The meeting was called to order at 12 :25 p.m.

II . APPROVAL OF MINUTES:
It was moved by Commissioner Van Vliet, seconded by
Commissioner Gregory, to approve the minutes of the December
8, 1992 meeting as submitted. Motion carried 5-0-1,
Commissioner Urrutia abstaining.
It was moved by Commissioner Van Vliet, seconded by
Commissioner Gregory, to approve the minutes of the December
22 , 1992 meeting as submitted. Motion carried 3-0-3,
Commissioners Holden, Connor and O'Donnell abstaining.
III . It was maved by Commissioner Urrutia, seconded by Commissioner
Van Vliet, to approve the following cases by minute motion.
Motion carried 6-0.

Phil Drell presented the revised landscape plans .
Commissioners Gregory and Connor felt the plans were
acceptable, noting the drip irrigation system. Mr. Drell
noted that the wall plants would have to be changed.
Commission granted final approval to revised landscape
plans .
The applicant, Wes Oliphant, reported that Mr. Drell had
observed that the kiosks were approximately 12 feet high
and as close as 10 feet from the curb in some cases . Mr.
Drell noted that the code required 15 feet on the street
side setback and it was unclear as to where the kiosk
were placed. He indicated that the commission had the
authority to grant approval of a variance noting that the
kiosk would be used on approximately 30� of the homes .
Commission approved variance for 15 foot kiosk, subject '
to a minimum setback of 15 feet.

noting that the Building Department had concerns with the
plans as submitted.

Steve Smith noted that the applicant was before the �
commission previously looking for additional identity by
requesting approval of low voltage lights in the palm
trees and relocation of its monument sign. Mr. Smith
indicated that he and Eric Johnson had visited the site
and found that the trees needed to be trimmed and there
were a series of things that needed to be done. He
reported that the city would be doing some tree trimming
and removal of trees in the right-of-way. Mr. Smith
indicated that the applicant was asking to return to the
commission once the city had completed their work.
Commission continued the request at the applicant ' s
request.
4 . CASE NO. : 1470 SA

signage

Steve Smith reported that the applicant was before the
commission with pictures of the building and material
sample for the signage.
Commissioner Urrutia discussed his concerns with the
background material for the band as it was identical to
the adjacent signage. Commissioner Greqory asked about
the possibility of shrinking the letter size. Nora
Martin noted that the letters were already made, and she
has not been able to locate anyone who could make these
letters .
Commission approved the signaqe subject to the background
color being changed to brass with white letters . Minimum
one inch border from capital letters to be maintained on
the top and bottom.

Jeff Winklepleck reported that May Co. had purchased
Robinsons and they are now proposing signage for the Town
Center which reads "Robinsons May" . Commission approved
the signage, as submitted, subject to the signs meeting
the allowable sign area as per code.

Jeff Winklepleck presented current pictures of the hotel
noting that the applicant was requesting approval of a
Certificate of Conformance. Commission approved the
Certificate of Conformance noting that the property was
well maintained.
2 . CASE NO. : 898 SF
APPLICANT (AND ADDRESS) : BOB SIPOVAC, 68-348 30th
Avenue, Cathedral City, CA 92234
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of 18 foot
single family home
LOCATION: 44-575 San Onofre
ZONE: R-1
Jeff Winklepleck presented photographs of the surrounding
homes noting that the average height was 14 ' to 15 ' .
Commissioner Gregory noted that the house plans did not

exactly conform to the neighborhood; however, hoped that
when the adjacent homes are remodeled they will bring up
the heights of the existing homes . Commission approved
the plans for the single family home subject a 4 and 12
maximum pitch roof with a maximum height at 16 ' 4" .
IV. CASES :
A. Final Drawings :
1 . CASE NO. : 376 C
APPLICANT (AND ADDRESS) : A & S ENGINEERING for TEXACO,

NATURE OF PROJECT/APPROVAL SOUGHT: Reaffirmation of
denial
LOCATION: Northeast corner of Highway 111 and Cabrillo
ZONE: C-1 S.P.
Steve Smith noted that the applicant was requesting
reaffirmation of denial in order for the applicant to
file a timely appeal .
Action:
It was moved by Commissioner Urrutia, seconded by
Commissioner Connor, to deny the request for approval of
the remodel plans for reasons noted in previous denial of
December 8, 1992 . Motion carried 5-0 .
2 . CASE NO. : C-1 S .P.
APPLICANT (AND ADDRESS) : IMPERIAL SIGN COMPANY for
VIDEO DEPOT, 46-120 Calhoun Street, Indio, CA 92201
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business
identification signage
LOCATION: 73-963 Highway 111
ZONE: C-1 S.P.
The applicant, Jim Engle, presented drawings of proposed
signage reading "Video Depot" in 2 foot letters on the
fascia. Commissioner Holden reminded Mr. Engle of the
earlier problems with 99 Cent Video noting that when the

building was remodeled the awning was an architectural
feature of the building. This awning was removed by 99
Cent Video. Commissioner Urrutia felt the original
scheme proposed for 99 Cent Video with awnings was more
of what the commission was looking for.
Action•
It was moved by Commissioner Urrutia, seconded by
Commissioner Connor, to continue the request directing
the applicant to revise the proposed signage along the
basis of the original scheme previously approved for
99Cent Video. Motion carried 5-0 .
3 . CASE NO. :
APPLICANT (AND ADDRESS) : TOTAL T.V. OF CALIFORNIA,
INC. , 27-700 Avenida Ballaza, Cathedral City, CA 92234
NATURE OF PROJECT/APPROVAL SOUGHT: Approval to install
one 20 ' support tower with one 8 ' parabolic antenna
LOCATION: Deep Canyon Tennis Club, 73-120 Frank Feltrop
Drive
ZONE: PR-7 , S.P.
Steve Smith reported that the antenna had been approved
by the Deep Canyon Tennis Club Homeowners Association.
Commissioner Urrutia discussed his concerns with the
antenna placed on the 20 ' tower. The applicant indicated
that the 20 ' tower was needed for the line of site to
Edom Hill . Commissioner Gregory suggested that the
antenna be mounted on top of the clubhouse. The
applicant noted that it would not withstand the wind on
the roof .
The applicant indicated that the antenna would be
screened from any neighbors . Commission informed the
applicant that they would need a letter from the
neighbors stating that they do not have any problems with
the dish at its proposed location. The applicant noted
that 20 foot high bottle trees would be used to screen
the equipment. Commissioner Connor noted that commission
would need to see a detailed landscaping plan showing the
actual screening. Commissioner Urrutia added that the
plan should show the grade and site location, especially
to the north and the west. Phil Drell suggested that
staff visit the site to do a video of the proposed area.

Action:
It was moved by Commissioner Connor, seconded by
Commissioner Urrutia, to continue the request directing
the applicant to provide an actual landscaping plan and
install a large balloon at the proposed height for staff
viewing. Motion carried 5-0 .
B. Preliminary Plans :
1 . CASE NO. : CUP 88-12 Amendment No. 1
APPLICANT (AND ADDRESS) : MARRIOTT OWNERSHIP RESORTS,

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of
preliminary plans for 288 condominium timeshare units

Mr. Ken Allen presented an overview of the proposed plan
for Phase II . Commissioner Gregory felt that the plan
was very well laid out however questioned the lack of
swimming pools for the units . Mr. Allen noted the
interior walkways between the villas leading to the
pools . Commissioner Holden discussed his concerns with
the lack of solar protection in the tower areas .
Commissioner Urrutia agreed and felt that the towers on
the south elevations would be problem areas in the summer
months . Steve Buchanan indicated that the new energy
standards should handle their concerns .
Action:
It was moved by Commissioner Urrutia, seconded by
Commissioner Van Vliet, to grant preliminary approval on
the architectural plans noting their concerns with the
lack of solar protection on the south elevations .
Commission granted conceptual approval on the landscaping
plans directing the applicant to provide a more detailed
plan for preliminary approval. Motion carried 5-0 .

awnings with signage

The applicant, Ernie Brooks, requested approval to change
the existing orange awning to a arctic blue awning with
the same lettering.
Action:
It was moved by Commissioner Van Vliet, seconded by
Commissioner Urrutia, to approve the No. 8601 Arctic Blue
awnings subject to letter size remaining the same as the
existing signage. Motion carried 5-0 .
2 . CASE NO. :

NATURE OF PROJECT/APPROVAL 50UGHT: Approval of business
identification signage
LOCATION: 72-900 El Paseo, Suite 1
ZONE: C-1
Steve Smith noted that the business was locating in the
Columbia Savings building and the signage would be placed
on all three sides of the building. Lettering is exposed
blue neon with the "2" being a red channel letter. Mr.
Drell noted that the signs would only be seen from the
parking lot.

It was moved by Commissioner Urrutia, seconded by
Commissioner Van Vliet, to approve the business
identification signage subject to the landlord' s approval
and processing of application with staff . Motion carried
5-0 .
