APPROVAL OF MINUTES: It was moved by Commissioner O'Donnell, seconded by Commissioner Urrutia, to approve the minutes of the August 24, 1993 meeting as submitted. Motion carried 5-0-1, Commissioner Gregory Abstaining. III . It was moved by Commissioner Urrutia, seconded by Commissioner Connor, to approve the following cases by minute motion. Motion carried 6-0. A. Final Drawings: 1 . CASE NO. : 4183 SA APPLICANT (AND ADDRESS : PALMS TO PINES CANVAS for PALOMINO, Pinyon Pines, Box 69, Mountain Center, CA 92361 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning with signage LOCATION: 73-101 Highway 111 ZONE: C-1 S.P. Steve Smith presented plans for the proposed awning as well as a landscape plan. The applicant, Ernie Brooks, noted that the existing awning would be removed to MINUTES ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 14, 1993 install the proposed awning. Mr. Smith noted that Eric Johnson had reviewed the landscape plan and noted some suggested changes . Commissioner Urrutia noted that the commission had requested that the old driveway (to the left of the proposed awning) be removed and replaced with landscaping. He indicated that this was not done on the revised plans . Commission approved the proposed awning and landscape plans subject to the following conditions : 1) Landscape plan approved subject to Eric Johnson' s noted comments; 2) Removal of driveway to the left of the proposed awning and replace with landscaping; 3) Shoestring acacia replaced with geijera parviflora or acacia salicina. 2 . CASE NO. : PP 91-12 APPLICANT (AND ADDRESS) : STERLING PARTNERS, INC. , 2398 San Diego Avenue, Suite A, San Diego, CA 92110 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of final working drawings (architectural and landscaping) LOCATION: North side of Fred Waring Drive, east of Cook Street ZONE: P.C. (4) Phil Drell presented the final working drawings noting that Eric Johnson had reviewed the landscaping. He also outlined the minor changes made from the approved preliminary plans as directed by commission. Commissioner Connor questioned the narrow lawn area between the driveways . Mr. Drell noted that it was to differentiate between one driveway and another. Commissioner Urrutia felt the lawn should be deleted. Commission approved the final plans subject to replacing the grass strips between the driveways with mortared cobble. Motion carried 5-0-1, Commissioner Gregory abstaining. 2 MINUTES ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 14, 1993 3. CASE NO. : 386 C APPLICANT (AND ADDRESS) : ROBERT RITCHEY for EL PASEO VILLAGE, 41-625 Eclectic #A-1, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Revision to approved plan LOCATION: Southeast corner of Lupine and E1 Paseo ZONE: C-1 S.P. Phil Drell presented the revised plans . The applicant, Bob Ritchey, noted that because of budgetary reasons, the owner has reduced the plan to include only the west area near Kitchen Fancy. Commission approved the revised plan as submitted. IV. CASES: A. Final Drawings : 1 . CASE NO. : 4179 SA APPLICANT (AND ADDRESS) : IMPERIAL SIGN CO. , INC. for E & G DEVELOPMENT, 46-120 Calhoun Street, Indio, CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of modification to sign program LOCATION: 73-547 Highway 111 ZONE: C-1 Jeff Winklepleck presented drawings showing the proposed signage change on the Highway 111 frontage. The sign would be approximately 4 ' x 14 ' showing four tenant spaces . The background color would be opaque to match the building. Commissioner Holden discussed how the commission allows directory signs, but not raised on the building as shown on the proposal . Chairman Gregory noted that he would prefer the tenant names spaced out along the entire frontage in a single line. Commissioner Holden discussed 3 V*0.v MINUTES ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 14, 1993 his concerns with other businesses not fronting on Highway 111 asking for their name along the frontage area. Commissioner Urrutia would rather see the signage look like regular storefronts. Commissioner Holden asked about the possibility of a monument sign. Mr. Engle noted that the property owner has an existing free standing sign that they do not want to change. Commissioner Connor agreed with using a monument sign. Commissioner Urrutia felt that a monument sign was acceptable, but noted his concerns with listing all the tenants on this sign, or just the major tenants, or a selection of the smaller stores . Mr. Smith noted that if the applicant wanted to add a separate free standing sign, than the request would take city council action. Mr. Engle asked about the possibility of using individual channel letters . Commissioner Urrutia thought it was difficult to read the sign as proposed because it was all jammed in together. He noted that the applicant could either modify the existing monument sign or apply for a variance for an additional monument sign. Mr. Engle felt that if they were allowed to keep the existing monument sign at 12 feet, he could incorporate something into this existing sign. Commissioner Urrutia felt the applicant should propose something along this line. Mr. Engle asked if the commission required a specific color scheme. Commissioner Holden noted that there was an existing color scheme for the center. Action: It was moved by Commissioner Van Vliet, seconded by Commissioner Connor, to continue the request directing the applicant to submit a revised plan. Commission suggested revising the existing monument sign. Motion carried 6-0 . 2 . CASE NO. : 4177 SA APPLICANT (AND ADDRESS) : PALMS TO PINES CANVAS for TROY, Pinyon Pines, Box 69, Mountain Center, CA 92361 NATURE OF PROJECT/APPROVAL SOUGHT: Reconsideration of awning approval LOCATION: 73-255 E1 Paseo 4 MINUTES ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 14, 1993 ZONE: C-1 Steve Smith reported that the policy guidelines for awnings states that we shall discourage scallops . Chairman Gregory noted that he really didn't have any concerns with the proposed scallops . The applicant, Ernie Brooks, noted that the proposed scallops would be approximately 3 feet apart and could be almost rigid. Commissioner Holden reminded the applicant that the reason they denied the awning with the scallops was because it states in the city ordinance that the council wants this commission to discourage scallops . Commissioner Urrutia felt that he could not approve the scallops if it weren't such a simplistic design. Action: It was moved by Commissioner Urrutia, seconded by Commissioner Holden, to approve the proposed awning as submitted with the scallops . Motion Failed on a 2-3 Vote. 3. CASE NO. : 4184 SA APPLICANT (AND ADDRESS) : ACADEMY AWNING for COUNTRY CLUB LIQUORS, 2910 So. Alameda, Los Angeles, CA 90058 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awnings with signage LOCATION: 74-495 Highway 111 ZONE: C-1 S.P. Steve Smith presented the drawings for the proposed awning addition noting that the front of the building was 50 ' and therefore they were limited to 50 square feet of signage. He felt that with the existing 4 ' x 12 ' sign, they were using all their allowable signage space. The commission informed the applicant that if he wanted to keep the existing sign, they could install the awnings without signage. Mr. Smith added that the existing signs contained four menu items, which also does not comply to code. Commissioner Urrutia asked what the purpose was for 5 `err MINUTES ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 14, 1993 Richman, noted that L.A. Times was paying for the awnings . Action: It was moved by Commissioner Van Vliet, seconded by Commissioner Connor, to continue the request to allow the applicant to discuss options with the business owner. Commission would look at the name of the business one time in 8 inch letters and "L.A. Times" at each end in approximately 4 inch letters if the existing sign was to be reduced in size and brought into conformity with the ordinance. Motion carried 6-0. 4 . CASE NO. : 4185 SA APPLICANT (AND ADDRESS) : ACADEMY AWNING for ALKOBAR LIQUOR, 2910 So. Alameda, Los Angeles, CA 90058 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning with signage LOCATION: 73-510 Highway 111 ZONE: C-1 S.P. Steve Smith noted that the proposed awnings would fill in the fascia cavities . He added that the existing signage uses up the maximum signage area allowed. Mr. Smith reported that the existing signs show "Food" and "Liquor" ; and therefore one of these menu signs would have to be deleted in order to add the "L.A. Times" on the awnings . Action: It was moved by Commissioner Van Vliet, seconded by Commissioner Connor, to continue the request to allow the applicant to discuss other options with the business owner. Motion carried 6-0 . 5 . CASE NO. : PP 92-6 APPLICANT (AND ADDRESS) : CARVER COMPANIES for DESERT SPRINGS MARKETPLACE, 74-497 Highway 111, Suite D-8, Indian Wells, CA 92210; MAKENA PROPERTIES, 30448 Rancho Viejo Road, Suite 120, San Juan Capistrano, CA 92675 6 MINUTES ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 14, 1993 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of perimeter screen walls LOCATION: Northwest corner of Cook Street and Country Club Drive ZONE: P.C. (2) Steve Smith noted that the applicant was reconsidering the polar bear color as suggested by commission. The applicant, Bret Gove, noted that the design company had suggested the color "Saturn" as a replacement for the polar bear, but he did not want to use that color and presented different colors for the commission to choose from. Steve Smith noted that throughout the approval process of this project, commission had seen walls around the perimeter of the site. Mr. Smith noted that the walls were required to screen the parking lot area; however, the type and height of the walls had not been discussed. The walls had originated through discussions Mr. Carver had with area homeowners associations during processing of the project. Commission suggested that the wall be undulated. Mr. Gove discussed the developer' s concerns on being asked to change the design of the wall after the plans had been completed. He outlined the wall design noting the upgraded design with pilaster columns, etc. Mr. Gove showed how they worked on the screen walls to the north to make sure the traffic areas were well screened. Commissioner Van Vliet questioned the deletion of planting along the inside of the perimeter wall . Commissioner Urrutia noted the direction commission had given the applicant on the additional landscaping needed along the rear buildings backing onto Market Place. He noted that the plans before the commission today did not show this additional landscaping. Action: It was moved by Commissioner O'Donnell, seconded by Commissioner Van Vliet, to approve the color change of the wall to Frazee No. 5361 in place of the proposed polar bear. Commission continued the request to approve the perimeter wall in order to allow the applicant to submit a detailed, revised landscape plan. Motion carried 6-0 . 7 "NOV MINUTES ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 14, 1993 V. The following case was added to the agenda by a unanimous vote: 1. CASE NO. : 4187 SA APPLICANT (AND ADDRESS) : SABRE LIGHTING & SIGNS for GOODWILL DONATION CENTER, 23853 Betts Place, Moreno Valley, CA 92553 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 73-520 Highway 111 ZONE: C-1 S.P. Steve Smith noted that the location of the business was to the east of Alkobar Liquor. The request was for a 2 ' x 8 ' illuminated sign with a white plex background and raspberry letters . Mr. Smith indicated that the drawing showed the sign having a border across the top, and he felt that the parapet was not large enough for the proposed sign. Action: It was moved by Commissioner Holden, seconded by Commissioner Urrutia, to approve the business signage subject to the following conditions : 1) Sign to be the same height as the "Cleaners" sign to the west; 2) Sign to be mounted on the parapet wall; 3) Background color in ivory to match "Cleaners" sign. Motion carried 6-0 . 2 . CASE NO. : 4170 SA APPLICANT (AND ADDRESS) : HAROLD McCORMICK for DISCOUNT CLEANERS, 73-250 Highway 111, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Reconsideration of approved signage/landscape plan LOCATION: 73-250 Highway 111 ZONE: C-1 S.P. 8 MINUTES ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 14, 1993 Commissioner Holden discussed a letter he received from Mr. McCormick stating that he had already removed the landscaping in front of the building. Mr. Drell indicated that when he approved the landscape plan he asked that the fichus trees in the park way stay in place. Commissioner Holden felt that the applicant took a course of action and was told by this commission to correct this action he took, and now did not want to correct the situation. Commission treated the letter as an appeal to staff direction and directed staff to direct the applicant to reapply for approval of the actual plan. VI .
