I. CALL TO ORDER:
The meeting was called to order at 12 : 15 p.m.

II . APPROVAL OF MINUTES:
It was moved by Commissioner Van Vliet, seconded by
Commissioner Holden, to approve the minutes of the March 8,
1994 minutes as submitted.
III . MISCELLANEOUS:
Commissioner Urrutia asked why the corporate yard in the civic
center did not go through the commission for approval as Mayor
Pro-Tem Crites had assured the commission that all future city
projects would have to go before the Architectural Review
Commission for approval . Commission also asked staff why
there have not been any joint meetings with the city council
as in the past.
IV. It was moved by Commissioner Holden, seconded by Commissioner
Urrutia, to approve the following cases by minute motion.
Motion carried 5-0.

Jeff Winklepleck reminded the commission that this
building was before them about a year ago for approval of
an entry awning that lead to a planter area. The
applicant is now proposing to remodel the front of the
building so that the awning would lead to somewhere. The
marquis awning would be 9 ' wide, beige with black
lettering, and Mr. Winklepleck noted that there were no
other marquis awnings on the building.
Commissioner Urrutia asked about the paving in front of
the store. The applicant noted that stamped concrete
would be placed under the awning from the curb to the
store entrance. Commissioner Van Vliet questioned the
proposed signage. The applicant indicated that he would
prefer signage on the awning only. Commission felt that
was acceptable as long as the signage was not on all
three surfaces.
Commission approved the store entry remodel with the
awning subject to the signage being placed on the sides
only and not on the end.
B. Miscellaneous Cases:

Steve Smith noted that the property was across the street
from the new city park and the plans showed a height of
16-1/2 ' to 17 ' noting that the other homes in the area
were about the same height. Commissioner Van Vliet
discussed the grading on the homes in the area. Mr.
Smith explained that the grade was consistent with
adjacent homes .

Commission approved the house plans subject to the
existing grade not being altered more than 6" .
2 . CASE NO. :

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of change
from existing flat roof structure to a 3 : 12 pitch roof
with overall height of 16 ' 8-1/2"
LOCATION: 73-333 Salt Cedar
ZONE:
Steve Smith presented plans and photographs showing the
flat roofed accessory building in the rear yard. The
applicant noted that the entire home would be re-roofed
to match the new roofing material on the accessory
building.
Commissioner Gregory asked if the existing structure met
all setback requirements. The applicant indicated that
it was 5 ' from the neighbors property line and over 10 '
from the rear neighbor' s property line. Commissioner
Holden asked for assurance that the fascia on the new
structure would match the existing fascia. Commissioner
Gregory discussed his concerns with the structure being
5 ' from the property line on the south side, and these
neighbors having to look right at the gable ends of the
roof. The applicant outlined the landscaping between the
two properties that would screen the area.
Commission approved the re-roof subject to a maximum
height of 16-1/2 ' .

NATURE OF PROJECT/APPROVAL SOUGHT: Reconsideration of
microwave tower
LOCATION: 75-525 Hovley Lane
ZONE: P
Jeff Winklepleck reported that he had found the original
set of approved preliminary plans showing a tower at 100 '
in height. Mr. Buchanan felt that the original plans
were reviewed without considering the tower, as it was to
be addressed as a separate issue.
The applicant, Paul Cockrell, reported that the s�rvice
station on Hovley Lane was now under construction. The
building is 26 ' high and they are proposing that the
tower be 110 ' from ground level . Mr. Cockrell indicated
that their headquarters are in Coachella and they needed
the height to get to their system in Coachella. He added
that the tower would sit over 1,000 feet from the nearest
property owner and there would be an 8 ' block wall
surrounding it.
Commissioner Gregory asked if there was any other
location lower in height that could be used. Mr.
Cockrell indicated that they have a consultant who did a
line of site, and felt that the 100 ' is the height needed
to get over the blocking of the Stouffers Hotel. Mr.
Smith asked if it were possible to place dishes at the
top of the hotel to make it a link between the two
stations . Mr. Cockrell noted that it could be possible,
but the additional $25,000.00 to place a repeater at the
hotel would be the issue.
Commissioner Holden felt that this was more of a
technical concern and the commission was being asked to
compromise their aesthetic concerns. He felt that there
was nothing aesthetic that was being reviewed, and
someone else needed to make the decision here. Mr.
Winklepleck noted that the applicant was looking for a
recommendation from the commission as the issue will be
going before the city council because of the height.
Commissioner Holden felt that from an aesthetic point of
view the commission would like to see another way to
accomplish the same results . Commissioner Urrutia agreed
and felt it was a very gray issue. He added that the

economic and technical issues needs to come from the
planning commission or the city council . Mr. Winklepleck
noted that staff would be contacting the city attorney to
get clarification.
Action•
It was moved by Commissioner Gregory, seconded by
Commissioner Urrutia, to direct staff to convey their
comments to the city council that from an aesthetic point
of view they would like to see another way of
transmitting to accomplish the same results . Commission
recommended against approving the 120 ' tower and
suggested installing a repeater station on the Stouffer' s
Hotel. Motion carried 5-0 .

placed on existing Houston Lumber sign

Tim Bartlett introduced Denise Roberge and noted that she
was opening a workshop/showroom type facility for artists
to congregate and develop finer arts . She wants to keep
the existing elevations and work around them for
remodeling the building. The existing roof sign,
pursuant to the ordinance, must be removed. The new
owner hopes to convert the tall sign into an
architectural element or an art feature. Mr. Bartlett
outlined the contest held by Ms . Roberge to all local
artists . They selected one entry that they felt was most
appropriate. He presented a rendering of the existing
structure noting that it would be a light box with
stained glass . It would not be a sign.

Commissioner Urrutia noted that the piece was approved
through the Art-In-Public-Places Committee but they never
addressed the height issue. He was under the impression
that the height was addressed through the planning
commission. Commissioner Gregory discussed his concerns
with the height of the art piece. Mr. Smith noted that
if the building was being constructed today, the code
specifies a maximum height of 30 ' but because it is
existing, they could not govern the art as long as it did
not exceed the existing height. Commissioner Holden felt
that the height of the artwork should be lowered no
higher than the existing columns to fit it better with
the architecture. Commissioner Urrutia was also
concerned with the height and felt that lowering it would
not take away from its effectiveness .
Commission felt that the concept and artwork was good,
but would like to see the whole thing designed to include
the columns, not just the artwork and should be lowered
for better proportion.
The following cases were added to the agenda by a unanimous vote:

Steve Smith presented drawings showing the existing
awnings where the applicant is proposing to add "Hathaway
Chiropractic Center" in 8" high black letters on the
front of the awning. He noted that the awning would lead
to the new entrance.
Action•
It was moved by Commissioner Van Vliet, seconded by
Commissioner Connor, to approve the awning with signage
as submitted. Motion carried 5-0 .

Steve Buchanan presented final plans noting that there
were no changes from the original approved preliminary
plans .
Action:
It was moved by Commissioner Van Vliet, seconded by
Commissioner Holden, to approve the final architectural
plans as submitted. Motion carried 5-0 .

Steve Smith presented drawings for new signage on the
existing burgundy awning noting that the applicant was
requesting to add "Side Door Gallery" in white letters to
the awning facing E1 Paseo and "Gallery" on the side
awning.
Action:
It was moved by Commissioner Gregory, seconded by
Commissioner Holden, to approve the awnings with signage
as submitted; however, commission suggested that the
awning on the back be reshaped to fit in with the design
of the balcony above it. Motion carried 5-0 .

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised
signage
LOCATION: 73-101 Country Club Drive
ZONE: P.C. (2)
Steve Smith presented pictures of the existing Lucky
store noting that the applicant was requesting to change
the signage on the building from "Pharmacy/Liquor" to
"Sav-On" and "Pharmacy" in white letters with "Liquor" in
red letters . Commissioner Gregory suggested removing the
"liquor" signage and keep "Sav-On" and "Pharmacy" in all
red letters to match existing signage.
Action:
It was moved by Commissioner Gregory, seconded by
Commissioner Connor, to approve the revised signage with
the following conditions:
1) "Sav-On" in type script;
2) "Pharmacy" in letter type to match existing Lucky
signage;
3) Delete "Liquor" signage
4) All signage to match existing red lettering.
Motion carried 5-0.
