I . CALL TO ORDER:
The meeting was called to order at 12 : 10 p.m.

II . APPROVAL OF MINUTES:
It was moved by Commissioner Van Vliet, seconded by
Commissioner Holden, to approve the minutes of the January 12 ,
1993 meeting as submitted. Motion carried 6-0 .
III . It was moved by Commissioner Urrutia, secanded by Commissioner
Connor, to approve the following cases by minute motion.

noting that Eric Johnson had considerable comments on the

Buchanan noted that staff could flag the job before
granting a framing inspection.
Commission approved the architectural plans as submitted,
subject to the applicant providing revised landscape plan
for staff approval prior to framing inspection.

sign program and revised landscaping plan

Jeff Winklepleck reported that Eric Johnson had reviewed
the revised landscape plan and had concerns with some of
the plant pallet; however, felt that the irrigation plan
was acceptable. Commission felt the landscape plan was
dif f icult to read with the use of symbols on such a large
job as this .
Commission granted preliminary approval to the landscape
plan subject to deletion of symbols and comments noted by
Eric Johnson.
Mr. Winklepleck presented plans for the sign program
using blue, white, maroon and teal colors . He reported
that the largest letter was 30 inches and noted that the
requested height of the signs would come up before City
Council as they were requesting a height of 26 feet for
the major tenants . Mr. Winklepleck felt that in viewing
the site he did not think it was necessary to place the
signs at 26 feet along the street side. Commissioner
Urrutia noted his concerns with signage that would be all
upper case in 30 inch letters .
Commission approved the signage subject to 24" maximum
letter size in instances where majority of letters are
upper case and subject to type style. Commission was not

opposed to 26 ' height on major tenants only.

NATURE OF PROJECT/APPROVAL SOUGHT: Approval to install
one 20 ' support tower with one 8 ' parabolic antenna
LOCATION: Deep Canyon Tennis Club, 73-120 Frank Feltrop
Drive
ZONE: PR-7 (S .P. )
Steve Smith presented blow-up map of area showing the
location of the proposed tower. He also distributed
copies of the zoning ordinance as well as letters of
opposition from nearby neighbors . A number of Deep
Canyon Tennis Club residents were present noting that the
decision of installing the proposed antenna was not
unanimous . Mr. Smith presented video taken by staff on
the proposed site location showing views from both inside
and outside the tennis club.
Commissioner Connor felt that in light of the video and
the petitions he could not approve the installation of
the tower as he thought it would strongly impact the
neighborhood.
MR. JIM FITZGERALD, JR. of TOTAL T.V. felt that with the
type of landscaping he was proposing, the dish would not
be seen from angles seen in the video. He did not know
of any other place to install the dish without it being
more visual . Commissioner Holden reminded Mr. Fitzgerald
that the commission was only reviewing the plan for
aesthetics and felt that the trees indicated on the plan
would not be large enough to screen the dish.
Commissioner Gregory agreed, and noted that it would take
more material of larger plant size to screen the dish.
Commissioner 0'Donnell noted that the dish could not be
screened by landscaping on the north and west side in
order to get direct line of site to Edom Hill.
Commissioner Holden noted his concerns for the residents
outside the Deep Canyon Tennis Club (Bursera St. and

Tamarisk St. ) who would get no benefit from this dish
except having to look at it.
MR. CHUCK BRIDE, resident at 73-015 Bursera Street, felt
that there was still a line of site along Bursera as
there was an area not screened by Oleanders .
MR. BART ROLLO, resident at 72-980 Tamarisk, noted that
his backyard is northwest between the satellite dish and
Edom Hill . He discussed how he did not complain about
building the maintenance yard at its present location;
however, is now upset about its upkeep and the rodents
coming into his yard from this maintenance facility.
MR. GLENN McGIHON, resident at 72-981 Tamarisk, felt that
a major problem here was the attitude of the Deep Canyon
Tennis Club. He discussed how he had been at this
location for 18 years and the parking and trash problems
on his street that have developed from the tennis club
employees . Mr. McGihon indicated how upset he was with
dealing with representatives of the Deep Canyon Tennis
Club and their attitude of not caring.
MRS. EDIE BARTELL, resident of Deep Canyon Tennis Club at
73-103 Alice Marble Lane, noted that she has been a
resident of the tennis club for three years . She owns a
two-story home with a view of the entire valley and noted
that the proposed landscaping would block her view. She
informed the commission that the Homeowners Association
told her that the decision was unanimously approved by
the homeowners to install the dish at its proposed
location; however, she has found that a number of the
homeowners did not approve the dish location. She added
that the homeowners were assured, over six months ago,
that the dish would not be placed in the maintenance
yard.
MR. BOB MURPHY, Manager of the Deep Canyon Tennis Club,
reported that the vote for approving the new cable
company was 29 votes for Palmer Cable with 217 votes for
Total T.V. of California.
Commissioner Gregory felt that the applicant could hide
something of this size with large enough material or
place it on another location where it would not be viewed
from outside property owners . Mr. Fitzgerald noted that
the engineering firm who conducted the study found no
other location in the tennis club that would get the line

of site to Edam Hill . Mr. Pete Bonger of Total T.V.
indicated that there could not be anything near the
antenna in certain areas in order to receive the signal .
He added that the antenna could not be placed on the roof
because any movement in the tower would eliminate the
picture.
Commissioner Urrutia suggested locating the dish closer
to the center of the complex and screening it with an
architectural structure that would look like one of the
homes . Commissioner Gregory noted how an architectural
structure could be less expensive than the landscaping
material that would be needed to screen the dish.
Commissioner Urrutia noted example towers in San
Bernardino where an architectural structure was used to
screen the towers . Mr. Fitzgerald felt that he would
still prefer to spend the money on landscaping.
Action•
It was moved by Commissioner Urrutia, seconded by
Commissioner Connor, to continue the request directing
the applicant to examine other locations as they felt the
applicant had not explored all possibilities . Commission
felt the solution offered did not resolve the problems
discussed. Motion carried 5-1-0, Commissioner Holden
voting No.

NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval
of architectural and landscape plans for 300,547 square
foot commercial complex
LOCATION: Northeast corner of Monterey Avenue and
Country Club Drive
ZONE: PR-7 (proposed PC-2)
Frank Urrutia presented plans for the proposed retail
center noting that the site was 36-1/2 acres with a total
of 3, 004 square feet of leasable space. He noted that
there would be two majors (Walmart and a market) , five
restaurant sites, with the remaining being inline shops .
Mr. Urrutia discussed the traffic and landscaping plans
noting that the main traffic would be entering the center
from a signal on Country Club Drive. He added that the
sign program had not been developed yet.
Commissioner Holden discussed the berming along the
street and his concerns with architectural controls when
the major tenants came in at a later date. He indicated
that he thought it was a great looking center. Mr.
Urrutia noted that any proposed changes in future
restaurant sites would definitely come back to the
commission for approval .
Commissioner Gregory noted that the percentage of turf
used as ground cover was something the City Council would
be concerned about. Mr. Ken Andrew indicated that he was
certain that the percentage of turf was less than 30� of
the landscaping pallet. Phil Drell discussed staff ' s
concerns on obtaining all the palm trees . The applicant
noted that the trees would be used from a grove outside
of Indio indicated that these trees are now 38 ' to 40 ' .
Commissioner Connor felt that the pallet was acceptable.
Commissioner Gregory felt that this was a well thought
out project and the architecture was a welcomed, crisp
look.
Commissioner O'Donnel questioned the pedestrian walks
from the bus stops to the shops . Mr. Urrutia outlined
the various rest stops along the paths .

Action:
It was moved by Commissioner Holden, seconded by
Commissioner Van Vliet, to approve the architectural
plans subject to the final drawings being as close in
architectural design as the preliminary plans show.
Motion carried 5-0-1, Commissioner Urrutia Abstaining.
It was moved by Commissioner Connor, seconded by
Commissioner O'Donnell, to grant preliminary approval to
the landscaping plans subject to the concerns noted on
the proposed plant material as discussed with the
applicant. Motion carried 5-0-1, Commissioner Urrutia
Abstaining.
