The meeting was called to order at 12 : 15 p.m.

II . MINUTES:
The minutes of the December 14, 1993 meeting were continued to
the meeting of January 25, 1994 .
III . It was moved by Commissioner Connor, seconded by Commissioner
Urrutia, to approve the following cases by minute motion.

Jef f Winklepleck noted that he had reviewed the plans and
they were compatible to the preliminary landscape plans,
however noted that there was a 110 ' antenna on the final
plans that he had not seen before. Mr. Winklepleck noted
that he had informed the applicant that he would need to

submit a detailed proposal to the commission showing
exactly what they wanted to install . Commissioner Connor
felt that the final plans were acceptable subject to it
meeting the city's parking lot requirements .
Commission approved the final landscape plans as
submitted, subject to the applicant submitting a detailed
proposal for approval of the 110 ' antenna.

5teve Smith noted that the request was before the
commission at its last meeting; however, the applicant
was not present and has asked that he come before the
commission today with a revised proposal . The applicant,
Mr. Sales, noted that the signage on the Cook Street side
of the building would read "U-Haul - Moving Supplies" on
a white painted wood sign with red letters . The sign on
the south elevation would read "Roadrunner Car/Truck
Rentals - Cars - Vans" .

Jeff Winklepleck presented the revised signage plans
noting that it appeared that the applicant had met the
requirements from the last meeting, however he was asking
to increase the signs on the west elevation from 2 ' to
2-1/2 ' .
Commission approved the revised proposal as submitted,
subject to removal of existing pole sign.

Phil Drell presented plans noting that the temporary
trailers would be located in the parking lot until the
building was completed.
Commission approved the final landscape plans, subject to
the temporary buildings being reviewed by staff for final
approval .

Jeff Winklepleck noted that the applicant would be using
the existing E1 Jacal monument sign, re-stucco it, and
use 1" thick gater foam letters with a shiny gold face.
Commission approved the signage as submitted.

Steve Smith presented drawings of the proposed awning

Steve Smith presented pictures of the proposed dome
awnings to project out 5 ' with no post. He noted that
the awning is set back to the point where it would be 1 '
in front of the archways . No copy on the sides .
Eggshell awning with black copy.
Commission approved the awning as submitted.

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning

Steve Smith presented drawings of the proposed marquis
type awning with 8" copy. Awning would extend out
12-1/2 ' from the face of the building, with 2" brass
posts, and 24" back from the curb. Mr. Brooks indicated
that this was the only marquis awning on the building.
Commission approved the awning as submitted.

an awning for this building, however, the applicant now

sign would be placed on the wood fascia.

1 . CASE NO. :

NATURE OF PROJECT/APPROVAL SOUGHT: Approval to install
two carport units
LOCATION: 74-075 E1 Paseo
ZONE: C-1 S.P.
The applicant, Chuck McBride, presented photos of the
proposed carports for the building on the east side of
the post office. Carports would show 6" metal fascia
running along all four sides of the perimeter.
Commission approved the proposed carport units as
submitted.

IV. CASES:
1 . CASE NO. : 4245 SA
APPLICANT (AND ADDRESS) : SILVA CARPETS & INTERIORS,
Post Office Box 215, Palm Desert, CA 92261
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised
business identification signage
LOCATION: 73-954 Highway 111
ZONE: C-1
Phil Drell reported that the applicant has changed the
name of his business and was now asking to replace his
existing sign with the new name. The sign would be a lit
can instead of the existing plywood. Mr. Drell noted
that the applicant was requesting three menu signs and
this was the reason the request was before the
commission. The applicant noted that the name of his
business has been changed to "Silva Carpets and
Interiors .
Commissioner Holden suggested that the commission approve
the signage based on staff working out the menu items .
Commissioner Urrutia felt that the menu copy be smaller
than proposed, making the name of the business more
prominent.
Commissioner Connor felt that because the new name of the
business was "5ilva Carpets and Interiors" they should be
able to have the remaining two menu signs . Commissioner
Holden did not think there was an aesthetic reason for
over-riding the ordinance.
Action:
It was moved by Commissioner Van Vliet, seconded by
Commissioner Connor, to approve the revised signage
subject to the applicant working out the size of the menu
items with staff for final approval . Motion carried 5-0 .

V. The followinq cases were added to the agenda by a unanimous
vote:
1 . CASE NO. : 4239 SA
APPLICANT (AND ADDRESS) : PALMS TO PINES CANVAS for THE
VILLAGE Z00, Pinyon Pines, Box 69, Mountain Center, CA
92561
NATURE OF PROJECT/APPROVAL SOUGHT: Reconsideration of
awning approval
LOCATION: 73-405 E1 Paseo
ZONE: C-1
The applicant, Ernie Brooks, reviewed letters from
tenants occupying E1 Paseo Village asking that the
commission reconsider approving this awning, as they felt
it would enhance the area. Commissioner Urrutia noted
that the commission had discussed a more open frame
structure using lights and banners . Mr. Brooks indicated
that the owner of the center did not want the suggested
open structure.
Commissioner Holden asked the size of the awning. Mr.
Brooks indicated that it would go back 14 ' , 16 ' high, 9 '
wide, and 2 ' back from the curb. Commissioner Urrutia
felt that the proportions were wrong, as it seemed very
top heavy.
Commissioner Urrutia discussed the possibility of
changing the shape to a marquee type dome awning, and
taking it further back into the center. Commissioner
Connor agreed, and felt the awning would fit in better
with the center if it were taken back another 8 feet.
Commissioner Urrutia added that the height should be
brought down some.
Commissioner Holden felt that if the structure led to
somewhere, rather than just a sign, than he might find it
more acceptable. Commissioner Urrutia indicated that the
suggestions offered at the last meeting would accomplish
what the owner was looking for. He added that it was a
good concept, and felt that it was unfortunate that the
owner was not willing to explore other options .

Action:
It was moved by Commissioner Holden, seconded by
Commissioner Connor, to deny the request noting that they
felt the awning was considered more of a sign leading
nowhere rather than an awning. They also felt that the
awning did not fit in with the center' s architecture.
Motion carried 5-0 .
2 . CASE NO. : PP 93-3
APPLICANT (AND ADDRESS) : STEVE METSOVAS, Post Office
Box 5132, Orange, CA 92667
NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of
revised landscape plan
LOCATION; 73-850 Highway 111
ZONE:
Steve Smith noted that the applicant was before the
commission to request approval of the revised landscape
plan. Mr. Metsovas outlined the requested changes made
noting the additional shading and the location change of
the palm trees .
Commissioner Connor felt that the revised plan met the
reguirements along the frontage road, but not along the
building, noting that two additional grouping of trees
was still needed.
Action:
It was moved by Commissioner Urrutia, seconded by
Commissioner Holden, to approve the revised landscape
plan subject to placement of additional groups of palms
at the west end of the building and two 24" box sumac
placed midway between the palm groupings along the front
of the building. Motion carried 5-0 .

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of
installation of economizer/duct work over drive-thru area
LOCATION: 73-280 E1 Paseo
ZONE: C-1 S.P.
Steve Smith reported that the building department had
issued a mechanical permit to install an economizer. In
the installation of this economizer a large duct system
had been added. The applicant, Mr. Molinaro, discussed
why this system was needed. He proposed to add an
architectural feature, painted to match the fascia, to
screen the duct work.
Commissioner Urrutia felt that enclosing the duct work
would not look any different than what was already there,
and suggested that the screening should be extended in
proportion to the elements of the building. Commissioner
Holden discussed how the commission realized the
situation the applicant was in; however, they needed to
look for a design solution rather than a "band-aid" to
the situation.
Commission instructed the applicant to get the approval
from the Palm Desert Property Owners Association prior to
, returning for the city' s approval .
Action:
It was moved by Commissioner Urrutia, seconded by
Commissioner 0'Donnell, to approve the plans to screen
the installed duct work subject to extending the
screening in proportion to the elements of the building,
and painting it dark brown to match the existing trim
color. Commission directed staff to review the plan for
final approval once it has been approved by the Palm
Desert Property Owner' s Association. Motion carried 5-0 .
