
where the applicant was requesting approval for
additional signage. He noted that the applicant was
allowed 19 square feet of signage and their existing
signage was now at 18 square feet. Mr. Smith outlined
the various menu items requested.
Action:
It was moved by Commissioner Connor, seconded by
Commissioner Urrutia, to continue the request to allow
the applicant to be present in order to discuss the
concerns of the commission. Motion carried 4-0 .
3 . CASE NO. : 4237 SA

Steve Smith noted that the planning commission had
approved a billiards parlor at this location and they
were before the commission to request approval of a black
and white, internally illuminated, sign.

Action:
It was moved by Commissioner Urrutia, seconded by
Commissioner O'Donnell, to approve the signage subject to
the background color being changed to ivory. Motion
carried 4-0 .
4 . CASE NO. : 4238 SA
APPLICANT (AND ADDRESS) : SHERRY L. BONNETT for LA

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised
signage on awning
LOCATION: 73-660 E1 Paseo
ZONE: C-1 S.P.
Steve Smith presented pictures of the existing white
awning noting that the applicant was requesting approval
to add red letters on the awning with 12" capital letters
and 6" lower case letters. Commissioner Connor discussed
his concerns with the red letters next to the adjacent
burgundy awning.
Action:
It was moved by Commissioner Connor, seconded by
Commissioner O'Donnell, to approve the signage on the
awning subject to a maximum letter size of 12" for caps
and 6 for lower case, with the letter color changed to
burgundy to match the adjacent awning color. Motion
carried 4-0 .
5 . CASE NO. : 4239 SA

The applicant, Ernie Brooks, noted that the proposed
awning would be placed at the northwest end of the E1
Paseo Village. He noted that the owner of the center
will be adding a zoo using shrubbery in the back of the
center. Commissioner O'Donnell asked about the black
spots on the poles . Mr. Brooks noted that the spots
could be eliminated.
Commissioner Urrutia asked how this awning would affect
the stores adjacent to the awning. He thought it was a
good idea but maybe having it candelivered and
eliminating the posts, as he felt it looked too boxy.
Commissioner Connor suggested something more playful with
the use of banners. Commissioner Urrutia agreed, and
suggested an open wire structure. He added that if the
applicant still wanted to use posts, he would like to see
something more substantial .
Action:
It was moved by Commissioner Gregory, seconded by
Commissioner O'Donnell, to continue the request to allow
the applicant to revise the plans to provide a more open
structure. Motion carried 4-0 .
6 . CASE NO. : 4185 SA
APPLICANT (AND ADDRESS) : ALKOBAR LIQUOR for COUNTRY
CLUB LIQUOR II, 73-510 Highway 111, Palm Desert, CA
92260
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised
business identification signage
LOCATION: 73-510 Fred Waring Drive
ZONE: C-1 S.P.
Steve Smith noted that the applicant was changing the
name of his business to Country Club Liquor II/McSorley' s
and discussed the proposed signage. He indicated that
the applicant was asking to remove the Alkobar sign at
the corner and install cabinet signs flush with the
archways . The applicant asked to retain the existing
"food" and "liquors" signs on the front side of the
building, moving the existing neon beer signs to a less

visible location. The new signs would be maroon red with
a turquoise band.
Commissioner Urrutia noted that what the applicant was
proposing to do with the new signs was an improvement,
but did not see the need for the "food" and "liquors"
signs .
Action:
It was moved by Commissioner O'Donnell, seconded by
Commissioner Gregory, to approve the revised signage in
the archways, subject to the following conditions :
1) Signage color to be a red similar to the
existing red;
2) Removal of the "food" signage;
3) Relocation of the neon "beer" signs;
4 ) Turquoise striping changed to red;
5) Removal of existing "Alkobar" signage.
Motion carried 4-0 .
VI . MISCELLANEOUS:
Steve Smith noted that the applicant had altered the benches
at the corner of Cook and Country Club, and relocated the free
standing sign. He noted that the commission approved the
sign; however, the Coachella Valley Water District is now
telling the applicant that they have to move the sign back.
Commission found these changes acceptable.
