APPROVAL OF MINUTES: It was moved by Commissioner Holden, seconded by Commissioner Urrutia, to approve the minutes of the November 9 , 1993 meeting as submitted. Motion carried 5-0-1, Commissioner O'Donnell Abstaining. III . It was moved by Commissioner O'Donnell, seconded by Commissioner Urrutia, to approve the following cases by minute motion. Motion carried 6-0. A. Final Drawings 1 . CASE NO. : 4159 SA APPLICANT (AND ADDRESS) : DENNIS FREEMAN for RIVERSIDE ROASTERS, 41-625 Eclectic, Suite H-1, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of shed location and signage color change LOCATION: Plaza de Monterey (southeast corner of Country Club Drive and Monterey Avenue) Suites D-3 and D-4 ZONE: P.C. (2) The applicant, Dennis Freeman, outlined three suggested locations for the wood shed; one being on the sidewalk on the right side of the column (a location which the fire marshal did not prefer) , the second being in the planter }r.r MINUTES ARCHITECTURAL REVIEW COMMISSION NOVEMBER 23, 1993 area just adjacent to the sidewalk, away from the overhang, and the third was the location suggested by the commission at its last meeting. Mr. Drell noted that the adjacent homeowner would prefer the planter area, or closer to the wall . He indicated that the homeowner was concerned with the noise from the employees going out to get the wood, and the problem of people getting in behind the shed and hiding in this area. Commissioner VanVliet agreed, and felt that the planter area would be the best location. Commission approved the relocation of the wood shed subject to the following conditions : 1) To be located 5 ' from the south wall; 2) Height, color and material to match existing 6 ' slump wall; 3) Corrugated roof; 4) Employees instructed not to use the shed after 6 : 00 p.m. Mr. Freeman discussed his reasons for requesting the change in signage color for "Kenny Rogers" from red to yellow. Commissioner Holden noted that the signage faced the Foundation for the Retarded on the side street to the east of the shopping center. Commissioner Gregory noted that there was not much contrast with the red and the building color and thought the existing sign was very hard to see. Commission approved the signage color change from red to yellow for "Kenny Rogers" . 2 . CASE NO. : 4226 SA APPLICANT (AND ADDRESS) : ULTRANEON SIGN COMPANY for KAISER GRILLE, 5458 Complex Street, Suite 401, San Diego, CA 92123 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of monument signage LOCATION: 74-225 Highway 111 ZONE: C-1 S.P. 2 MINUTES ARCHITECTURAL REVIEW COMMISSION NOVEMBER 23, 1993 Jeff Winklepleck reported that the applicant felt he needed additional signage as customers are finding it difficult to locate his restaurant. They are requesting an exception to the ordinance to allow them to install a monument sign. They are asking for this variance to allow the owner of the center his right to install an additional center identification monument sign in the future. Commissioner Holden felt that this proposed monument sign would be seen from the same location as the existing sign; and therefore, did not see the need for the additional sign. Donna Marin presented additional drawings showing Mr. Cusak' s approval on the proposed sign. Mr. Drell noted that this sign would have to be removed once the center' s permanent monument sign was approved in the future. Commissioner VanVliet questioned the base material . Ms . Marin indicated that it was a sheet metal can with a stucco finish. Commission discussed their options for the texture of the base, and Commissioner Urrutia felt that the texture on the Mervyn' s monument sign was acceptable. Mr. Drell asked about sprinklers in this area. Ms . Marin believed it was a drip system. Commission approved the monument sign, with the condition that the base texture and color match the existing building. 3 . CASE NO. : APPLICANT (AND ADDRESS) : BEST SIGNS for SEATTLE COFFEE WORKS, 2600 Cherokee Way, Palm Springs, CA 92264 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION; 44-150 Town Center Way, Suite B-4 The request was withdrawn from the agenda at the applicant' s request. 3 MINUTES ARCHITECTURAL REVIEW COMMISSION NOVEMBER 23, 1993 IV. The following cases were added to the agenda by a unanimous vote, and approved by minute motion. 1 . CASE NO. : 394 C APPLICANT (AND ADDRESS) : MORTON' S OF CHICAGO, 1313 Dolley Madison Blvd. , Suite 400, McLean, Virginia 22101 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of roof mounted satelite dish LOCATION: 73-611 Highway 111 ZONEā€¢ C-1 S.P. Steve Smith presented pictures of the construction site showing where the applicant was requesting approval to install a satellite dish. He indicated that it would be located towards the north end of the building, and placed behind a 6 foot parapet. Mr. Smith noted that he was going to suggest that the applicant paint the dish to match the color of the building. Commissioner Urrutia felt that the applicant should install a mock-up of the dish for the commissioners to inspect prior considering the approval. Commission directed the applicant to install a mock-up showing the actual location and size of the proposed dish. 2 . CASE NO. : 4229 SA APPLICANT (AND ADDRESS) : RED BARN, INC. , 73-290 Highway 111, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of existing neon sign reading "KENO" LOCATION: 73-290 Highway 111 ZONE: Jeff Winklepleck reported that the applicant had installed a 2 square foot sign reading "Keno" , noting that it had replaced the "Dancing" sign. He indicated that the "Keno" sign was considered a menu sign. 4 MINUTES ARCHITECTURAL REVIEW COMMISSION NOVEMBER 23, 1993 Commission approved the red neon "Keno" sign subject to painting the exposed conduit to match the building color. V. CASES: A. Final Drawings : 1 . CASE NO. : 4228 SA APPLICANT (AND ADDRESS) : NATIONAL GOLF WAREHOUSE, 75-150 Sheryl Avenue, Suite C, Palm Desert, CA 92211 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 75-150 Sheryl Avenue ZONE: S. I . Steve Smith presented drawings on the proposed signage as well as photographs of the building showing the location for the sign. Commissioner Urrutia discussed his concerns with such a large sign and what possible future tenants may want for signage. He felt there should be some type of sign program for the entire building to distinguish retail from office. The applicant presented a revised drawing showing "Warehouse" being framed with a black background instead of the white as submitted. Mr. Smith noted the commission' s concerns with what the future tenants will want for signage and were requesting a specific sign program for the building. The applicant noted that the building owner had approved the initial proposed sign in hunter green, gray and black. He indicated that the proposed sign would be the sign program for the building. Action: It was moved by Commissioner Holden, seconded by Commissioner O'Donnell, to approve the signage subject to the applicant providing a letter from the building owner stating that he is approving this sign as the actual sign program for the building. Motion was withdrawn by Commissioner Holden. 5 N%0 MINUTES ARCHITECTURAL REVIEW COMMISSION NOVEMBER 23, 1993 Action: It was moved by Commissioner Van Vliet, seconded by Commissioner Urrutia, to approve the business signage subject to the following conditions : 1) Applicant to provide letter from the building owner stating that he approves this proposal as the actual sign program for the entire building; 2) Six inch border required on top and bottom; 3) Colors approved as hunter green, gray and black. Motion carried 6-0. 2 . CASE NO. ; PP 92-2 APPLICANT (AND ADDRESS) : D & F DEVELOPMENT, 80-899 Indio Blvd. , Indio, CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of placement of additional window in loft area LOCATION: Southwest corner of Portola Avenue and Santa Rosa ZONE: R-2 S.O. Phil Drell presented the approved preliminary plans noting that when the plans went to working drawings, the loft inadvertently was extended to the back so when you look at the rear elevation, you see what looks like a second floor. He noted that a large window was also added in this loft area. The adjacent residents complained because there was a second story with windows . Mr. Drell showed how the working drawings did not have any windows, noting that the goal was to make this space as vague as possible. The applicant is now before the commission asking for their approval of the additional window. Mr. Drell indicated that he had originally informed the adjacent residents that there would be no windows, and therefore instructed the applicant to cut back the loft area with the gable end and only place windows on the side of the house facing the inside of the development. 6 MINUTES ARCHITECTURAL REVIEW COMMISSION NOVEMBER 23, 1993 Steve Smith asked about the use of skylights . Commissioner Holden asked if the applicant had resubmitted the energy calculations for the revised plans . Mr. Steve Buchanan indicated that the plans were still within the height limit for a single story, so this was not necessary. Commissioner Gregory asked how many units were involved. Mr. Drell indicated that it was five units on the back side of the project. Commissioner O'Donnell felt the applicant should provide a more detailed plan. The applicant informed the commission that he needed to get some type of light and ventilation in this loft area. He asked if the commission would approve the plan if he received approval from the adjacent property owners on each of the individual homes . If homeowner approvals are not received by the applicant, he would like approval to install skylights in place of the windows . Commissioner Urrutia felt the skylights would probably be the best option. Steve Buchanan noted that the building department would now need to see revised plans as there were approximately 35 or 36 revisions on the approved plans and he could no longer follow what was going on. The applicant indicated that he would provide the building department with a set of the revised plans . Action: It was moved by Commissioner Holden, seconded by Commissioner Connor, to approve the single windows on the five units in question, facing the back side of the project, subject to the applicant providing written documentation from each of the adjacent property owners approving these windows . If the applicant does not receive written authorization from the property owners, commission approved the installation of skylights in place of the proposed window. Motion carried 5-0-1, Commissioner Gregory Abstaining. 3 . CASE NO. : APPLICANT (AND ADDRESS) : J.J.C. CONSTRUCTION SERVICES for MOBIL, 12056 Mt. Vernon Avenue, Suite No. 171 . Grand Terrace, CA 92324 7 MINUTES ARCHITECTURAL REVIEW COMMISSION NOVEMBER 23, 1993 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of enclosure of existing patio LOCATION: 73-611 Highway 111 ZONE: C-1 S.P. Jeff Winklepleck presented plans for the proposed patio enclosure, noting that he had originally stamped the site plan subject to the enclosure matching the existing building. The plans he presented to commission were what the applicant actually submitted. Steve Buchanan noted that the energy budget they submitted did not look anything like the existing building. Mr. Winklepleck noted that it was a minor enclosure, but his concern was that it did not look anything like the existing building. Commissioner Urrutia noted that plans showed that the enclosure would actually be a convenience store with a walk-in cooler. Mr. Drell noted that this would require a conditional use permit. Action: It was moved by Commissioner Urrutia, seconded by Commissioner Connor, to refer the request back to the applicant for conditional use permit application through the planning commission. Commission noted that they would require a more detailed floor plan that delineates the existing plan from the new proposed area. Motion carried 6-0 . VI . The following item was added to the agenda by a unanimous vote: 1 . CASE NO. : 4230 SA APPLICANT (AND ADDRESS) : GREG HENDEL for DESERT TANNING CO. , 72-221 Highway 111, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised business identification signage LOCATION: 72-221 Highway 111 ZONE: 8 MINUTES ARCHITECTURAL REVIEW COMMISSION NOVEMBER 23, 1993 The applicant, Greg Hendel, indicated that he wanted to remove the existing wood sign and install individual 24" , red plex face, channel letters on the Highway 111 side of the building noting that he needed the exposure from the highway. Commissioner Urrutia noted that the raceway would need to be placed on the opposite side of the wall . Commissioner Gregory asked if it was in keeping with the sign program for the center. Mr. Smith indicted that there really wasn't a specific program. Mr. Hendel distributed pictures of other signs in the center. Commissioner Connor discussed his concerns with the red color. Action: It was moved by Commissioner Urrutia, seconded by Commissioner Connor, to approve the revised signage with 24" letters, subject to the color change to rust, No. 2380 . VII .
