APPROVAL OF MINUTES: It was moved by Commissioner Van Vliet, seconded by Commissioner Connor, to approve the minutes of the July 12, 1994 meeting as submitted. Motion carried 5-0-1, Commissioner O'Donnell Abstaining. III . It was moved by Commissioner Urrutia, seconded by Commissioner O'Donnell, to approve the following cases by minute motion. Motion carried 6-0. A. Final Drawings 1 . CASE NO. : 4332 SA APPLICANT (AND ADDRESS) : DANA B. CARNES for MORNING STAR LEARNING PROGRAM, 43-550 Palmilla Circle, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of boulder with business identification signage LOCATION: 74-015 Aster Drive ZONE: R-1 MINUTES ARCHITECTURAL REVIEW COMMISSION JULY 26, 1994 Steve Smith presented drawings for the proposed boulder with bronze glaze letters sandblasted in the rock reading "Morning Star Learning Program Ages 3-6 Yrs" . The boulder would be located on the northwest corner of the lot at the southeast corner of Portola Avenue and Desert Star. Mr. Smith noted that it would be located back far enough to be out of the right-of-way. Commission approved the boulder with signage as submitted. Motion carried 5-0-1, Commissioner Connor Abstaining. 2 . CASE NO. : 4333 SA APPLICANT (AND ADDRESS) : ADAMS AUTOMOTIVE, 74-872 Velie Way #1, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 74-872 Velie Way ZONE: S. I . Steve Smith presented photographs of the building as well as a drawing of the proposed sign. He indicated that the unit did not have identification on the Velie Way multi- tenant sign. The applicant asked for approval to install the proposed sign on the wall as well as on the Velie Way side of the business . Commission approved the business identification signage to be placed on the east and south side of the building, approximately 2 ' from the end, with a 2" top and bottom border. Approval subject to removal of the existing free standing sign at the driveway. 3 . CASE NO. : APPLICANT (AND ADDRESS) : ST. JOHNS LUTHERAN CHURCH, 42-695 Washington Street, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of parking lot landscape plan for existing church facility LOCATION: 42-695 Washington Street 2 MINUTES ARCHITECTURAL REVIEW COMMISSION JULY 26, 1994 Steve Smith reported that he and Eric Johnson met with the applicant earlier and the plan before the commission today incorporated changes discussed at that meeting. Commission approved the revised landscape plan as submitted. Motion carried 5-0-1, Chairman Gregory Abstaining. 4 . CASE NO. : TT 26123 APPLICANT (AND ADDRESS) : SUNRISE CORP. for INDIAN RIDGE COUNTRY CLUB, 42-600 Cook Street, Suite 200, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of architectural plans for new model "Palo Verde" LOCATION: South side of Country Club Drive between Eldorado Drive and Oasis Club Drive Steve Smith presented the plans for the Palo Verde model noting the actual plan had already been approved, however, the applicant is changing the site plan of this unit adding a yard on each side of the house. Commission approved the revised site plan and architectural plans for the new model as submitted. B. Preliminary Plans: 1 . CASE NO. : CUP 94-11 APPLICANT (AND ADDRESS) : DRS. FRANK AND JANET KERRIGAN, 40-100 Washington Street, Bermuda Dunes, CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of landscape and architectural plans for 5794 square foot medical office LOCATION: 44-575 Washington Street ZONE: R-3 2 ,000 Jeff Winklepleck presented the plans noting that the landscape plans were conceptual and outlined recommendations made by Eric Johnson. Commissioner Connor questioned the tree groupings to the north. Mr. 3 MINUTES ARCHITECTURAL REVIEW COMMISSION JULY 26 , 1994 Winklepleck indicated that the area was tight, however could probably add some sort of diamond planting areas here. Commissioner Connor noted that the plan did not meet the city' s parking lot tree requirements . The applicant ' s representative, Chris McFadden, noted that the owners wanted to plant date palms between the trees along the north and south sides of the building. Chairman Gregory suggested treating the north side of the building the same as proposed on the south side placing palm trees between the shade trees to meet the city' s requirement. Commission approved the landscape plan subject to it meeting the city' s parking lot tree requirement and providing a detailed landscape plan with submittal for building "B" . C. Miscellaneous : 1 . CASE NO. : APPLICANT (AND ADDRESS) : BANANAZ, 72-291 Highway 111, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval to install two additional roof mounted satellite dishes LOCATION: 72-291 Highway 111 ZONE: P.C. (4 ) Steve Smith presented photographs of the property showing the single existing satellite dish and noted that the applicant was asking for approval to install two additional roof mounted dishes . Commissioner Van Vliet asked about the size of the new dishes . The applicant indicated that the new dishes would sit 2 ' higher than the existing dish and would only be seen from the parking lot. He noted that there was not enough room on the existing platform to install the additional dishes and therefore the new dishes could not be installed at the same height as the existing. Commission approved the installation of the two additional satellite dishes subject to painting them to match the color of the roof and that they are no more visible than the existing dish. 4 errNksof MINUTES ARCHITECTURAL REVIEW COMMISSION JULY 26, 1994 2 . CASE NO. : APPLICANT (AND ADDRESS) : JOSE LUIS RIOS, 43-701 Portola Avenue, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval to install 6 ' block wall with wrought iron fence LOCATION: 43-701 Portola Avenue Steve Smith presented the drawing for the proposed fence noting that the homeowners were asking for approval to install a 6 ' wrought iron fence across the property, 9 ' back from the curb. He noted that typically the city would require that the fence be at least 15 ' back from the curb. Commissioner Van Vliet asked if there were any other block walls in this area. Mr. Smith noted that a number of walls have been approved along Portola Avenue because of the noise situation. Commissioner Urrutia questioned the location of the fence right on the property line and asked if the owner would need a variance. Mr. Smith indicated that they would only need the approval from this commission. Commission approved the fence subject to a maximum of 6" spacing between the bars and the pilasters to be 16"x16" . IV. CASES : A. Final Drawings : 1 . CASE NO. : PP 92-5 APPLICANT (AND ADDRESS) : LOWE ENTERPRISES, INC. for DESERT CROSSING, 11777 San Vicente Blvd. , Suite 900, Los Angeles, CA 90049 ; MCG & ASSOCIATES, 200 So. Los Robles Avenue, Suite 300, Pasadena, CA 91101-8461 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised final landscape plan and revised elevations LOCATION: Southeast corner of Highway 111 and Fred Waring Drive ZONE: P.C. (3) 5 MINUTES ARCHITECTURAL REVIEW COMMISSION JULY 26 , 1994 Steve Smith reported that he met earlier with the applicants, Phil Drell, Eric Johnson and Ron Gregory and noted that a revised landscaping plan was upcoming. Mr. Rob Parker outlined the commission' s concerns with the screening of the building and lack of landscaping. He felt that it would not be a viable solution to switch the parking lot. Mr. Parker noted that the garden center was enclosed by a chain link fence with a shade cloth over it. He discussed how they could take full advantage of the garden center and nursery by placing some of the plants along the outside of the fence. Commissioner Urrutia emphasized the areas to the north and east of the garden center to the street. Mr. Buchanan noted that the project requires a 60 ' side yard around the entire complex to allow for fire department access . Action: It was moved by Commissioner Connor, seconded by Commissioner O'Donnell, to continue the landscape and parking lot plan to allow the applicant to provide a more detailed plan. Motion carried 5-0-1, Commissioner Gregory Abstaining. A modified plan for Target was presented by their architect, Raquel Rudquist. She noted that the original design had large medallions and the revised plan showed the use of smaller medallions . Commissioner Holden discussed his concerns with approving building elevations prior to approving the final landscape plan and then be informed that the necessary landscaping could not be added because the pads and curbs are already done. Action: It was moved by Commissioner Urrutia, seconded by Commissioner O'Donnell, to approve the revised exterior Target elevations subject to the medallion sizes being consistent throughout. Motion carried 5-0-1, Chairman Gregory Abstaining. Phil Drell presented the revised elevations for Bed, Bath and Beyond noting the different heights . 6 MINUTES ARCHITECTURAL REVIEW COMMISSION JULY 26 , 1994 Action: It was moved by Commissioner Van Vliet, seconded by Commissioner O'Donnell, to approve the revised exterior elevations for Bed, Bath & Beyond subject to the window and door glass heights being consistent. Motion carried 5-0-1, Chairman Gregory Abstaining. 2 . CASE NO. : APPLICANT (AND ADDRESS) : FOXX DEVELOPMENT, 74-818 Velie Way, Suite 12, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of additional second story windows LOCATION: Galleria Building at 73-111 E1 Paseo ZONE: C-1 S .P. Steve Smith noted that the applicant was asking approval to add two 2nd story windows . Commissioner Connor, aesthetically, did not like the added windows . The applicant, Jim Foxx, indicated that the tenant was remodeling the unit and wanted the additional windows . Commissioner Urrutia noted that there would now be four windows on the one corner of the building. Chairman Gregory asked if anyone looked at this window addition under Title 24 . Mr. Buchanan indicated that Title 24 did not come into play since they were not adding any square footage. Chairman Gregory felt that whatever is done should be identical to what is there now. Action: It was moved by Chairman Gregory, seconded by Commissioner Holden, to approve the additional windows subject to the new windows conforming to the existing windows . Motion died on a 2-4-0 Vote, Commissioners Van Vliet, Urrutia, Connor and O'Donnell voting No. Commissioner Van Vliet discussed the difficulty of determining how the additional windows would look without an actual detailed drawing. 7 MINUTES ARCHITECTURAL REVIEW COMMISSION JULY 26, 1994 Action: It was moved by Commissioner Urrutia, seconded by Commissioner Connor, to continue the request to allow the applicant to prepare a more detailed drawing and hopefully come up with a better solution that what was proposed. Motion carried 5-1-0, Chairman Gregory voting No. 3 . CASE NO. : 4331 SA APPLICANT (AND ADDRESS) . THE FLOWER COMPANY, Post Office Box 2278, Rancho Mirage, CA 92270 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised business identification signage LOCATION: 45-120 San Pablo, Suite H ZONE: C-1 S.P. Steve Smith presented photographs of the building as well as drawings of the proposed signage in illuminated individual 23" channel letters, red faces with a raceway. Commissioner Urrutia questioned the letters sitting directly on the raceway and the applicant, Frank Kittel, indicated that they would be raised 8" . Chairman Gregory explained how the commission has made every effort in the past to avoid the type of sign being proposed as it extended beyond any fascia that exists . Commission discussed other possible options for signage noting that it was a difficult location for any type of sign. Mr. Kittel felt that the options discussed by the commission were not acceptable and asked that the proposal be denied. Action: It was moved by Commissioner O'Donnell, seconded by Commissioner Connor, to deny the request as the proposed sign would be too large for the area in which it could be placed and was not compatible with the location. Motion carried 6-0 . 8 , '` . MINUTES ARCHITECTURAL REVIEW COMMISSION JULY 26, 1994 B. Miscellaneous : 1. CASE NO. : APPLICANT (AND ADDRESS) : ED DIAZ, 82-190 E1 Paseo, Indio, CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of single family residence over 15 ' in height LOCATION: 48-999 Barberry Steve Smith presented the house plans noting that it was approximately 17 ' in height. Action: It was moved by Commissioner Holden, seconded by Commissioner Van Vliet, to approve the plans for the single family residence as submitted. Motion carried 6-0 . V. MISCELLANEOUS: Commissioner Urrutia directed staff to inspect existing satellite dishes at Tanpopo, Nates Deli, Colony Cable, and KLCX radio station to confirm that the proper permits were issued for each.
