APPROVAL OF MINUTES: It was moved by Commissioner Van Vliet, seconded by Commissioner Holden, to approve the minutes of the February 9 , 1993 meeting as submitted. Motion carried 5-0 . , III . It was moved by Commissioner Connor, seconded by Commissioner O'Donnell, to approve the following cases by minute motion. Motion carried 5-0. A. Final Drawings : 1. CASE NO. : TT 26123 APPLICANT (AND ADDRESS) : SUNRISE DESERT PARTNERS for INDIAN RIDGE COUNTRY CLUB, 42-600 Cook Street, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of Grill Pavilion and Sports Club LOCATION: Country Club Drive between 42nd Avenue, El Dorado Drive and Oasis Country Club ZONE: PR-5 Steve Smith presented plans noting that the only change from the approved preliminary plans was that the roof mounted equipment for the Sports Club was now placed on the ground. Commission approved final plans for grill pavilion and sports club as submitted. 2 . CASE NO. : 4090 SA APPLICANT (AND ADDRESS) : AMATO, LE WINTER & ZOLT, INC. , 73-061 E1 Paseo, Suite 210, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 73=061 El Paseo Drive, Suite 210 ZONE: C-1 S.P. Jeff Winklepleck presented pictures and drawings of signage to be placed on the second story. Commission approved the signage as submitted. 3 . CASE NO. : 4093 SA APPLICANT {AND ADDRESS) : SPEEDY SIGN-A-RAMA for DR. BRIAN GOLDFINE, 68-555 Ramon Road, Suite D-105, Cathedral City, CA 92234 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 73-020 E1 Paseo ZONE: C-1 S .P. Jeff Winklepleck presented drawinqs noting that the applicant was proposing a black text on a white background. The question staff had was whether the commission wanted an office sign lit at night. Mr. Winklepleck noted that the sign would be facing Monterey Avenue and the office would be open at night. Commission approved the signage as submitted. 4 . CASE NO. : 4092 SA APPLICANT (AND ADDRESS) : BEST SIGNS, INC. for CHAMPION INSTITUTE OF COSMETOLOGY, 2600 So. Cherokee Way, Palm Springs, CA 92264 2 ,� � MINUTES ARCHITECTURAL REVIEW COMMIS5ION FEBRUARY 23, 1993 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised business identification signage LOCATION: 72-261 Highway 111 ZONE: P.C. (4) Jeff Winklepleck reported that the request was to change out the existing wood signs with an exposed neon sign. The signs would be facing Highway 111 and on the parking lot side. Commissioner Holden noted that when the commission reviewed the sign ordinance, they suggested that things could be done artistically with neon, and this is what was done at the Olive Garden Restaurant. He did not feel this proposal was unique in any way. Commission approved the signage using 12" white channel letters with a plexiglass face. B. Preliminary Plans : 1 . CASE NO. : PP 93-2, C/Z 93-2, GPA 93-2 APPLICANT (AND ADDRES5) : CODY & BRADY ARCHITECTS for FRANK MILLER, 74-277 Highway 111, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of a 4600 square foot office building LOCATION: Southeast corner of San Luis Drive and Fred Waring Drive Jeff Winklepleck presented plans and site plan for proposed office building. Commissioner Urrutia had noted that the parking spaces would have to be corrected from 16 feet, as shown on the site plan, to 18 feet with a 2 foot overhang. Steve Buchanan indicated that the 18 foot parking spaces with a 2 foot wheel stop would be encroaching 3 feet on the walkway and noted that a full 48 inches was needed for the walkway. Commissioner Urrutia also indicated that the handicap parking spaces did not meet the city' s requirements . Mr. Winklepleck discussed the size of the trash enclosure and felt that it may not have to be a double wide bin since the building is so small . He will check with John Wohlmuth 3 � � MINUTES ARCHITECTURAL REVIEW COMMISSION FEBRUARY 23, 1993 on what would be required. Mr. Winklepleck noted that the landscaping plan had been reviewed by Eric Johnson and he suggested the addition of a couple of trees and the use of additional ground cover. Mr. Johnson also noted that the plan should call out the genus and size of the plant material . Commissioner Holden felt that the architecture was acceptable, however asked if the plan could provide any relief at the front setback. Mr. Drell noted that because of an existing parkway the building could not be moved forward. Commissioner Gregory would like to see more lushness with low growing plants . Commission granted preliminary approval to the architectural and landscaping plans per Eric Johnson' s comments . Parking lot to meet city requirements and is to be screened along the residential area. C. Miscellaneous : 1 . CASE NO. : APPLICANT (AND ADDRESS) : GEORGE JELKS, 15 Taylor Avenue, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of single family home design LOCATION: 15 Taylor Avenue ZONE: PR-10 Steve Smith presented the house plans to the commission noting that it was here because of staff ' s concerns on the lack of solar protection on the design. Commission approved the single family house plans as submitted. 4 �..° � MINUTES ARCHITECTURAL REVIEW COMMISSION FEBRUARY 23, 1993 IV. It was moved by Commissioner Connor, seconded by Commissioner Van Vliet, to add the following items to the agenda. Motion carried 5-0 . A. Final Drawings : 1 . CASE NO. : 4095 SA APPLICANT (AND ADDRESS) : INTEGRATED SIGN ASSOCIATION for FIDELITY FEDERAL BANK, 7020 Hayvenhurst Avenue, Suite F, Van Nuys, CA 91406 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised business identification signage LOCATION: 73-040 E1 Paseo ZONE: C-1 Jeff Winklepleck reported that the applicant was requesting to replace the existing channel letter signs with a cabinet siqn using red letters with a silver background. The cabinet sign would include their new logo and would be internally illuminated. Steve Smith noted that staff was opposed to the revised signage as the existing signage was what commission wanted for this building, using desert colors; and the proposed, revised, signage was a complete reverse. Commissioners Holden and Connor agreed as they felt the existing individual letters fit in much more with the architecture of the building. Commissioner Holden suggested the use of their logo in a cabinet with the name staying in channel letters . He also suggested placing a burgundy color behind the red so that the red color did not light up so much at night. Action: It was moved by Commissioner Holden, seconded by Commissioner Connor, to continue the request directing the applicant to return with a revised drawing using channel letters . Motion carried 5-0 . 2 . CASE NO. : 4097 SA APPLICANT (AND ADDRESS) : TILE ETC. , 74-990 Joni Drive, Palm Desert, CA 92260 5 � � MINUTES ARCHITECTURAL REVIEW COMMISSION FEBRUARY 23, 1993 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage ZONE: S . I . Steve Smith presented drawings of the proposed signage noting that it would be placed on the west end of the building on Joni Drive. The business signage would be a 4 ' x 10 ' , painted wood, can sign, white background, blue letters, with a pink outline. Action: It was moved by Commissioner O'Donnell, seconded by Commissioner Connor, to approve the signage as submitted. Motion carried 5-0 . B. Miscellaneous Cases : l . CASE NO. : CUP 92-10 APPLICANT (AND ADDRESS) : CHARLES L. MARTIN for REDONDO DON' S, 40-840 Thunderbird Road, Rancho Mirage, Ca 92270 NATURE OF PROJECT/APPROVAL SOUGHT: Concerns on bright signage LOCATION: 72-291 Highway 111 ZONE: C-1 Steve Smith reported that staff has been told that the signage is too briqht and too intense. He noted that he had spoken to the sign company who installed the sign and they informed him that they could go back and install a rheostat to tone the brightness down. The sign company also stated that in 60 days the signage would loose 30% of its intensity. Mr. Smith noted that the sign had now been up for 30 days . Commission agreed to the installation of a rheostat to turn down the intensity. Commission asked staff to check the installed signage as it relates to the actual approval . Commissioner 0'Donnell also directed staff to review the plans as he felt the installed "Open" signage was not approved. 5teve Smith indicated that he would check the plans approved at the building department to verify the approval . 6 � � MINUTES ARCHITECTURAL REVIEW COMMISSION FEBRUARY 23, 1993 Commissioner Holden also asked about the table and mannequins on the front lawn along Highway 111 . Bob Smith indicated that he would check into this . 2 . CASE NO. : PP 92-6 APPLICANT (AND ADDRESS) : COOK PARTNERS LIMITED PARTNERSHIP, 110 West Las Tunas Drive, Suite B, San Gabriel, CA 91776; CARVER COMPANIES, 74-947 Highway 111, Suite D-8, Indian Wells, CA 92210 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised preliminary architectural plans LOCATION: Northwest corner of Country Club Drive and Cook Street ZONE: PD-2 and PR-10 Steve Smith presented the revised site plan noting the change in the architectural design, adding that the signs were lowered and did not exceed 20 feet. Commissioner Gregory felt that if the design was to be this plain, he would require a much more lush landscape design. Commissioner Holden discussed how the original plan showed clusters of the buildings with more open space. He felt that everything nice on the original plans was now gone and this now looked like a typical shopping center. � Commissioners Connor and 0'Donnell indicated that they could not support the revised proposal . Commissioner Connor felt that there was very little architecture to give the center any relief. He felt the architecture showed a lack of interest. Commissioner Holden noted that what would be seen from Country Club Drive was not shown and the commission needs to see what the project looks like from Country Club Drive, not from the parking lot area. Commission felt that the revised plan was a step backwards and not as interesting as the original presentation. Commissioner Holden felt that the plan could be made more interesting with architecture by bringing in some of the interesting features from the original plan and some sort of tie-in on the satellite 7 . ' � � MINUTES ARCHITECTURAL REVIEW COMMISSION FEBRUARY 23, 1993 buildings . Commission did not support the revised plan as they felt it was sub-standard and typical architecture. Commissioner O'Donnell asked for the rationale on such a major revision. He did not see why the complaints about the theaters and sports bar should make a change in the architecture. Commissioner Holden noted that this type of architecture demands more detail and it was not shown in the revised plan. He added that the sparse landscaping fit in with the original plan, but this type of architecture will demand a much more lush landscaping plan. V.
