I . CALL TO ORDER:
The meeting was called to order at 12 : 15 p.m.

II . APPROVAL OF MINUTES:
It was moved by Commissioner O'Donnell, seconded by
Commissioner Holden, to approve the minutes of the August 9 ,
1994 meeting as amended. Motion carried 4-0-1, Chairman
Gregory Abstaining.
III . It was moved by Commissioner O'Donnell, seconded by
Commissioner Van Vliet, to approve the following cases by
minute motion. Motion carried 5-0.
A. Final Drawings :
1 . CASE NO. : 4333 SA
APPLICANT (AND ADDRESS) : ADAMS AUTOMOTIVE, 74-872 Velie

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of
additional business identification signage

The applicant, Mark Hoffman, presented photographs
showing where he wanted to place a free standing sign in
place of one of the previously approved fascia signs .

the sign located on the top right fascia of the building.

Jeff Winklepleck presented drawings of the proposed
revised signage on the building noting that the existing
monument sign for Billy B' s would also be replaced with
a sign for KFC.
Commission approved the revised signage as submitted.

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of glass
storefront remodel
LOCATION: 73-560 El Paseo

The applicant outlined the proposed remodel showing the
removal of the existing storefront and replacing it with
glass to match the adjacent buildings . Chairman Gregory
noted that the building was on the south side of the
street.
Commission approved the storefront remodel plans as
submitted.

gator foam letters .

Jeff Winklepleck outlined the plans for the signage
showing reverse channel letters with brushed gold faces
and black returns .
Commission approved the revised business identification

IV. CASES:
A. Final Drawings :
1 . CASE NO. : PP 92-5
APPLICANT (AND ADDRESS) : LOWE ENTERPRISES, INC. for

NATURE OF PROJECT/APPROVAL SOUGHT: a) Revised
preliminary elevations; b) Revised final landscaping;
c) Bus stop and tram shade structure
LOCATION: Southeast corner of Highway 111 and Fred
Waring Drive
ZONE: P.C. ( 3)
Chairman Gregory thought a very strong effort had been
made to address the concerns raised in the previous
meeting. Mr. Drell outlined the comments noted by Eric
Johnson on the revised landscape plan. Commission felt
that the submitted plans were acceptable.
Action:
It was moved by Commissioner Holden, seconded by
Commissioner Van Vliet, to approve the revised final
landscape plan as submitted. Motion carried 4-0-1,
Chairman Gregory Abstaining.
Phil Drell presented the revised elevations showing the
garden center for Target pulled back 5 ' and the
undulations of the major tenants . Mr. Rod Chen outlined
the two plaza areas . Commissioner Holden questioned the
height of the Target center. Mr. Chen indicated that
this was requested by the commission to make the
entrances more pronounced.
Action:
It was moved by Commissioner Holden, seconded by
Commissioner Van Vliet, to approve the revised elevations
reflecting the working drawings for Target, Retail Pads
B, C & D, and Major pads 2 , 3 & 4 . Motion carried 4-0-1,
Chairman Gregory Abstaining.

Phil Drell presented the working drawings for the bus
stops noting that he felt there should be more of a roof
structure as the trellis structure did not provide
adequate shade. He felt that the structure should
provide 80 to 90% shade. Chairman Gregory indicated that
he could make the necessary adjustments to provide for 75
to 80% shade and could change the roof drain system to
run internally. He added that a suggestion was made to
add another layer of lath to the tram structures to
provide additional shade.
Action:
It was moved by Commissioner Holden, seconded by
Commissioner Van Vliet, to approve the working drawings
for the bus stop and tram shade structures subject to the
necessary adjustments to provide for 75 - 80% shade and
the roof drain system on the bus stops to run internally.
Motion carried 4-0-1, Chairman Gregory Abstaining.
Phil Drell presented the elevations for the buildings
facing Highway 111 and indicated that he did not want to
see the back of a building from any angle. He added that
the applicant should not rely on numerous trees to shade
the back of the buildings . Commissioner Holden agreed
and felt that the view from Highway 111 is more critical
than what is seen from the center itself. The applicant
outlined options for the back sides of these buildings .
Action:
It was moved by Commissioner Holden, seconded by
Commissioner O'Donnell, to grant preliminary and final
approval to the elevations for Pads F and C subject to
changes as discussed regarding additional treatments to
the back of the building on Pad F. Landscaping plan for
Pads C and F to come back to staff for final approval
with changes made. Motion carried 4-0-1, Chairman
Gregory Abstaining.

Jeff Winklepleck presented pictures of the proposed
signage at the Jensen' s Shopping Center showing channel
letters with orange faces on bronze returns . Mr. Drell
indicated that the applicants preferred a monument sign
and would be willing to accept two fascia mounted signs
if they were able to have the monument sign. He
indicated that the existing sign was halo lit individual
letters, and with Burger King having the same amount of
letters as the existing Master Pools, he thought the best
option would be to use the individual letters instead of
the raceway.
Chairman Gregory asked about the use of the existing
monument sign indicating that the whole idea of the
approved monument sign for the Jensen' s Center was to
avoid a number of monument signs at this location. The
applicant, Richard Agins, indicated that the owner of the
shopping center would only allow them to use one of the
tenant signs on the monument and that would not be
sufficient. He added that he would rather have the logo
signs than the individual lettering on the fascia.
Chairman Gregory asked how far the proposed monument sign
would be from the existing Jensen' s monument sign. Mr.
Bush indicated that it would be a minimum of 75 ' from the
existing monument sign and presented pictures showing the
visibility problems .
Commissioner Holden had no concerns with the logo and
signage on the fascia but would prefer individual
letters . Chairman Gregory discussed his concerns with
the additional monument sign as it would be a very
significant impact on the street scape. He suggested
something more along the lines of a directional sign.
The applicants indicated that they could do a 3 ' x 3 '
directional sign if they could get three 5 ' x 5 ' logo
signs on the front and side fascia. Chairman Gregory
indicated that he would oppose this option because he
felt it would be too much clutter on the building. Mr.
Bush reported that when driving down Highway 111 there
are a lot of trees blocking the view of the fascia, and
therefore the three logos would not all be visible.

Action:
It was moved by Chairman Gregory, seconded by
Commissioner Holden, to approve a total of three 5 ' x 5 '
logos on the front and side fascia and one 4 ' x 4 '
directional sign within some sort of a frame at a maximum
height of 41 . Commission to review actual directional
sign prior to installation. Staff informed the applicant
that the approved directional sign would have to go
before the city council for final approval as it would be
the second free standing sign for the center. Motion
carried 3-2, Commissioners O'Donnell and Van Vliet voting
No. Commissioner Van Vliet stated that he opposed the
directional sign at the front of the property as he felt
it was just like another monument sign on the property.
3 . CASE NO. : 402 C
APPLICANT (AND ADDRESS) : NATE ' S DELICATESSEN AND
RESTAURANT, 72-281 Highway 111, Palm Desert, CA 92260
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of existing
satellite dish
LOCATION: 72-281 Highway 111
ZONE: P.C. (4 )
Jeff Winklepleck presented pictures of the existing dish
noting that it was not visible from Highway 111, but was
very visible from the parking lot. The applicant was not
present.
Action:
It was moved by Commissioner Van Vliet, seconded by
Commissioner Connor, to continue the case directing staff
to contact the applicant to provide a plan to screen the
satellite dish. Motion carried 5-0 .
4 . CASE NO. : PP 94-2
APPLICANT (AND ADDRESS) : FIRST BANK OF PALM DESERT,

NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of
plans for bank building on an existing pad

LOCATION: 42-035 Washington Street (S.W. corner of
Washington Street and 42nd Avenue)
Commission reviewed the final plans noting that the only
change from the approved preliminary plans was the window
sill height which was moved up approximately 6 inches to
accommodate the interior furnishings .
Action:
It was moved by Chairman Gregory, seconded by
Commissioner O'Donnell, to approve the final plans as
submitted. Motion carried 3-0-2, Commissioners Holden
and Connor Abstaining.
V. ADJOURNMENT:
