APPROVAL OF MINUTES: It was moved by Commissioner Van Vliet, seconded by Commissioner Urrutia, to approve the minutes of the February 8, 1994 meeting as amended. Motion carried 6-0 . III . It was moved by Commissioner O'Donnell, seconded by Commissioner Urrutia, to approve the following cases by minute motion. Motion carried 6-0. A. Final Drawings : 1. CASE NO. : PP 92-6 APPLICANT (AND ADDRESS) : MAKENA PROPERTIES for DESERT 5PRINGS MARKETPLACE, 33048 Rancho Viejo Road, Suite 120, San Juan Capistrano, CA 92675 NATURE OF PROJECT/APPROVAL SOUGHT: Amendment to approved landscape plan to: 1) Reduce some parking lot tree sizes from 30" to 24" ; 2) Waive requirement for root guards; 3) Alter required number of lodge poles from 3 per tree to 2 per tree and allow use of wood; 4) Change metal grates around trees in sidewalk area to colored concrete LOCATION: Northwest corner of Cook Street and Country Club Drive ` ;�r � MINUTES ARCHITECTURAL REVIEW COMMISSION FEBRUARY 22, 1994 ZONE: P.C. (2) Steve Smith noted that the applicant was before the commission to request amendments as listed above to the approved landscape plan. The applicant, Bret Gove, indicated that during the construction process he realized that the inside diameter in the parking lot planter areas was 28" to 30" and therefore changed from 30" trees to 24" trees . He noted that he was not aware that the root guards were not being installed and was now addressing the issue. Mr. Gove felt that because of the blow sand condition at the site, there should be no concern on roots growing out versus down. He asked commission to consider a deep watering device using a perforated pipe with No. 2 gravel in place of the required root guards . Mr. Gove requested a change in the required lodge poles from 3 per tree to 2 per tree using 2" x 10 ' wood poles . Commissioner Connor noted that the actual minimum size of plantin,g area in parking lot planters is 6 square feet and the city ordinance states that the smallest dimensions required for planting material is 4 ' x 4 ' . He felt that there were problems with the deletion of the root guards because the planters were undersized and added that the colorado mesquites blow over quite easily because of the canopy design. Commission felt that the root guards should still be installed. Mr. Gove did not want to start working on the installation of the root guards during the grand opening of Ralphs next week and asked if they were part way through the work by Tuesday of next week, if they could get a temporary certificate of occupancy for the Ralphs opening. Commission felt this was acceptable. Commissioner Holden asked if the city was getting into any liability problems changing from metal grates around the trees in sidewalk area to colored concrete. Mr. Smith indicated that there was more liability involved with the originally approved metal grates . 2 � ' � � MINUTES ARCHITECTURAL REVIEW COMMISSION FEBRUARY 22, 1994 Commission 1) agreed to allow reduction of parking lot tree sizes from 30" to 24" as installed on the site subject to the applicant installing a deep watering system providing minimum depth of 3 ' with 4" perforated pipe; 2) required retrofitting of root guards as had been indicated on original approved plans; 3) agreed to reduction of number of lodge poles from 3 per tree to 2 per tree subject to the poles being 10 ' in height at a minimum of 2" in diameter; 4) agreed to requested change from metal grates around trees in sidewalk area to colored concrete. 2 . CASE NO. : 4239 SA APPLICANT (AND ADDRESS) : PALMS TO PINES CANVAS for THE VILLAGE ZOO, Pinyon Pines, Box 69, Mountain Center, CA 92561 NATURE OF PROJECT/APPROVAL SOUGHT: Reconsideration of approval of awning with signage LOCATION: 73-250 E1 Paseo ZONE: C-1 S.P. Steve Smith reported that the applicant had filed an appeal to the commission's previous decision on the case and had appeared before the city council. Council referred the matter back with a request to attempt to find a compromise satisfactory to both the applicant and the commission. The applicant, Ernie Brooks, explained the changes from the original proposal noting that the awning extends back an additional 4 feet. Commissioner Van Vliet felt that the commission was still looking for something that tied in with the architecture better. Commissioner Urrutia felt that the idea was o.k. but agreed with Commissioner Van Vliet that he was looking for something more architecturally designed. Commissioner Holden discussed his concerns on the awning that seemed to lead to nowhere, and felt it was more like a directory sign. He felt that the proposal was not appropriate. Commissioner Urrutia noted that his objection was still the massiveness of the awning and felt that it should be more subtle. 3 � ` �.w �rrr� MINUTES ARCHITECTURAL REVIEW COMMISSION FEBRUARY 22, 1994 Commission continued the request to allow the applicant to resubmit a more architecturally designed structure along with an actual site plan. 3 . CASE NO. : 4263 SA APPLICANT (AND ADDRESS) : IMPERIAL SIGN COMPANY, INC. for VACATION INN, 46-120 Calhoun Street, Indio, CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 73-960 Highway 111 ZONE: P.C. (4) Jeff Winklepleck presented drawings of the proposed signage for both Vacation Inn and Pasta House indicating that Vacation Inn needed a directional sign and the only logical location would be to place it on Pasta House property. The Vacation Inn sign would be green signage with an ivory background and Pasta House would be black with an ivory background. Commission approved the business identification signage for Vacation Inn and Pasta House subject to a maximum size of 3 square feet per sign. 4. CASE NO. : 4269 SA APPLICANT (AND ADDRESS) : KELLY TEMPORARY SERVICES, 44-100 Monterey Avenue, Suite 202, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 72-605 Highway 111, Suite B-1 ZONE: C-1 Steve Smith presented drawing of proposed signage noting that the office was located in the Coast Federal building in the old Re-Max office. Sign would be a 2 ' x 8 ' can sign, green copy with a white background. IV. CASES: A. Final Drawings : 1. CASE NO. : APPLICANT (AND ADDRESS) : THOMAS J. MOLINARO C/o AIR CONDITIONING COMPANY, INC. for BANK OF AMERICA, 6265 San Fernando Road, Glendale, CA 91201-2214 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of screened economizer/duct work on roof LOCATION: 73-280 E1 Paseo ZONE: C-1 S.P. 5teve Buchanan presented the revised plans for the screening on the installed duct work noting that it was a heavy corrugated material . He indicated that it would be painted a dark brown to match the building. Steve Smith indicated that the applicant would be taking the plans through the Palm Desert Property Owners Association. He added that it was staff' s intent to bring the plans back after they were approved by the property owners association. Commission continued the request noting that the basic concept was acceptable. Final plan to come back to commission once they have been processed through the Palm Desert Property Owners Association. 2 . CASE NO. : 397 C APPLICANT (AND ADDRESS) : MR. PAUL GRAVE5 for COLONY CABLEVISION, 41-725 Cook Street, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Reconsideration of approval of installed satellite antenna LOCATION: 41-725 Cook 5treet 5 . � �: MINUTES ARCHITECTURAL REVIEW COMMISSION FEBRUARY 22, 1994 ZONE: S. I . Commission continued the request as the applicant was not present. 3 . CASE NO. : 901 SF APPLICANT (AND ADDRESS) : DOUGLA5 J. WALKER, 74-539 Monte Verde Way, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Request approval to replace wire fence with redwood fence LOCATION: 44-316 San Jose Avenue ZONE: R-1 Jeff Winklepleck presented photographs of the existing fence along with drawings of the proposed fencing. He noted that code does not allow wood fences facing the street and that was why the request was before the commission. Mr. Winklepleck added that the fence would be 10 feet from the curb where code calls for 12 feet back. He showed how the fence placed at 12 feet from the curb would not be feasible. Action: It was moved by Commissioner Urrutia, seconded by Commissioner Connor, to approve the installation of the redwood fence subject to it being stained or painted to match the color of the house. Motion carried 5-0-1, Commissioner 0'Donnell Abstaining. 4. CASE NO. : APPLICANT (AND ADDRESS) : AMERICAN AWNING CO. for THE HAIR AFFAIR, 44-489 Town Center Way, Suite 194, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning with signage LOCATION: 73-540 E1 Paseo, Suite B ZONE: C-1 S.P. 6 � • � � MINUTES ARCHITECTURAL REVIEW COMMISSION FEBRUARY 22, 1994 Jeff Winklepleck presented drawings of the proposed awning noting that it was a request to recover an existing awning with dark brown letters on a desert tan background. Letter size would be 15" capitals with 8" lower case. Action: It was moved by Commissioner Urrutia, seconded by Commissioner Connor, to approve the awning with signage as submitted. Motion carried 6-0. V. The following case was added to the agenda by a unanimous vote: 1. CASE NO. : 4268 SA APPLICANT (AND ADDRESS) : PALMS TO PINES CANVAS for PEASANT RESTAURANT, Pinyon Pines, Box 69, Mountain Center, CA 92561 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awnings with business identification signage LOCATION: 73-725 E1 Paseo ZONE: C-1 S.P. Steve Smith presented drawings for the proposed awnings noting the request for four menu items . He indicated that "Peasant Restaurant" would be on all three sides of the awning with the logo and verbiage on the front only. Action: It was moved by Commissioner Gregory, seconded by Commissioner Holden, to approve the awnings with the following conditions : 1) Verbiage to be placed on sides of awning only with the log placed on the front. No signage on front of awning; 2) Maximum of two menu items placed on each side of awning' 3) Maximum letter size at 6 inches . 7 . , � �: MINUTES ARCHITECTURAL REVIEW COMMISSION FEBRUARY 22, 1994 Motion carried 6-0 . VI . MISCELLANEOUS: Commissioner Van Vliet questioned staff on the status of the landscaping behind the Daily Grille. Steve Smith noted that he would look into it and report back to commission. Commissioner Gregory felt that 15 gallon trees should be allowed at installation with the owner providing some type of maintenance program.
