Jeff Winklepleck presented drawings of the proposed
signage noting that it was a 22 ' x 2 ' black plex face can
sign reading "Framemakers" in white letters . The sign
would be installed above the metal awnings with the
existing signage being removed.
Commission approved the revised signage subject to
verification of frontage to support the size of the sign.

Steve Smith reported that there were three aspects to the
request at this point. The first was approval of minor
adjustments to the architecture of the building on Pad
"L" . This change included the addition of brick work on
the pilasters .
The second aspect was the hardscape plan around buildings
"L" and "M" and the trellis area. Mr. Smith noted that
Eric Johnson had some concerns with the sighting of the
California fan palms in the courtyard area and suggested
more of a grove type planting.
The third aspect was the addition of turf around the
perimeters . This request was before the commission on
May 10, 1994 and at that point the commission asked that
there not be so much grass and wanted something more
vertical . Mr. Smith noted that there were six areas
around the perimeter where the additional landscaping is
being proposed.
Commission approved the building elevations for Pad "L" ,
as submitted, and continued the hardscape plan and
revised landscaping to the regular session of the
meeting.

Steve Smith presented the drawings for the proposed
awning noting that the existing awning on E1 Paseo would
be recovered in dark brown with 8" white letters and a
logo on the left side. He indicated that there were two
existing awnings on each end of the building on the
parking lot side. These would be recovered in the same
dark brown with an additional piece added in the middle.
There will be dark brown tile placed in the front
sidewalk as well as brick added to the exterior columns .
Commission approved the awning plans as submitted.
B. Preliminary Plans :
1 . CASE NO. : PP 94-4
APPLICANT (AND ADDRESS) : GEORGE BUONO for SUNLIFE
MEDICAL BUILDING, 42-005 Cook Street, Suite 300, Palm

NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval
of building elevations for medical office building
LOCATION: Southwest corner of San Anselmo and Fred
Waring Drive
ZONE: O.P.
Steve Smith presented the preliminary plans for the
medical building noting that it was set back 15 ' from
both streets and is parked at 5 spaces per 1,000 square
feet. He noted that staff was requesting that the
driveway at the southeast corner of San Anselmo be opened
to provide better traffic flow.
Commissioner Urrutia asked about the landscaping. Mr.
Smith noted that it was not being presented at this time.
He indicated that there were carports on the south side
of the lot and requested details for this structure.
Commissioner Van Vliet asked if the air conditioning
equipment was on the roof. The applicant noted that the
equipment was placed on the lower roof and would be
completely screened. Mr. Smith noted the transformer on
the lower southwest corner of the lot. Commissioner
Urrutia noted that he would need to see more details on

the access to the transformers indicating that the
parking space in front of this area would have to be
deleted. Commissioner Urrutia added that when the
landscaping plan is submitted he would like to see more
landscaping added to the parking lot area. He noted that
this area would be visible from San Anselmo and therefore
should be softened more.
Commissioner Holden suggested that the applicant adjust
the height of the carport along the proerty line to
accomodate the handicap vehicles that would not fit in
the carport.
Commission approved the preliminary architectural plans
as submitted with the following comments : a) provide
details on carport structures; b) provide details on
access to transformers on southwest corner; c) provide
additional landscaping in parking lot area; and
d) reconsider access to handicap spaces along side of
building.

Steve Smith presented the preliminary plans for the major
expansion and remodel of the church pointing out the
unique tower element at 36 ' 6" . He noted that the
applicant was working on agreements with the adjacent
property owners to use their parking lots. These
agreements would provide for adequate parking.
Commission approved the preliminary plans as submitted.

C. Miscellaneous :
1 . CASE NO. :

NATURE OF PROJECT/APPROVAL SOUGHT: Review of elevations
and landscape plans for remodel of 12 unit apartment
complex
LOCATION: 73-626 Santa Rosa Way
ZONE: R-2 S.O.
The architect for the project, Mr. Vin Rover, outlined
the remodel and landscape plans for the 12-unit complex.
He noted the addition of the shade structure as well as
the upgrade of the sagging carports . Commissioner Holden
suggested the addition of shade trees along the back of
the units . Mr. Rover indicated that this could be done
with the 10 ' area. Commissioner Urrutia suggested some
type of protection for the carports from vehicles backing
out of the stalls . He also suggested rearranging the
trash enclosure so that access is not directly on the
street.
Commission approved the remodel plans and suggested that
the Redevelopment Agency consider adding the following
items :
1) Addition of shade trees along the back of the
units;
2) Add planters to provide protection to the carport
structure;
3) Rearrange trash enclosure so that access is not on
the street.

IV. CASES:
A. Final Drawings :
1 . CASE NO. : PP 92-5

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised
final landscape plan and elevations for Marshalls, Bed,
Bath & Beyond, T. J. Maxx, Famous Footwear, Clothestime
and Old Navy
LOCATION: Southeast corner of Highway 111 and Fred
Waring Drive
ZONE: P.C. ( 3)
Phil Drell reported that Eric Johnson had met with the
landscape architect and they had come to an agreement
with the exception of the berming. He stated that the
commission would have to look at the berming at the rear
of the buildings when the elevations are done for this
area. Mr. Drell felt that at least 42" of screening was
necessary, and in some of those areas a wall could be
added for screening. The landscape architect, Rob
Parker, discussed the possibility of deleting the
sidewalk in this area to allow for the needed berming.
Mr. Drell felt that a complete set of elevations was
needed to determine what berming could be done.
Mr. Parker indicated that, based on Eric Johnson' s
comments, they increased the eucalyptus planting along
the side of the building and added a hedge along the
blank wall to the garden center. He added that planter
spaces with vines were added to the front of the Target
building as well as shrub material .
Commissioner Urrutia noted that he did not think the
building would be brought all the way out to the curb,
and this was why additional landscaping was requested in
this area. Mr. Parker indicated that the curb was now
approximately 3 feet from the front of the Target
building. This was the result of moving the garden

center forward. Commissioner Holden indicated that the
commission was looking for some type of landscaping to
help scale down the 24 ' high building and felt that
shrubs would not accomplish this . Commissioner Urrutia
felt that the commission liked the original concept, but
indicated that the purpose of the setbacks and jogs in
the buildings were to help soften this high building. He
added that the commission originally approved moving the
garden center out based on some additional landscaping
being provided to soften this large building.
Mr. Rod Chen indicated that he would like to go back to
Target to discuss moving the garden center back a few
feet to allow for an area large enough to add mexican fan
palms at either side of the entrance. This would be in
addition to the vines and shrubs . He indicated that by
moving the building back approximately 5 feet it would
allow for approximately 8 feet in front of the building
for placement of mexican palms .
Commissioner Connor discussed how difficult it was to
approve or deny the changes without seeing how it would
look. He discussed his concerns with the commission
reviewing small sections of the center every two weeks
and felt that the commission should continue the entire
project until a complete, detailed plan is presented with
all the revisions . Commissioner Connor indicated that
the commission was informed at it' s last meeting that
some things could not be changed because the curbs were
already in and this type of presentation was a constant
problem.
Mr. Mike Tande indicated that there was a 1500 ' to 2000 '
area that can be developed now, and with the center
scheduled to open in March 1995, they need to put in as
much landscaping as they can for their grand opening.
Commissioner Connor asked why a shopping center could not
be designed regardless of what tenant moves in. Mr. Chen
replied that because the building elevations change, the
lay-out changes, and transformers are moved once a tenant
is confirmed.
Commissioner Holden asked if there was landscaping at the
buildings at the driveway cuts . Mr. Parker indicated
that there were not. Commissioner Holden noted that the

landscaping along the back of the buildings had still not
been resolved. Mr. Parker discussed how the loading area
would be screened.
Commissioner Urrutia asked about the fountain that was on
the approved preliminary plans and was now deleted on the
revised plans . Mr. Chen asked that this issue be
addressed separately with the commission. He indicated
that the fountain was being moved to a more pedestrian
oriented area. Mr. Tande noted that they are working
with three different artists for this plaza area and
hoped to make a presentation to the city council at it' s
August 25th meeting.
Mr. Chen outlined changes in the archways and alcoves
created to help balance out the elevations . He added
that they were trying to incorporate their expanded Art-
In-Public-Places commitment in the plaza area.
Commissioner Urrutia felt that so many elements had
changed so much from the approved preliminary plan that
the things they reviewed originally were now non-
existing.
Commissioner O'Donnell felt that before they could
approve the architecture, the commission would need to
see a complete set of plans in order to understand the
changes that are made. He added that they would also
need renderings which show the buildings together, a copy
of what was originally approved, and the plan for the
plaza area ( including landscaping) .
Action:
It was moved by Commissioner O'Donnell, seconded by
Commissioner Connor, to continue the request to allow the
applicant to provide a complete set of revised elevations
with site plan and landscape plans to include all
revisions . Commission requested that the applicant also
provide a set of the originally approved preliminary
plans as they felt that a number of the approved elements
were now eliminated. Motion carried 4-0 .

NATURE OF PROJECT/APPROVAL SOUGHT: Review of proposed
revisions to landscape plan, building "L" elevations and
hardscape plan
LOCATION: Northwest corner of Cook Street and Country

Steve Smith noted that the commission reviewed the
architectural changes to building "L" in study session
and found them acceptable. The other proposals were to
approve the hardscape plan around the water feature at
buildings "L" and "M" and the additional six grass areas
around the perimeter of the site.
Susan Quon discussed a survey performed to look at
leading people out of the hardscape area and into the
plaza. She introduced a wood trellis with vines to
create a little hardscape and garden scape oasis framed
with palm trees . This area would be between buildings
"L" and "M" . From the street they would soften the
landscaping with a monument sign and rock and water
feature leading to the trellis. Mr. Lopez indicated that
Eric Johnson recommended that the palms be placed in a
more grove effect.
Ms . Quon presented material samples for the proposed
hardscape plan with interlocking pavers in 3 different
tones . Commissioner Urrutia felt that the concept was
good but wanted to see more substantial landscaping. He
felt the trellis was nice but would like to see more
impact with the palm trees and something to improve the
ground landscaping. In reviewing the site plan he felt
the west side needed something more substantial with palm
trees to give it some vertical aspects, not shrubs . Ms .
Quon noted that they are looking at adding planters along
building "M" . Commissioner Urrutia felt that this would
help. He understood where buildings "K" and "L" would
not want added trees in front of the pads to allow for
signage, but because building "M" is a restaurant they
can approach the landscaping a little differently.

Commissioner Connor questioned the landscaping up against
the building and the large gaps against the building
where the planting would die out. He felt the
landscaping needed to be more substantial in this area.
Commissioner Connor discussed his concerns with the added
grass because the areas are so small that it will look
like an afterthought. He felt that the added grass was
inconsistent with what is already there.
Mr. Lopez noted that they are trying to target the areas
at the entries with a bright green but not take away from
the desert concept. He asked if he could use annual
color in these areas and eliminate the turf . The
applicant, Mr. Keith Fernandez, indicated that he thought
the palm springs gold around the fountain looked
unfinished, but did not think annual color was what he
was looking for.
Commissioner Connor felt that once these sparse areas are
planted with grass, everything else will look even more
sparse. He added that it would make more sense if the
grass extended to a larger area of turf. Commissioner
Urrutia asked about other plant material that is green in
lieu of the grass . Commissioner Connor noted that some
of the newer daleas and lantanas stay low and are almost
always flowering. Mr. Lopez asked about acacia estrada.
Commissioner Connor felt that this would work.
Mr. Fernandez explained to the commission that the
landscape plan was already approved and he was now trying
to add more money to the landscaping to upgrade it some.
Mr. Lopez discussed all the grass on the surrounding
corners of the intersection of Country Club Drive and
Cook Street and asked about adding grass at this main
corner to tie into the rest of the intersection.
Commissioner Connor felt that if this is what the owner
wanted to accomplish he would suggest deleting the annual
color behind the proposed grass area and continue the
turf back from the corner.
Commissioner Urrutia discussed how adding the turf would
expose elements from C.V.W.D. , etc .

Action:
It was moved by Commissioner Connor, seconded by
Commissioner O'Donnell, to continue the landscape plan as
the commission felt it was inconsistent with what already
exists . Commission felt that the concept of the
hardscape plan was acceptable, however, they continued
the plan directing the applicant to provide a more
substantial landscape plan as discussed. Motion carried
4-0 .
V. MISCELLANEOUS:
Mr. Smith reported that he sat in on a meeting with Economic
Development and The E1 Paseo Merchants Association earlier in
the week. He noted that the association originally wanted
staff to come up with a basic selection of colors for future
awnings along E1 Paseo, but they agreed that the commission
was doing a great job and hoped that they continue to consider
the color of the shade when approving awning colors and that
they do not approve any shiny awnings .
Ms . Garcia reported that she spoke to the owners of Tanpopo
and Nates Deli asking them to provide permits for the
satellite dishes that currently exist. She indicated that
permits were not produced as yet and asked that the commission
continue these two items to the next scheduled meeting.
