APPROVAL OF MINUTES : It was moved by Commissioner Holden, seconded by Commissioner Van Vliet, to approve the minutes of the May 11, 1993 meeting as submitted. Motion carried 2-0-2 , Commissioners Urrutia and Gregory Abstaining. It was moved by Commissioner Urrutia, seconded by Commissioner Gregory, to approve the minutes of the May 25, 1993 meeting as submitted. Motion carried 3-0-1, Commissioner Van Vliet Abstaining. III . CASES : A. Final Drawings : 1 . CASE NO. : PP 92-2 APPLICANT (AND ADDRESS) : D & F DEVELOPMENT, 80-899 Indio Blvd. , Indio, CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of final landscape plan LOCATION: Southwest corner of Portola Avenue and Santa Rosa ZONE: R-2 S .O. ww MINUTES ARCHITECTURAL REVIEW COMMISSION JUNE 8, 1993 Phil Drell presented the landscape plans noting that they were preliminary plans for the perimeter and the model homes . He indicated that Eric Johnson had noted his comments on the plan and felt that the trees were placed too close together. Commission discussed the comments and felt the tree placement was acceptable. Action: It was moved by Commissioner Gregory, seconded by Commissioner Holden, to approve the preliminary landscape plan as submitted. Motion carried 4-0 . B. Miscellaneous Cases : 1 . CASE NO. ; APPLICANT (AND ADDRESS) : CITY OF PALM DESERT, 73-510 Fred Waring Drive, Palm Desert, California 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Review of parking lot electric golf cart charging model LOCATION: Town Center Mall Parking Lot ZONE: P.C. ( 3 ) S .P. Jeff Winklepleck presented plans showing the proposed installation of an eight stall electric golf cart recharging station. He noted that it would be placed in the existing parking area on the south side of the mall . The material used would be the same block as used on the mall itself . Commission felt that the proposed location was in the heaviest traffic area of the mall parking lot, taking away eight prime parking spaces . They thought it should be placed closer to the fire station. Commissioner Holden felt that the city should wait a couple of years to see how many people are actually using golf carts to get to the mall . Commissioner Urrutia felt the structure was too high, and should be reduced to eight feet. Steve Buchanan indicated that he had seen the plans earlier and felt the same in regards to the height of the station. The response he received was that the structure needed to be this high in order to shade the actual chargers . 2 MINUTES ARCHITECTURAL REVIEW COMMISSION JUNE 8, 1993 Commissioner Urrutia felt that the columns were too slender, and needed to be much wider. He felt that beefing up the columns would help the station structurally. Commissioner Urrutia added that the end panels needed to extend all the way up to the roof structure. Commissioner Gregory noted that a detailed landscape plan would have to be submitted. Action: It was moved by Commissioner Urrutia, seconded by Commissioner Holden, to continue the request directing the applicant address the following concerns : 1) Commission felt that the city should wait a couple of years to see how many people actually use the golf carts to get to the mall; 2 ) Height of structure should be reduced to 8 feet; 3 ) End panels should be continued all the way up to the roof structure; 4 ) Columns need to be beefed up; 5) Provide a more detailed landscape plan; 6 ) Commission felt it was proposed in an inappropriate area and indicated a more suitable location would be in the back lower parking lot area. Motion carried 4-0 . IV. The following items were added to the agenda on a unanimous vote: 1 . CASE NO. : APPLICANT (AND ADDRESS) : V & V ARCHITECTURE, 38-145 Crocus Lane, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of single family home over 15 feet in height LOCATION: Lot 82 , Tract 13008 (The Summit) ZONE: R-1, 12 , 000 After reviewing the plans, the following action was taken: 3 MINUTES ARCHITECTURAL REVIEW COMMISSION JUNE 8, 1993 Action: It was moved by Commissioner Urrutia, seconded by Commissioner Van Vliet, to approve the plans as submitted. Motion carried 4-0 . 2 . CASE NO. : PP 92-6 APPLICANT (AND ADDRESS) : COOK PARTNERS LIMITED PARTNERSHIP for MORTON' S RESTAURANT, 110 West Las Tunas Drive, Suite B, San Gabriel, CA 91776 ; CARVER COMPANIES, 74-947 Highway 111, Suite D-8, Indian Wells, CA 92210 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised preliminary restaurant plans LOCATION: Northwest corner of Cook Street and Country Club Drive ZONEā€¢ P.C. ( 2 ) Steve Smith presented the revised preliminary plans for Morton' s Restaurant. Commissioner Holden noted that the porte cochere would not meet handicap requirements and would need to be at least 10 feet high. Commissioner Urrutia indicated that the original trellis work over the service and loading area had been deleted noting that the reason for the trellis work was to screen these areas because the restaurant was on the corner. Commissioner Gregory felt that the trellis work should be added back to the plans . Commissioner Urrutia noted that the applicant was also requesting approval of the signage for the restaurant . Commission noted that the developer had not submitted a sign program for the center, and therefore they could not consider the signage for approval . Mr. Smith asked that the commission look at the plans to see how the restaurant conformed with the remainder of the center' s architecture noting that the restaurant on the opposite of the corner of the center did have the needed trellis work. Commissioner Holden reminded the commission that they expected more detailing and intricacy since he was going towards a more simplistic facade . He indicated that the revised plan showed that some of this detailing had been 4 Nvwo' MINUTES ARCHITECTURAL REVIEW COMMISSION JUNE 8, 1993 deleted. Commissioner Urrutia noted that there were no windows in the building, as this was a trademark of the restaurant. He had suggested outdoor dining, as there was a beautiful area for this, and the applicant did not want to do this . Commissioner Urrutia felt that the restaurant should be designed in a way to allow for the addition of an outdoor dining area in order to avoid something that would look tacked on in the future. He added that one of the reasons for the trellis work on the east side was to accommodate for future outdoor dining. Commissioner Urrutia noted that the developer had approved the original plan with the trellis work, and felt that this revised plan would not meet his approval . Action: It was moved by Commissioner Gregory, seconded by Commissioner Van Vliet, to continue the request in order for the applicant to be present to explain the nature of the changes or conform with the approved conceptual plan, directing the applicant to address the following: 1) Lack of handicap accessibility under the porte cochere; 2 ) Lack of screening at the loading and service area; 3) Original trellis work to be added back to the plan; 4 ) With the more simplistic design, commission expected more intricacy and detailing; 5) Lack of design to provide for future outdoor eating area; 6) Signage not approved until sign program is developed for the center; 7 ) Lack of approval from the developer. Motion carried 3-0-1, Commissioner Urrutia abstaining. V. ADJOURNMENT: The meeting adjourned at 1 : 05 p.m. STD SMITH ASSOCIATE PLANNER \db 5
