APPROVAL OF MINUTES: It was moved by Commissioner Urrutia, seconded by Commissioner Van Vliet, to approve the minutes of the March 9, 1993 meeting as submitted. Motion carried 5-0-1, Commissioner Connor Abstaining. III . It was moved by Commissioner Urrutia, seconded by Commissioner Connor, to approve the following cases by minute motion. Motion carried 5-0 . A. Final Drawings : 1 . CASE NO. : 393 C APPLICANT (AND ADDRESS) : TOTAL T.V. OF CALIFORNIA, INC. for DEEP CANYON TENNIS CLUB, 27-700 Avenida Ballaza, Cathedral City, CA 92234 NATURE OF PROJECT/APPROVAL SOUGHT: Approval to install one support tower with one 8 ' parabolic antenna at Deep Canyon Tennis Club (overall maximum height of 16 feet) LOCATION: Deep Canyon Tennis Club, 73-120 Frank Feltrop Drive ZONE: PR-7 S.P. Steve Smith reported on the revised plans showing the new proposed location of the satellite dish east of Highway 74 and south of the gate house. Commissioner O'Donnell . � � MINUTES ARCHITECTURAL REVIEW COMMISSION MARCH 23, 1993 appreciated the fact that Total T.V. made an effort to find an alternate site, but noted the sites were perimeter sites and this particular would affect hundreds of people who drive up Highway 74 on a daily basis . He noted several alternate sites within the interior were discussed, and he felt that there were other sites that would work better than this proposed site. Mr. Fitzgerald indicated that a number of residents at Deep Canyon Tennis Club opposed these interior sites . Commissioner Holden agreed with Commissioner O'Donnell but felt the proposed location was satisfactory with the proper screening of trees and landscaping. Commissioner Gregory agreed that it would be nice if the dish were placed in the interior, but with the existing pine and the addition of the evergreen pear, he felt it would be satisfactory in the proposed location. Commissioner Connor discussed how some type of agreement was needed between Total T.V. and the Homeowners Association to insure that the landscaping is kept up. Commission approved the installation of the dish, by minute motion, subject to the applicant entering into a long term landscape maintenance agreement with Deep Canyon Tennis Club Homeowners Association. 2 . CASE NO. : PP 92-2 APPLICANT (AND ADDRESS) : D & F DEVELOPMENT, 80-899 Indio Blvd. , Indio, CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of final working drawings LOCATION: Southwest corner of Portola Avenue and Santa Rosa ZONE: R-2 S.O. Phil Drell discussed the salient points with commission. Commission granted final approval to the architectural drawings while granting conceptual approval to the landscape plans . 2 ' � � MINUTES ARCHITECTURAL REVIEW COMMISSION MARCH 23, 1993 B. Preliminary Plans : 1 . CASE NO. : PP 93-3 APPLICANT (AND ADDRESS) : STEVE METSOVAS, Post Office Box 5132 , Orange, CA 92667 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised plans for a 10, 000 square foot retail shopping center LOCATION: 78-850 Highway 111 (Biltmore Hotel site) ZONE: C-1 Steve Smith presented the revised plans showing how the ends were flattened out and the tower addition at the center of the building. The applicant, Steve Metsovas, showed how the landscaping would work with the revised building design. Commissioner Connor asked about the original street trees that were not planted with the original building. Phil Drell indicated that the applicant had planted hybrids because when it came time to buy the necessary trees, they were not available. Commissioner Gregory noted that some of the things the commission had asked for previously have not been done on the revised plans . He suggested to save money and time, Mr. Metsovas should hire a licensed architect to accomplish what the commission was looking for. Commissioner Holden noted that after the last building went up, the commission received complaints from the neighborhood about the starkness on the back of the building. He felt that if another building was added just like the existing building, it would create even more of the same complaints . Commissioner Holden indicated that he did not have as much a problem with the front of the building as he did with the back of the building. He noted that there was very little undulation and very little landscaping. Commissioner O'Donnell discussed his concerns with the back of the building. He agreed that the use of an architect would save the applicant both time and money at this point. 3 � � MINUTES ARCHITECTURAL REVIEW COMMISSION MARCH 23, 1993 Steve Smith discussed the two foot gap between Chief Auto Parts and the west wall noting that staff did not want a 2 ' gutter between the two projects and suggested that the drain go under the slab to eliminate this 2 foot problem area. He also discussed how some type of transition was needed between the 7-11 building and this new building. Commissioner Urrutia noted that this plan was similar to what the commission sees without the use of professional help as far as landscaping and design. He noted that an architect would understand how to address aesthetic issues . Commissioner Urrutia added that if this plan was presented from a professional architect as shown, he would not approve it; but felt that the revised plans were a step in the right direction. He added that at the last meeting he used the Carver project as an example on how to make a project look a little more interesting. Commission continued the request, by minute motion, to allow the applicant to seek professional assistance on the design as well as the landscaping. Note: Commissioner Holden left meeting at 1 :00 p.m. IV. CASES : A. Final Drawings : 1 . CASE NO. : 4098 SA APPLICANT (AND ADDRESS) : PLACE VENDOME FINE JEWELRY, 73-950 E1 Paseo, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Reconsideration of awning approval LOCATION: 73-950 E1 Paseo ZONE: C-1 Steve Smith reported that the applicant was before the commission with revised plans . The case was continued at the last meeting as the commission felt that the awnings did not fit in with the architecture of the building. Commissioner Urrutia referred to his comments from the March 9th meeting where he indicated that a more linear 4 . �r..� � MINUTES ARCHITECTURAL REVIEW COMMISSION MARCH 23, 1993 design approach might be better. He suggested a design using just one awning instead of the proposed three awnings . Commissioner Urrutia felt that with this small building facade, the three awnings were too busy. The applicant, Nick Zeitounian, indicated that if he were only allowed one awning, than he did not want any awnings at all as he felt a simple awning would not look right on this particular building. Commissioner Gregory agreed with Commission Urrutia. He indicated that the five foot awning over the door with the two dome awnings did not work well together. Commissioner Connor suggested eliminating the large awning over the door and keeping the two window awnings only. Commissioner O'Donnell suggested a simple element with some undulation to achieve the effect the applicant was looking for. Phil Drell noted that the building front was very unique and more effort was needed in the design of the awnings to integrate better with the building. He suggested that Mr. Zeitounian take a good look at other awnings along E1 Paseo where the building fronts are very distinctive and how the awnings have worked. Action: It was moved by Commissioner Connor, seconded by Commissioner O'Donnell, to continue the request directing the applicant to return to the commission with a more imaginative and appropriate design solution. Motion carried 5-0 . B. Miscellaneous Cases : 1 . CASE NO. : APPLICANT (AND ADDRESS) : SUSAN E. MARTINO, 44-675 San Jacinto Avenue, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of installation of lamp posts LOCATION: 44-675 San Jacinto Avenue ZONE: R-1 5 . �rrr� .,�v MINUTES ARCHITECTURAL REVIEW COMMISSION MARCH 23, 1993 Phil Drell reported that Ms . Martino was requesting approval to install lamp posts in her front yard. She indicated that people making the turn at night in front of her property, do not make the turn sharp enough and end up in her side yard. Ms . Martino noted that the corner was very dark and she wanted to install the lamp posts to light up this area. She presented signatures of adjacent residents stating that the proposed lamp post was acceptable to them. Mr. Drell noted that staff would need specifications on the intensity of the lighting to insure that it meet the requirements of the lighting ordinance. He added that the proposed light was over 6 ' high, and therefore would need approval of a variance. Commissioner Urrutia questioned the wattage. Mr. Drell indicated that it was a 50 watt/high pressure sodium bulb. Commissioner Urrutia suggested that a low sodium light be used. Ms . Martino noted that she did not want the amber light. Commissioner Connor suggested that the inside of the globe be painted black on top. Commission felt this was an acceptable solution. Action: It was moved by Commissioner Urrutia, seconded by Commissioner 0'Donnell, to approve the 8 foot lamp subject to the top part of the globe being blocked out so that the light would not escape upward. Motion carried 5-0 . V. The following case was added to the agenda by a unanimous vote: 1 . CASE NO. : 4015 SA APPLICANT (AND ADDRESS) : IMPERIAL SIGN COMPANY for NO DA TE, 46-120 Calhoun Street, Indio, CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 73-655 El Paseo, Suites L & M ZONE: C-1 6 . ' ,�, ,�;: MINUTES ARCHITECTURAL REVIEW COMMISSION MARCH 23, 1993 Steve Smith presented the drawings for the proposed business identification signage reading "No Da Te" and asked the commission if any of them knew what type of business this was . By looking at the signage, the commission did not know that it was for a Japanese Restaurant. Mr. 5mith indicated that the plan showed 24" letters . Staff suggested 18" letters, as they felt the applicant would be back before the commission, in the near future, requesting that "Japanese Restaurant" be added to the signage as no one will know that this is a Japanese Restaurant. Action: It was moved by Commissioner Urrutia, seconded by Commissioner Connor, to approve the signage subject to a maximum 12" letter and the siqnage placed high enough so that future anticipated signage could be added ( i .e. Japanese Restaurant) . Motion carried 3-0-2, Commissioners Greqory and O'Donnell Abstaininq. VI .
