APPROVAL OF MINUTES: It was moved by Commissioner Urrutia, seconded by Commissioner Connor, to approve the minutes of the September 14, 1993 meeting as amended. Motion carried 6-0 . III. It was moved by Commissioner Holden, seconded by Commissioner Van Vliet, to approve the following cases by minute motion. Motion carried 6-0. A. Final Drawings : 1 . CASE NO. : APPLICANT (AND ADDRESS) : DAVID FLETCHER for ST. JOHNS, 73-061 El Paseo, Suite 205, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of final working drawings for remodel LOCATION: 73-061 E1 Paseo, Suite 8 ZONE: C-1 S.P. The applicant, David Fletcher, presented revised plans showing the additional exit required by the building department which caused the addition of a stairwell . The plans included landscaping and the parking lot. *"awl MINUTES ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 28, 1993 Commission noted that the landscaping plan did not show specific plant material to be used. Mr. Fletcher noted the two foot area in front of the stairs for additional landscaping if needed. Commissioner Holden noted that the commission requested the additional landscaping to screen the back of the building. Commissioner Urrutia suggested moving the entire staircase 4 to 5 feet to the east to allow for the needed additional landscaping. Steve Buchanan noted that the stairwell could be moved anywhere on the back wall . Commission approved the final working drawings subject to moving the back staircase 4 to 5 feet to the east allowing for additional landscaping to screen the rear wall . 2 . CASE NO. : PP 92-6 APPLICANT (AND ADDRESS) : MAKENA PROPERTIES for DESERT SPRINGS MARKETPLACE, 30448 Rancho Viejo Road, Suite 120, San Juan Capistrano, CA 92675 NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of perimeter wall and landscaping plan LOCATION: Northwest corner of Cook Street and Country Club Drive ZONE: P.0 (2) Steve Smith presented revised plans for landscaping and perimeter wall noting that the applicant had addressed the commission' s concerns from the previous meeting. Commissioner Urrutia noted that the northeast corner of building "F" and the northwest corner of building "H" still needed additional landscaping as requested earlier by the commission. Commission approved the perimeter wall and landscaping plan subject to increasing the size of the islands at the northeast corner of building "F" and the northwest corner of building "H" to allow for tree placement. 2 MINUTES ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 28, 1993 3 . CASE NO. : 4190 SA APPLICANT (AND ADDRESS) : PAUL MUAT for ELEGANT EDGE, 45-050 Larkspur Lane, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of additional signage LOCATION: 45-050 Larkspur Lane ZONE: C-1 S.P. Jeff Winklepleck presented plans showing the requested additional signage to be placed on the wall facing Larkspur. Commissioner Gregory asked the applicant, Lorraine Rader, if she felt the arrow as really necessary. Ms . Rader explained why she felt it was necessary to use the arrow as clients are finding it difficult to locate the entrance as it faces the parking lot side of the building. Commissioner Holden felt that if the arrow was used, he wanted it to be condensed as much as possible. Commission approved the identification signage only, directing the applicant to return to the commission with a more artistic design for the arrow. 4 . CASE NO. : 4192 SA APPLICANT (AND ADDRESS) : ULTRANEON SIGN COMPANY for EUPHORIA, 5458 Complex Street, Suite 401, San Diego, CA 92123 NATURE OF PROJECT APPROVAL SOUGHT: Approval of business identification signage LOCATION: 73-061 E1 Paseo ZONE: C-1 S.P. Jeff Winklepleck presented plans noting that the signage was now being changed to copper. Commission approved the signage as submitted. 3 MINUTES ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 28, 1993 5 . CASE NO. ; APPLICANT (AND ADDRESS) : UPTOWN SALON, 73-700 Highway 111, Unit 4, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 73-700 Highway 111, Unit 4 ZONE: C-1 Commission continued the request as the applicant was not present with proposed plans. B. Preliminary Plans: 1 . CASE NO. : PP 92-7 APPLICANT (AND ADDRESS) : NOGLE ONUFER ASSOCIATES ARCHITECTS for COACHELLA VALLEY WATER DISTRICT, 2398 San Diego Avenue, San Diego, CA 92110 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of revised architectural plans for satellite building LOCATION: Hovley Lane, approximately 1400 feet east of Cook Street ZONE: P Jeff Winklepleck presented revised plans noting that the originally approved plan had been reduced in size, and would be developed in two phases . Commission approved the revised preliminary architectural plans as submitted. C. Miscellaneous : 1 . CASE NO. : APPLICANT (AND ADDRESS) : MICHAEL STITZINGER for KEN DIXON, 38-782 Gladiolus, Palm Desert, CA 92211 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of Certificate of Conformance for 11 unit apartment complex 4 MINUTES ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 28, 1993 LOCATION: 73-922 Shadow Mountain ZONE: R-3 13,000 Phil Drell showed a video of the project which is undergoing major rehabilitation. He noted that the changes include a new roof, painting and stucco work. Mr. Drell added that there was a proposal for cleaning up the landscaping. Commissioner O'Donnell asked if there was a way to relocate the parking area as it was too close to the curb. Mr. Drell indicated that the only way this could be done would be to remove the landscaping, tear out the parking lot and move it back. He noted that the goal was to try to blend the building in with the new Canlee office building behind the complex. Commissioner Van Vliet asked about upgrading the mail boxes. Commissioner Urrutia discussed the possibility of replacing the mail boxes with a more modern unit. Commission approved the structural revisions only, directing the applicant to submit an actual landscape plan for final approval . Commission strongly urged the applicant to look at moving the parking lot back on the property. IV. The following cases were added to agenda by a unanimous vote: 1 . CASE NO. : APPLICANT (AND ADDRESS) : SHEILA WELDON, 223 Pinyon Crest, Mountain Center, CA 92561 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of Certificate of Conformance LOCATION: 73-301 Guadalupe Phil Drell presented video on the existing property noting that the paint was in good shape, landscaping was nice and the parking area did not extend out to the curb. He noted that the only thing necessary was the addition of a trash enclosure. The applicant, Ms. Weldon, indicated that she had been to the building department previously to add a trash enclosure and noted that she 5 Now, N"Ove MINUTES ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 28, 1993 did not have enough room to add the two trash enclosures required by the building department. Mr. Drell noted that because it was an existing facility, one trash enclosure would probably be sufficient. Action: It was moved by Commissioner Van Vliet, seconded by Commissioner O'Donnell, to approve the Certificate of Conformance subject to placement of a trash enclosure to be approved by staff. Motion carried 6-0 . 2 . CASE NO. : 4197 SA APPLICANT (AND ADDRESS) : PORTOLA COUNTRY CLUB, 42-500 Portola Avenue, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of monument sign LOCATION: 42-500 Portola Avenue Steve Smith presented drawings for the proposed sign at the entrance to the country club noting that the city would be signaling this area. Commissioner Holden felt that the sign should be moved back to the median and additional landscaping. Action: It was moved by Commissioner Holden, seconded by Commissioner Connor, to approve the monument sign subject to moving it back to the median and adding landscaping. Applicant to provide an actual scaled drawing for staff ' s final approval . Motion carried 6-0 . 3 . CASE NO. : 382 C APPLICANT (AND ADDRESS) : TANDIKA CORPORATION for AVONDALE COUNTRY CLUB, 74-854 Velie Way, No. 6, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revision to preliminary approved plans LOCATION: Northeast corner of Avondale Country Club adjacent to Frank Sinatra Drive ZONE: PR-3 6 MINUTES ARCHITECTURAL REVIEW COMMISSION SEPTEMBER 28, 1993 Steve Smith reported that the commission had given the plans preliminary approval; however, the applicant was now before the commission to ask approval of tilt-up concrete versus the approved metal structure. Action: It was moved by Commissioner Holden, seconded by Commissioner Van Vliet, to concur with the revised preliminary plans showing tilt-up concrete. Motion carried 6-0 . 4. CASE NO. : APPLICANT (AND ADDRESS) : HOLDEN & JOHNSON ARCHITECTS for THE LIVING DESERT, 44-267 Monterey Avenue, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of permanent administrative building LOCATION: 47-900 Portola Avenue Commissioner Holden presented plans for a permanent administrative office building to replace the existing trailers . It would be located 300 feet from the street, near the pedestrian exit. Commissioner Connor questioned why this building did not match the existing buildings . Commissioner Holden noted that they wanted to add a little more design to the new buildings . Action: It was moved by Commissioner Gregory, seconded by Commissioner Urrutia, to approve the plans as submitted. Motion carried 5-0-1 . V.
