APPROVAL OF MINUTES: It was moved by Commissioner O'Donnell, seconded by Commissioner Urrutia, to approve the minutes of the June 22 , 1993 meeting as amended. Motion carried 5-0-1 , Commissioner Gregory abstaining. III . It was moved by Commissioner Urrutia, seconded by Commissioner Van Vliet, to approve the following cases by minute motion. Motion carried 6-0 . A. Final Drawings : 1 . CASE NO. : 4152 SA APPLICANT (AND ADDRESS) : ULTRANEON SIGN COMPANY for ARTWORKS GALLERY FRAMING CENTER, 5474 Complex Street, Suite 501, San Diego, CA 92123 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 74-405 Highway 111 ZONE: C-1 S .P. Jeff Winklepleck presented drawings for the proposed sign with turquoise channel letters and stripes in turquoise and red. Commissioner Holden discussed how the secondary signs should be smaller than the name of the business . MINUTES ARCHITECTURAL REVIEW COMMISSION JULY 13, 1993 Commission approved the business identification signage subject to the stripes being changed to teal on the top stripes and rose on the bottom stripes . Applicant to provide actual scaled down drawing for final approval from staff. 2 . CASE NO. : 4153 SA APPLICANT (AND ADDRESS) . IMPERIAL SIGN COMPANY, INC . for TRAVELERS INN, 46-120 Calhoun Street, Indio, CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT: Approval to change the existing plexiglass signage to red and upscale the two existing monument signs LOCATION: 72-232 Highway III ZONE: P.C . ( 3) S .P. Jeff Winklepleck presented the revised proposed signage. Mr. Jim Engle reported that the applicant was requesting approval to change the letters to red in color and change the monument sign by stuccoing the face with the letters being translucent. The stucco would be the same color of the building. Mr. Engle indicated that the existing rust color signage blends into the color of the wall too much. Commissioner Connor asked if the proposed red letters were the same red used in the Toys R Us signage. Mr. Engle indicated that it was the same color. Commission approved the revised signage as submitted. 3 . CASE NO. : 1485 SA - 1 APPLICANT (AND ADDRESS) : PACIFIC SPA AND BATH MART, 73-446 Highway 111, Palm Desert, California 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of modification and recovering of existing awning LOCATION: 73-446 Highway 111 ZONE: C-1 S .P. Mr. Phil Drell reported that the existing, flat awning was burnt and needed to be replaced. He noted that the 2 N%OW Vftool MINUTES ARCHITECTURAL REVIEW COMMISSION JULY 13, 1993 applicant wanted to change the flat awning to a pitched structure with signage reading "Plumbing Fixtures" and "Complete Kitchens" . Mr. Drell noted that he had requested from the applicant a detailed section to show how the awning would be attached, however it was not provided. The applicant noted that the store front is set back quite a bit from the main highway and the city has now placed a cyclone fence along the frontage road blocking the view of the sign. Because of these conditions, the applicant was requesting approval of. 12" letters . Commissioner Urrutia felt that all blue letters on the white awning would look better than what the applicant was proposing. The applicant felt this would be acceptable if he could change the word "Mart" to red or teal letters . Commission approved the request to recover the existing awning subject to the following conditions : 1 ) Signage in 12" letters because of the distance from the highway; 2 ) "Mart" to be teal in color; 3 ) Maximum of two menu items . B. Preliminary Plans : 1 . CASE NO. : PP 93-5 APPLICANT (AND ADDRESS) : DR. AND MRS . ROBERT REED, 73-744 Highway 111, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of preliminary architectural plans for 1500 square foot dental office LOCATION: 73-071 Fred Waring Drive ZONE: O.P. Jeff Winklepleck presented proposed plans for dental office. Commissioner Urrutia questioned the location. of the trash enclosure . Mr. Winklepleck reported that he had met with Waste Management noting that they would require a trash enclosure on the southeast corner of the lot. He also outlined where a portion of the landscaping 3 MINUTES ARCHITECTURAL REVIEW COMMISSION JULY 13, 1993 would be deleted in order to allow for a larger turn around in the parking area. Commission granted preliminary approval on the architectural plans as submitted. Motion carried 5-0-1, Commissioner Holden abstaining. IV. CASES : A. Final Drawings : 1 . CASE NO. : PP 92-6 APPLICANT (AND ADDRESS) : COOK PARTNERS LIMITED PARTNERSHIP, 110 West Las Tunas Drive, Suite B, San Gabriel , CA 91776 ; CARVER COMPANIES, 74-487 Highway 1.11, Suite D-8, Indian Wells, CA 92210 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of working drawings for Payless Drug and buildings G, J, L and M LOCATION: Northwest corner of Cook Street and Country Club Drive ZONE: P.C. (2 ) Steve Smith presented the final working drawings noting that the signs were not a part of this approval as the applicant had not submitted plans for the sign program as yet. Mr. Smith questioned the back side of the buildings facing Cook Street and the lack of spandrel glass . He added that the tower element detailing was considerably different than that shown on the approved preliminary plans and as described to the City Council by Susan Quon. Action : It was moved by Commissioner Van Vliet, seconded by Commissioner O'Donnell, to approve the final working drawings for Payless Drug and continued the request for approval of working drawings for buildings G, J, L and M directing the applicant to provide details on the spandrel glass and tower element consistent with the preliminary plans and as described by Susan Quon. Motion carried 5-0-1 , Commissioner Urrutia abstaining. 4 MINUTES ARCHITECTURAL REVIEW COMMISSION JULY 13, 1993 B. Preliminary Plans : 1 . CASE NO. : 394 C APPLICANT (AND ADDRESS) : MORTON' S OF CHICAGO, 1313 Dolley Madison Blvd. , Suite 400, McLean, Virginia 22101 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised preliminary plans for Morton' s Restaurant LOCATION: Northwest corner of Cook Street and Country Club Drive ZONE: P.C. (2 ) Steve Smith presented the revised preliminary plans for the restaurant noting the commission' s previous concerns regarding landscape treatment and lack of approval from the developer. He stated that staff had now received a letter from Cook Partners stating that they approve the plans and Mr. Smith noted the 6 ' sidewalk with 2 ' of landscaping. Commissioner Urrutia reported that he had spoken to Bill Carver and Mr. Carver indicated that this sidewalk was to be deleted. Commissioner Holden questioned the recess of the arches . The applicant ' s builder, Jeff Turk, discussed the arches and commission found them acceptable. Commissioner Holden noted that Mr. Carver assured them originally that when individual buildings were submitted a detailed landscape plan would be submitted for that particular building. He felt that because there were no windows or architectural features on the building, the landscaping would play a very important role. Commission questioned the trellis material and size. Action: It was moved by Commissioner Holden, seconded by Commissioner O'Donnell , to grant preliminary approval to the architectural plans for the restaurant subject to the following conditions : 1) Submittal of a detailed landscape plan; 2) Deletion of sidewalk along north side of building. Motion carried 5-0-1, Commissioner Urrutia Abstaining. 5 MINUTES ARCHITECTURAL REVIEW COMMISSION JULY 13, 1993 V. The following items were added to the agenda by a unanimous vote: A. Final Drawings : 1 . CASE NO. : APPLICANT (AND ADDRESS) : MR. AND MRS . BILL JAYMES, 73-505 Juniper, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of single family home at 16 ' high LOCATION: 73-385 Pinyon Street Jeff Winklepleck presented the plans for the house noting that the Property Owners Association would not approve the height of the house without a variance. Mrs . Jaymes indicated that all the changes requested by the association had been done with the exception of getting a variance for the height. Commission approved the house plans as submitted by minute motion. 2 . CASE NO. : CUP 93-4 APPLICANT (AND ADDRESS) : EL PASEO COLLECTION for THE DAILY GRILL, 73-061 El Paseo, Suite 205, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Input from commission on plans for facade remodel and 1 , 000 square foot addition for restaurant LOCATION: Southwest corner of El Paseo and Ocotillo ZONE: C-1 S .P. Jeff Winklepleck presented preliminary plans for the remodel asking commission for their input. Commissioner Urrutia questioned the signage, specifically the number of signs and the cluttered appearance . Mr. Smith indicated that the signage was not being reviewed at this time as the applicant had not submitted plans for the signage approval . Commissioner O'Donnell asked about changing the radius of the awning so that it would follow the radius around the front of the building. He felt this change would help the awning tie-in better with the architecture of the building. Mr. Fletcher briefly discussed the proposed expansion of St. John Knits, which is at the opposite end of the building from The Daily Grill . 3 . CASE NO. : 376 C APPLICANT (AND ADDRESS) : A & S ENGINEERING for TEXACO, 207 W. Alameda Avenue, Suite 202 , Burbank, CA 91502 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of final working drawings for remodel LOCATION: Northeast corner of Highway 111 and Cabrillo ZONE: C-1 S .P. Jeff Winklepleck presented the plans requesting final approval noting the changes made at the commission' s request from the preliminary plans . Commissioner Urrutia noted that one issue discussed on the preliminary plans was that the existing sheet metal building was to be re- stuccoed on the north elevation and extended to the west and south in order to tie the two buildings together. Commission also discussed the stucco material to be used. Action: It was moved by Commissioner Urrutia, seconded by Commissioner Connor, to approve the final working drawings subject to the following conditions : 1) Provide color board; 2 ) North elevation extended to the west and south to tie the two buildings together; 3) Siding to be three coat stucco system.
