It was moved by Commissioner O'Donnell, seconded by Commissioner Van Vliet, to approve the following cases by minute motion. Motion carried 6-0. A. Final Drawings : 1 . CASE NO. : 4402 SA APPLICANT (AND ADDRESS) : IMPERIAL SIGN CO. , INC. for WENDY' S, 46-120 Calhoun Street, Indio, CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 73-121 Country Club Drive ZONE• P.C. (2 ) Steve Smith reported that this was located in the Plaza De Monterey shopping center at the southeast corner of Monterey Avenue and Country Club Drive. Mr. Winklepleck indicated that the applicant was requesting approval of two signs . One facing Country Club Drive and one facing the Monterey Avenue parking lot. Signage would be red channel letters with brown returns . The second part of the request is something similar to what Burger King did with a directional type sign which will be located on Monterey Avenue. Commissioner Urrutia briefly discussed his concerns with the directional sign, but felt the building signs facing Country Club Drive and Monterey Avenue parking lot were acceptable. Commission approved the building signage only. 2 . CASE NO. : 4404 SA APPLICANT (AND ADDRESS) : PALMS TO PINES CANVAS for ALL AMERICAN COLLECTIBLES, Pinyon Pines, Box 69 , Mountain Center, CA 92361 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning with signage LOCATION: 73-655 E1 Paseo, Suite M ZONE: C-1 The request was withdrawn from the agenda at the applicant' s request. 3 . CASE NO. : 4405 SA APPLICANT (AND ADDRESS) : PALMS TO PINES CANVAS for ZANTMAN ART GALLERIES, Pinyon Pines, Box 69 , Mountain Center, CA 92361 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning with signage LOCATION: 73-925 E1 Paseo ZONE: C-1 2 MINUTES ARCHITECTURAL REVIEW COMMISSION DECEMBER 13, 1994 The applicant, Ernie Brooks, reported that the proposed awning would be forest green extending out to the sidewalk approximately 10 ' and approximately 10 ' from the curb. Mr. Drell indicated that the awning would not be in the right-of-way. Mr. Brooks indicated that the posts would be 3" square. Commissioner Urrutia felt that the awning shape should be a little more square to fit in more with the strong architectural features of the building. Commissioner Van Vliet agreed, stating that the curves of the awning did nothing for the building. Commission approved the awning with the condition that it be a more rectangular design. Commission directed staff to grant final approval of the revised design. 4. CASE NO. : 4406 SA APPLICANT (AND ADDRESS) : PALMS TO PINES CANVAS for CODA GALLERIES, Pinyon Pines, Box 69, Mountain Center, CA 92361 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning with signage LOCATION: 73-151 E1 Paseo ZONE: C-1 Commissioner Urrutia asked about the element above and behind the proposed awning. The applicant, Ernie Brooks, indicated that it was stucco. Commission approved the awning subject to keeping the same spacing as the existing awning with 2 "Codas" only. 5 . CASE NO. : 4407 SA APPLICANT (AND ADDRESS) : RIOFINE NEON for HUMPHREY YOGART, 3500 Tachevah Drive, Suite D, Palm Springs, CA 92262 NATURE OF PROJECT APPROVAL SOUGHT: Approval of business identification signage ZONE: P.C. ( 3) S.P. 3 MINUTES ARCHITECTURAL REVIEW COMMISSION DECEMBER 13, 1994 Steve Smith reported that the business was located in the Palms to Pines Shopping Center where both Penguins and Iceberg were previously located. The signage is facing north and each and would be placed where the previous signage was on the fascia. Signage would be reverse channel letters with a raceway below it. The words "Cafe" and "Juice Bar" would be the only signage that would be lit. Commission approved the signage as submitted. 6 . CASE NO. : 4409 SA APPLICANT (AND ADDRESS) : SHAWNA E. RISNES for SHAWNAS, 73-730 E1 Paseo, Suite 1, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning with signage LOCATION: 73-730 E1 Paseo, Suite 1 ZONE: C-1 Jeff Winklepleck reported that this was an existing awning where the applicant is requesting to add signage in black reading "Shawnas" . Commission approved the signage as submitted. 7 . CASE NO. : APPLICANT (AND ADDRESS) : SIGNAGE SOLUTIONS for GILA BAR & GRILL, 1336 Allec Street, Anaheim, CA 92805 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: Desert Springs Marketplace (Northwest corner of Country Club Drive and Cook Street) ZONE: P.C. (2 ) Steve Smith reported that this business was in the Desert Springs Marketplace and was in one of the units at the corner of Cook and Country Club Drive. The applicant is seeking alteration to the approved sign program for the center. Mr. Smith indicated that the issue on the south 4 `*r.✓ MINUTES ARCHITECTURAL REVIEW COMMISSION DECEMBER 13, 1994 facing sign ( facing Country Club Drive) is the use of turquoise neon. The sign program states that all neon is to be white at 4500, and the approved colors are red, white and teal . Mr. Smith noted that if the applicant wanted to add the turquoise neon they would have to go back to the city council to get their approval to add this sign to the approved sign program for the center. Mr. Smith noted that the yellow on the "G" was deleted. The applicant, Rudy Miick, stated that they would prefer to stay with the original sign design and go before the council for their approval . Commission recommended an amendment to the sign program to the city council for this sign only as commission felt this was a very creative sign. B. Preliminary Plans : 1 . CASE NO. : PP 94-7 APPLICANT (AND ADDRESS) ; F & M ASSOCIATES for DEEP CANYON PLAZA, 2041 San Remo Drive, Laguna Beach CA 92651 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of preliminary elevations for retail/commercial center LOCATION: Northeast corner of Highway 111 and Deep Canyon Road ZONE: P.C. (4) S.P. This request was withdrawn from the agenda at the applicant' s request. Mr. Smith indicated that the applicant wanted to approach the residents at Hidden Palms before he brings the designs to this commission. 5 MINUTES ARCHITECTURAL REVIEW COMMISSION DECEMBER 13, 1994 IV. CASES : A. Final Drawings : 1. CASE NO. : TT 24539 APPLICANT (AND ADDRESS) : DENNIS CUNNINGHAM c/o CENTURY HOMES for BELMONTE ESTATES, 1535 So. "D" Street, Suite 200, San Bernardino, CA 92408 NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of dwelling units, landscaping and unit mix LOCATION: Northeast corner of Hovley Lane and Cook Street ZONE: PR-9 S.P. Steve Smith reported that four plans were submitted with revised landscape plans . They will match the existing in the first phase ( 18 units) . The proposed unit mix was also submitted. Mr. Smith indicated that the applicant is proposing 2 Plan 1; 3 Plan 2; 9 Plan 3, all with bonus rooms; and 4 Plan 4 . He did not see any same units back to back except in the back corner backing onto The Lakes Country Club. Mr. Smith noted that he was just handed a revised unit mix dated December 12 , 1994 . The only change on the unit mix would be on Lot 15 as it was shown as 2A and now is proposed as 4B. Mr. Smith noted that the homes showed two 24" box trees on each lot. Chairman Gregory felt that the lighter landscape plan was too light with only two shrubs in 24" planters . Homeowner, Rick Farber, asked to see any architectural exhibits . Mr. Smith explained to him that on final reviews the commission is looking at the working drawings noting that the elevations had been placed on the boards for exhibits at all the preliminary stages . Mr. Farber noted his concerns with only seeing the homes in Phase I as he felt that the plot plan was constantly changing. Mr. Cunningham indicated that the exhibits presented today were available for viewing in both the planning and building department. 6 fir' `►` MINUTES ARCHITECTURAL REVIEW COMMISSION DECEMBER 13, 1994 Commissioner Holden explained that the commission approved the conceptual plans and are new reviewing the working drawings . Commissioner Urrutia suggested that Mr. Farber take a set of the elevations, working drawings and plot plan presented today and take some time outside the meeting to review the plans . Mr. Farber, Ms . Glegling and Mr. Cunningham took the plans and left the meeting. Mr. Smith noted that the roof heights on Plan 4 on the working drawings show 19-1/2 ' and the allowable maximum height is 18 ' so this would have to be adjusted. Mr. Farber and Ms . Glegling returned to the meeting where Ms . Glegling stated that she was happy with the all over look of the submitted working drawings but hoped that the commission pays as much attention to details in the future phases as well . She also would like to see all houses with the three car garages . Action It was moved by Commissioner Holden, seconded by Commissioner Van Vliet, to grant the following approvals : 1) Final approval of working drawings with the change to Plan 4 reducing the height to a maximum of 18 feet; 2) Final approval of the landscape plan subject to beefing up the landscaping on the future phases; 3) Approval of unit mix for Phase I ( 18 units) as indicated on submittal dated December 12, 1994 . Motion carried 6-0 . Mr. Smith noted that there is a 15-day appeal period starting today if anyone wishes to appeal this approval . 2 . CASE NO. : 4393 SA APPLICANT (AND ADDRESS) : ANTJE B. CASEY for A LITTLE SOMETHING SPECIAL, 73-575 Highway 111, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Reconsideration of awning with signage LOCATION: 73-575 Highway 111 7 MINUTES ARCHITECTURAL REVIEW COMMISSION DECEMBER 13, 1994 ZONE: C-1 S.P. Steve Smith reported that this business was located in the wing at the extreme south end of Burger King in the Jensens Shopping Center. He indicated that the owner wanted to address the commission on why she thinks this awning should be approved. Mr. Smith added that this request was before the commission at its last meeting and was denied. The applicant, Ms . Casey, reported that the store was very victorian in flavor and felt that the awning is essential to tie in the ambiance. The awning is not intended to project out more than the existing can signs in the center. Ms . Casey added that she was not installing the awning for shading but for the effect. Commissioner Van Vliet asked how far it would extend out from the building. Ms . Casey indicated 8" and would be rounded down more from the top than shown on the rendering. Chairman Gregory explained their process of setting sign programs for every center to avoid a hodge-podge of signs . He added that there already is a new color being introduced in this sign program with Burger King. A representative for the property, Mr. Fritz Noble, discussed his biggest concern with Palm Desert Laundry and blocking his signage. Mr. Noble indicated that he has received a letter from the owner of the Palm Desert Laundry approving the proposed awning. He felt that the proposed awning was an appropriate sign realizing that he needed to set up a more consistent sign program but again trying to get more quality tenants . Commissioner Holden felt that the awning would not work with the way it was being presented and noted the provision that an awning had to enhance the architecture of the building or provide shade. He felt that the proposed awning was simply a canvas sign and felt that it needed to tie-in more with the architecture of the building. Mr. Noble stressed how the center' s management would like to eventually get away from the existing can signs . Commissioner Urrutia felt that the commission could support deleting the center' s can signs but couldn't see what the applicant was trying to change the look to. He suggested providing some incentive to the 8 MINUTES ARCHITECTURAL REVIEW COMMISSION DECEMBER 13, 1994 tenants now to change the can signs . Mr. Smith noted that the next item on the agenda was for Nice Touch Too which is the suite immediately adjacent to this business. The sign for Nice Touch Too was installed without a permit or approval. It is quite a bit too large for what is allowed. Mr. Smith felt that if the commission was looking for some signage solutions, he thought that the commission should tie this sign in. Commissioner Holden indicated that the commission was not against uniqueness, but wanted to see something more creative. Commissioner O'Donnell suggested creating a courtyard by tieing the two buildings together where the Beer Hunter is located. Chairman Gregory noted that the other option would be to deny this awning and the applicant could appeal their decision within 15 days to the city council . Commissioner Holden noted that he did not object to an awning but to the solution of just planting something on that does not fit in with the architecture. Commissioner O'Donnell felt that it would help if the applicant introduced an architectural treatment in the center that would tie the materials together, but a canvas sign there by itself would not work. Chairman Gregory agreed and felt that something more imaginative should be done in this corner. Action: It was moved by Commissioner Connor, seconded by Commissioner Urrutia, to continue the request in an effort for the applicant to design something more creative that would tie the center together. Motion carried 6-0 . 3 . CASE NO. : 4399 SA APPLICANT (AND ADDRESS) : BEST SIGNS, INC. for NICE TOUCH TOO, 2600 Cherokee Way, Palm Springs, CA 92264 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of signage as installed LOCATION: 73-571 Highway 111 ZONE: C-1 S.P. 9 MINUTES ARCHITECTURAL REVIEW COMMISSION DECEMBER 13, 1994 Steve Smith reported that the installed sign is 3 ' x 15 ' which is 45 square feet with only 20 ' of frontage and therefore it was something that the commission could not approve. Action: It was moved by Commissioner O'Donnell, seconded by Commissioner Connor, to deny the request for signage approval as it exceeds the allowable sign size. Motion carried 6-0. 4. CASE NO. : 4400 SA APPLICANT (AND ADDRESS) : DENNIS BERKOWITZ & ASSOCIATES for MAX' S, 1550 Bryant Street, Suite 800, San Francisco, CA 94013 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning with signage LOCATION: Southwest corner of Highway 74 and Highway ill ZONE: C-1 S.P. Steve Smith reported that this business was located in the old Jake' s and Tutti Gusti restaurant on the southwest corner of Highway 74 and Highway 111 . There is an existing patio on the north end of the building. The request is to install a cream colored awning with dark green letters over the patio area. Commissioner Holden noted how the pitch constantly changes for the whole radius . Commissioner Urrutia felt that the awning would not work as depicted on the drawings . Commissioner Connor felt that a structural drawing was needed in order to see how the awning would actually look and how it will work. Mr. Smith noted that staff had approved the change in the face of the signs that are there now. Commissioner O'Donnell discussed his concerns with the clutter on that corner and did not see how this awning would help to improve the clutter situation. Mr. Drell felt that the proposed awning was in lieu of the colored umbrellas that were there for the previous restaurants . 10 1*01f MINUTES ARCHITECTURAL REVIEW COMMISSION DECEMBER 13, 1994 Commissioner Van Vliet asked the applicant what the owner was trying to accomplish. The applicant, Jim Sadler, indicated that it was to provide water proofing and shade for an open dining area. Action: It was moved by Chairman Gregory, seconded by Commissioner O'Donnell, to continue the request to allow the applicant to redesign it with a more architectural approach, not a temporary type awning structure. This redesign should encompass how the columns are integrated as well . Motion carried 6-0 . B. Preliminary Plans : 1. CASE NO. : 4402 SA APPLICANT (AND ADDRESS) : IMPERIAL SIGN CO. , INC. for WENDY' S, 46-120 Calhoun Street, Indio, CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of monument/directional sign LOCATION: 73-121 Country Club Drive ZONE: P.c . (2) Don Beck, owner of Wendy' s, arrived at the meeting and asked to address the commission on the monument sign. Mr. Beck stated that they are the local franchise and have been looking for a site in Palm Desert. He noted that the visibility at this site was fine from Country Club Drive but from Monterey Avenue, especially northbound, what happens is because of the trees in the parking lot you cannot see the restaurant at all until you face Country Club Drive. Mr. Beck added that the building is set back quite a ways and that was the purpose for the proposed directional sign. Mr. Smith reported that the center was entitled to two free standing signs, and there presently is only one. Commissioner Holden left at 2 :00 p.m. 11 yw✓` MINUTES ARCHITECTURAL REVIEW COMMISSION DECEMBER 13, 1994 Action: It was moved by Chairman Gregory, seconded by Commissioner Van Vliet, to approve the monument sign at a maximum size of 3 ' high x 2 ' wide subject to staff receiving a letter from the owner of the center, Mr. Bill Carver stating that he acknowledges that this would be the second and final monument sign for this center. Staff indicated that the applicant would also have to contact the public works department to verify the requirement of an encroachment permit. Motion carried 3- 2 , Commissioners O'Donnell and Connor voting No. 2 . CASE NO. : CUP 94-4 APPLICANT (AND ADDRESS) : ST. MARGARET' S EPISCOPAL CHURCH, 47-535 Highway 74, Palm Desert, , CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised preliminary elevations for school LOCATION: 47-535 Highway 74 ZONE: R-1 The applicant, Kent Attridge, outlined the revised elevations and ins and outs of the garden slump block wall along Highway 74 . He indicated that he had not hired a landscape architect for the project as yet. Commissioner Van Vliet felt that more interest was needed than just changing the dormers on the buildings . Commissioner O'Donnell still felt that the only thing you can see when you are coming down Highway 74 is the roof tops and he did not see much change to the south elevations . Commissioner Urrutia asked if the roof elements could be individualized more. Action: It was moved by Commissioner Urrutia, seconded by Commissioner O'Donnell, to continue the request directing the applicant to provide more detail and modulation in the roof line. Motion carried 5-0 . 12 MINUTES ARCHITECTURAL REVIEW COMMISSION DECEMBER 13, 1994 3. CASE NO. : 405 C APPLICANT (AND ADDRESS) : SCHEER TANAKA DENNEHY ARCHITECTS for ISLANDS, 18201 McDurmott West, Suite A, Irvine, CA 92714 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised preliminary elevations for restaurant LOCATION: Desert Crossing - Southwest corner of Fred Waring Drive and Highway 111 ZONE: P.C. (2) The applicants, Mr. Hutchinson and Mr. Dennehy, were before the commission with revised elevations for the restaurant pad. Commissioner Urrutia thought the plans were a lot simpler than what he was expecting to come back to the commission. He felt that the revised plan lacked detail that was on the original plans . Chairman Gregory agreed but felt that the applicants were on track and should continue with this concept. Commissioner Urrutia suggested more tiles for color added to the banding. He did not see a problem with the restaurant having a little more identity in the center, but it needed to tie in better with the center. Action: It was moved by Commissioner O'Donnell, seconded by Commissioner Urrutia, to continue the request noting that the applicant was on the right track, but plans needed a little more detail . Commission directed the applicant to continue forwarding revised sketches to staff to discuss with commission prior to its next meeting on January 10, 1995 . Motion carried 4-0-1, Chairman Gregory Abstaining and Commissioner Holden Absent. Commissioner Urrutia left meeting at 2 :45 p.m. 13 MINUTES ARCHITECTURAL REVIEW COMMISSION DECEMBER 13, 1994 4. CASE NO. PP 92-5 APPLICANT (AND ADDRESS) : LOWE ENTERPRISES, INC. for DESERT CROSSING, 11777 San Vicente Blvd. , Suite 900, Los Angeles, CA 90049; MCG & ASSOCIATES, 200 So. Los Robles Avenue, Suite 300, Pasadena, CA 91101-8461 NATURE OF PROJECT/APPROVAL SOUGHT: 1) Reconsideration of approved elevations for Pad F; 2 ) Approval of preliminary elevations for Pads D and E LOCATION: Desert Crossing - Southeast corner of Fred Waring Drive and Highway 111 ZONE: P.C. (2) Commission continued the request to review the revised elevations for Pad F at the applicant' s request. Kent McKently outlined where Pads D and E were located in the center with Pad E being a "Boston Chicken" restaurant. Mr. McKently proposed a tower element with a tile band changing from a dome element to a more unique squared off element on both pads to form the round dome between the two buildings . Tower heights would both be 36 feet. Mr. Chen discussed how he thought that it was overdoing it with all the original domes and therefore wanted to do a little something different on these last two buildings . Chairman Gregory asked to see a site plan showing the locations of all the domes/pyramids . Mr. Chen presented the plan stating that there now are more retailers on the overall plan than planned originally. Chairman Gregory left meeting at 2 :55 p.m. Commissioner Van Vliet felt that the architectural elements on the two buildings were interesting. Commissioner Connor discussed how he liked the looks of the domes more but did not necessarily think they had to be placed at this location. 14 MINUTES ARCHITECTURAL REVIEW COMMISSION DECEMBER 13, 1994 Action: It was moved by Commissioner Connor, seconded by Commissioner Van Vliet, to continue the revised elevations for Pad F at the applicant ' s request and approved the preliminary elevations for Pads D and E. Motion Carried 3-0, Chairman Gregory and Commissioners Holden and Urrutia were Absent. V. ADJOURNMENT The meeting was adjourned at 3 : 05 p.m. to the meeting of January 10, 1995 .
