APPROVAL OF MINUTES: It was moved by Commissioner Holden, seconded by Commissioner Urrutia, to approve the minutes of the February 22, 1994 meeting as submitted. Motion carried 6-0 . III . It was moved by Commissioner Urrutia, seconded by Commissioner O'Donnell, to approve the following cases by minute motion. Motion carried 6-0. A. Final Drawings : 1 . CASE NO. : PP 92-7 APPLICANT (AND ADDRESS) ; NOGLE ONUFER ASSOCIATES ARCHITECTS for COACHELLA VALLEY WATER DISTRICT, 2398 San Diego Avenue, San Diego, CA 92110 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of microwave tower adjacent to service station facility LOCATION: 75-525 Hovley Lane ZONE: P Steve Smith reported that the applicant was requesting recommendation to the City Council to approve the 120 ' satellite tower. Jeff Winklepleck noted that the property was surrounded by industrial with the exception � ' � � MINUTES ARCHITECTURAL REVIEW COMMISSION MARCH 8, 1994 of the residential area along Hovley. Commission asked why the tower needed to be so high. Mr. Winklepleck indicated that the height was needed to get direct access to their facility in Coachella. Commissioner Urrutia asked if the tower would have lights . Mr. Winklepleck indicated that it would. Commission continued the request directing the applicant to provide technical justification for the height of the proposed tower. 2 . CASE NO. : 4263 SA APPLICANT (AND ADDRESS) : VACATION INN, 11975 E1 Camino Real #103, San Diego, CA 92103; IMPERIAL SIGN COMPANY, INC. , 46-120 Calhoun Street, Indio, CA 92201 NATUE OF PROJECT/APPROVAL SOUGHT: Approval of revised business identification signage LOCATION: 73-960 Highway 111 ZONE: P.C. (4) Jeff Winklepleck reported that the applicant was before the commission again to request larger signage than the approved maximum 3 square foot signs . The applicant noted that they did not have direct access from Highway 111 and felt that the directional sign was needed to get their customers into the property. Commissioner Connor felt that a larger sign would be acceptable if the Pasta House sign was not included. Commission discussed other locations for the proposed signage. Mr. Winklepleck noted that anything over the allowed 3 square feet would have to go before the planning commission for approval. Commission approved the relocation of the sign to the area closer to the street and felt that a maximum of 4 square feet for the Vacation Inn sign was acceptable. Commission informed applicant that if they wanted anything larger than the previously approved 3 square foot signs, the request would have to go before the planning commission for approval. 2 ' `��"'" �� MINUTES ARCHITECTURAL REVIEW COMMISSION MARCH 8, 1994 3 . CASE NO. : 4270 SA APPLICANT (AND ADDRESS) : PARAGON SIGNS for MANPOWER, 77-670 Springfield Lane, Palm Desert, CA 92211 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 42-575 Melanie Place, Suite H ZONE: S. I . Jeff Winklepleck presented drawing of proposed 10 ' x 20" sign using individual blue foam letters placed on the building. Commission approved the business identification signage as submitted. 4. CASE NO. : 4274 SA APPLICANT (AND ADDRESS) : PALMS TO PINES CANVAS for AIR DREAMS, Pinyon Pines, Box 69, Mountain Center, CA 92361 NATURE OF PROJECT/APPROVAL SOUGHT: Approval to replace existing awning LOCATION: 73-170 E1 Paseo ZONE• C-1 S.P. Mr. Winklepleck noted that the request was to replace the existing awning at Southwest Collectables . Awning would be an off-white with 8" black letters . Commission approved the awning with signage as submitted. IV. CASES: A. Final Drawinqs: 1 . CASE NO. : 4239 SA APPLICANT (AND ADDRESS) : PALMS TO PINES CANVAS for THE VILLAGE ZOO, Pinyon Pines, Box 69, Mountain Center, CA 92561 3 '�wr `�, MINUTES ARCHITECTURAL REVIEW COMMIS5ION MARCH 8, 1994 NATURE OF PROJECT/APPROVAL SOUGHT: Reconsideration of awning with signage LOCATION: 73-250 E1 Paseo ZONE: C-1 S.P. The applicant' s representative, Ernie Brooks, indicated that he had gone before the city council with an appeal to the commission's decision and was directed to return to the A.R.C. to work out a compromise. Commissioner Urrutia explained how the commission had asked for a more open type structure. Mr. Brooks indicated that the applicant did not want an open type structure and still wanted to use the proposed fabric awning. Mr. Smith noted that the request was back on the council agenda on Thursday, March lOth. Commissioner Holden felt that the awning should define an entry way to a building or provide shade. He did not feel the commission could approve an awning that went nowhere. He read from the zoning code specifications that "awnings must be substantially attached to the building structure" . Commissioner Urrutia noted that the commission was not opposed to the concept, but did not feel that the proposed awning was the answer. Commissioner Holden added that they were looking for more of a garden structure that leads to the garden area, not a banner that leads to nothing. Commission reiterated their opinion, i .e. the submittal was not what they were looking for. Commission was looking for a more architectural, artistic structure. The applicant' s representative indicated that the applicant only wished to proceed with the canopy awning structure. Mr. Drell will be attending the council meeting of March lOth to represent the commission on this case. 4 �' � MINUTES ARCHITECTURAL REVIEW COMMISSION MARCH 8, 1994 V. The following cases were added to the agenda by a unanimous vote: 1 . CASE NO. : 902 SF APPLICANT (AND ADDRESS) : ROBERT C. AULT, 73-230 Santa Rosa Way, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of block and wood structure 15 ' from curb LOCATION: 73-230 Santa Rosa Way ZONE: R-2 (7 ) Jeff Winklepleck presented a drawing of the proposed structure as well as pictures of the home. He noted that the request was before the commission because of the material to be used. Action: It was moved by Commissioner 0'Donnell, seconded by Commissioner Gregory, to approve the fence as submitted. Motion carried 6-0 . 2 . CASE NO. : 4272 SA APPLICANT (AND ADDRESS) : PALMS TO PINES CANVAS for BON VOYAGE TRAVEL, Pinyon Pines, Box 69, Mountain Center, CA 92361 NATURE OF PROJECT/APPROVAL SOUGHT: Approval to replace existing awning and add business identification signage to the north wall LOCATION: 73-100 E1 Paseo, Suite 10 ZONE: C-1 S.P. Jeff Winklepleck presented proposal showing 8" black steel letters on the west side of the building as well as signage on the awning. 5 �� �� MINUTES ARCHITECTURAL REVIEW COMMISSION MARCH 8, 1994 Action: It was moved by Commissioner Urrutia, seconded by Commissioner Holden, to approve the replacement of the existing awning as well as the additional signage on the north wall. Motion carried 6-0 . VI . MISCELLANEOUS: Commission questioned the landscaping at the 7-11 on the northeast corner of Highway 111 and San Luis Rey. Mr. Drell reported that the new owner came in to change their business license stating that he was requesting approval to restore the original landscaping and bringing the property up to specifications . Commissioner Connor noted that the palm trees installed at the new Metsovas center were incorrect. He indicated that the palms were to be filiferas, not the hybrid that were being installed. Commissioner Connor noted that there were to be two clusters of 3 trees at the ends of each building. VII . ADJOURNMENT: The meeting was adjourned at 1 :20 p.m. /> _____ -- �'�k��> ��Z ,. °_-f�.
