APPROVAL OF MINUTES : It was moved by Commissioner Holden, seconded by Commissioner Urrutia, to approve the minutes of the June 8, 1993 meeting as submitted. Motion carried 3-0-2 , Commissioners O'Donnell and Connor Abstaining. III . CASES : A. Final Drawings : 1 . CASE NO. : 4117 SA APPLICANT (AND ADDRESS) : MICHAELS STORE, INC. , 6029 Campus Circle Drive, Irving, Texas 75063 ; SIGN METHODS, 5300 Orange Avenue, Suite 114 , Cypress, California 90603 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised business identification signage LOCATION: 44-150 Town Center Way, Suite B-3 ZONE: P.C . Jeff Winklepleck presented the revised drawings where the applicant was requesting 4 ' channel letters with red faces and four menu items to read Frames--Silk Flowers-- Crafts--Art Supplies . Mr. Winklepleck noted that the proposed signage calculated out to 389 square feet and the total area allowable would be 87 square feet. Mr. Smith informed the applicant that if he wanted more than the allowed two menu items, he would need to file an application for an amendment to the zoning ordinance. Mr. Winklepleck noted that the applicant had already received approval for 36" letters for Michaels in upper case with 20" lower case letters or maximum 30" letters if uniform, subject to letter style. The applicant, Dane Cardone of Sign Methods, asked that the request be withdrawn. 2 . CASE NO. : 1711 SA - 1 APPLICANT (AND AMENDMENT) : PALMS TO PINES CANVAS for SUNRISE BUILDING, Pinyon Pines, Box 69 , Mountain Center, CA 92301 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning addition to northwest corner of building LOCATION: 42-600 Cook Street ZONE: S . I . Steve Smith reported that the proposed awning extension would continue along the northwest elevation. Commissioner Holden noted that one of the original concerns he had was the glass facade extending above the parapet with the awning sticking out the middle of the glass . Commissioner Urrutia asked to see what the applicant plans on doing with the signage. Mr. Smith indicated that new signage would not be proposed. Action: It was moved by Commissioner Holden, seconded by Commissioner Urrutia, to approve the awning addition subject to the top of the awning being in line with the top of the wall to the rear. Motion carried 5-0 . 2 *low "Nof MINUTES ARCHITECTURAL REVIEW COMMISSION JUNE 22 , 1993 IV. The following cases were added to the agenda by a unanimous vote: 1 . CASE NO. : 4145 SA APPLICANT (AND ADDRESS) : BEST SIGNS for SANTA FE RANCH, 2600 Cherokee Way, Palm Springs, CA 92264 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 73-560 El Paseo, Suite D ZONE: C-1 Jeff Winklepleck presented drawings for a 20 square foot, black stained, redwood sign with gold letters to be placed under the arch of the facade. Commission felt the sign would look better placed on the stucco above the arch. They indicated that this location would also give it better visibility. Commissioner Urrutia felt the sign needed to be scaled down some in order to fit properly on the stucco above the arch. Action• It was moved by Commissioner Connor, seconded by Commissioner Holden, to continue the request directing the applicant to scale the signage down to fit properly on the stucco above the arch. Motion carried 5-0 . 2 . CASE NO. : 4147 SA APPLICANT (AND ADDRESS) : HOUSTON K. PARK for SILVER HANGER CLEANERS, 73-409 Highway 111 , Palm Desert, California 92262 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of additional business identification signage LOCATION: North side of Lucky' s building at 73-409 Highway 111 3 .� N"Ov' MINUTES ARCHITECTURAL REVIEW COMMISSION JUNE 22 , 1993 ZONE: C-1 S.P. Jeff Winklepleck reported that the applicant was requesting approval to add a 16 ' 8" brown background sign with white letters on the Highway 111 side of the Lucky' s building in order to achieve exposure on Highway 111 . Mr. Winklepleck noted that if the commission did approve the proposed sign, they would need to make it clear that this would be the only signage placed on the building. He added that this would be a second sign to their existing sign on the actual storefront. Commissioner Connor felt that the proposed sign would look tacked on to the building as there were no architectural features on the building to allow this signage placement. Commissioner Urrutia understood the applicant' s desire to have exposure on Highway 111, however felt they were asking for something different than the other tenants would be able to have . He added that the proposed sign was something the commission would not even allow Lucky' s to place on the wall . Commissioner Holden felt that if this sign was approved, there would be nothing to keep the bookstore on the other side of the building from requesting commission' s approval for additional signage along El Paseo. Commissioner O'Donnell asked if there was anything wrong with the existing sign. The applicant noted that there was nothing wrong with the present sign, that they were simply looking for signage along Highway 111 . Commissioner Urrutia noted that in looking ahead if for some reason the building changes to another tenant, this signage would have to be removed and replaced with something that the city might not want. Mr. Smith felt that this sign could not be approved for one tenant and not allow the other tenants to add their signage to the Lucky' s building. Commissioner Connor felt that the approval of this sign would lead to problems with the existing tenants . Commissioner Urrutia asked if there was a sign program for this center. Mr. Smith indicated that there was an existing sign program as well as a monument sign on Highway 111 . 4 1*4w MINUTES ARCHITECTURAL REVIEW COMMISSION JUNE 22 , 1993 Action: It was moved by Commissioner Urrutia, seconded by Commissioner Connor, to deny the request considering that if they allowed this business to place a sign on this wall, then all other tenants could also claim the right to place a sign on this same wall . Motion carried 5-0 . 3 . CASE NO. : APPLICANT (AND ADDRESS) : SANDPIPER HOMES, LTD. , 13 Covington, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of plans for single family home over 15 feet high LOCATION: 73-090 Jeff Winklepleck presented the plans showing a height of 17 feet with a gable roof . He indicated that there was a 16 ' setback on one side with a 9 ' setback on the other. Commissioner Urrutia discussed his concerns with the open gable roof and the height of the fireplace. Commissioner O' Donnell suggested that the applicant change the plans to a hip roof on both ends . Action: It was moved by Commissioner Urrutia, seconded by Commissioner Connor, to approve the plans subject to changing the roof structure to a hip roof on both sides or lowering the roof pitch from a 5 in 12 to a 4 in 12 . Motion carried 5-0 . 4 . CASE NO. : PP 92-6 APPLICANT (AND ADDRESS) : COOK PARTNERS LIMITED PARTNERSHIP, 110 West Las Tunas Drive, Suite B, San Gabriel, California 91776 ; CARVER COMPANIES, 74-497 Highway 111 , Suite D-8, Indian Wells, CA 92210 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised preliminary plans for Mortons Restaurant and approval of final working drawings for Ralphs LOCATION: Northwest corner of Cook Street and Country Club Drive ZONE: P.C. (2 ) 5 w.r `%000 MINUTES ARCHITECTURAL REVIEW COMMISSION JUNE 22 , 1993 ZONE: P.C. ( 2 ) Steve Smith noted that staff had requested that commission look at the final working drawings for Ralphs , however the building department was not ready to release the plans for final approval . Steve Smith presented the revised plans for Mortons Restaurant noting the commission' s concerns from the last meeting. He noted that he had met with Bill Carver after the last meeting, and Mr. Carver informed him that this was the first time he had seen the revised plans . Mr. Smith indicated that he assured Mr. Carver that the commission would not approve anything until they had an approval from him. He added that Mr. Carver was not pleased with the revised plan that had been before the commission at it' s prior meeting. Commission questioned the lack of trellis work on the revised plan, noting that the original plan showed heavier members for the stucco trellis . Commissioner Holden felt that the revised plan was better, however he still needed to see a more detailed plan. He indicated that the trellis work along the drive looked like a trellis, while the trellis work along the loading area looked more like open beams . Commissioner Connor asked if there had been an indication of what the immediate landscaping would be. Mr. Smith indicated that there was a landscaping plan for the center, but staff did not have a landscaping plan for the immediate area. Commissioner Holden noted that the commission would need to see an actual landscape plan for each individual building. Commissioner Connor felt that the proposed landscaping would not compliment the architecture, and it will play a large part in this center. Commissioner Holden indicated that the plans showed less than two feet allowed for landscaping along the drive. Commissioner Urrutia noted that there should not be a sidewalk and the elimination of the sidewalk would add to the landscaping area. Steve Smith presented the original plan which had already received conceptual approval, outlining the differences in the two plans . Commissioner Holden noted that the 6 r *W 'fart MINUTES ARCHITECTURAL REVIEW COMMISSION JUNE 22 , 1993 plan showed no room for any landscaping of any kind on the north elevation. Commissioner Urrutia indicated that the original plan showed a 4 ' indentation which was a raised planter as well outside planting. Commissioner Urrutia directed to applicant to submit an 8 scale site plan with the outline of the building and have the landscape plan done on the same scale. Action: It was moved by Commissioner Connor, seconded by Commissioner Van Vliet, to continue the request for approval of the revised preliminary plans of Morton' s Restaurant directing the applicant to show the developer' s approval and provide a detailed site plan to include modification to the landscape treatment that conforms to the building.
