ARCHITECTURAL REVIEW COMMISSION

I. CALL TO ORDER:
The meeting was called to order at 12 : 15 p.m.

II. APPROVAL OF MINUTES:
It was moved by Commissioner Connor, seconded by Commissioner Van
Vliet, to approve the minutes of the March 22, 1994 meeting as
submitted. Motion carried 4-0-1, Commissioner O'Donnell
Abstaining.
III .
It was moved by Commissioner O'Donnell, seconded by Commissioner
Van Vliet, to approve the following cases by minute motion. Motion
carried 5-0.
A. Final Drawings :
1 . CASE NO. : 4285 SA
APPLICANT (AND ADDRESS) : HOLDEN & JOHNSON ARCHITECTS

signage height

Phil Drell noted that the applicant was requesting
approval to increase the height of their existing
business identification signage because of the line of
site condition at this corner. He noted that this would
have to go before the planning commission for an
exception to the allowable 20 ' height limit.
Commission recommended approval to relocate the business
identification signage above the 20 ' height limit.
Motion carried 3-0-2, Commissioners Holden and Connor
Abstaining.

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of final
architectural and landscape plans

Phil Drell presented the final working drawings noting
that they were identical to the approved preliminary
plans .
Commission approved the final plans subject to all
rock/gravel to be a tan or of a colored nature, not gray.

Phil Drell presented plans for the proposed bank building
noting that the commission could give the plans a pre-
annexation approval, and once the area is annexed into
the city the applicant can submit the plans for building
permits .
Commission approved the preliminary plans as submitted.
Motion carried 3-0-2, Commissioners Holden and Connor
Abstaining.
C. Miscellaneous Cases :
1 . CASE NO. : TT 23940
APPLICANT (AND ADDRESS) : ROBERT S. RITCHEY, ARCHITECT,
for SUNTERRACE, 78-340 Via Sevilla, La Quinta, CA 92253
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of
architectural plans for two new model homes
LOCATION: SUNTERRACE HOMES (Hovley Lane, east of Cook
Street)

Phil Drell presented plans for the two new models at a
height of 16-1/2 ' .
Commission approved the plans as submitted.
2 . CASE NO. :
APPLICANT (AND ADDRESS) : LANCE ALACANO, 73-166 Loma
Vista, Palm Desert, CA 92260
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of single
family home exceeding allowable height limit
LOCATION: 73-155 Bel Air and 47-290 Rose Sage Court
Phil Drell presented the plans noting the homes were 18 '
high with hipped roofs. Commissioner Connor felt that
the commission should review the grading plan before
approving the house at 18 ' .

Commission approved the plans as submitted contingent on
staff verifying that the grading plan for each house was
acceptable.
IV. CASES:
A. Fina1 Drawings :
1. CASE NO. :
APPLICANT (AND ADDRESS) : PARAGON SIGNS for CAPTAIN
COOK' S SEAFOOD RESTAURANT, 77-670 Springfield Lane, Palm
Desert, CA 92211
NATURE OF PROJECT/APPROYAL SOUGHT: Approval of business
identification signage
LOCATION: Formerly Rusty Pelican Restaurant
ZONE: P.C. 4
Phil Drell presented drawings of the proposed signage to
be placed on the wall on the southeast corner of Highway
111 and Painters Path where various service club signs
now exist. He indicated that there was no documentation
stating that the city was allowed to use this wall for
these service club signs. The owner now wants to use the
wall for their own signage.
Commissioner Holden felt that the signage would be
acceptable without the three menu items (Seafood - Steaks
- Pasta) . He also questioned the rope and anchor asking
if it was actual material or painted.
Action:
It was moved by Commissioner Van Vliet, seconded by
Commissioner Connor, to continue the request noting that
the concept was acceptable; however, an actual detailed
sign program was required showing the menu items
integrated in the sign. Motion carried 5-0 .

B. Preliminary Plans:

APPLICANT (AND ADDRESS) : REGENCY HOMES, 77-670

NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval
of architectural plans for condominiums
LOCATION: North side of Country Club Drive between
Portola Avenue and Cook Street
ZONE: PR-5
Phil Drell presented elevations for the proposed project
noting that it was in Section 4 on the north side of
Country Club Drive. He informed commission that this
area has a grand plan with golf courses, hotel,
conference center, sports park, etc.
Commissioner Holden felt that the site plan needed more
undulation, as it seemed very straight and sterile.
Commissioner O'Donnell felt that the roof line should be
broken up some how and noted that elevations were not
shown for Model B.
Action:
It was moved by Commissioner 0'Donnell, seconded by
Commissioner Holden, to continue the request directing
the applicant to re-work the elevations to create more
interest as they felt the plan was very sterile. Motion
carried 5-0.

Phil Drell presented drawings of the proposed window
extension noting that the glass would be flush with the
columns . Commissioner Holden felt that by extending the
window out to the columns, it would take away the only
detail in the building elevations.
Action:
It was moved by Commissioner Holden, seconded by
Commissioner Connor, to deny the request. Motion carried
5-0.
IV. ADJOURNMENT:
It was moved by Commissioner Gregory, seconded by Commissioner
Connor, to adjourn the meeting at 1 : 10 p.m. Motion carried
5-0 .
