APPROVAL OF MINUTES: It was moved by Commissioner Urrutia, seconded by Commissioner Van Vliet, to approve the minutes of the May 24 , 1994 meeting as submitted. Motion carried 5-0-1, Chairman Gregory Abstaining. III . It was moved by Commissioner O'Donnell, seconded by Commissioner Connor, to approve the following cases by minute motion. Motion carried 6-0 . A. Final Drawings : 1 . CASE NO. : 4306 sa APPLICANT (AND ADDRESS) : CHIEF SIGN CRAFTS for SWAJIAN & SWAJIAN, 85-591 Highway 111, Coachella, CA 92236 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised internally illuminated plaza directional signs LOCATION: 74-090 El Paseo ZONE: C-1 Steve Smith noted that the revised sign proposal was to place the illuminated signage on the building under the street numbers . It is to be placed on the exterior of the glass between the fin walls . The sign would be 78" Nkmol MINUTES ARCHITECTURAL REVIEW COMMISSION JUNE 14, 1994 long with an ivory face. He added that the existing free standing sign had been refurbished. Commissioner Van Vliet asked if the proposed signage would be visible from the street. Mr. Smith indicated that the building is set back at least 40 ' at that point and the signage would be difficult to see driving down E1 Paseo. Commission approved the revised signage as submitted. 2 . CASE NO. : 4313 SA APPLICANT (AND ADDRESS) : SERVICE STATION SERVICES for CHEVRON, 3 Hutton Centre Drive, Suite 711, Santa Ana, CA 92707 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised signage LOCATION: 72-801 Highway 111 ZONE: P.C. ( 3) S.P. Jeff Winklepleck presented the proposed plans noting that the request was for a minor change to the existing monument sign using the existing face. He indicated that "Auto Service" would be added to the bottom of the signage. Sign would be white neon acrylic face with blue returns . Commission approved the revised monument sign as submitted. 3 . CASE NO. : 4314 SA APPLICANT (AND ADDRESS) : SERVICE STATION SERVICES for CHEVRON, 3 Hutton Center Drive, Suite 711, Santa Ana, CA 92707 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised signage LOCATION: 77-920 Avenue of the States ZONE: P.C. (2 ) 2 MINUTES ARCHITECTURAL REVIEW COMMISSION JUNE 14, 1994 Jeff Winklepleck presented the plans for the proposed signage noting that there is an existing 25 ' to 30 ' pole sign on the property. He noted that if the applicant did wish to change the sign they would have to conform to city standards and remove the existing pole sign. Mr. Winklepleck added that the applicant was also requesting approval to replace the exterior rock veneer with bullet resistant fiberglass . Commission approved the revised monument sign and replacement of the rock veneer with bullet resistant fiberglass, subject to removal of the existing pole sign. IV. CASES: A. Final Drawings: 1 . CASE NO. : 4248 SA APPLICANT (AND ADDRESS) : PALMS TO PINES CANVAS for VISIONS AMERICA, Pinyon Pines, Box 69 , Mountain Center, CA 92561 NATURE OF PROJECT/APPROVAL SOUGHT: Reconsideration of awning as installed LOCATION: 73-199 E1 Paseo, Suite E ZONE: C-1 S.P. Steve Smith noted that this case was before the commission at it' s last meeting and was continued to allow the commission time to examine the awning personally. Mr. Smith reminded the commission that the awning was approved in ruby red and was installed in hot pink with additional copy that was not approved. Commissioner Van Vliet was not as concerned with the additional copy, but felt that the awning color and material_ was . not . acceptable. The applicant, Ernie Brooks, noted that the approved ruby red was no longer available and thus the reason for changing the color of the awning to hot pink. Commissioner O'Donnell agreed that the color was not acceptable. Mr. Smith asked Mr. Brooks what color he now wanted to propose to replace the hot pink. He indicated that he wanted to keep the hot 3 MINUTES ARCHITECTURAL REVIEW COMMISSION JUNE 14, 1994 pink awning as installed. Commission indicated that this was not an option, and Mr. Brooks replied that he would have to consult with the owner on other colors that would be acceptable. Commissioner Connor felt that the installed awning was too busy. Commissioner Van Vliet agreed and felt that it was too bright and shiny. Mr. Smith confirmed with the commission that the color as installed was not acceptable and directed the applicant to propose the awning in a color that would be acceptable. Action: It was moved by Commissioner Van Vliet, seconded by Commissioner O'Donnell, that the hot pink, No. 0219, was not acceptable as a replacement for the ruby red, No. 4314, as approved. The applicant was directed to file a new request for a color acceptable to the client. Commission to review the copy when resubmitted. Motion carried 5-0-1, Chairman Gregory Abstaining. 2 . CASE NO. : PP 92-5 APPLICANT (AND ADDRESS) : LOWE ENTERPRISES, INC. for DESERT CROSSING, 1318 East 7th Street, Suite 2000, Los Angeles, CA 90021; MCG & ASSOCIATES, 200 So. Los Robles Avenue, Suite 300, Pasadena, CA 91101-8461 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of amended design of tenant monument signs and exterior tile detail LOCATION: Southeast corner of Highway 111 and Fred Waring Drive ZONE: P.C. (3) Steve Smith reported that the case was before the city council on June 9th where the council determined that the 28 ' height was acceptable for interior tenant signage, and that the tenant monument sign in addition to the center monument . sign was acceptable. The council also indicated that they would rather see a maximum of three items listed on 6 ' high signs . All remaining items were referred back to this commission for review and final action. Mr. Smith added that the council also approved the oversized letters . 4 8*4W *awe MINUTES ARCHITECTURAL REVIEW COMMISSION JUNE 14, 1994 Mr. Smith reported that staff was instructed to find comparable existing locations showing halo lit signage at night from 1000 feet. He suggested that the issue be continued so that the commission can look at these locations to determine of these signs are adequately legible. The locations determined would be the Michaels sign at the southeast corner of Fred Waring Drive and Town Center Way. To view this sign from 1000 feet would be next to the Southern California Edison Company office in the Marshall ' s Center on the west side of Town Center Way. The second location would be the Mervyn's sign as seen from the driveway entrance to Travelers Inn on Highway 111 . Commissioner Holden asked why the monument signs were needed if they were requesting approval of signage that would be seen from 1000 feet away at night. Mr. Smith reported the staff report from Mr. Drell indicated that the city council felt the proposed red, white and blue signage colors were not compatible with the pastel tile colors . Mr. Hoxworth, representing Lowe Enterprises, disagreed and felt that the colors were not unacceptable to the council . Mr. Smith suggested that this matter be continued until minutes of city council meeting are available. The council felt that the letter heights and oversized signage deemed acceptable. City Council felt the tenant monument signs, in addition to the center' s monument signs, were acceptable but they would rather see smaller 6 ' high signs with a maximum of three names on each. The applicant presented the reduced size monument signs showing three tenant signs, two on Highway 111 and one on Fred Waring Drive. He indicated that the copy would be the same on both sides of the internally illuminated signs . Mr. Smith indicated that he was under the impression that the commission felt the revised free- standing sign, with minor alterations, was acceptable. Commissioner O'Donnell asked to see graphics on the entry way scheme and discussed how the three trees at the entry . way have been replaced with five palms . Commission discussed the undetermined amount of shades of reds and blues . He asked why Target could not use a more muted red. Commissioner Holden discussed his objection with the number of colors proposed as the city' s sign ordinance states a maximum of three colors . The 5 MINUTES ARCHITECTURAL REVIEW COMMISSION JUNE 14, 1994 applicant discussed an option where a 1" perimeter of the letters be lit to give it more readability. Mr. Smith asked that the applicant provide locations of existing signs of this nature for the commission to review. The applicant noted that he did not know of any of these signs in this area, but would provide photographs of these signs from other cities . Action: It was moved by Commissioner Holden, seconded by Commissioner Connor, to approve Scheme A and Scheme B for the monument signs subject to the graphics not exceeding 6 ' in height. Commission continued the decision of the halo lit letters in order to allow them time to view existing halo lit letters and continued the color matter until approved city council minutes are available. Motion carried 5-0-1, Chairman Gregory Abstaining. 3 . CASE NO. : 4315 SA APPLICANT (AND ADDRESS) : ROBERGE CORP. for THE ARTISTS QUARTERS, 73-520 E1 Paseo, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning with signage LOCATION: 74-124 Highway 111 ZONE: C-1 Jeff Winklepleck presented colored rendering and plans for the proposed leaded glass sign noting that it would extend 9" from the building and approximately 18" tall . He indicated that the feature would be back lit in green, rust and yellow. Lettering would be 11" high by 101 . Commission questioned how this would relate to the pole sign. Mr. Winklepleck indicated that the pole sign was considered Art-In-Public-Places . Chairman Gregory suggested that a rheostat be installed considering the . length of the _sign. Action: It was moved by Commissioner Gregory, seconded by Commissioner Holden, to approve the stained glass feature subject to installing a rheostat to monitor the light intensity. Lighting level to be kept acceptable. 6 N%NW "golf MINUTES ARCHITECTURAL REVIEW COMMISSION JUNE 14, 1994 Motion Carried 4-2-0, Commissioners Van Vliet and Urrutia Voting No. B. Preliminary Plans : 1. CASE NO. : PP 93-6 APPLICANT (AND ADDRESS) : ROBERT MAYER TRUST for COUNTRY CLUB FALLS, Post Office Box 8680, Newport Beach, CA 92658 NATURE OF PROJECT/APPROVAL PROCESS: Preliminary approval of single family dwelling architecture and conceptual approval of architecture of neighborhood commercial center LOCATION: Northeast corner of Country Club Drive and Monterey Avenue ZONE: PR-7 Steve Smith reported that the single family units had been reduced in height and instead of the original 143, 55 ' wide lots, the plan was reduced to 136, 60 ' wide lots . Mr. Smith noted that there was a minimum 5 ' setback, however the applicant was committing to a minimum 15 feet between the wall lines and no more than three gable ends together in a row. Commissioner Holden noted that the commission had asked to see rear yard landscaping along Monterey Avenue. Mr. Smith indicated that these plans were still not available. Commissioner O'Donnell discussed his concerns with the property owners choosing Plan 3 or Plan 5 and how it would accentuate the grade differences . Commissioner Urrutia suggested varying the units with different color pallets and roof tiles . Mr. Smith noted that the presented elevations for the 9 acre commercial site did not match the current site plan so they were only asking for conceptual approval at this time. He indicated that the building along the west side of Albertsons has turned 90 degrees so the view from Monterey will change and that the plan now met the height limit except for the tower element which will go before the city council . 7 MINUTES ARCHITECTURAL REVIEW COMMISSION JUNE 14, 1994 Commissioner Van Vliet felt that the units looked too much alike and suggested more variations . Commissioner Urrutia agreed and felt the tones were very similar and needed a little more contrast. Commissioner O'Donnell also agreed and suggested the use of some flat roof tiles as well . Action: It was moved by Commissioner Holden, seconded by Commissioner Van Vliet, to grant preliminary approval on the single family dwelling architecture subject to additional color variations to the stucco and roof tiles submitted with working drawings . Commission also directed applicant to provide detailed landscape plans for the rear yards along Monterey Avenue. Motion carried 5-0-1, Commissioner Urrutia Abstaining. The applicant, Tim Bartlett, presented the preliminary exterior elevations for the commercial center noting that the site plan was still conceptual and was looking for the commission' s approval of the mediterranean/spanish theme with the towers as shown. He indicated that he was not addressing the signage at this point. Chairman Gregory felt the design concept looked great. Commissioner Holden discussed his concerns with the final drawings changing from this original design. Action: It was moved by Commissioner Holden, seconded by Commissioner Connor, to grant conceptual approval on the architecture of the commercial center with the understanding that the general concept be retained as the architecture progresses . Motion carried 5-0-1, Commissioner Urrutia Abstaining. 2 . CASE NO. : CUP 84-9 APPLICANT (AND ADDRESS) : MR. STEVE YOUNGREN for VALLEY CHRISTIAN ASSEMBLY, Post Office Box 3074, Palm Desert, CA 92261 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of parking lot landscape plan LOCATION: 73-979 Fred Waring Drive ZONE: R-3 8 MINUTES ARCHITECTURAL REVIEW COMMISSION JUNE 14, 1994 Mr. Smith outlined the proposed drawing noting that the applicant was undergoing some minor interior modifications that will expand their assembly area. This will expand the parking from 59 spaces to 116 spaces . He indicated that the case would go before the planning commission at it' s next meeting. Mr. Smith was asking for feedback from the commission on the proposed gates indicating that staff would require the access points from Portola Avenue and Santa Rosa be gated off . Commissioner Urrutia asked why the parking lot north of the home at Santa Rosa and Portola couldn't be redesigned to conform to the rest of the area. Mr. Smith indicated that the applicant wanted to keep this as a free area for overflow parking when needed. Commission discussed their concerns with the entrance along Portola Avenue. Mr. Smith noted that this entrance would be designated "in" only and gated except on Sundays . Action: It was moved by Commissioner Holden, seconded by Commissioner Urrutia, to direct the applicant to provide detailed drawings on the landscaping, parking area, the perimeter wall and the gate and fence design. Commission suggested to the planning commission that the driveway on Portola be eliminated with it being so close to Fred Waring Drive, and landscape it westerly to the point where it meets the access to the parking lot. Motion carried 6-0 . 3 . CASE NO. : PP 94-3 APPLICANT (AND ADDRESS) : GREGORY R. SPREEN for SATURN OF PALM DESERT, 25050 Redlands Blvd. , Loma Linda, CA 92354 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of exterior landscape plan and architecture for automobile sales and service facility LOCATION: Southwest corner of El Paseo and Highway 111 ZONE: O.P. Jeff Winklepleck presented the preliminary drawings of the facility noting that it would be going before the planning commission on June 21st. Mr. Smith noted that 9 MINUTES ARCHITECTURAL REVIEW COMMISSION JUNE 14, 1994 the planning commission would like to have some indication relative to the acceptability of the architecture. Mr. Winklepleck indicated that the landscape plan was very conceptual . Commissioner Holden discussed how if he was to envision an auto dealership at this location, he would envision something very special and different. He did not see this proposal as being something special and different and would expect more architectural detail . Commissioner Urrutia agreed and felt that the drawings looked very similar to the auto mall in Cathedral City. Commissioner Urrutia noted that the idea of an auto dealership on Highway 111 and E1 Paseo has been an old subject from years ago and at that time the philosophy was the same. It was felt that it should be treated differently than normal auto dealerships where there is a lot of cars parked out front. He discussed the thought of approaching the display area with small pads that varied in heights with only 6 or so automobiles parked there, not the normal 50 cars . The rest of the automobiles would be parked in the back, stored out of sight. Commissioner Urrutia felt that if this was the concept, he would have an easier time of approving a dealership. Commissioner Holden felt that since this was something new for the city, they would be looking for something new in the way it is presented rather than the typical dealership. He thought a unique landscape pattern could be designed along Painters Path, but once you get past that it is the same hot, smelly asphalt. Commissioner Holden would like to see landscaping throughout the entire lot. Commissioner Urrutia agreed that most people shopping for cars are doing so in the hot sun where there is no shade provided. Mr. Smith asked if the parking area should comply with the parking lot tree ordinance. Commissioner Urrutia felt that it should comply even more so because there is a product that is for sale on display. It is .not like _a . parking lot where people are parking their cars, leaving their cars and coming back to get in their cars and leaving again. He added that you are taking people out of their own air-conditioned car and putting them out in a hot asphalt lot. 10 MINUTES ARCHITECTURAL REVIEW COMMISSION JUNE 14, 1994 Commissioner Urrutia agreed that this is an area that requires something more special . He added that as far as architecture is concerned, this is a prime piece of property that has a lot of exposure and therefore it should be something a little more exceptional . Commissioner Urrutia felt that more effort should be made in the design as he felt the proposal was very average. Commissioner Holden noted that the commission needed to look at things such as no second floor windows facing north or towards the highway, but instead they are all facing south which is towards Sandpiper. Commissioner Urrutia felt that the service area should be located where it is completely out of sight and noted his concerns with the service canopy facing the highway. Chairman Gregory briefly outlined some concerns from a meeting he attended with the adjacent homeowners . One point that was brought up was the typical loud speaker system, and the homeowners suggested that the employees wear a beeper to avoid the use of the loud speakers . Action: It was moved by Commissioner Urrutia, seconded by Commissioner Connor, to continue the request with the comments to be forwarded to the planning commission and to the applicant. Motion carried 5-0-1, Chairman Gregory Abstaining. C. Miscellaneous : 1. CASE NO. : APPLICANT (AND ADDRESS) : BOB SIPOVAC, 73-540 Highway 111, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of Certificate of Zoning Conformance LOCATION: 44-635 and 44-655 San Carlos Avenue ZONE: R-1 Mr. Smith presented pictures of the existing property noting that it is zoned R-1 with 3 detached units . 11 *4W `40W MINUTES ARCHITECTURAL REVIEW COMMISSION JUNE 14, 1994 Chairman Gregory felt that there was essentially no landscaping. Commissioner Urrutia agreed, noting that it would need to be brought up to conformance with upgraded landscaping and parking area. Action: It was moved by Commissioner Van Vliet, seconded by Commissioner Urrutia, to continue the request to allow the applicant to prepare detailed drawings of proposed upgraded parking area and landscaping. Motion carried 6-0 . Once the plan is approved and implemented, staff is instructed to go out to the site to make sure the approved plan is implemented to their satisfaction before issuing the certificate. 2 . CASE NO. : APPLICANT (AND ADDRESS) : SLOBODAN SIPOVAC, 44-575 San Onofre, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval to extend back wall height by 4 ' on single family residence LOCATION: 44-575 San Onofre ZONE: R-1 Case withdrawn from the agenda at applicant' s request. Note: Commissioner Connor questioned the status of the landscaping in the Daily Grille parking lot. He indicated that it still was not complete, and directed staff to report back to the commission on the situation. V.
