APPROVAL OF MINUTES: It was moved by Commissioner Van Vliet, seconded by Commissioner Gregory, to approve the minutes of the October 26, 1993 meeting as amended. Motion carried 4-0 . III . It was moved by Commissioner Urrutia, seconded by Commissioner Gregory, to approve the following cases by minute motion. Motion carried 4-0. A. Final Drawings : 1 . CASE NO. : 4220 SA APPLICANT (AND ADDRESS) : IMPERIAL SIGN COMPANY, INC. for ANDREINO' S, 46-120 Calhoun Street, Indio, CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of additional business identification signage LOCATION: 73-098 Highway 111 ZONE: C-1 S.P. Phil Drell noted that the applicant has an existing awning and is now requesting approval to add an exposed red neon sign on the parapet. Letter size to be 7-1/2 inches . The applicant, Michael Castelli, noted that the grade on the existing awning was too low to be seen from Highway 111 . Commission approved the signage at a maximum of 4500 . CASE NO. : 4216 SA APPLICANT (AND ADDRESS) : THE SANDWICHBOARD, 73-405 E1 Paseo, Suite 32B, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised business identification signage LOCATION: 73-405 E1 Paseo ZONE: C-1 S.P. Steve Smith noted that the applicant had applied for signage approval at the previous meeting but was not present. He now was before the commission with a revised signage proposal showing red pinstripe on a white background with 10" blue letters . Commission approved the signage as submitted subject to removal of the existing awning. 3. CASE NO. : CUP 93-4 APPLICANT (AND ADDRESS) : CHURCHILL MANAGEMENT for EL PASEO COLLECTION, 73-061 E1 Paseo, Suite 205, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of parking lot landscape plan LOCATION: Southwest corner of E1 Paseo and Ocotillo ZONE: C-1 S.P. Phil Drell outlined comments from Eric Johnson noting that he did not recommend the use of palo verde in the parking lot, and felt that mesquites would work better. Mr. Johnson also felt that the parking lot was over planted with shrubs and the ground cover in the parking area was not necessary. Commissioner Connor felt the proposed plant material was acceptable with the exception of the lack of landscaping along the building. He discussed how the commission had requested that this wall seen from Highway 74 be screened more with planting material . Commissioner Connor also outlined where the proposed lantana would not work. He felt more substantial landscaping was needed at the corners of the 2 MINUTES ARCHITECTURAL REVIEW COMMISSION NOVEMBER 9, 1993 building to tone the building down some. The applicant, David Fletcher, explained how the screen wall started at 3 feet high and extended to 6 ' high. Mr. Drell thought the wall should be 6 ' high on Ocotillo Avenue because of the neighbor' s concerns . Mr. Fletcher noted that the height of the wall was at the request of the property owners association. Commission approved the final landscape plan subject to revisions at the corners of the building. Staff to grant final approval . 4 . CASE NO. : PP 93-3 APPLICANT (AND ADDRESS) : STEVE METSOVAS, Post Office Box 5132, Orange, CA 92667 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of center' s sign program LOCATION: 73-850 Highway 111 ZONE: C-1 Steve Smith presented pictures of the proposed signage program to match the building signage to the east. The applicant, however, asked for the option of adding a forest green to the color palette. Commission approved the center' s sign program as submitted. Note: Commissioner Connor left meeting at 12 :40 p.m. 5 . CASE NO. : 4159 SA APPLICANT (AND ADDRESS) : DENNIS FREEMAN for RIVERSIDE ROASTERS, 41-625 Eclectic, Suite H-1, Palm Desert, Ca 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of construction of wood shed LOCATION: Plaza De Monterey (southeast corner of Country Club Drive and Monterey Avenue) Suites D-3 and D-4 3 ti..✓ MINUTES ARCHITECTURAL REVIEW COMMISSION NOVEMBER 9, 1993 ZONE: P.C. (2) Phil Drell presented pictures of the existing shed along with pictures showing various areas where the applicant would like to relocate the shed as it is now located in the setback. Commissioner Urrutia asked if the wood could be stored inside the restaurant. Mr. Freeman indicated that it could not. Commissioner Urrutia discussed how unfortunate it was to have to locate something like this on the site, but felt that if it had to be used, it should be completely screened. Mr. Drell suggested something more permanent with a gate to screen it completely. Steve Buchanan suggested that the applicant look at the outside wood storage area at California Pizza Kitchen, noting that it looked like a trash enclosure. An adjacent neighbor, Bob Schrieber, indicated that he had three small children, and with the shed located next to the wall, the children are jumping over the wall and landing on top of the shed. He felt this was a safety hazard as well as a noise nuisance. Mr. Schrieber had no objections to placing the shed along the driveway, near the building. Mr. Drell indicated that there was a concrete slab there now and asked if the applicant would have to put in new forms . Mr. Buchanan noted that the applicant would have to contact the fire marshal regarding his concerns on the location of the shed and how much wood could be placed in the shed. Commission continued the request until the applicant resolves issues with the fire marshal, and suggested that the applicant use a plaster type structure instead of the material now used. Mr. Freeman asked the commissioners to drive by the restaurant to see the sign during the day and see how the red does not stand out and why he would like to change the sign colors to yellow. Phil Drell noted his concerns with the new trash enclosure in the center. Commissioner Urrutia noted that the new enclosure is completely open and trash ends up all around the outside of the container. Mr. Drell noted that the applicant needed to contact the trash company 4 NW00' MINUTES ARCHITECTURAL REVIEW COMMISSION NOVEMBER 9, 1993 because the trash is not getting emptied as often as it should be. B. Preliminary Plans : 1. CASE NO. : PP 92-5 APPLICANT (AND ADDRESS) : LOWE DEVELOPMENT for DESERT CROSSING, Post Office Box 1650, Rancho Mirage, CA 92270 NATURE OF PROJECT APPROVAL SOUGHT: Preliminary approval of revised elevations LOCATION: West side of Highway 111, south of Fred Waring Drive ZONE: P.C. (3) Phil Drell presented the revised plans noting the change in the anchor building which would be Target. He noted that the plan was very similar to the approved Wilmot plan with a few changes in the size of some of the buildings . Commission felt that more detail was needed on building "I" to emphasize the entrance to the center. Commission continued the request to allow the applicant to restudy the major tenant building. IV. The following cases were added to the agenda by a unanimous vote: 1 . CASE NO. : APPLICANT (AND ADDRESS) : CHURCHILL MANAGEMENT for THE WHITE HOUSE, 73-061 E1 Paseo, Suite 205, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of facade changes LOCATION: 73-061 E1 Paseo, Suite 2 ZONE: C-1 S.P. Steve Smith presented plans showing the proposed facade changes on the store front just west of the new Daily Grille. Commissioner Urrutia asked if the sign would be 5 MINUTES . ARCHITECTURAL REVIEW COMMISSION NOVEMBER 9, 1993 illuminated. Mr. Fletcher indicated that it would be. Commission approved the store front changes as submitted. 2 . CASE NO. : 4224 SA APPLICANT (AND ADDRESS) : PALMS TO PINES CANVAS for KITCHENS OF THE DESERT, Pinyon Pines, Box 69, Mountain Center, CA 92361 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning with signage LOCATION: 73-405 E1 Paseo ZONE: C-1 Steve Smith presented plans of the proposed awning noting that it was immediately south of the new location for Sandwichboard. The awning would be 24" back from the curb in tan with burgundy letters . The applicant, Ernie Brooks, noted that the awning posts would be placed in the tree well . Mr. Smith informed the applicant that if the trees are removed, the city will require that the trees be replaced. Signage would be "Kitchen Kitchen" on the sides with "Kitchens of the Desert" on the front. Commissioner Van Vliet asked if the signage would be illuminated. Mr. Brooks indicated that it would. Commission approved the awning subject to bringing it back even with the columns and the applicant obtaining an encroachment permit from the public works department. V.
