CASE NO. : APPLICANT (AND ADDRESS) : B-Y-J PARTNERS for BURGER KING, 40-041 Sagewood Drive, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of monument and building signage LOCATION: 73-547 Highway 111 (Jensen' s Shopping Center) ZONE: C-1 S.P. Case was continued at the applicant 's request. Mr. Smith informed the commission that this item would be going before the planning commission on July 5th. 1 ft MINUTES ARCHITECTURAL REVIEW COMMISSION JUNE 28, 1994 2 . CASE NO. : 4318 SA APPLICANT (AND ADDRESS) : HEATH AND COMPANY for THRIFTY DRUG STORE, 3225 Lacy Street, Los Angeles, CA 90031 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of additional menu cabinet sign LOCATION: 72-875 Highway 111 ZONE: C-1 S.P. Steve Smith presented the drawings showing the request to add "Pharmacy" on the left side of the existing roof mounted sign that reads "Thrifty" . On the opposite side of the "Thrifty" signage is an existing "l Hour Photo" sign. Mr. Smith indicated that the new proposed signage would align with the existing signage and match in color and design. He felt that this was a roof sign which is not permitted by code, but noted that there are two signs existing now in this location. This would be proposed as a second menu sign. Commission approved the additional signage as submitted. Motion carried 3-0-1, Commissioner Urrutia Abstaining. 3. CASE NO. : 4319 SA APPLICANT (AND ADDRESS) : ALLIED INTERSTATE DEVELOPMENT CORP. for 7-ELEVEN, 9864 Glenoaks Blvd. , Sun Valley, CA 91352 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of ATM sign LOCATION: 73-800 Highway 111 ZONE: C-1 S.P. Steve Smith presented the drawings noting that the request was to add an ATM sign in green with white letters . Mr. Smith also presented photographs showing where they are requesting to locate the wall sign next to the entry doors . Total signage on the site will continue to conform to code. 2 MINUTES ARCHITECTURAL REVIEW COMMISSION JUNE 28, 1994 Chairman Gregory discussed the ongoing concerns with the lack of maintenance on the landscaping in the parking lot at this location. He felt that a landscaping plan should be submitted for approval before anything else can be approved at this location. Commission approved the ATM signage with the condition that 7-Eleven provide staff with a landscape plan for approval and a bond or letter of credit to guarantee the maintenance of same. Motion carried 3-0-1, Commissioner Urrutia Abstaining. 4. CASE NO. : 4320 SA APPLICANT (AND ADDRESS) : DIVERSIFIED GRAPHICS INDUSTRIES for PETE CARLSON' S GOLF & TENNIS, 73-741 Highway 111, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised business identification signage LOCATION: 73-741 Highway 111 ZONE: C-1 S .P. Steve Smith presented the drawing for the proposed signage noting that the existing signs along the fascia are painted wood with some flood lights . He noted that this proposal is for illuminated signage and that is why it is before commission. Commissioner Urrutia felt that the two colors together were too bright. The applicant noted that he could match any color the commission would want. Commission approved the signage subject to the colors matching the Plexiglas Blue No. 2050 and Plexiglas Yellow No. 2016 with a maximum 430 miliamps of illumination. 5 . CASE NO. : 4321 SA APPLICANT (AND ADDRESS) : MERLE A. ROUSSELLOT for GALA VILLA INN, 409 Bouquet Canyon Drive, Palm Desert, CA 92211 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of identification signage 3 MINUTES ARCHITECTURAL REVIEW COMMISSION JUNE 28, 1994 LOCATION: 73-721 Shadow Mountain Drive ZONE: R-3 13,000 Jeff Winklepleck presented drawings of the proposed wood column signage noting that staff ' s only concern was the 7 ' height. He indicated that the timbers would be painted to match the fascia of the building with the letters being white. Chairman Gregory felt that the posts should be dropped in height by 1 foot. The applicant explained how lowering the posts would not work with the cars parking in front of the signs . She indicated that she would be using the existing lights in the flower bed. Commission approved the signage as submitted subject to the applicant receiving an encroachment permit from the public works department. 6 . CASE NO. : 4322 SA APPLICANT (AND ADDRESS) : LITECO SIGNS for GRAPHICS GALLERY, 27-300 Hopper Road, Desert Hot Springs, CA 92241 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised business identification signage LOCATION: 73-375 E1 Paseo, Suite E ZONE: C-1 Jeff Winklepleck outlined the proposed drawings for the signage noting that it is for an existing store that is consolidating from two units to one. Commissioner Urrutia asked about the proposed signage being off-set. Mr. Winklepleck confirmed that the off-set signage in 18" letters was what the applicant was proposing. Commissioner Urrutia discussed his concerns with the height as he felt the signage would not fit in space available. Commission approved the revised signage subject to a minimum 3" top and bottom border and 2" between "Graphics" and "Gallery" . 4 l...r N400' MINUTES ARCHITECTURAL REVIEW COMMISSION JUNE 28, 1994 7 . CASE NO. : 4323 SA APPLICANT (AND ADDRESS) : JEFF RYNYAN for DESIGN CENTER FURNITURE MART, 41-905 Boardwalk, Suites R & S, Palm Desert, CA 92211 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning and wall signage LOCATION: 41-905 Boardwalk, Suites R & S ZONE: S. I . Jeff Winklepleck presented the drawings for the proposed awning noting that the store faces west off Cook Street and the awning was needed for shade. There would be no signage on the awning. Mr. Winklepleck noted that the applicant had discussed placing additional signage on the wall . The applicant noted that this additional signage was needed to direct people to Boardwalk from Cook Street. The applicant understood that he could not duplicate the business name on the wall and therefore was asking to place the name of the street (Boardwalk) and the street address on the wall in gold letters to match the letters on the building. Commission approved the awning in Persian Green No. 4643 by Sumbrella. Commission directed staff to work with the applicant on placing the street name and address on the wall to match the gold letters on the building. B. Preliminary Plans : 1. CASE NO. : TT 27964, PP 94-1 APPLICANT (AND ADDRESS) : STAN KASSOVIC for REGENCY HOMES, 71-246 Sahara Road, Rancho Mirage, CA 92270; REGENCY HOMES, 77-670 Springfield Lane, Suite 4A, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised preliminary architectural plans for condominiums LOCATION: North side of Country Club Drive between Portola Avenue and Cook Street 5 ,%we �•.r+ MINUTES ARCHITECTURAL REVIEW COMMISSION JUNE 28, 1994 ZONE: PR-5 The applicant, Mr. Kassovic, presented a revised colored rendering. Mr. Winklepleck noted that the plans were originally submitted in April and commission was concerned with the elevations being very simple and plain. He added that the project was condensed to 46 units with a mix of one and two story units . Mr. Kassovic outlined the changes noting the modification in the eaves and roof lines . Commissioner Van Vliet questioned the height of the units . Mr. Kassovic noted that the highest unit was approximately 23 ' . Commission approved the revised preliminary architectural plans as submitted. IV. CASES: A. Final Drawings : 1 . CASE NO. : 4324 SA APPLICANT (AND ADDRESS) : ULTRANEON SIGN COMPANY for BANANAZ, 5474 Complex Street, Suite 501, San Diego, CA 92123 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 72-291 Highway 111 ZONE: P.C. (4) Jeff Winklepleck presented the drawings for the proposed signage noting that the applicant is requesting approval to utilize the existing sign base from the Redondo Don' s monument sign with additional signage placed in the same location of the existing wall sign. Chairman Gregory noted the six colors and asked the applicant if he was aware of the city' s sign ordinance allowing a maximum of three colors . The applicant then presented an alternate proposal for the monument sign with only 4 colors . Chairman Gregory felt the sign was tastefully done. Commissioner Urrutia preferred the original proposal and thought that the sign with the 6 colors was very subtle. He suggested eliminating the orange border around the yellow and using the purple in its place. 6 N%w MINUTES ARCHITECTURAL REVIEW COMMISSION JUNE 28, 1994 Action: It was moved by Commissioner Urrutia, seconded by Commissioner Connor, to give the applicant the option of choosing Scheme A subject to the letters for "California Cantina" changed to yellow and expanding the sign to eliminate the white border, or Scheme B subject to deletion of the orange. Wall sign color scheme to conform to monument sign. Motion carried 4-0 . Note: Chairman Gregory left the meeting at 1 : 30 p.m. 2 . CASE NO. : PP 92-5 APPLICANT (AND ADDRESS) : LOWE ENTERPRISES, INC. for DESERT CROSSING, 1318 East 7th Street, Suite 2000, Los Angeles, CA 90021; MCG & ASSOCIATES, 200 So. Los Robles Avenue, Suite 300, Pasadena, CA 91101-8461 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of amended design of tenant monument signs and exterior tile detail LOCATION: Southeast corner of Highway 111 and Fred Waring Drive ZONE: P.C. (3) Steve Smith noted that the case was before the commission in order for them to reaffirm the proposed signage colors of red, white and blue as well as their feelings on the halo lit letters . He noted that he had viewed the signs at Michael ' s and Mervyn' s as discussed with the commission and felt that the reverse channel letters were legible at 1000 feet. Mr. Smith distributed copies of the minutes from the June 23rd city council meeting where it was discussed that they felt the red, white and blue did not compliment the colors of the building. Several commissioners indicated they had reviewed the Mervyn' s and Michael ' s signs at night and felt that the halo lit letters were acceptable. Commissioner Urrutia asked that the applicant submit specific signage colors for the commission to review. 7 MINUTES ARCHITECTURAL REVIEW COMMISSION JUNE 28, 1994 Mr. Greg Hoxworth presented a colored elevation showing the tile colors of blues, yellow, beige and maroon noting his view that the proposed red, white and blue signage is keeping with the nature of the shopping center. Mr. Hoxworth noted that the proposed colors would be Plexiglass Red No. 2415 and White No. 7328 . He was not sure which color Plexiglas would be the correct blue. Commissioner Connor asked what percentage of the colors would be used. Mr. Hoxworth indicated that one-half of the tenants would use the red. Commissioner Urrutia noted his concerns with the bright white color proposed as he thought the colors in the building were soft and this signage would be too bright. He felt that an ivory would blend in with the color of the building better. Mr. Smith asked about the color of copy for the Bed, Bath and Beyond. Mr. Hoxworth indicated that it would be the blue and red as approved. Mr. Hoxworth asked if the option could be left open on using the blue or red neon to keep the consistency of the red and blue letters . Commission felt that the neon should be uniform and that white with intensity of 4500, as has been required previously, should be required here. Mr. Hoxworth presented the revised drawings of the approved monument signs and commission found them acceptable. Action: It was moved by Commissioner Urrutia, seconded by Commissioner Connor, to approve the sign program utilizing reverse channel letters with a maximum 4500 white neon on the three colors being Plexiglas Red No. 2283, Acrylite Blue No. 607 , and Acrylite Ivory No. 047 . The revised monument sign was approved subject to changing the gray signage to blue. Motion carried 3-0 . 8 MINUTES ARCHITECTURAL REVIEW COMMISSION JUNE 28, 1994 B. Preliminary Plans : 1 . CASE NO. : APPLICANT (AND ADDRESS) : RONALD GREGORY ASSOCIATES, INC. for JACK IN THE BOX, 74-020 Alessandro, Suite E, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of conceptual landscape plan LOCATION: West side of Washington Street between 42nd Avenue and Avenue of the States (Palm Desert Country Club Shopping Center) ZONE: P.C. 2 Commissioner Connor noted that the plant list had no relationship to the plan. He felt that the plan as shown could be acceptable but felt that it needed to be more consistent. Commissioner Connor added that it was unclear what the existing landscaping consisted of. Action: It was moved by Commissioner Urrutia, seconded by Commissioner Van Vliet, to grant conceptual approval to the landscape plan directing the applicant to provide an actual detailed landscape plan. Motion carried 3-0 . 2 . CASE NO. : CUP 84-9 APPLICANT (AND ADDRESS) : MR. STEVE YOUNGREN for VALLEY CHRISTIAN ASSEMBLY, Post Office Box 3074, Palm Desert, CA 92261 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of revised parking lot landscape plan LOCATION: 73-979 Fred Waring Drive ZONE: R-3 Steve Smith presented the proposed plans for the parking lot noting that the expansion was approved through the planning commission last week. Commissioner Urrutia noted that the only change he could see from the original plan was the closure of the driveway. 9 MINUTES ARCHITECTURAL REVIEW COMMISSION JUNE 28, 1994 Commissioner Urrutia questioned the added chain link fence along Portola Avenue. The applicant noted that the existing fence, surrounded by oleanders, would be continued across the opening at Portola. Commission directed the applicant to insure that the added chain link fence is fully landscaped. The applicant indicated that he will be transplanting some of the existing oleanders in this area. Commissioner Connor felt that transplanting would not work because of the size of the existing oleanders . Commissioner Connor felt that it was very difficult to read what is being proposed with the landscaping and felt that it did not meet the city' s ordinance on required amount of trees . He indicated that there are areas of four trees in a row that are all different with two of the four trees not on the list approved by the city. Commissioner Connor noted that the mexican fan palms are not on the list unless they are grouped. He indicated that it was hard to tell what the intent is and determine what the finished product would be. Commissioner Connor directed the applicant to review the city' s guidelines as far as required quantities and species of trees . Commissioner Urrutia also felt that the plan was very difficult to read because of the very small scale plan. Action: It was moved by Commissioner Connor, seconded by Commissioner Urrutia, to continue the request directing the applicant to provide a more detailed landscape plan. Commission noted that the gates would be 4 ' high and painted black. Motion carried 3-0 . C. Miscellaneous : 1 . CASE NO. : APPLICANT (AND ADDRESS) : KLCX FM, 77-622 Country Club Drive, Suite K, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of roof mounted antenna LOCATION: 77-622 Country Club Drive, Suite K ZONE: S. I . 10 MINUTES ARCHITECTURAL REVIEW COMMISSION JUNE 28, 1994 Steve Smith noted that the station was located on Country Club Drive in the industrial park west of Washington Street. He indicated that the applicant did get approval for installation of a satellite dish that was installed. Mr. Smith noted that they now have installed an additional 12 ' dish and staff is starting to get complaints from the neighbors . He indicated that the applicant is requesting approval to move the dish to the center of the building at the back of the roof. Mr. Smith noted that it would be slightly noticeable because it is 12 ' high, but far less noticeable at the new proposed location. The applicant reported that the height of the dish was a technical specification for this type of dish. Commissioner Urrutia suggested that the dish be painted to match the color of the building. Action: It was moved by Commissioner Urrutia, seconded by Commissioner Connor, to approve the relocation of the dish with the condition that it be painted to match the color of the building. Motion carried 3-0 . 2 . CASE NO. : PP 93-6 APPLICANT (AND ADDRESS) : ROBERT MAYER TRUST for COUNTRY CLUB FALLS, Post Office Box 8680, Newport Beach, CA 92658 NATURE OF PROJECT/APPROVAL SOUGHT: Planning Commission comments regarding proposed Albertson' s LOCATION: Northeast corner of Country Club Drive and Monterey Avenue ZONE: PR-7 Mr. Smith reported that this item was on the agenda because the elevations for Albertson' s were discussed at the last planning commission meeting with specific comments on the architecture. He noted that the commission felt that the architecture appeared bland and needed some depth. Commissioner Urrutia noted that the elevations would be revised once a final site plan was developed. 11 *400 MINUTES ARCHITECTURAL REVIEW COMMISSION JUNE 28, 1994 3. CASE NO. : 904 SF APPLICANT (AND ADDRESS) : RAY KILLORAN, 43-510 Joshua Road, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Consideration of reduced setback requirement for fence LOCATION: 43-510 Joshua Road Jeff Winklepleck reported that the applicant was proposing a fence at a 7 ' setback where the ordinance requires a 15 ' setback. He noted that the applicant would have to obtain an encroachment permit from the public works department. Action: It was moved by Commissioner Urrutia, seconded by Commissioner Connor, to approve the fence at the proposed location subject to the applicant obtaining an encroachment permit from the public works department. Motion carried 3-0 . V. OLD BUSINESS: JIM HARRIS, architect for SATURN OF PALM DESERT, addressed the commission asking for their comments on what they were looking for in the way of design for the proposed Saturn dealership at the southwest corner of El Paseo and Highway 111 . Mr. Smith indicated to Mr. Harris that the planning commission was very negative and directed staff to prepare a resolution of denial . Commissioner Urrutia reported that, in terms of the architecture, the commission felt that the proposed dealership was the same as the auto center in Cathedral City which they do not want. He noted that the commission would like to see something a little more unique and referred to Harv' s Car Wash which was done very nicely. Commissioner Urrutia added that the commission would like to see more landscaping and see the site plan done more in a gallery type atmosphere. He noted that here in the desert the shade is very important and the asphalt just amplifies the desert heat. Commissioner Urrutia suggested that the applicant needed to introduce trees, landscaping and overhangs to help to reduce the problem. 12 MINUTES ARCHITECTURAL REVIEW COMMISSION JUNE 28, 1994 Commissioner Urrutia added that the noise buffer between the service area and the neighborhood was also very important. He noted that there was a service door in the front that faced Highway 111 and the concern was that this be redesigned so that it did not face the highway. Mr. Harris asked if there was a flavor that the city was looking for. Commissioner Urrutia indicated that it was not up to the commission to try to steer him in any one direction but personally preferred a something more contemporary. He felt that an auto dealership could be done nicely if done correctly. Commissioner Urrutia also discussed the fact that this area is predominately residential and the residents are very concerned.
