APPROVAL OF MINUTES: It was moved by Commissioner Van Vliet, seconded by Commissioner Urrutia, to approve the minutes of the May 10, 1994 meeting as submitted. Motion carried 4-0-1, Commissioner 0'Donnell Abstaining. III. It was moved by Commissioner Urrutia, seconded by Commissioner Holden, to approve the following cases by minute motion. Motion carried 5-0. A. Final Drawings : 1. CASE NO. : 4310 SA APPLICANT (AND ADDRESS) : PALMS TO PINES CANVAS for CINEMA III, Pinyon Pines, Box 69, Mountain Center, CA 92561 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awnings LOCATION: 72-745 Highway 111 Phil Drell presented drawings of the retractable awning proposed for placement over the ticket window. The applicant, Ernie Brooks, noted that the window gets direct sun and this awning would provide shading. Commissioner 0'Donnell asked why the awning had to be retractable and Mr. Brooks indicated that the owner of the theater liked the looks of the awning. � � MINUTES ARCHITECTURAL REVIEW COMMISSION MAY 24, 1994 Commission approved the awnings as submitted. B. Miscellaneous Plans: l. CASE NO. : APPLICANT (AND ADDRESS) : LANCE ALACANO, 73-182 Loma Vista, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of plans for single family homes over 15 ' height limit LOCATIONS: 73-070 Caliandra 73-134 Loma Vista 73-117 Bel Air 132 Vista Royale Steve Smith presented the house plans noting that it had been built on several lots in the area of Loma Vista and Bel Air. Commissioner O'Donnell asked if there was anything unusual with any of the lots . Staff did not feel that there was anything unusual. Commission approved the house plans as submitted, subject to the existing grade not being altered more than 6" . IV. CASES: A. Final Drawings: l. CASE NO. : PP 92-5 APPLICANT (AND ADDRESS) : LOWE ENTERPRISES, INC. for DESERT CROSSING, 1318 East 7th Street, Suite 2000, Los Angeles, CA 90021; MCG & ASSOCIATES, 200 So. Los Robles Avenue, Suite 300, Pasadena, CA 91101-8461 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of amended wall sign program and freestanding sign LOCATION: Southeast corner of Highway 111 and Fred Waring Drive ZONE: P.C. (3) 2 ''�r `�' MINUTES ARCHITECTURAL REVIEW COMMISSION MAY 24, 1994 Phil Drell noted that the new proposed sign program colors would be red, white and blue and would be going before the city council for approval of letter size as they would be larger than what is allowed by code. The only thing the commission would be reviewing today was the tenant monument sign. Mr. Drell noted that the size of the monument sign complies to code. He indicated that the monument sign before the commission today was a tenant identification sign, not the center' s identification sign, as the center identification sign would be in addition to the tenant monument sign. Commission discussed their concerns with the number of tenants listed on the monument sign and the applicant indicated that the reason for this was because there would be 11 tenants in the center that are larger than 20,000 square feet. Commissioner Holden asked what the letters would be made out of. Mr. Drell indicated that they would be illuminated letters similar to the monument sign across the street at Waring Plaza. Commissioner Connor felt that the proposed monument sign would be difficult to read. Commissioner Urrutia noted that the proposed sign is what is typically done in strip centers and this is what commission was trying to avoid. He also felt that the lay-out of the tenant names would be harder to read than the original stack design. Commissioner Holden felt that if this monument sign was approved as proposed, it would be the same as the Palm Desert Town Center wanting to list all their tenants on a monument sign. The applicant asked about reducing the size of the monument sign and making two separate signs. . Commissioner Urrutia noted that this is what was done at Waring Plaza and has been successful . Mr. Smith indicated that the city ordinance allows for one monument sign per street frontage. Mr. Drell asked if the commission was willing to approve a tenant monument sign separate from the center monument sign. The applicants noted that the reason they are concerned about visibility is because the tenants are over 1,000 feet from the street. Commissioner 0'Donnell asked if there were any directional signs on the interior of the center. The applicant noted that they have not located these yet but will probably be placed in the intersections . 3 � � MINUTES ARCHITECTURAL REVIEW COMMISSION MAY 24, 1994 Commissioner 0'Donnell felt that the interior directional signs could work better with just a couple of the major tenants listed on the monument sign. Action: It was moved by Commissioner Urrutia, seconded by Commissioner Connor, to refer the entire proposal to the city council for determination if the center identification signage needs to be located on the tenant monument sign, determine the acceptable number of tenants to be identified, and any other issues the council wants addressed by this commission. Once addressed by city council the entire signage proposal shall return to this commission for review of design and architecture. Motion carried 5-0. 2 . CASE NO. : 4248 SA APPLICANT (AND ADDRESS) : PALMS TO PINES CANVAS for VISIONS AMERICA, Pinyon Pines, Box 69, Mountain Center, CA 92561 NATURE OF PROJECT/APPROVAL SOUGHT: Reconsideration of awning as installed LOCATION: 73-199 E1 Paseo, Suite E ZONE: C-1 S.P. Steve Smith reported that the applicant had added the word "Optometry" to the awning which was approved in ruby red. The installed awning is a bright pink. Staff had received a complaint from a merchant on E1 Paseo, and thus bringing the case back to the commission. Commissioner Urrutia was not concerned with the color of the installed awning but was surprised that the applicant added the copy without getting it approved. Commissioner O'Donnell also expressed his concerns with the applicant making the change in the color of the awning, and adding copy, without coming back to the commission for their approval . 4 � � MINUTES ARCHITECTURAL REVIEW COMMISSION MAY 24, 1994 Action: It was moved by Commissioner O'Donnell, seconded by Commissioner Connor, to continue the request to allow them to physically inspect the awning as installed. Motion carried 5-0. 3 . CASE NO. : 4306 SA APPLICANT (AND ADDRES5) : CHIEF SIGN CRAFTS for SWAJIAN & SWAJIAN, 85-591 Highway 111, Coachella, CA 92236 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of plaza directional signs LOCATION: 74-090 E1 Paseo ZONE: C-1 Steve Smith reported that the proposal is to install two directional signs on the existing wall with ivory letters on a brown background. There would be a 5" x 4 ' sign for each tenant that would slide into the slots. Commissioner Urrutia felt that the proposed signage was actually a directory board and indicated that a directory on signs of this nature should be handled in a different manner. Commissioner Holden noted that the commission has always tried to place tenant directory signs on the walls of the building itself. The applicant noted that there was no area on the wall to place a directory sign. Commissioner Holden also felt that it would be very hard to see the signage from the street at the proposed location. Commissioner Connor agreed and also felt that because the tenant names were so close together, they would be difficult to read. Commissioner 0'Donnell felt that the building identification sign on top of the wall was unacceptable. Action: It was moved by Commissioner Connor, seconded by Commissioner Urrutia, to continue the request and directed staff to meet the applicant on site to determine other alternatives that could be proposed. CASE NO. : 4307 SA APPLICANT (AND ADDRESS) : SPEEDY SIGN-A-RAMA, USA, 41-905 Boardwalk, Suite U, Palm Desert, CA 92211 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 41-905 Boardwalk, Suite U ZONE: S. I . Steve Smith outlined the request to relocate the business identification signage to a new location. The sign would be red plexi glass face with gold trim, mounted on a raceway. He indicated that all other signs on both buildings on each side of this building have foam lettering with brass faces . Mr. Smith noted that the unit was on the east side of Cook Street which fronts on Cook Street directly across from Colony Cable. Commissioner Connor felt the signage should be consistent with the existing signage on the buildings . Commissioner Urrutia agreed and noted how the applicant was asking for something totally different than what has been approved for the building and what everyone else has adhered to. Commission questioned the use of a raceway. The applicant noted that if this was an issue, there is a drop ceiling and the raceway could be placed behind that. The applicant presented an alternative material in gold that would be illuminated. Mr. Smith indicated that the proposed gold was not as shiny as the existing polished brass letters. Commissioner Urrutia discussed his concerns with the proposed sign being illuminated and not matching the existing signage. Action: It was moved by Commissioner Urrutia, seconded by Commissioner Holden, to deny the proposed signage as it did not adhere to the existing sign program using polished brass foam letters, non-illuminated, with no raceway. Motion carried 5-0. 6 �rr � MINUTES ARCHITECTURAL REVIEW COMMISSION MAY 24, 1994 5 . CASE NO. : 400 C APPLICANT (AND ADDRESS) : TRA, INC. for THE UPPER CRUST, 1900 E. Tahquitz Canyon Drive, Suite B-4, Palm Springs, CA 92262 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of storefront remodel and awnings LOCATION: 73-540 El Paseo ZONE: C-1 Phil Drell presented plans for the proposed storefront remodel with awnings . The awnings would be green and would shade the windows. The windows that are recessed would be popped out. Mr. Drell indicated that the remodel did meet the setback requirements . Commissioner Holden noted that the glass will go all the way up to the top of the awning and so the awning would be placed right up against the glass . Mr. Brooks was under the impression that the awnings would be 5" away from the glass. Commissioner Urrutia asked why there couldn't be one long awning. Mr. Trancoso noted that this could not be done because there was another tenant involved. Commissioner Holden discussed his concerns with the glass extending all the way up to the awning. Commissioner Van Vliet asked if there was any copy on the awning. Mr. Brooks indicated that there would be a 1-1/2" white border around the signage with "Upper Crust" repeated in 6" letters . The existing signage on the wall would remain. Commissioner O'Donnell felt the wall sign should be incorporated in the awning. Action: It was moved by Commissioner O'Donnell, seconded by Commissioner Van Vliet, to approve the storefront remodel as submitted subject to the applicant obtaining an encroachment permit from the public works department. The awning was approved as revised by commission subject to removal of the existing wall sign and placing it on the front of the marquee awning. Motion carried 5-0. 7 f �. �. CASE NO. : 4305 SA APPLICANT (AND ADDRESS) : TODAY'S SLEEP, Post Office Box 1047, Rancho Mirage, CA 92270 NATURE OF PROJECT/APPROVAL SOUGHT: Reconsideration of business identification signage colors LOCATION: 73-394 Highway 111 ZONE: C-1 The applicant, Steve Legris, requested commission' s reconsideration of the white background for the new sign. He presented photographs of signs within a two block radius of his business. Mr. Smith reminded the commission that the issue was that the sign company had a white plex that could be used. He suggested that commission might approve the white background subject to toning down the blue. Action: It was moved by Commissioner Urrutia, seconded by Commissioner 0'Donnell, to approve the white background color as submitted subject to changing the blue to match the nearby "Scissors" sign.
