I . CALL TO ORDER:
The meeting was called to order at 12 : 15 p.m.

II . APPROVAL OF MINUTES:
It was moved by Commissioner Holden, seconded by Commissioner
Van Vliet, to approve the minutes of the October 12, 1993
minutes as submitted. Motion carried 5-0 .
III . It was moved by Commissioner Connor, seconded by Commissioner
O'Donnell, to approve the following cases by minute motion.
Motion carried 5-0 .
A. Final Drawings :
1 . CASE NO. : 4202 SA
APPLICANT (AND ADDRESS) : TED LAND, 73-725 El Paseo,
Palm Desert, CA 92260
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised
plans for marquee awning with signage
LOCATION: 73-725 E1 Paseo
ZONE: C-1
Steve Smith presented revised plan showing the existing
angle awning removed with the new barrel type awning
placed against the building. Commissioner O'Donnell
asked about the height of the awning from the sidewalk.
Mr. Smith indicated that it would meet the minimum requirement.

APPLICANT (AND ADDRESS) : BEST SIGNS for TROPICAL FISH,
2600 Cherokee Way, Palm Springs, CA 92264
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business
identification signage
LOCATION: 74-260 Highway 111
Steve Smith presented plans of the proposed signage, as
well as pictures of the building. Signage would be blue
plex, black sides with 16" letters . Mr. Smith noted that
it seemed to be consistent with what was on the building.
Commission approved the signage as submitted.
3 . CASE NO. : 4215 SA
APPLICANT (AND ADDRESS) : BEST SIGNS for LG' S
STEAKHOUSE, 2600 Cherokee Way, Palm Springs, CA 92264
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of
additional business identification signage
LOCATION: 74-225 Highway 111
Phil Drell noted that staff had received complaints on
the newly added "Prime" neon sign. Commissioner Holden
felt that the added signage was not offensive, however,
Commissioner Gregory felt that it was blocking the name
of the restaurant.
Commissioner Gregory felt that the added signage should
be toned down some in order to be able to read it
clearly. Mr. Drell suggested installing a rheostat which
can adjust the glare. The applicant asked that he be
able to keep the installed signage as is .
Commission approved the additional signage as installed.

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business
identification signage
LOCATION: 73-700 Highway 111, Unit 4
Jeff Winklepleck presented plans showing signage on the
awning with 9" capital letters and 5" lower case letters
with window signage at approximately 3 ' x 41 . Window
sign would be a single neon tube mounted on a black plex
background.
Commission approved the signage subject to installing a
rheostat at a maximum of 4500 on the window signage.
5 . CASE NO. : 1012 SA
APPLICANT (AND ADDRESS) : MINA-TREE SIGNS INCORPORATED
for BANK OF AMERICA, Post Office Box 927, San Dimas, CA

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of signage
color change
LOCATION: 73-820 El Paseo
Steve Smith noted that the applicant was requesting
approval to change the colors on both the monument sign
and the wall mounted signs along E1 Paseo and San Luis
Rey. Logo would be in red with the remainder of the
signage in blue. Mr. Smith noted that the original
existing signage was for beige letters on the same color
background.
Commission approved the revised signage colors as
submitted.
6 . CASE NO. : 396 C

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of rooftop
installation of an electric generating system

Jeff Winklepleck presented plans of the proposed
generator noting that it would be placed approximately 83
feet back from the property line.
Commission approved the plans, as submitted, for the
installation of the generating system.
B. Preliminary Plans :
1 . CASE NO. : 382 C
APPLICANT (AND ADDRESS) : J.F. DAVIDSON ASSOCIATES for
AVONDALE COUNTRY CLUB, 77-564 Country Club Drive, Suite
400-B, Palm Desert, CA 92211
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval
of revised perimeter landscape plan
LOCATION: Frank Sinatra Drive and Mozambique
ZONE: PR-3
Jeff Winklepleck presented the revised plans showing the
changes as requested by the commission. Commissioner
Connor questioned the use of oleanders in the medians .
Mr. Winklepleck outlined comments noted on the plans from
Eric Johnson. Commissioner Gregory felt that the
proposed 'Green Cloud' could be a problem in the winter,
and felt that the 'Rio Bravo' seemed to be more
compatible and tends to get greener in the winter months .
Commission approved the preliminary landscape plan
subject to replacing the green cloud with reo bravo.
C. Miscellaneous Cases :
1 . CASE NO. :

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of single
family house plans exceeding 15 ' in height
LOCATION: 73-190 Joshua Tree

Steve Smith presented plans for the single family home at
approximately 16-1/2 feet high, noting that the
commission had seen the plans before and approved them
for a lot on Juniper Street. The owners have now
purchased a lot on Joshua Tree and are now asking for
approval to build this house on Joshua Tree. Mrs . Jaymes
noted that the homes on both sides of the her lot on
Joshua Tree were very old at about 10 feet high, and
overgrown with shrubs . Commissioner O'Donnell questioned
the setbacks . Mr. Winklepleck indicated that there would
be a minimum of 15 foot setbacks on each side of the
home.
Commission approved the house plans as submitted. Motion
carried 4-0-1, Commissioner Holden Abstaining.

A. Final Drawings :
1 . CASE NO. : 4216 SA
APPLICANT (AND ADDRESS) : MATTHEW SAWYER for THE

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business
identification signage
SIGNAGE: 73-405 El Paseo, No. 32B
ZONE: C-1 S.P.
Steve Smith presented pictures showing the proposed blue
and white sign noting that the applicant was to be
present with pictures of the building to show where the
sign would be placed, as well as actual sizes and colors .
Because the applicant was not present, staff was not sure
of the exact location for the sign as well as the status
on the awning from it' s previous location.
Mr. Smith indicated that when. the applicant went before
the planning commission he was required to remove the
awning from the old location, however, it was now
installed at the new location without approval .

Commissioner Gregory felt that the awning should be
redesigned, as he did not think it would work as shown on
the drawing. Commissioner Holden could not see how the
sign would work without removing the awning.
Action:
It was moved by Commissioner Holden, seconded by
Commissioner Gregory, to continue the sign request
directing the applicant to revise the signage to fit on
the fascia of the building and to remove the awning.
Motion carried 5-0.
2 . CASE NO. : PP 90-23
APPLICANT (AND ADDRESS) : ENJOY DEVELOPMENT, 22750

NATURE OF PROJECT/APPROVAL SOUGHT: Reconsideration of
approved elevation colors
LOCATION: Southeast corner of Fred Waring Drive and Town
Center Way
ZONE: P.C. (3) S.P.
The applicant, Bob Whitney, indicated that he worked with
the center' s architect, builder and painter to try and
determine a clean cut-off point for the color variations
conditioned on the project. He felt that the only area
for these color changes would be at the entrance to the
buildings . Commissioner Van Vliet indicated that the
original logic was to create more depth to the buildings .
Commissioner O'Donnell discussed thoughts from the last
meeting where the commission outlined areas where the
elevation colors could be changed. He indicated that he
would like to see some contrast in the buildings .
Commissioner O'Donnell stated that he thought the
buildings were nice, but because there was so much mass,
he felt that Mr. Whitney should focus on the entrances by
painting these areas .
Commissioner Gregory asked what the exact concerns were
from the city council on the center' s elevations . Mr.
Drell did not think there were particular concerns, but
that the council thought it might look better with the
contrasting colors . He added that there was a desire to
have this center not look too commercial facing Fred

Waring Drive, but more like an office building.
Commissioner Holden discussed his concerns on the lack of
screening for the parking area from the street. Mr.
Whitney advised the commission that he had to store a 25
year rain storm. Mr. Smith added that the ordinance does
give the landscaping 18 months to develop to create the
screening.
Action:
It was moved by Commissioner O'Donnell, seconded by
Commissioner Holden, to re-affirm their previous action
of August 24 , 1993 . Motion carried 5-0 .
Commission expressed their concern with the lack of
landscaping and hoped to get more to screen the parking
area if the elevation color conditions were not met.
