I . CALL TO ORDER:
The meeting was called to order at 12 : 15 p.m.

II . APPROVAL OF MINUTES:
It was moved by Commissioner Urrutia, seconded by Commissioner
Connor, to approve the minutes of the June 28, 1994 meeting as
submitted. Motion carried 4-0-1, Commissioner Holden
Abstaining.
III . It was moved by Commissioner Urrutia, seconded by Commissioner
Connor, to approve the following cases by minute motion.
Motion carried 5-0.

1 . CASE NO: CUP 84-9

Commission reviewed the revised landscape plan and
approved it subject to the following conditions :
1) Replace texas ebony with mesquite and place along
street side of wall;
2 ) All trees to be installed with root guards;
3) Installation of drip system and sprinkler system
throughout annual color and lawn area;
4) Installation of header separating turf area and
lantana in planter area on street side of wall
along Santa Rosa.

Commission reviewed sign proposal and approved it in the
following colors : "Music" in Rust, "Blockbuster" in Blue
and White and the music bars in white.

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning
recover with business identification signage

Mr. Smith reported that the applicant had revised the
plans in order to have them approved by staff; and
therefore the case was withdrawn from the agenda at the
applicant' s request.

IV. CASES:
1 . CASE NO. : PP 92-5
APPLICANT (AND ADDRESS) : LOWE ENTERPRISES, INC. for
DESERT CROSSING, 1318 East 7th Street, Suite 2000, Los
Angeles, CA 90021; MCG & ASSOCIATES, 200 So. Los Robles
Avenue, Suite 300, Pasadena, CA 91101-8461
NATURE OF PROJECT APPROVAL SOUGHT: 1) Final approval of
revised landscape plan and Target working drawings;
2) Preliminary approval of other elevations
LOCATION: Southeast corner of Highway 111 and Fred
Waring Drive
ZONE: P.C. ( 3)
1) Landscape plan: Commissioner Connor reviewed the
list of comments from Eric Johnson on the proposed
landscape plan. It was suggested that approval of
the plans be continued to give the project
landscape architect an opportunity to meet with Mr.
Johnson to resolve the issues raised in his
memorandum. The commission directed the applicant
to re-examine screening at the rear and exposed
sides of buildings and consider redesign of parking
areas if necessary.
2) Target working drawings : The commission reviewed
the working drawings which included revised
elevations . The commission found the changes to
the garden center elevations to be unsatisfactory,
however felt that a revision submitted by project
architect, Ken McKently, was acceptable. It was
suggested that some parking lot modifications at
the east side of the building would regain some of
the landscaping areas eliminated when the garden
center was moved forward.
3) Other elevations : The commission also reviewed
storefront designs for Marshalls, T.J. Maxx, Bed,
Bath and Beyond and Service Merchandise.

Action:
It was moved by Commissioner Urrutia, seconded by
Commissioner Connor, to 1) continue the landscape plan
directing the applicant to meet with Eric Johnson to
resolve the issues raised in his memorandum. Commission
directed applicant to re-examine screening at the rear
and exposed sides of the buildings and consider redesign
of parking areas if needed; 2) commission found the
design for Target' s Garden Center unsatisfactory, however
approved the revised plan; 3) commission approved
storefront designs for Marshalls, T.J. Maxx, Bed Bath and
Beyond, and Service Merchandise with the exception of the
door and window design for Bed Bath and Beyond.
Applicant agreed to restore the original design. Motion
carried 4-0-1, Chairman Gregory Abstaining.
V. ADJOURNMENT:
The meeting was adjourned at 2 : 15 p.m.
