I. CALL TO ORDER:
The meeting was called to order at 12 : 15 p.m.

II . APPROVAL OF MINUTES:
It was moved by Commissioner Van Vliet, seconded by
Commissioner O'Donnell, to approve the minutes of the
September 28, 1993 meeting as submitted. Motion carried 6-0 .
III . It was moved by Commissioner Connor, seconded by Commissioner
Urrutia, to approve the following cases by minute motion.
Motion carried 6-0.

Steve Smith informed commission that the applicant had
originally proposed additional tenant signage to be
placed on the north facing wall . Jeff Winklepleck
indicated that they were now proposing a revised plan
showing tenant signage added to the existing monument
sign. The applicant, Jim Engle, explained how he felt
this new proposal would dress up the free standing sign.
Commission indicated that they did not want the existing
poles to be stucco.
Commissioner Gregory asked if the commission felt the new
proposal should be considered a menu sign. Commissioner
Holden indicated that he felt the revised plan was
acceptable as long as it was limited to a maximum of
three (3) tenant signs . Mr. Engle noted that the
background would be an off-white stucco material .
Commission approved the revised signage plans as
submitted.
2 . CASE NO. : 1340 SA Amendment
APPLICANT (AND ADDRESS) : LITECO SIGNS for HOME AND

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business
identification signage
LOCATION: 44-419 Town Center Way, Pad 9
ZONE:
Steve Smith noted that the applicant would be occupying
the eastern most section of the Marshall ' s Center. He
indicated that the proposed rust was an approved color
for the center; however, the black and yellow were not.
Mr. Smith reminded the commission that the Edison Co. , in
the same center, had black and orange letters . He added
that size was not an issue, indicating that the sign
would be 350 feet back from Town Center Way. Commission
approved the signage as submitted.

Jeff Winklepleck presented plans showing the black on
salmon awning noting that the building fascia would be
covered. Commission approved the awning plans with
signage as submitted.

Jeff Winklepleck presented plans for the proposed
business identification signage noting that it was
located on Monterey Avenue, across from the entrance to
the Palm Desert Town Center. Commission approved the
signage as submitted.

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revision
to approved awning
LOCATION: 73-386 El Paseo

Phil Drell presented drawings showing where the existing
awning was being recovered, noting that he had approved
the awning fabric replacement without the white border.

He added that the awning was consistent with the
ordinance. Commission approved the revision to the
previously approved awning.
6 . CASE NO. : 4210 SA

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business
identification signage
LOCATION: 73-061 E1 Paseo
ZONE: C-1
Phil Drell presented the plans for the proposed signage
in pan channel letters with a neon coffee cup. Steve
Smith questioned if the size complied with the ordinance.
Mr. Drell indicated that it did, but reminded commission
that there was additional signage on the awnings.
Commission approved the signage as submitted.
7. CASE NO. : 4208 SA
APPLICANT (AND ADDRESS) : AMERICAN AWNING CO. for
NONCHALANCE, 44-489 Town Center Way, Palm Desert, CA
92260
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awnings
LOCATION: 74-360 Highway 111
ZONE:
Jeff Winklepleck presented plans for the proposed marquee
awnings noting the support posts 2 feet from the face of
the curb. Commissioner O'Donnell asked about possible
signage on the awnings . Mr. Winklepleck indicated that
there would be no signage on the awnings, but that the
applicant would need an encroachment permit from the
public works department.

Commissioner Connor directed staff to check into the
debris gathered in the back of the restaurant to make
sure that it is cleaned up or that a gate is placed to
screen the area. Mr. Smith indicated that a code
compliance officer would be sent to the property to
investigate the situation.
Commission approved the awnings subject to radius of the
returns on the ends .

Jeff Winklepleck presented drawings for the proposed
signage noting that it was a painted wood sign.
Commission approved the signage as submitted.

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of reader
board signage
LOCATION: 72-291 Highway 111
ZONE: C-1
Phil Drell presented drawings on the existing reader
board, noting the comments received by the council . He
indicated that he felt that the location of the sign was
also a concern. Mr. Drell added that the applicant had

also been advertising other items besides entertainment
on the reader board.
Commissioner Holden felt that the reader board should be
moved back towards the restaurant and the grill on top
needed to be removed.
Action:
It was moved by Commissioner Holden, seconded by
Commissioner Urrutia, to approve the reader board subject
to moving it back against the wall at the southeast
corner of the patio, removing the grill on top, and
relocating landscaping where necessary. Motion carried
6-0 .
2 . CASE NO. : 4202 SA

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of marquee
awning with signage
LOCATION: 73-725 E1 Paseo
ZONE: C-1
Jeff Winklepleck presented the drawing for the proposed
awning noting that the building was just west of the
Senor Salsa restaurant who had a marquee awning. He
reminded commission that Senor Salsa was now closed.
Commissioner Gregory explained to the applicant the
commission's goal to see only one marquee awning per
building. He also discussed his concerns on how the
awning would fit on the building.
Mr. Smith suggested that the applicant revise the plan
using a dome type awning or request that the landlord
remove the existing marquee awning for Senor Salsa.
Commissioner Connor noted that the posts would have to
conform and extend out to the street.
Action:
It was moved by Commissioner Connor, seconded by
Commissioner Van Vliet, to continue the request to allow
the applicant to return to the property owner with

acceptable options given by the commission. Motion
carried 6-0 .
3. CASE NO. : 4205 SA
APPLICANT (AND ADDRESS) : CREATIONS UNLIMITED for PALM

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business
identification signage
LOCATION: 73-241 Highway 111, Suite 1B
ZONE: C-1, S.P.
Jeff Winklepleck presented plans for the cabinet sign.
Commissioner Holden questioned if there were any other
internally lit signs on the building, and Mr. Winklepleck
indicated that there were not. Commissioner Gregory
noted that the building had mostly individual letter
signs instead of a can sign, and explained to the
applicant how the commission felt the proposed can sign
would not look good with the rest of the signs on the
building.
Commissioner Urrutia noted that the difference the
commission was talking about was the background color,
not the copy. He felt that since the other signs in the
building use the building as a background color, that
this sign should do the same.
Action:
It was moved by Commissioner Connor, seconded by
Commissioner Urrutia, to approve individual foam letters
conforming to allowable size. Commission directed staff
to grant final approval . Motion carried 6-0 .

APPLICANT (AND ADDRESS) : J.F. DAVIDSON ASSOCIATES for

NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval
of perimeter landscape concept
LOCATION: Frank Sinatra Drive and Mozambique

Steve Smith presented the plans indicating that staff
felt the sidewalk should be straight along the curb to
allow for additional landscaping along the wall .
Commissioner Connor felt that the plant material proposed
was not an acceptable plant palette, noting that items
were being used that create a maintenance problem. He
felt the applicant should go with a more drought tolerant
palette.
Commissioner Gregory felt that the plan was conceptual,
and would need a more detailed plan for preliminary
approval . He added that if the shrub palette was
changed, there would be no need to use the proposed
ground cover.
Action:
It was moved by Commissioner Connor, seconded by
Commissioner Van Vliet, to continue the plan directing
the applicant to move the sidewalk straight along the
curb to allow for additional landscaping along the wall .
Commission also directed applicant to revise the planting
material to a more drought tolerant palette, discouraging
the use of mexican fan palms as the main tree. Motion
carried 6-0 .

Steve Smith noted that the applicant was requesting to
recover the existing awning.
Action•
It was moved by Commissioner Van Vliet, seconded by
Commissioner O'Donnell, to approve the installation of
the new awning subject to deletion of the outline on the
scallops . Motion carried 6-0.

Jeff Winklepleck reported that the applicant was before
the commission to request approval of window signage. He
noted that the window signage would be the only signage
for the business. The signage would be vinyl applied to

the inside of the glass, 46" x 52" .
Action:
It was moved by Commissioner O'Donnell, seconded by
Commissioner Connor, to approve the signage as submitted.
