MINUTES
ARCHITECTURAL REVIEW COMMISSION
APRIL 26, 1994

I . CALL TO ORDER:
The meeting was called to order at 12 :20 p.m.

II . APPROVAL OF MINUTES:
It was moved by Commissioner Van Vliet, seconded by
Commissioner Holden, to approve the minutes of the April 12,
1994 meeting as submitted. Motion carried 5-0-1, Commissioner
Urrutia Abstaining.
III . It was moved by Commissioner Urrutia, seconded by Commissioner
Van Vliet, to approve the following cases by minute motion.
Motion carried 6-0.
A. Final Drawings :
1. CASE NO. : 4289 SA
APPLICANT (AND ADDRESS) : IMPERIAL SIGN CO. for PALM
DESERT NAILS, 46-120 Calhoun Street, Indio, CA 92201
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of
additional business identification signage
LOCATION: 73-900 E1 Paseo, Suite 4
ZONE: C-1 S.P.
Jeff Winklepleck presented plans showing the proposed
signage with 11" individual illuminated channel letters .
"Palm Desert" in aqua letters and "Nails" in red.

parking lot. Commissioner Van Vliet indicated that most
of the signs in this center were hanging redwood signs .
Commissioner Gregory felt that it would be a more
attractive sign if it were placed on the wall indicating
that commission requires that signage be smaller than the
actual fascia size.
Commission approved the business identification signage
with the condition that it be placed on the wall and
stacked if necessary.
2 . CASE NO. : 4292 SA
APPLICANT (AND ADDRESS) : AMERICAN AWNING CO. for

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning
with business identification signage
LOCATION: 73-441 Mariposa Drive
ZONE: C-1 S.P.
Jeff Winklepleck presented drawings and plans for the
proposed blue awning with 8" white letters . Commissioner
Holden asked about the signage on the awning. The
applicant indicated that "A.G. Edwards" would be placed
in the center of the awning only.
Commission approved the awning with signage as submitted.
3 . CASE NO. : CUP 93-4
APPLICANT (AND ADDRESS) : CHURCHILL MANAGEMENT for EL

Phil Drell presented the final plans noting the comments
made by Eric Johnson. Commissioner Connor noted that the
evergreen ash was shown at 15 gallon and indicated that
all trees were to be 24" box. He added that the city
ordinance requires two deep bubbling wells per tree.
Commissioner Connor discussed his concerns with the long
term maintenance of the vines. He noted that the vines
would need to be wired and tied up and suggested not
using vines or use one that is self clinging, i.e. cats
claw.
Commissioner Connor questioned the area near the addition
with groupings of 2 queen palms . He noted that the
commission felt that this was not substantial on this
south wall. The applicant, David Fletcher, indicated
that he could not f ind a tree that would not grow too
high to block the view from Highway 74 . Commissioner
Connor suggested additional queen palms.
Commissioner Connor felt that the photonia was not
necessarily a great plant for this location as it was a
high maintenance plant. Mr. Fletcher indicated that he
wanted to use photonia to match the landscaping across
the street.
Commissioner Connor asked if turf would be used. Mr.
Fletcher indicated that it would be used in the three
large planters. Commissioner Connor asked about
irrigation along Ocotillo Drive. Mr. Fletcher noted that
it would be added to the plans .
Commissioner Connor discussed his concerns with the
shrubs in the long finger areas of the parking lot as
they get beat up from the cars and need a great deal of
maintenance. Mr. Fletcher noted that he did not want a
massive asphalt parking area, and felt these shrubs would
help break it up.
Commission approved the final landscape plan subject to
the following conditions:
1) 24" box required on all trees;
2) Meet ordinance requirement of 2 deep bubbling wells
per tree;
3) Vines to be self clinging, i.e. cats claw;
4) Queen palms to be planted in groups of three;
5) Indicate irrigation on planting along Ocotillo Dr;

6) Photonia and shrubs in the long finger isles in
parking area to be well maintained.
B. Miscellaneous Cases :

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of 6 ' high
block wall, 10 ' back from curb
LOCATION: 46-011 Portola Avenue #20
ZONE: R-1 10,000
Jeff Winklepleck presented plans of the proposed wall as
well as pictures of the property noting that the
applicants were requesting approval of this wall to block
the noise from the newly installed stop sign at Portola
Avenue and Fairway Drive. Mr. Fiddler noted that the
Palm Desert Property Owners Association conditioned the
approval subject to the wall color matching the existing
building.
Commission felt the wall was acceptable and directed the
applicant to stucco any precision block if used. Mr.
Drell noted that the applicant wanted to add a row of
decorative block along the top. Commission felt that was
acceptable.
Commission approved the block wall as submitted subject
to any precision block material being stuccoed.
Commission suggested split face block, stucco and slump
wall .

APPLICANT (AND ADDRESS) : PARAGON SIGNS for CAPTAIN
COOK' S SEAFOOD RESTAURANT, 77-670 Springfield Lane, Palm

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised
business identification signage
LOCATION: Formerly Rusty Pelican Restaurant
ZONE: P.C. 4
The applicant reported that the new owners want to remove
half of the existing wall and replace it with
landscaping. The remaining wall will show the business
identification sign outlined with rope and anchors. The
applicant added that he wanted to replace the neon
pelican on the parking lot side of the building to a red
neon lobster.
Commissioner 0'Donnell asked if the signage would be lit
in any way. The applicant replied that the wall would be
ground lit only with the existing lighting. Commissioner
Van Vliet asked if there would be any additional future
signage. The applicant indicated that the owners would
possibly ask for wall signage in the future.
Action:
It was moved by Commissioner Gregory, seconded by
Commissioner Holden, to approve the revised wall signage
and neon lobster as submitted. Motion carried 6-0 .

Jeff Winklepleck presented plans for the proposed wall
and monument sign noting that the allowable area is 30
square feet and code limits menu items to two.
Commission discussed their concerns with the proposed
V-shaped monument sign indicating that it was too large
for the building.
Action:
It was moved by Commissioner Gregory, seconded by
Commissioner Holden, to approve the wall signage as
submitted subject to removing the existing signage. The
proposed monument sign was denied as commission felt it
was too large for the building. Motion carried 6-0 .
3 . CASE NO. : PP 90-13
APPLICANT (AND ADDRESS) : DSL SERVICE CO. for PAYLESS
SHOE SOURCE, 3501 Jamboree Road, Suite 5000, North Tower,
Newport Beach, CA 92658-6030
NATURE OF PROJECT/APPROVAL SOUGHT: Sign proposal
outside of approved sign program
LOCATION: Waring Plaza
ZONE:
Jeff Winklepleck presented the proposed signage noting
that the approved colors for the sign program were two
shades of blue, burgundy and white. The proposed signage
showed yellow, orange, green and red. He outlined the
process on this sign request having to go to city council
for their approval .
Action:
It was moved by Commissioner Connor, seconded by
Commissioner Gregory, to deny the request for signage
approval as the proposed signage did not conform to the
approved sign program for the center. Motion carried
6-0 .

B. Preliminary Plans :
1 . CASE NO. : 399 C

NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary plans
for outdoor covered deck
LOCATION: 73-640 E1 Paseo
ZONE: C-1 S.P.
Jeff Winklepleck presented the preliminary drawings for
the proposed addition noting that it was an extension to
the existing patio and would add 25 seats . He noted that
the applicant would need an amendment to the conditional
use permit. Commissioner Urrutia questioned how the
added 25 seats would fit in a space that was only 10 '
wide.
Commissioner Van Vliet asked if the shading material used
on the existing patio would extend onto this addition.
The applicant indicated that he was looking into using a
sliding glass .
Commissioner Gregory discussed his concerns with E1 Paseo
starting to look like a downtown area. He informed the
applicant that the commission has encouraged landscaping
for a more soft approach with some type of undulation.
He felt that the proposed enclosed addition would be
taking way any detail in the building design.
Commissioner Holden noted that when the concept was
approved on this corner, it was approved with an outdoor
seating area and being pedestrian friendly. He felt
that, architecturally, the addition did not tie into
anything.
Commission discussed how nice it is along E1 Paseo with
the outdoor seating such as Cedar Creek Inn and The Daily
Grill .

Action:
It was moved by Commissioner 0'Donnell, seconded by
Commissioner Urrutia, to approve the preliminary plans
for the expansion of the outdoor patio with the condition
that it not be enclosed in any way. Motion carried 6-0 .
