I . CALL TO ORDER:
The meeting was called to order at 12 : 10 p.m.

II . APPROVAL OF MINUTES:
It was moved by Commissioner Connor, seconded by Commissioner
Van Vliet, to approve the minutes of the April 13, 1993
meeting as submitted. Motion carried 3-0 .
It was moved by Commissioner Connor, seconded by Commissioner
0'Donnell, to approve the minutes of the April 27 , 1993
meeting as submitted. Motion carried 3-0 .
III . It was moved by Commissioner Van Vliet, seconded by
Commissioner Connor, to approve the following cases by minute
motion. Motion carried 3-0.

Jeff Winklepleck presented the drawings for the monument
sign noting that it was the applicant ' s intent not to
place any signage on the building if the monument sign
was approved. He added that the proposed sign did meet
city code. Mr. Winklepleck indicated that there was an
existing olive tree that would have to be moved, and he
would discuss this issue with Eric Johnson.
Commissioner Van Vliet felt it was an unusual place to
install the sign. Mr. Winklepleck explained that if the
sign was placed in front of the building, they would not
get visibility from Prickly Pear.
Commission approved the signage, subject to signage not
being placed on the building.
2 . CASE NO. : 4126 SA
APPLICANT (AND ADDRESS) : LUX INDUSTRIES, INC. for COAST
FEDERAL SAVINGS AND LOAN, 17205 West Sierra Highway,

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of
amendment to sign program
LOCATION: 72-605 Highway 111
ZONE: P.C. ( 3) S .P.
Steve Smith presented the drawings noting that the
applicant had been before the commission approximately
two years ago requesting approval of signage on the west
facing element. This sign was a roof sign, and the
ordinance prohibits roof signs . The applicant was now
asking for approval to place the sign below the 20 '
height limit, noting that there was a roof element that
was higher then the proposed sign.
Commission approved the revised signage subject to
deletion of the existing fascia sign on the west
elevation.

Jeff Winklepleck presented the plans noting that the
proposed sign met code requirements . Commission approved
the signage as submitted.
4 . CASE NO. : CUP 93-4
APPLICANT (AND ADDRESS) : EL PASEO COLLECTION, 73-061 E1
Paseo, Suite 205, Palm Desert, CA 92260
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of facade
remodel and 1,000 square foot addition for restaurant
LOCATION: Southwest corner of E1 Paseo and Ocotillo
ZONE: C-1 S .P.
David Fletcher outlined the site plan and landscaping
plan. Steve Buchanan noted that the proposed plan
maintains the same setbacks as the existing building
indicating that the second story would be used for of f ice
space.
Commissioner Holden requested elevations on the rear of
the building. Commissioner Connor felt that trees needed
to be added along the parking lot wall on the south side
to finish off the area; however added that he would
rather see trees with a shrub barrier than the block
wall .
Commission granted conceptual approval to the Daily Grill
Restaurant subject to the following conditions :
1) Replace south side parking lot wall with shrub
barrier and trees;
2 ) Provide detailed elevations on rear of building.

NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of
architectural and landscape plans
LOCATION: Hovley Lane, approximately 1400 feet east of
Cook Street
ZONE: P
Steve Smith presented the plans noting that there were
changes on the interior of the building only. Eric
Johnson found the landscaping plan to be acceptable.
Steve Buchanan questioned the parking lot lighting. Mr.
Winklepleck noted that this issue was excluded from the
request and would be addressed separately.
Commission approved the architectural and landscape plans
with the exception of the parking lot lighting which will
need to be studied separately.

Susan Quon outlined the updated site plan and elevations .
Steve Smith noted that the revised plans for Morton' s
Restaurant was also being submitted. Mr. Smith indicated

that Eric Johnson will be at the May 25th meeting to
incorporate the landscape plan.
Commissioner Holden noted that because a detailed
elevation plan was not submitted it would not be possible
to grant preliminary approval, however felt that he could
give the plans conceptual approval .
Commissioner Holden discussed his concerns on the blank
east and west elevations on building "H" , as they would
be very visible from Cook Street. Ms . Quon indicated
that the six foot screen wall would be between the
building and Cook Street . Commissioner Holden felt that
landscaping should be added along these walls to screen
them.
Commission granted preliminary approval on the revised
elevations subject to addition of landscape screening
along the east and west walls on building "H" .
Commissioner Connor felt that landscaping should be added
around the loading dock. Ms . Quon showed where the
proposed rock garden on each side of Ralphs would be
removed and an outdoor seating area would be put in its
place.

Jeff Winklepleck presented plans for the single family
home room addition. Commission approved the remodel
plans as submitted.

A. Final Drawings :
1 . CASE NO. : 4105 SA
APPLICANT (AND ADDRESS) : TRONCOSO & RAZA ASSOCIATES,

B-4 , Palm Springs, CA 92262
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of marquis
awning with signage
LOCATION: 73-655 E1 Paseo
ZONE: C-1 S .P.
The applicant, Ernie Brooks, noted that the back side of
the proposed awning would be covered so it is enclosed
with signage on the side. Commissioner Van Vliet felt
the awning would not be the best solution for this
building. Commissioner Connor felt the only purpose the
awning would serve was for placement of signage and
thought it detracted from the architecture of the
building.
Action:
It was moved by Commissioner O'Donnell, seconded by
Commissioner Connor, to continue the request indicating
that the presentation was unacceptable as the proposed
awning detracted from the architecture of the building.
The applicant was directed to redesign the awning.
Motion carried 3-0 .
V. The following case was added to the agenda on a unanimous

Jeff Winklepleck presented the pictures for the proposed
wood sign ( 2-1/2 ' x 7-1/2 ' ) in the Jensens Center noting
that all other signs in the center were can signs with
the exception of Master Pools and Spas .
Commission felt that the wood sign did not fit
architecturally in the center and suggested gator foam
letters similar to Master Pools and Spas .
Action:
It was moved by Commissioner Van Vliet, seconded by
Commissioner Connor, to approved gator foam letters for
the business identification signage, similar to Master
Pools and Spas . Motion carried 3-0 .
