APPROVAL OF MINUTES: It was moved by Commissioner Holden, seconded by Commissioner Van Vliet, to approve the minutes of the November 8, 1994 meeting as amended. Motion carried 6-0 . III . It was moved by Commissioner O'Donnell, seconded by Commissioner Van Vliet, to approve the following cases by minute motion. Motion carried 6-0. A. Final Drawings 1. CASE NO. : 4394 SA APPLICANT (AND ADDRESS) : PARAGON SIGNS for CHAPMAN UNIVERSITY, 77-670 Springfield Lane, Palm Desert, CA 92211 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 42-600 Cook Street ZONE: S. I . Steve Smith presented a photograph showing where the proposed signage would be placed. He indicated that the approval of this signage in no way circumvents the need for a conditional use permit. MINUTES ARCHITECTURAL REVIEW COMMISSION NOVEMBER 22 , 1994 Commission approved the signage as submitted with the condition that the signage not be installed until the conditional use permit is approved for the use. B. Preliminary Plans : 1 . CASE NO. : CUP 94-4 APPLICANT (AND ADDRESS) : ST. MARGARET' S EPISCOPAL CHURCH, 46-535 Highway 74 , Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of preliminary elevations for school and color/material samples LOCATION: 47-535 Highway 74 ZONE: The applicants, Mr. Ken Atridge and Mr. Steve Jones, presented the proposed plans . Mr. Atridge indicated that the tone of the project was to be residential in nature. It is all slump block to match the existing building. Mr. Atridge added that the building would be screened from Highway 74 with a wall and landscaping. Commissioner Holden asked how tall the building would be. Mr. Atridge indicated that it would be 15 ' high with a 35 ' tower. Commissioner Holden then showed how you would see the building from Highway 74 as it was only 38 ' from the highway. Commissioner Urrutia asked where this addition was located in relationship with the existing project. Mr. Atridge indicated that it was up the hill from the church. Mr. Jones noted that the wall would be a 30 ' masonry wall staggered coming down the hill with very little wrought iron. He added that the Coachella Valley Water District had given them the approval to encroach on the 37 ' wide right-of-way so they would be able to landscape the area and incorporate it in the playground area. The color samples presented match the existing buildings . 2 MINUTES ARCHITECTURAL REVIEW COMMISSION NOVEMBER 22, 1994 Commissioner O'Donnell felt that the south end wall and the east wall on the east wing seemed to lack detail . Mr. Jones felt that the landscaping would have a major impact in screening the building. He indicated that he was relying on trees and landscaping to add more interest and mitigate the noise. Commissioner Van Vliet felt that more architectural features should be added instead of relying on landscaping. Commissioner Connor agreed and felt that the applicant could not rely on landscaping to provide the added interest. Commissioner Holden felt that the applicant should provide an elevation, including the wall, showing what would be seen from Highway 74 . Commissioner O'Donnell would like to see a vantage point going up Highway 74 and coming down Highway 74 . Commissioner Urrutia would also like to see the roof design, suggesting that the applicant possibly create a change in the roof line. Commissioner Connor agreed noting that when coming down Highway 74 all you will actually see is the roof; and the way it is designed now, it is one long plain mass . Chairman Gregory added that a landscape plan needed to be submitted. Commission continued the request to allow the applicant to address the exterior as it faces Highway 74, submit a landscape plan, as well as showing the roof design and how the wall would step. Motion carried 6-0 . 2 . CASE NO. : PP 92-5 APPLICANT (AND ADDRESS) : LOWE ENTERPRISES, INC. for DESERT CROSSING, 11777 San Vicente Blvd. , Suite 900, Los Angeles, CA 90049; MCG & ASSOCIATES, 200 So. Los Robles Avenue, Suite 300, Pasadena, CA 91101-8461 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of building elevations for Pad A and Major 8 - Retail J LOCATION: Southeast corner of Highway 111 and Fred Waring Drive ZONE: P.C. ( 3) 3 MINUTES ARCHITECTURAL REVIEW COMMISSION NOVEMBER 22, 1994 Steve Smith presented the revised elevations noting the addition of the trellis on Pad A that faces Highway 111 as well as the changes in the trees along the storm channel . Commissioner O'Donnell questioned the size of the depth of the reveals along the storm channel side of the building. Mr. Chen indicated that they were 2 ' to 3 ' deep. Commission approved the revised elevations as submitted. IV. CASES: A. Final Drawings : 1. CASE NO. : 4249 SA APPLICANT (AND ADDRESS) : ROADRUNNER CAR RENTALS, INC. , 74-830 Velie Way, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Reconsideration of approved business identification signage LOCATION: 74-830 Velie Way ZONE: S. I . Jeff Winklepleck reported that the applicant had indicated that he was running two businesses out of this location. One was the car/truck rental company and the other was U-Haul . He checked with the business license department and found that they did not have two separate licenses at this location. Mr. Winklepleck indicated that the applicant was asking for a U-Haul sign on each frontage in addition to the Roadrunner sign. Chairman Gregory discussed the commission' s concern with excessive signage. Mr. Smith added that the goal of this commission was to eliminate the clutter of signs . Commissioner Van Vliet noted his concerns with the amount of different signs close to each other on the corner of the building. Commissioner Urrutia felt that the two signs approved at the November 8, 1994 meeting were acceptable. Mr. Smith indicated that there was 41 ' on the east exposure. If 4 MINUTES ARCHITECTURAL REVIEW COMMISSION NOVEMBER 22, 1994 the applicant were to use the 4 x 6 rental sign and the 12 x 2 sign "B" , this would be over the allowed signage. Mr. Smith indicated that there was not an issue on the size for the south exposure. The applicant indicated that sign "A" was given to him by U-Haul to use for his business . Mr. Smith indicated that generally the national brands that give their signs to clients to use for their business, generally have quite a large amount of signs to choose from. Commissioner Urrutia felt that because it was a corner of a building, the signs should conform to each other better. Commissioner Holden agreed and felt that there were three signs being proposed that did not relate to each other. The applicant indicated that signs "B" and "C" were painted wood and sign "A" was plexi-glass that can be internally lit. Commissioner Urrutia suggested flipping the locations of signs "B" and "C" . Commissioner Van Vliet agreed and suggested that the applicant go back to U-Haul and ask them for a more linear sign that would look more like signs "B" and "C" . Action: It was moved by Commissioner Holden, seconded by Commissioner Van Vliet, to approve signs "B" and "C" placed on the lower level only. Applicant was directed to resubmit sign "A" with something more linear that conforms more with signs "B" and "C" . Motion carried 6-0 . B. Preliminary Plans : 1 . CASE NO. : TT 24539 APPLICANT (AND ADDRESS) : DENNIS CUNNINGHAM c/o CENTURY HOMES for BELMONTE ESTATES, 1535 So. "D" Street, Suite 200, San Bernardino, CA 92408 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of revised elevations LOCATION: Northeast corner of Hovley Lane and Cook Street 5 N MINUTES ARCHITECTURAL REVIEW COMMISSION NOVEMBER 22, 1994 ZONE: PR-9 S.P. Mr. Cunningham reported that he had met with the architect and presented him the original conceptually approved plan and directed him to match it indicating that the side elements were of major importance to the commission. He noted that the garage doors with windows, the fascia boards and the front courtyards were also addressed and indicated that the side elevation stick-ons would all be stucco. Commissioner Van Vliet asked about the false wood vents . Mr. Cunningham indicated that some of the vents would be active and some would be false, but they all will look the same. Commissioner Van Vliet indicated that the plans showed both wood and metal vents and directed the applicant to insure that all the vents were the same. He felt the number of wall vents were unnecessary and provided more ventilation than was needed. Commissioner O'Donnell indicated that all the windows, including the teen room, were to have the same header height as on the front elevations . Homeowner, Rick Farber, felt that an overall site plan denoting which model and which elevation would be placed on each lot should be available to the commission as the sales office shows a plot plan indicating all the homes that are sold with the particular plans . Commissioner Holden asked the homeowners present if there were any two homes next to each other now that are the same. Ms . Giegling indicated that there were no two elevations next to each other that were exactly the same. Commissioner Urruita reminded Mr. Farber that the commission did state at it' s last meeting that they would need to see a street scape, but it has not been presented to them as yet. Mr. Cunningham assured the commission that they would never have the same elevation type next to each other. Commissioner Urrutia noted his concern not only with the entry models, but the entire street. Mr. Cunningham reported that because of the length of time involved in getting the plans approved, Century Homes has decided not to place models on the first street. He indicated that color board #2 would be used on the homes along the first street to match the existing colors . This would also be carried out around the corner 6 MINUTES ARCHITECTURAL REVIEW COMMISSION NOVEMBER 22, 1994 to tie-in this street. The balance of the tract will be a combination of color board #1 and color board #2 . Mr. Cunningham added that if they decide to build the model homes at a later time, they will come back to the commission for approval to place them on another street. Mr. Smith reported that the request for approval of units over 18 ' high would be before the planning commission on December 6, 1994 . Mr. Cunningham indicated that the landscaping along the first street will match the existing approved landscape plans . Mr. Smith stated that the process would now be for the building department to conduct their plan check and come back to the commission for a final look. This is when the landscape plan will be looked at. At that point, a 15 day appeal period would be in process . Commissioner Urrutia left meeting at 1 :45 p.m. Action: It was moved by Commissioner O'Donnell, seconded by Commissioner Van Vliet, to grant preliminary approval to the revised elevations subject to the following conditions : 1) Addition of trim detail on Plan 4, Unit A & B; 2) Provide detailed landscape plans as well as preliminary proposed unit plotting; 3) Plot plan to show a reasonable mix of elevations so that the same elevations are not next to each other; 4) Show some consistency in the landscaping on the first street and slightly phase in the different landscaping on the remainder of the streets . Motion carried 5-0 . Commissioner O'Donnell left meeting at 2 :00 P.M. 7 MINUTES ARCHITECTURAL REVIEW COMMISSION NOVEMBER 22, 1994 2 . CASE NO. : PP 94-6 APPLICANT (AND ADDRESS) : JAMES R. FETRIDGE for G. MENDOZA, Post Office Box 1963, Palm Desert, CA 92261 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of revised building elevations and landscaping for 10,220 square foot industrial building LOCATION: Northeast corner of Ritter Circle and Merle Drive ZONE: S. I . Steve Smith reported that the case went before the planning commission last week and they had the same concerns with the appearance of the building and the location of the trash enclosure. Mr. Smith showed the relocation of the trash enclosure which would move four parking spaces and delete some landscaping. Chairman Gregory discussed his concerns with the lack of room at the parking spaces for planting trees . Mr. Smith indicated that there was one person at the planning commission complaining about the parking in this area because of the marble shop using the parking spaces for their large slates of marble. He indicated that as long as the building was a warehouse facility, than the parking would be sufficient. Mr. Smith outlined the change in the tile roof elements with stucco fascia soffits noting that the commission was looking for some type of horizontal feature along the fascia. The applicant, Jim Fetridge, indicated that he could place a color strip along the top of the 12 ' roll- up garage doors . Commissioner Van Vliet asked how far the overhangs extended out. Mr. Fetridge indicated that it was 3 feet. Chairman Gregory asked about curb area for people to use for access to the building. He suggested pulling out the soffit another foot to provide a little more protection. 8 MINUTES ARCHITECTURAL REVIEW COMMISSION NOVEMBER 22, 1994 Action: It was moved by Chairman Gregory, seconded by Commissioner Holden, to grant preliminary approval to the revised plans with the following conditions : 1) Increase soffits to create a 4 foot projection; 2 ) Addition of a continuous color band with contrasting masonry above the garages; 3) Widen planter area between the parking spaces on the southerly lot; 4 ) Align the parking spaces on the two lots to allow for additional trees; 5) Relocation of the trash enclosure as shown.
