APPROVAL OF MINUTES : It was moved by Commissioner Holden, seconded by Commissioner Urrutia, to approve the minutes of the July 13, 1993 meeting as submitted. Motion carried 5-0 . III . It was moved by Commissioner Urrutia, seconded by Commissioner Holden, to approve the following cases by minute motion. Motion carried 5-0. A. Final Drawings : 1. CASE NO. : 395 C APPLICANT (AND ADDRESS) : DAVID SAHL for CULTURAL CENTER BUILDING PARTNERSHIP, 81-106 Highway 111, Suite 4F, Indio, CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of installation of 8 ' satellite antenna LOCATION: 73-121 Fred Waring Drive ZONE: O.P. Phil Drell presented photographs and elevations of the building showing where the roof mounted dish would be installed. He noted that the vertical height of the dish appeared to be 8 ' , and therefore would be seen above the parapet . Commissioner Urrutia asked if it were possible to locate the dish at the back of the parking lot . The applicant, Mr. Sahl, noted that the building would block the signal to the dish if it were placed in the parking lot. Commissioner Urrutia felt there were other locations that would work for the client as well as ti.rr. Noe MINUTES ARCHITECTURAL REVIEW COMMISSION JULY 27, 1993 answer the concerns of the city. Mr. Sahl showed how other areas would block the signal and how the parking lot asphalt would have to be cut for cable if the dish were installed in the parking lot. Commissioner Gregory felt that since the dish would be seen from some areas, that the applicant place a mock-up of the installed dish so that the commission could see exactly what would be seen from the street . Commission continued the request in order to allow the applicant to place a mock-up dish in the proposed location. Commission will examine the mock-up prior to the next meeting to see how much would be seen from the street. 2 . CASE NO. : CUP 09-78 Amendment No. 2 APPLICANT (AND ADDRESS) : RESTAURANTS UNLIMITED, INC. for PALOMINO RESTAURANT, 1818 No. Northlake Way, Seattle, WA 98103 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of patio landscape revision and sign program LOCATION: 73-101 Highway 111 (behind Bakers Square former Robert Cunards ) ZONE: C-1 Steve Smith presented drawings for the proposed restaurant where they are requesting approval of two patio additions and a sign program. Mr. Smith noted that the actual patio additions will go before the planning commission to determine if there is adequate parking available . Commissioner Urrutia questioned the exits from the proposed patios and directed the applicant to get the Fire Marshal ' s approval on this . Commissioner Van Vliet questioned the proposed hedge enclosing the patio addition and asked if it complied with the Alcohol and Beverage Control requirements . Mr. Smith outlined the two aspects of the sign request, one being the existing sign out on the street and placement of a sign on the tower element reading 2 MINUTES ARCHITECTURAL REVIEW COMMISSION JULY 27, 1993 "Palomino" with a palomino logo over the signage at 25 ' 11" high. The applicant discussed how the eave mounted lighting would be more effective and is more aesthetically balanced at the proposed 26 ' height. Commissioner Gregory felt that the landscaping plan was very conceptual . Commissioner Connor agreed indicating that an actual landscape plan should be provided showing the proposed landscaping as well as the existing landscaping. Commissioner Urrutia noted the large space to the right of the tower and left of the awning which needed to be replaced with landscaping. Commission approved the patio landscape revisions subject to the following conditions : 1 ) Provide detailed landscape plan showing the proposed landscaping as well as the existing landscaping; 2 ) Large section of paving to the right of the tower and left of the awning to be replaced with landscaping; 3) Removal of all existing free standing signs ; 4 ) Fire Marshal approval on patio access . Recommendation was made to the planning commission to waive the height limit variance for the tower signage as they felt the eave mounted lighting would be more effective and aesthetically balanced at the proposed 26 foot height. IV. CASES : A. Final Drawings : 1 . CASE NO. : 376 C APPLICANT (AND ADDRESS) : A & S ENGINEERING for TEXACO, 270 W. Alameda Avenue, Suite 202 , Burbank, CA 91502 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of change from stucco to Tex-Cote coating LOCATION: Northeast corner of Highway 111 and Cabrillo ZONE: C-1 S .P. 3 " *440*1 MINUTES ARCHITECTURAL REVIEW COMMISSION JULY 27 , 1993 Jeff Winklepleck presented the sample material board on the proposed Tex-Coat coating versus the stucco which the commission had conditioned to be used. Commissioner Urrutia felt that something like a medium dash finish should be used ( something that had a texture to it) . The applicant, Mr. Ahmad Ghaderi, noted that the cost of actual stucco is approximately $30, 000 higher than the Tex-Coat and he felt the two different finishes looked basically the same. Commissioner Holden explained that one of the concerns was that the finish would be factory installed and would show the actual panels . Mr. Ghaderi noted that by using the Tex-Coat material , the rib look would be covered. He added that the coating would be sprayed on at the site, covering the joints completely. Commissioner Urrutia felt this was acceptable as long as the joints did not show. Action: It was moved by Commissioner Van Vliet, seconded by Commissioner Gregory, to approve the Tex-Coat coating subject to the joints being completely covered and submittal of color board for staff ' s final approval . Motion carried 5-0 . 2 . CASE NO. : PP 92-6 APPLICANT (AND ADDRESS) : SIGNAGE SOLUTIONS for DESERT SPRINGS MARKETPLACE, 1336 Allec Street, Anaheim, CA 92805; CARVER COMPANIES, 74-497 Highway 111, Suite D-8, Indian Wells, CA 92210 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of sign program for commercial center LOCATION: Northwest corner of Cook Street and Country Club Drive ZONE: P.C. (2 ) Steve Smith presented the sign program as proposed noting that the plan proposes a total of 9 free standing signs . He noted that the city ordinance limits the center to one free standing sign per street frontage, therefore the total number of free standing signs allowed would be 4 . Mr. Smith reported that the proposal showed three different categories of wall mounted signs with the 4 MINUTES ARCHITECTURAL REVIEW COMMISSION JULY 27 , 1993 largest being the signs for Ralphs and. Payless . The request is for either reverse channel letters or individual cans . Mr. Smith noted that the two largest signs (Ralphs and Payless ) seem to be the loudest and suggested that all the signs be reverse channel letters . The ordinance limits Ralphs to 113 square feet and Payless is limited to 85 square feet . Mr. Smith suggested that commission require a border at the top and bottom of each signage of 18" to insure that the signs are reasonably centered on the wall . The proposal requested five colors (white, red, yellow, green and blue) . Mr. Smith noted that code allows for a maximum of three colors . Mr. Smith reminded the commission of the great deal of input from the community to the east (Desert Falls ) and felt the applicant should handle the signage on the east side differently. Commission broke down the signage proposal as follows : Vehicular Signs : Commissioner Urrutia felt that the proposed three signs were acceptable. Pad Monument Signs for Individual Buildings : Commissioner Urrutia felt that these signs should be eliminated and use the signs on the buildings . This would eliminate 5 monument signs that he felt were not needed. Major Tenant Signs : Commissioner Urrutia felt there should be a way to integrate the major tenants monument signs with the center' s monument signs . He discussed his concerns with the applicant requesting additional monument signs in the future when new major tenants come into the center. Commissioner Urrutia also felt that the sign program should include the second phase of the center rather than having to come back later. Colors : Commissioner Urrutia noted that the applicant would need to choose a total of three colors . This selection should include any national logo colors to be used by the tenants . 5 MINUTES ARCHITECTURAL REVIEW COMMISSION JULY 27, 1993 Wall Mounted Signs : Steve Smith noted that all the wall mounted signs, with the exception of Payless and Ralphs , would be reverse channel letters . Commissioner Gregory asked if the signs for Ralphs and Payless exceed the size limit . Mr. Smith indicated that they did. Commissioner Gregory informed the applicant that the signs would need to comply with the size required by code . Mr. Bret Gove noted that Ralphs was requesting the larger signs after meeting with city council and council ' s requirement on how far the Ralphs building had to be set back on the site. He added that Ralphs had specifically requested the can sign. Commissioner Gregory reminded the applicant that an effort should be made to subdue the signs facing east to keep the impact down for the residents on this side of the center. Commission felt that there should not be a sign on the tower of building "J" and suggested that the sign be brought down and placed on the wall . Morton' s : Steve Smith noted that Morton' s proposal included two elevations where they are requesting two signs on each elevation. This is not a problem with staff in regards to the size. Mr. Smith indicated that Morton' s would have to comply with area limits, and the other criteria was that they not be cluttered. Commissioner Urrutia felt the building was over-signed. Mr. Dave Holt, of Signage Solutions, discussed the concerns of visibility along Cook Street and Country Club Drive. He felt that the proposed monument signs were something that the city would like aesthetically. He added that the proposed plan included both Phase I and Phase II , and the only future signage needs would be for vehicular signs . Mr. Holt reported that 10% to 15% more foot traffic is generated by pad monument signs . Mr. Holt added that the applicant was looking at regular channel halo lit letters along the east elevation facing the Cook Street residents . He discussed the concerns of the city on colors; however, felt that when a number of major tenants come into a center, the owner has to allow these tenants who have a national regional program the right to use their logo sign and colors . Commissioner 6 MINUTES ARCHITECTURAL REVIEW COMMISSION JULY 27, 1993 Gregory informed the applicant that the request for a larger size sign for Ralphs and more than three colors were issues that the commission' s hands were tied on. These items are in the city ordinance, and the applicant would have to go before the city council to request a variance to the sign ordinance if they want anything more than what is allowed by code. Commissioner Urrutia suggested replacing the entry monument sign at the center of Country Club Drive to a vehicular directional sign and move this entry sign back towards the actual entrances of some of the tenants . Mr. Jeff Turk, of Morton' s, discussed the two elevations showing two signs each. He suggested eliminating two of the signs and add "The Steakhouse" under "Morton' s" on these elevations . "Morton' s" would be 18" letters with "The Steakhouse" in 9" or 10" letters . Commissioner Holden felt that conceptually this could be acceptable, however, commission would have to see the exact proportions on the signage. Action• It was moved by Commissioner Van Vliet, seconded by Commissioner Connor, to continue the request for signage approval directing the applicant to address the following: 1 ) Limit of one free standing sign per street frontage; 2 ) Allowable signage for Ralphs is 113 square feet and 85 square feet for Payless; 3) Wall mounted signs to have a top and bottom border of at least 18 inches to assure that the signs are reasonably centered; 4 ) Limit number of colors to three ( include any national logo colors) ; 5) Integrate major tenant monument signs into the center monument signs; 6 ) Sign program to include 2nd phase of center; 7 ) Signage facing east should be subdued some to keep the impact down towards the residents facing that elevation; 8 ) Tower sign on building "J" to be relocated onto wall; 9 ) Consider moving the entry monument sign at center of Country Club Drive entrance back towards the 7 w#40W MINUTES ARCHITECTURAL REVIEW COMMISSION JULY 27, 1993 actual entrances to the tenant buildings and replace it with a vehicular directional sign; 10) Submit actual proportioned signage for Morton' s ; 11 ) Provide color board with acrylic letter samples . Motion carried 4-0-1, Commissioner Urrutia Abstaining. 3 . CASE NO. : PP 92-6 APPLICANT (AND ADDRESS) : COOK PARTNERS LIMITED PARTNERSHIP, 110 West Las Tunas Drive, Suite D, San Gabriel, CA 91776 ; CARVER COMPANIES, 74-497 Highway 111, Suite D-8 , Indian Wells, CA 92210 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of working drawings for buildings G, J, L and N LOCATION: Northwest corner of Cook Street and Country Club Drive ZONE: P .C. ( 2 ) Steve Smith presented the working drawings on pads G, J, L and N noting the tower elements which commission had expressed concern. He noted that the material used on the tower was a coarse rock blending into the stucco at the top of the structure. Mr. Smith also outlined the elevations showing spandrel glass . Action: It was moved by Commissioner Van Vliet, seconded by Commissioner Urrutia, to approve the final workings drawings for buildings G, J, L and N as submitted. Motion carried 5-0 . 4 . CASE NO. : 394 C APPLICANT (AND ADDRESS) : MORTON' S OF CHICAGO, 1313 Dolley Madison Blvd. , Suite 400, McLean, Virginia 22101; CARVER COMPANIES, 74-497 Highway 111 , Suite D-8, Indian Wells , CA 92210 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of working drawings for Morton' s Restaurant LOCATION: Northwest corner of Cook Street and Country Club Drive 8 *40 MINUTES ARCHITECTURAL REVIEW COMMISSION JULY 27, 1993 ZONE: P.C. ( 2 ) Steve Smith presented the final working drawings for commission' s approval . The applicant, Jeff Turk, outlined the revised landscape plan showing the 6 ' sidewalk. Commissioner Urrutia felt that a 4 ' sidewalk would be sufficient and allow for the needed landscaping. Commissioner Gregory asked about the changes in the trellis work and how they would be constructed. Commissioner Urrutia reiterated the fact that 4 x 12 ' s should be used in place of the proposed 2 x 12 ' s for the trellis structures . Mr. Turk assured the commission that he would correct the plans to show 4 x 12 ' s . Action: It was moved by Commissioner Holden, seconded by Commissioner Van Vliet, to approve the architectural final working drawings only for the restaurant subject to changing the trellis structures to 4 x 12 ' s . Commission continued the landscaping plan directing the applicant to submit an actual detailed landscape plan to include the details on the proposed sidewalk. Motion carried 4-0-1, Commissioner Urrutia Abstaining. 5 . CASE NO. : PP 92-6 APPLICANT (AND ADDRESS) : COOK PARTNERS LIMITED PARTNERSHIP, 110 West Las Tunas Drive, Suite B, San Gabriel, CA 91776 ; CARVER COMPANIES, 74-497 Highway ill , Suite D-8, Indian Wells , CA 92210 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of working drawings for Ralphs LOCATION: Northwest corner of Cook Street and Country Club Drive ZONE: P.C. (2 ) Steve Smith presented the revised working drawings noting that the commission' s concerns on the tower treatments were addressed on these plans . 9 MINUTES ARCHITECTURAL REVIEW COMMISSION JULY 27, 1993 Action: It was moved by Commissioner Urrutia, seconded by Commissioner Van Vliet, to approve the final working drawings as submitted. Motion carried 5-0 . V. The following items were added to the agenda by a unanimous vote: A. Final Drawings : 1 . CASE NO. : 4158 SA APPLICANT (AND ADDRESS) : JIM FOXX for WHITT/KRAUSS, 74-818 Velie Way, Suite 12 , Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awnings with business identification signage LOCATION: 73-111 El Paseo, Suite R-1 ZONE: C-1 S . P. Steve Smith presented drawings of the awning and pictures of the building on El Paseo immediately east of Danskin Gallery. Mr. Smith reported that the applicant was requesting approval to install an awning the same shape as the existing awning to the west. A color sample was shown with copy in white. Mr. Smith noted that the letter size was not called out . He informed the commission that the ordinance limits the letter size on awnings to a maximum of 8 inches . The applicant, Mr. Jim Foxx, requested approval of 6" letters for the lower case and a maximum of 10" capital letters . Action: It was moved by Commissioner Holden, seconded by Commissioner Connor, to approve the awning with signage, as submitted, subject to a maximum of 10" capital letters . Motion carried 5-0 . 2 . CASE NO. : 4159 SA APPLICANT (AND ADDRESS) : DENNIS FREEMAN for RIVERSIDE ROASTERS, 41-625 Eclectic, Suite H-1, Palm Desert, CA 92260 10 Nqw MINUTES ARCHITECTURAL REVIEW COMMISSION JULY 27, 1993 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: Plaza De Monterey, Southeast corner of Country Club Drive and Monterey Avenue, Suites D-3 & D-4 ZONE: P.C . ( 2 ) Steve Smith presented drawings and photographs of the proposed signage noting that the restaurant was in the easterly most building of the Lucky center at Country Club Drive and Monterey Avenue. Mr. Smith noted that the existing sign program in the center called for 12" individual channel letters with either white or blue letters . The proposal consisted of pan channel letters with yellow faces and medium bronze trim cap. "Roasters" would be pan channel letters with red faces . The signs would be placed on the parapet above the brown and orange awnings . Mr. Smith indicated that the owner of the property, Mr. Bill Carver, had approved the proposal . The applicant, Mr. Dennis Freeman, rioted that there was nothing proposed on the south elevation since there were residents facing that side of the building. Commissioner Gregory noted that the commission could not approve the signage above the fascia; however, felt that because this was a difficult location for a business to be successful, the commission should consider deviating from the sign program. Mr. Freeman indicated that the reason for requesting to place the signage above the fascia was because of the addition of the awnings . He felt that in order to get the attention from the east and the west, the signage would have to be placed above the awnings . Commissioner Urrutia discussed his concerns with the center sign program using blue and white letters with the major tenant using red. Mr. Smith noted that the proposal was showing two different colors in neon. Commissioner Urrutia felt that the size of the signage seemed much larger than the rest of the tenants in the center. Mr. Smith indicated that the proposed size did comply with code. Commissioner Holden felt the awnings needed to relate more with the architecture of the building. Commissioner 11 *wr" MINUTES ARCHITECTURAL REVIEW COMMISSION JULY 27 , 1993 Gregory noted that the commission would need to see an actual plan showing how the awning would be installed and it ' s actual location. Commissioner Van Vliet discussed his concerns with placing the signage above the fascia. He felt it should be placed on the stucco to conform with the rest of the center. Commissioner Urrutia informed the applicant that he was actually asking for a variance from the approved sign program, and he did not feel there were unusual circumstances that would dictate such a variance. He also felt that the applicant should conform to the center' s approved colors of white and blue. Action: It was moved by Commissioner Urrutia, seconded by Commissioner Connor, to continue the request for approval of business signage directing the applicant to address the following: 1 ) Awnings should relate more with the architecture of the building; 2 ) Provide actual plan showing how the awnings would be installed and their actual location; 3) Proposed signage above the fascia to be placed on the stucco wall to conform with the center' s existing program; 4 ) Signage to conform with the center' s approved colors of blue and white.
