APPROVAL OF MINUTES: It was moved by Commissioner Van Vliet, seconded by Commissioner O'Donnell, to approve the minutes of the February 23, 1993 meeting as submitted. Motion carried 4-0-1, Commissioner Urrutia Abstaining. III . It was moved by Commissioner Van Vliet, seconded by Commissioner O'Donnell, to approve the following cases by minute motion. Motion carried 5-0. A. Final Drawings : 1 . CASE NO. : 4095 SA APPLICANT (AND ADDRESS) : INTEGRATED SIGN ASSOCIATION for FIDELITY FEDERAL BANK, 7020 Hayvenhurst Avenue, Suite F, Van Nuys, CA 91406 NATURE OF PROJECT/APPROVAL 50UGHT: Approval of revised business identification signage LOCATION: 73-040 E1 Paseo ZONE: C-1 Steve Smith reported that the applicant was before the commission at it' s last meeting asking approval to .. �rr�` � MINUTES ARCHITECTURAL REVIEW COMMISSION MARCH 9 , 1993 replace the existing signage with cabinet signs containing their logo in red letters with a silver background. They were back before the commission now requesting approval of individual illuminated letters replacing the three signs on the building. One would be facing El Paseo, one on the west wall and one on the clock tower on the rear of the building. The letters would be red with white trim and a white, back-lit, background. Commissioner 0'Donnell felt the signage on the tower side of the building was too crowded, and suggested that either the logo or the lettering be removed. Commissioner Urrutia felt that if the logo was eliminated and the letters stretched out, rather than stacked, it would look much better and would be easier to read. Commission approved the revised signage subject to eliminating the logo on the tower signage and stretching out the individual letters . 2 . CASE NO. : CUP 01-82 (Amendment No. 2 ) APPLICANT (AND ADDRESS) : FOUNDATION FOR THE RETARDED OF THE DESERT, 73-255 Country Club Drive, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of architectural and landscape plans for relocation of three duplex units and site plan approval for future 15, 000 square foot sheltered work shop buildings LOCATION: 73-255 Country Club Drive ZONE: P Jeff Winklepleck outlined the site plan/landscaping plan noting the three units that were moved from the La Paz Village as a result of the Sacred Heart Church expansion. The landscape plan was reviewed by Eric Johnson and Mr. Winklepleck noted his concerns . Commissioner Urrutia asked about any future expansions . Mr. Robert Riccardi explained how the lot could be extended; however, no future expansion was planned. Commission approved the architectural and landscape plans, subject to comments noted by Eric Johnson. Vote carried 4-0-1, Commissioner Gregory Abstaining. 2 � � MINUTES ARCHITECTURAL REVIEW COMMISSION MARCH 9 , 1993 Note: Commissioner Holden left meeting at 1 :00 p.m. IV. CASES • A. Final Drawings : 1 . CASE NO. : 4096 SA I' APPLICANT (AND ADDRESS) : RISTORANTE CAFFE MILANO, 73-315 E1 Paseo, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage on back, parking lot side, of building LOCATION: 73-315 E1 Paseo ZONE: C-1 Steve Smith reported that the applicant was requesting approval to place a sign on the south side of the building. He indicated that the applicant had installed the sign last year without a permit, and was now asking to place the 10 foot sign over the rear entrance. Mr. Smith noted that there were two-story condominium units to the rear of the building that would be able to see this sign. Commissioner Gregory felt that a sign program should be established for the back of this building. Commissioner Van Vliet felt that this was something that should be done by the owner of the building. Action: It was moved by Commissioner Van Vliet, seconded by Commissioner O'Donnell, to continue the request with the recommendation that the building owner establish a sign program for the back side of the building. Motion carried 4-0 . 2 . CASE NO. : PP 89-5 APPLICANT {AND ADDRESS) : ULTRANEON SIGN COMPANY for SOUTHWEST MEDICAL PLAZA/LOWENTHAL UROLOGY CENTER, 5474 Complex Street, Suite 501, San Diego, CA 92123 3 � � MINUTES ARCHITECTURAL REVIEW COMMISSION MARCH 9, 1993 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of additional business identification signage LOCATION: 73-345 Highway 111 ZONE: C-1 Jeff Winklepleck presented the plans for the additional signage noting that the existing business identification signage was approved at the June 23, 1992 meeting, and commission had stated their concerns with the amount of signage at that time. Commissioner Urrutia stated that this request for additional signage was exactly what he was opposed to the first time the applicant was before the commission. Commissioner Gregory noted that the commission had discussed with Dr. Shaw how they wanted to minimize the signage and this was not what was being done. Commissioner Urrutia added that "Southwest Medical Plaza" signage was to differentiate from the rest of the signage on the building and it did not look as if this had been done. Steve Smith reported that the ordinance states that second story signage was entitled to one-half the amount of signage of the first floor. He indicated that this would amount to 83 square feet on the first floor, with 41 square feet allowed on the second floor. Commission felt that the proposed signage was too busy. Action• It was moved by Commissioner Urrutia, seconded by Commissioner Van Vliet, to deny the request as it did not comply with the city ordinance in regards to the allowable signage area. Commission felt that the proposed signage was too busy. Motion carried 4-0 . 3 . CASE NO. : 4098 SA APPLICANT (AND ADDRESS) : PLACE VENDOME FINE JEWELRY, 73-950 El Paseo, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awnings LOCATION: 73-950 E1 Paseo ZONE: C-1 4 �rr� � MINUTES ARCHITECTURAL REVIEW COMMISSION MARCH 9 , 1993 Jeff Winklepleck outlined the plans for the proposed cantilever awnings with white text reading "Place Vendome" on both sides of the center awning. Commissioner Gregory discussed his concerns with the proposed awnings fighting the architecture of the building. He noted that everything was different on the elevation, and there needed to be some type of theme carried out. Commissioner Urrutia agreed that the awnings did not fit in with the architecture of the building. He felt that the three awnings were too busy and a simpler design was needed because of the simple facade. Action: It was moved by Commissioner O'Donnell, seconded by Commissioner Van Vliet, to continue the request directing the applicant to simplify the awnings . Motion carried 4-0 . B. Preliminary Plans : 1 . CASE NO. : PP 92-6 APPLICANT (AND ADDRESS) : COOK PARTNERS LIMITED PARTNERSHIP, 110 West Las Tunas Drive, Suite B, San Gabriel, CA 91776; CARVER COMPANIES, 74-947 Highway 111, Suite D-8, Indian Wells, CA 92210 NATURE OF PROJECT/APPROVAL SOUGHT: Consideration of revisions to previously approved preliminary plans LOCATION: Northwest corner of Country Club Drive and Cook Street ZONE: PD-2 and PR-10 Steve Smith reported that the revised building elevations were presented to the commission two weeks ago and noted that staff had received a notice yesterday stating that the applicant would be precluding the theater issue at this time. The revised plans presented today reflect this change showing the project now being developed in phases . The representative for Carver Companies, Susan Quon, presented the revised site plan addressing the scope of work that the developer was ready to undertake. She 5 �wr �.r�' MINUTES ARCHITECTURAL REVIEW COMMISSION MARCH 9 , 1993 outlined Phase I and the plaza areas . Commissioner Gregory noted that the potted plants do not work here in the desert, as the plants would just burn and die out in the summer months . He suggested that the applicant give up the design of the pots . Steve Smith outlined the retention basin at Cook Street and at Country Club Drive noting that this area would have to have 4 ' street side walls with landscaping. Commissioner Urrutia questioned the particular style of architecture chosen in the revised plans . Phil Drell indicated that the surrounding homeowners wanted architecture that looks more like their own developments . Commissioner Urrutia felt that the revised plans were no different than anything else that all other cities have seen, and felt that there were other, more imaginative, styles that would blend with the surrounding developments . Commissioner Gregory noted that if the applicant was required to go with this style, then the building color would have to be a color other then the pink or peach. Ms . Quon indicated that the applicant was going with an off white scheme with pink or salmon accent. Commissioner Gregory reiterated that the pink or salmon was not what the commission would approve. He added that he was concerned about dominant landscaping features reversed with the negative slope as this would allow for very little landscaping. Commissioner Gregory directed Ms . Quon to make sure there was enough room for planters against the buildings themselves to allow sufficient room for trees . Commissioner Urrutia questioned the driveways shown in front of Pad P and asked if they were necessary. Ms . Quon indicated that they were loading areas to service the restaurants . Mr. Drell noted that this area would have to be screened some way to make it look like the front of the building. Ms . Quon will check with the restaurant owners to see what could be done in this area. Commissioner 0'Donnell felt that the original plan was a well conceived proposal and thought the applicant could incorporate some of the humanness from the original plan in the revised desiqn. Commissioner Urrutia compared this revised plan to the DSL project noting that the two now look very similar. He understood the applicant' s 6 � � MINUTES ARCHITECTURAL REVIEW COMMISSION MARCH 9 , 1993 position, and felt it was very unfortunate; however, indicated that his feelings were still the same and that he was opposed to this concept as he did not think this was the best alternative. Commissioner Van Vliet agreed and was very disappointed but felt that the commission needed to look closely at the revised plans to see what could be done to get the project underway. Action: It was moved by Commissioner Greqory, seconded by Commissioner Van Vliet, to grant conceptual approval to the revised plan noting their concerns as stated above. Motion died on a 2-2 vote, Commissioners Urrutia and 0'Donnell voting No. Commissioner Gregory discussed his concerns with the lack of landscaping noting that he would need to see a more detailed plan. Ms . Quon indicated that she would be coming back to the commission with a preliminary plan showing the building lay-outs and actual landscaping. Commissioner Urrutia suggested that the applicant look at more undulation with the buildings along the frontage noting that the mass area in the back of the project was acceptable. He also directed the applicant to explore the possibilities of linking the buildings together with some type of trellis work, etc. Commissioner Urrutia added that more pedestrian spaces would help with the blocking of the buildings . He discussed his concerns with the street side frontage and the appearance of the service access areas . Commissioner O'Donnell liked the idea of the original unified, integrated plan noting that he did not like the idea of a phased plan; but will work with the developer to get the project started. He added that it was very difficult to take a step back in design concept and approve the architecture as it was now being presented. The commission wanted it clearly understood that althouqh they are very disappointed that the previous, very interesting design concept cannot go forward, they would reluctantly grant conceptual approval so that the architect could continue to study this design and move forward. 7 � � MINUTES ARCHITECTURAL REVIEW COMMISSION MARCH 9 , 1993 Action: It was moved by Commissioner Gregory, seconded by Commissioner Van Vliet, to grant conceptual approval of the revised plans subject to addressing the concerns delineated above. Motion carried 3-0-1, Commissioner O'Donnell Abstaining. Commissioner Urrutia reiterated his reluctance at the change to the center' s architecture, but felt that conceptual approval was needed so that the developer would not be further delayed. 2 . CASE NO. : PP 93-3 APPLICANT (AND ADDRESS) : STEVE METSOVAS, Post Office Box 5132 , Orange, CA 92667 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of architectural plans for a 10,000 square foot retail shopping center LOCATION: 73-850 Highway 111 (Biltmore Hotel site) ZONE• C-1 Steve Smith presented the plans for the retail center noting that the applicant was trying to mirror the existing center to the east. He discussed how the existing entryways would have to be revised and felt that adding two feet to the existing driveway would not be sufficient. Commissioner Gregory discussed the commission' s concerns on the tower element and the design of the back of the building. He added their concerns with the closeness of the back of the buildings to the street noting that it would be a great improvement if the back side of the building was more street friendly. Commissioner Urrutia would like to see something architecturally different than the existing building to the east. He felt that more undulation was needed to both the front and the back of the building. Commissioner Urrutia also felt that the proposed entrance in the center of the parking lot was not necessary, as the existing entrance to the east was sufficient. He thought this entrance would only increase traffic going through to Alessandro. Steve Smith noted that the project was underparked. Commissioner Gregory added that 8 '�n.r ti.rr` MINUTES ARCHITECTURAL REVIEW COMMISSION MARCH 9 , 1993 with the elimination of the center driveway, it would allow for additional parking. He felt that the planter areas on each side of the parking area should be increased to allow for larger massing of planting material . Commissioner Urrutia noted that the commission had to think about future offices being built on the north side of Alessandro, and what they would have to look at from the back of this building. Commissioner Gregory felt that a little more effort should be made with the landscaping area since there was such a dominating parking area. Commissioner Urrutia felt that more relief was needed, and because of it' s location on Highway 111, the applicant needed to do better with both the architecture and landscaping design. He discussed how the proposed Carver project was a good example of the use of different elements . Action: It was moved by Commissioner Urrutia, seconded by Commissioner Van Vliet, to continue the request directing the applicant to redesign the project based on the concerns delineated above. Motion carried 4-0 . V. The following cases were added to agenda on a unanimous vote: 1 . CASE NO. : CUP 92-11 APPLICANT (AND ADDRESS) : SONTAG & NOVASCONE, INC. for LOUISE ' S PANTRY, 124 So. Palm Canyon Drive, Palm Springs, CA 92262 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of final working drawings LOCATION: 111 Town Center Way, Suite A ZONE: P.C. (3) S.P. Steve Smith presented the working drawings noting that they did not include a final landscape plan. 9 � �: MINUTES ARCHITECTURAL REVIEW COMMISSION MARCH 9, 1993 Action• It was moved by Commissioner Urrutia, seconded by Commissioner �an Vliet, to continue the request for final approval to allow the building department to address the issue of column detailing and floor plan. Motion carried 4-0 . 2 . CASE NO. : APPLICANT (AND ADDRESS) : LIDO PACIFIC GROUP, 17752 Cowan Street, Irvine, CA 92714 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of 18 ' single family home LOCATION: 40 Sutton Place Jeff Winklepleck presented the plans for the 18 foot single family home noting a letter from the homeowners association stating that as a condition of the escrow, the homeowner did not need to get the association' s approval on the plans . Commissioner Gregory noted that all the homes in this project were at 18 feet. Action• It was moved by Commissioner Gregory, seconded by Commissioner Van Vliet, to approve the plans for the 18 foot single family home as submitted. Motion carried 4-0 . 3 . CASE NO. : PP 92-2 APPLICANT (AND ADDRESS) : D & F DEVELOPMENT, 80-899 Indio Blvd. , Indio, CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of final working drawings LOCATION: Southwest corner of Portola Avenue and Santa Rosa ZONE: R-2 5 .0. Phil Drell presented the final working drawings and noted that they were not acceptable as submitted. 10 � � MINUTES ARCHITECTURAL REVIEW COMMISSION MARCH 9 , 1993 Action: It was moved by Commissioner Gregory, seconded by Commissioner Van Vliet, to continue the plans noting that the details were not provided on the second story window visibility issue. Motion carried 4-0 . 4. CASE NO. : 1981-A SA APPLICANT (AND ADDRESS) : CLUB 74 , 73-061 El Paseo, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised business identification signage LOCATION: 73-061 El Paseo ZONE: C-1 Phil Drell reported that the existing foam letters were deteriorating and the applicant was requesting approval of halo lit, metal letters . The individual letters would be mounted on a raceway painted and textured to match the stucco on the building. The applicant noted that the letters would be smaller than the existing letters . Commissioner Urrutia commented that the proposed signage was a perfect example of what could be done with an unusual shape. He felt the proposed signage was a very good solution. Action: It was moved by Commissioner Urrutia, seconded by Commissioner O'Donnell, to approve the revised signage as submitted. Motion carried 4-0 . VI .
