Jeff Winklepleck presented pictures of the proposed
carport structure and location. He indicated that
the 8 ' high structure would be placed along the 6 '
wall fronting on Acacia.
Commission approved the plans for the carport structure
subject to it being painted to match the building.

Steve Smith noted that this case was before the
commission at it' s last meeting where the commission had
denied the proposed monument sign. The applicant was
present with revised drawings for a 15 square foot
monument sign which met code requirements . Mr. Smith
added that the revised signage showed three menu items
and code would only allow for two. The applicant, Ms .
Noel, indicated that the stucco would match the building
with burgundy letters . She added that the two menu items
would be "Wills - Trusts" .
Jeff Winklepleck suggested making a single face,
straight, monument sign and bring it closer to the street
subject to approval from the public works department for
an encroachment permit. Ms. Noel noted that there would
be a 2 ' planter at the bottom of the sign.
Commission preferred a single sign, double faced. Ms.
Noel felt that a single sign, 12 ' back from the street,
would not be visible. Commissioner Connor felt that it
looked as if the entire front area of the property would
be taken up by the monument sign because the lot was so
small.
Commissioner Urrutia noted that there would be two
business identification signs close together and felt
that the monument sign would be redundant.
Action:
It was moved by Commissioner Holden, seconded by
Commissioner Van Vliet, to approve a double faced, flat
sign, 5 ' high with no posts subject to the applicant
receiving an encroachment permit from the public works
department. Menu items to be reduced to read "Wills -
Trusts" . Motion carried 4-0 .

Steve Smith presented drawings of the proposed signage in
red letters noting that the store would be going in the
Marshalls/111 Town Center. He noted that the center' s
approved sign program consisted of blue, rust and orange.
Action:
It was moved by Commissioner Connor, seconded by
Commissioner Holden, to deny the signage request as the
proposed color did not conform to the center' s approved
sign program. Motion carried 4-0.
3. CASE NO. : 4303 SA

Jeff Winklepleck presented elevations and drawings of
proposed marquis and quarter dome awnings . Mr.
Winklepleck indicated that there was another marquis
awning at the east end of the building, however, the
space was vacant. This store was on the west end of the
building.
Action:
It was moved by Commissioner Holden, seconded by
Commissioner Connor, to approve Option "B" , deleting the
marquis awning. Motion carried 4-0.

Steve Smith noted that the applicant was requesting
approval to install a new sign face using the existing
Water Bedroom can sign. The building will be painted in
a coral color and the applicant wants his sign to be blue
copy on a white background. The applicant noted that the
three businesses at this location sit together on Highway
111 with very dark windows . He is trying to brighten up
the building with the new paint and sign colors.
Commission explained to the applicant how they have
always tried to stay away from the bright white
background. Commissioner Urrutia felt that repainting
the building alone would solve the majority of the
problem.
Action:
It was moved by Commissioner Urrutia, seconded by
Commissioner Holden, to approve the signage subject to
changing the background color to an off-white. Staff to
grant final approval once applicant provides acceptable
color sample. Motion carried 4-0 .
5. CASE NO. : PP 92-6
APPLICANT (AND ADDRESS) : MAKENA PROPERTIES for DESERT
SPRINGS MARKETPLACE, 33048 Rancho Viejo Road, Suite 120,

LOCATION: Northwest corner of Cook Street and Country
Club Drive
ZONE: P.C. (2)
Steve Smith presented the center' s site plan noting that
the applicant felt they needed to add some greenery to
the site. It is a basic drought tolerant planting scheme
and they are now proposing to add turf in 8 particular
areas shown on the site plan. Public works staff
recommended approval of the added turf.
The applicant felt that when you walk through the center
is was too sparse and the entry areas needed something
more. The turf would be approximately 6-1/2� of the
over-all landscaping.

Commissioner Connor felt that the added turf was
inconsistent with what the city is trying to accomplish
with water efficient plans . He added that a green, lush
look could be accomplished with something other than
turf. Commissioner Urrutia felt the added turf was
acceptable, but felt there should be something more than
just grass. The applicant indicated that the shrubs
around the turf areas already exist.
Commissioner Connor felt that it was going to look like
an after thought with the small turf areas . He added the
maintenance problems with trying to keep the turf areas
separated with bender boards. Commissioner Connor
discussed other options that would fit in better with the
center.
Action•
It was moved by Commissioner Urrutia, seconded by
Commissioner Connor, to continue the request noting that
they would prefer annual color, bougainvillea or
baccharis in place of the proposed turf areas.
Commission felt that these alternatives would tie-in to
the center more effectively. Motion carried 4-0.
6 . CASE NO. : PP 92-5
APPLICANT (AND ADDRESS) : LOWE ENTERPRISES, INC. for

proposal for majors 1-4
LOCATION: Southeast corner of Highway ill and Fred
Waring Drive
ZONE: P.C. (3)
Phil Drell presented colored drawings on the proposed
signage and color board for building elevations . He
noted that by using the city's standard calculations, the
proposed signage was too large. The only colors
presented by the applicant were shades of red. Mr. Drell
indicated that all the signs were above 20' so the
program would have to go before the city council for
approval . As well, the applicant was proposing that the

signs be channel letters (thru the face illumination) .
Mr. Greg Hoxworth, noted that 90� of the center would be
taken up by major tenants and their goal was to try to
tie the colors of the signage in with the colors of the
tile throughout the center. The oversized signage was
needed because the major tenants would be approximately
1000 ' feet from the street. Commissioner Holden noted
that the ordinance limited the center signs to three
colors. Commissioner Urrutia felt that as long as the
signs fit in with the proportion of the building, he did
not have a problem with the height and style of the
signage. The overall size area would have to comply with
the ordinance.
Commission felt that the channel letters in the colors
requested would not be acceptable. They also noted that
the use of halo lit reverse channel letters in three
recent commercial centers (Mervyn's Center, Trader Joe' s
and Ralphs) had worked quite effectively and was
aesthetically pleasing.
Commission indicated that the cabinet sign associated
with the Service Merchandise sign could be acceptable
subject to additional detailed review.
Mr. Hoxworth presented the drawings for the proposed
monument sign. Mr. Drell indicated that the center was
entitled to one monument sign per frontage and asked the
commission to realize the size of the center and how far
the tenants are from the street. Staff noted that
monument signs were limited to 6 feet in height and
usually no more than 2 tenants identified. Commissioner
Urrutia discussed his concerns with the marquis type
monument sign and questioned the way the monument sign
was being presented. He felt a smaller monument sign
with fewer tenants listed, with reverse channel, back lit
letters would be more acceptable.
Action:
It was moved by Commissioner Van Vliet, seconded by
Commissioner Urrutia, to approve the wall sign program
for the center subject to the following:
1) Approved colors shall be red, white and blue;
2) All signs to be reverse channel letters with white
neon not to exceed 4500 intensity;

3) Sign size for each tenant not to exceed ordinance
formula (i .e. for each tenant - 1 square foot per
linear foot of building frontage for the first 50
feet, 1 square foot of signage for every 2 feet of
building frontage for the next 50 feet, and 1
square foot of signage for every 4 feet of building
frontage in excess of 100 feet) ;
4) That the wall signs not exceed at height of 28 feet
and this height is subject to approval by the city
council.
Motion carried 4-0 .
The matter of the freestanding signs was continued to
allow the applicant to return with a more acceptable
proposal in keeping with comments from commission.
B. Preliminary Plans :
1 . CASE NO. : PP 93-6
APPLICANT (AND ADDRESS) : ROBERT MAYER TRUST for COUNTRY

NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval
of architectural and landscape plans for residential and
commercial development
LOCATION: Northeast corner of Country Club Drive and
Monterey Avenue
ZONE: PR-7
Steve Smith presented the plans informing the commission
that the applicant would be going before the planning
commission the following week for a general plan
amendment and zone change request. Plans showed a 28
acre site to include 141 lots ranging in size from 5,000
to 8,000 square feet. He noted that the residential
portion provides for a minimum 20 ' front yard setback,
15 ' rear yard setback, and 5 ' side yard setbacks on
either side. He indicated that the 1950 square foot
house included a loft.

The applicant, Mr. Tim Bartlett, indicated that he was
not prepared to submit elevations for the commercial
center, as he was undergoing some changes as the result
of a major tenant.
Mr. Smith noted that the property was zoned PR-7 and the
number of lots came out to approximately 5 .05 homes per
acre where 7 per acre are permitted. He noted that the
planning commission would be determining if this was
acceptable.
Commissioner Holden asked to see wall plans with
landscaping. Mr. Bartlett outlined the elevations along
Country Club Drive which included a 12 ' meandering
sidewalk with a water feature at the corner of Country
Club Drive and Monterey Avenue. He also discussed the
proposed sculpture garden.
Commissioner Holden asked about access to the tennis
courts . The applicant, Steve Sandberg, indicated that
parking spaces would be added in this area. Mr. Smith
noted that each lot is required to have two 24" box trees
with leaves.
Commissioner Van Vliet discussed his concerns with the
grade differentials from lot to lot. Mr. Sandberg noted
that the slopes would be landscaped where there would be
higher walls because of the grade difference.
Commissioner Connor asked about the height of the homes .
Mr. Sandberg noted that the one story homes were up to
18 ' high with the 2-story homes at approximately 20 ' to
21 ' . He noted that the roofs have a taller pitch to give
a more massive look. Commissioner Holden discussed his
concerns with the grade problems with such tight lots
noting that an 18 ' home only 5 ' from the neighbor' s 18 '
home at a higher grade would have the resident looking
out at a 23 ' home. He felt that the houses were high,
the lots were tight, and the setbacks are small . Mr.
Smith noted that the applicants would need to make some
changes in the house plans to bring the heights down to
a maximum of 18 ' for this zone.

Commissioner Connor informed the applicants that they
require at least one of the three models show a water
efficient/drought tolerant planting design. He added
that wall plans and landscaping (specifically along
Monterey Avenue) were needed.
Action:
It was moved by Commissioner Van Vliet, seconded by
Commissioner Connor, to continue the request until after
the planning commission and city council take their
position on the site plan. Commission directed the
applicant to revise the house plans to conform to the 18 '
height limit in this zone. Commission also directed the
applicant to provide a water efficient/drought tolerant
landscape plan on one out of every three models and some
type of wall plan to show the landscaping, specifically
along Monterey Avenue. Motion carried 3-0-1,
Commissioner Urrutia Abstaining.

Steve Smith noted that the planning commission approved
an addition at the rear of the restaurant noting that the
approval was subject to the applicant obtaining
additional parking spaces. Commissioner Van Vliet
questioned the roof equipment and how it would be
screened. Commissioner Holden felt that the equipment
could be screened the same way as was done on the front
of the building. Mr. Castelli was present and indicated
that he would work with commission to address this
matter.
