APPROVAL OF MINUTES : The minutes of the May 11 , 1993 meeting were continued to meeting of June 8, 1993 . III . It was moved by Commissioner Urrutia, seconded by Commissioner Holden, to approve the following cases by minute motion. Motion carried 3-0 . A. Final Drawings : 1 . CASE NO. : 4132 SA APPLICANT (AND ADDRESS) : ULTRANEON SIGN COMPANY for THE NAIL GIRLS, 5458 Complex Street, Suite 401, San Diego, CA 92123 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 72-990 E1 Paseo, Suite No. 3 ZONE: C-1 S .P. Jeff Winklepleck presented plans showing signage with 12" exposed neon letters . CASE NO. : 4133 SA APPLICANT (AND ADDRESS) : ULTRANEON SIGN COMPANY for ALEXANDRE STUDIO SALON, 5458 Complex Street, Suite 401, San Diego, CA 92123 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 73-061 El Paseo ZONE: C-1 S.P. Jeff Winklepleck presented plans for the business signage showing 15" capital letters with 8" lower case letters . Commission approved the signage, as submitted, subject to a maximum neon of 4500 . 3 . CASE NO. : PP 91-12 APPLICANT (AND ADDRESS) : STERLING PARTNERS, 2398 San Diego, San Diego, CA 92110 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of final working drawings for 161 unit residential project LOCATION: North side of Fred Waring Drive, 1400 feet east of Cook Street ZONE: PR-7 Commission continued the request as the final working drawings were not submitted. The following case was added to the agenda by a unanimous vote, and approved by minute motion: 1 . CASE NO. : 4137 SA APPLICANT (AND ADDRESS) : LIMINALITY for KC MINI MARKET, 74-510 Fairway Drive, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage 2 � � MINUTES ARCHITECTURAL REVIEW COMMISSION MAY 25, 1993 LOCATION: 42-005 Cook Street, Suite 110 ZONE• S. I . The applicant noted that the proposed signage consisting of one exterior sign with the remaining signage being interior. Staff noted that the property owner' s signature on the application was needed prior to issuing any permits . Commission approved the business identification signage, as submitted, subject to property owner' s signature. IV. CASES : A. Final Drawings : 1. CASE NO. : 4098 SA APPLICANT (AND ADDRESS) : NICK ZEITOUWIAN for PLACE VENDOME, 73-950 El Paseo, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised plans for awning with signage LOCATION: 73-950 E1 Paseo ZONE: C-1 Steve Smith reminded Commission that a similar request was before commission previously as well as the City Council . Mr. Smith presented the revised drawings for the three awnings showing the change in style and height. Mr. Zeitouwian explained the store ' s security problem and the need for such awnings . Commissioner Urrutia felt that the design of the awnings still did not fit with the architecture of the building. Commissioner Gregory agreed and felt that the proposed awnings would appear awkward. Commissioner Gregory offered to talk to the applicant ' s awning company to relay the commission' s feelings on what they are looking for at this location. 3 � �r,r�' MINUTES ARCHITECTURAL REVIEW COMMISSION MAY 25, 1993 Action: It was moved by Commissioner Urrutia, seconded by Commissioner Holden, to continue the reguest to allow the applicant ' s awning company to work with Commissioner Gregory on what the commission was looking for. Motion carried 3-0 . 2 . CASE NO. : PP 89-5 APPLICANT (AND ADDRESS) : ULTRANEON SIGN COMPANY for SOUTHWEST MEDICAL PLAZA, 5458 Complex Street, Suite 401, San Diego, CA 92123 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of additional fascia wall signs LOCATION: 73-345 Highway 111 ZONE: C-1 S .P. Jeff Winklepleck noted that this case was before the commission in March for the approval of additional signage reading "Lowenthal Urology Clinic" and was denied. Commissioner Holden noted that the commission had told Dr. Shaw, on many occasions, that he had extended his amount of signage and would not be allowed any additional signage because of area limitations and the cluttering effect of the signs . Mr. Winklepleck added that the proposed signage now before the commission would be placed on the fascia of the building reading "Valley Internal Medicine" and "Lowenthal Urology Clinic" in 9 inch bronze, halo lit, letters . He presented the calculations on the allowable sign area for the building noting that code would allow 83 square feet of signage on the first floor with 41 square feet on the second floor. The total allowable signage area would be 124 square feet. With the proposed signage being added to the existing signage, the area would come out to 205 . 5 square feet. Commissioner Gregory offered his congratulations to Dr. Shaw on filling the building, however the existing signs were too large now to allow signage for the newest doctors in the building. The existing signage would have to be reduced in size in order to allow the additional 4 � � MINUTES ARCHITECTURAL REVIEW COMMISSION MAY 25, 1993 proposed signage. Mr. Gus Hadaya of Ultraneon Sign Company felt that the project had a balanced over-all look with the proposed signage even though the size did exceed the allowable space. Commissioner Holden offered to send copies of the minutes for all the past meetings where commission had told Dr. Shaw that he was at the maximum allowable sign area. Commissioner Urrutia noted that with the proposed signage there would be a total of nine signs on one face of the building, and commission felt it looked too cluttered. Commissioner Holden noted that the building was starting to look like the back side of a mall and looked very unprofessional . Commissioner Gregory suggested that since the applicant had strayed away from the name of the building as a focal point, that he remove the "Southwest Medical Plaza" signage in order to add the two new doctor' s signs . Dr. Shaw felt that staff was measuring incorrectly, not complying with any code, and insisted that commission was totally unreasonable and was unwilling to cooperate. Commissioner Gregory suggested that the case be continued to allow the applicant to work closely with the commission to come up with an acceptable alternative. Commissioner Holden noted that commission could not approve any signage over the amount allowed by code. Dr. Lowenthal stated that he had been paying rent to Dr. Shaw for the last 3-1/2 months without any type of signage/advertising. Action: It was moved by Commissioner Gregory, seconded by Commissioner Urrutia, to continue the request to allow commission time to look into the situation closer and see if they can come up with an acceptable option. Motion carried 3-0 . Dr. Shaw returned to the commission a few minutes later asking that the commission deny the request so he could appeal the denial to city council . Commissioners Gregory and Urrutia agreed to reconsider their previous motion to continue. 5 �iiwr �r+ MINUTES ARCHITECTURAL REVIEW COMMISSION MAY 25, 1993 Action: It was moved by Commissioner Gregory, seconded by Commissioner Urrutia, to deny the request indicating that the proposed signage exceeded the amount allowed by code. Commission noted that they felt the building was looking too cluttered. Motion carried 3-0 . A local resident, Mr. Frank Nocera, complimented the commission on their patience and willingness to work with Dr. Shaw even after his many outbursts at the commission. Commissioner Urrutia noted that the commission tried to explain to Dr. Shaw at a number of the meetings that there should be an actual sign program for the building and Dr. Shaw refused to do this . Commissioner Urrutia felt that Dr. Shaw should go back to the beginning and come up with an actual sign program. He felt that this was the only professional building in the city that had such unprofessional signage. B. Preliminary Plans : 1 . CASE NO. : PP 92-6 APPLICANT (AND ADDRESS : COOK PARTNER5 LIMITED PARTNERSHIP, 110 West Las Tunas Drive, Suite B, San Gabriel, CA 91776 ; CARVER COMPANIES, 74-497 Highway 111 , Suite D-8, Indian Wells, CA 92210 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of preliminary landscape plan LOCATION: Northwest corner of Cook Street and Country Club Drive ZONE: P.C . (2 } Steve Smith reported that the building elevations would be presented to the council on Thursday, May 27th noting that the revised landscape plan now being presented to the commission was before them in April . The applicant was before the commission to address the concerns from that meeting. Commissioner Gregory felt that for the most part, the landscaping plan had been upgraded to meet the commission' s concerns; however noted that additional 6 ' �rr �,r, MINUTES ARCHITECTURAL REVIEW COMMISSION MAY 25, 1993 landscaping was still needed along the east side of building "H" to screen this massive wall . Eric Johnson noted that the addition of vines could be added to soften this wall . After extensive discussion on the landscape plan the following action was taken: Action: It was moved by Commissioner Gregory, seconded by Commissioner Urrutia, to grant preliminary approval to the landscape plans subject to the following conditions : 1) The pine trees along Cook Street, to the east of building "H" be upsized to 36" box; 2 ) The Colorado mesquite ( 3 ) on the east side of building "H" be upsized to 36" box; 3 ) The Virginia oak at the northeast corner of building "F" be upsized to 36" box; 4 ) Addition of 18" planters ( including curb) on the north elevations of buildings "F" and "H" to correspond with the view for ingress from Market Place and to be planted with vines suitable for that exposure to soften the building; 5 ) Provide revised drawing for the corner of Cook Street and Country Club indicating what that area is intended to look like; 6 ) Planters be consolidated somewhat to discourage foot traffic through the planters in front of buildings "M" and "L" and the trees ( 4 ) in these planters be upsized to 36" box. Motion carried 3-0 . Ms . Quon outlined minor revisions to the approved preliminary architectural plans noting the addition of the spandrel glass on buildings "L" and "N" . Action: It was moved by Commissioner Holden, seconded by Commissioner Greqory, to approve the minor revisions as noted on the preliminary architectural plans .
