MINUTES
ARCHITECTURAL REVIEW COMMISSION
FEBRUARY 8, 1994

I. CALL TO ORDER:
The meeting was called to order at 12 : 15 p.m.

II . APPROVAL OF MINUTES:
It was moved by Commissioner Holden, seconded by Commissioner
Connor, to approve the minutes of the January 25, 1994 meeting
as submitted. Motion carried 6-0.
III. It was moved by Commissioner O'Donnell, seconded by
Commissioner Connor, to approve the following cases by minute
motion. Motion carried 6-0.
A. Final Drawings :
1. CASE NO. : 4259 SA
APPLICANT (AND ADDRESS) : IMPERIAL SIGN CO. , INC. for
VISION AMERICA, 46-120 Calhoun Street, Indio, CA 92201
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business
identification signage
LOCATION: 73-199 E1 Paseo, Suite E
ZONE: C-1
Jeff Winklepleck noted that this was a proposal from
Imperial Sign Co. and that Palms to Pines Canvas had
already received commission's approval for an awning with
signage at this location. Mr. Winklepleck informed both
applicants that they could have either the sign on the

glass as proposed today, or the previously approved
awning with signage, but not both. Commissioners Urrutia
and Connor noted that they would rather see the awning
instead of the signage on the glass . Mr. Winklepleck
indicated that the applicant would rather have the
signage on the glass . Commissioner Urrutia suggested
using neon signage on the awning.
Commission continued the request directing the applicant
to restudy the option of vinyl letters on the glass with
the use of neon in the awning signage.
2 . CASE NO. : 397C
APPLICANT (AND ADDRESS) : MR. PAUL GRAVES for COLONY
CABLEVISION, 41-725 Cook Street, Palm Desert, CA 92260
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of
installed satellite antenna
LOCATION: 41-725 Cook Street
ZONE: S. I .
Steve Smith reported that the request was before the
commission previously for approval of an installed
satellite antenna on the roof. Commission had questioned
why the dish could not be placed on the ground. Mr.
Graves discussed the reason for adding the dish and the
constraints of the parking area for installation. He
noted that the dish was larger than a normal residential
use dish and needed to face south. Commissioner Connor
asked if it could be added to the tower. Mr. Graves said
that it could not be added as the tower was already full .
Commissioner Urrutia asked about future dishes to be
installed. Mr. Graves indicated that he did not
anticipate the installation of any future dishes .
Commissioner Urrutia explained how the commission has
required a number of people to install dishes that would
not be an aesthetic problem to their neighbors . He
discussed an example of an approved dish where a portion
that was exposed had to be painted to match the copper
roof. Commissioner 0'Donnell outlined the approved dish
at Deep Canyon Tennis Club where commission conditioned
that the dish be screened by trees and painted to blend

into the background.
Commissioner Urrutia noted the commission' s concern about
its present placement and informed the applicant that it
was difficult for them to review the request without a
site plan. Commissioner Gregory felt that with the
number of problems they have seen with installation of
antennas, that Colony Cablevision should be the company
that sets the example on proper location and installation
of antennas .
Commission continued the request, directing the applicant
to provide a specific site plan to include the parking
area, as well as a proposal for screening the satellite
antenna as installed.
3. CASE NO. : 387 C
APPLICANT (AND ADDRESS) : J.J.C. CONSTRUCTION 5ERVICES
for MOBIL, 12056 Mt. Vernon Avenue, Suite 171, Grand
Terrace, CA 92324
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of
enclosure of existing patio
LOCATION: 73-611 Highway 111
ZONE: C-1 S.P.
Steve 5mith reported that this case had been before the
commission previously and there were concerns with the
freezer use. He noted that the applicant will not be
selling alcohol and therefore would not need a
conditional use permit. This remodel would actually
enclose the existing patio.
Commission directed staff to approve the final remodel
plans once they felt the plans were satisfactory.
4 . CASE NO. : 4239 SA
APPLICANT (AND ADDRESS) : PALMS TO PINES CANVAS for THE
VILLAGE ZOO, Pinyon Pines, Box 69, Mountain Center, CA
92561 .

Steve Smith reported that the applicant had filed an
appeal to the commission' s denial . The case went before
the city council and the applicant was directed to return
to the commission. Mr. Smith outlined the letter
received by the applicant asking for a continuance.
Commission continued the request at the applicant' s
request.
5. CASE NO. : PP 92-6
APPLICANT (AND ADDRESS) : MAKENA PROPERTIES for DESERT
SPRINGS MARKETPLACE, 33048 Rancho Viejo Road, Suite 120,
San Juan Capistrano, CA 92675
NATURE OF PROJECT/APPROVAL SOUGHT: Consideration of
waiver of root guard requirement on approved landscape
plan
LOCATION: Northwest corner of Cook Street and Country
Club Drive
ZONE: P.C. (2)
Steve Smith noted that the .applicant was not present.
The approved landscape plan called for root guards and
staff indicated that plants were being installed without
the root guard. In talking to the developer, Mr. Smith
expressed that it would be to his best interest to
install the root guards as specified.
Commission withdrew the consideration of waiver on
approved landscape plan at the applicant' s request.

Jeff Winklepleck presented pictures of the property.
Commission approved the Certificate of Conformance.
Note: Commissioner Urrutia left meeting at 1 : 30 p.m.
IV. ORAL COMMUNICATIONS:
Mr. Kabin was present to address the commission under oral
communications . He expressed his surprise that the Jaymes '
matter was not on the agenda. Commissioner Gregory indicated
that he was one of the commissioners who had visited the site
on Saturday, January 29th and felt that the matter had been
resolved to the satisfaction of both parties . Mr. Kabin
disagreed and felt that nothing had been resolved. He
expressed concern that this commission would approve a 20 '
high building when measured from the existing grade.
Commission reiterated that they approved a house plan at
16-1/2 ' and that they had no input into the grading plan.
Commission felt that with the extra large rear yard setback
(40+ feet) , and with the hip roof design, that any impacts
created by the 16-1/2 ' high building would not be
substantially different than those created by a 15 ' high
structure. In fact, the impact of a 15 ' gable roofed
structure built with the minimum 20 ' rear yard setback would
be much greater.
V. MISCELLANEOUS:
Commission directed staff to follow-up on the following:
1 . Palm Lakes Golf Course - marquee sign not approved with
information listed.
2 . Additional, unapproved, sign at Southwest Pain Control
Center on Highway 111 .
3 . Incorrect palm trees being placed in the new Metzovas
center on Hiqhway 111 .
