APPROVAL OF MINUTES: The minutes of the September 27, 1994 meeting were continued to the meeting of October 25, 1994 . III . It was moved by Commissioner Connor, seconded by Commissioner Urrutia, to approve the following cases by minute motion. Motion carried 6-0. A. Final Drawings : 1 . CASE NO. : 4376 SA APPLICANT (AND ADDRESS) : PALMS TO PINES CANVAS for FRASCA JEWELERS, Pinyon Pines, Box 69 , Mountain Center, CA 92361 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning with signage LOCATION: 73-560 E1 Paseo ZONE: C-1 Jeff Winklepleck presented drawings with color samples of the proposed awning in taupe with black letters with an 18" logo at the top of the awning. Commission approved the awning with signage as submitted. . MINUTES ARCHITECTURAL REVIEW COMMISSION OCTOBER 11, 1994 2 . CASE NO. : 4380 SA APPLICANT (AND ADDRESS) : PARAGON SIGNS for BG' S ECLECTIC, 77-622 Country Club Drive, Suite T, Palm Desert, CA 92211 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 73-100 E1 Paseo, Suite 5 ZONE: C-1 Jeff Winklepleck presented pictures of the proposed signage. Commissioner Holden stated the ordinance of a maximum letter height of 8" for awnings but was willing to give the applicant the same size letters as the existing Suzanne M awning. Commission approved the signage in 8" and 12" letters with the "B" not to extend beyond the seam. B. Miscellaneous : 1 . CASE NO. : APPLICANT (AND ADDRESS) : SANDPIPER HOMES, LTD. , 13 Covington, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of plans for 18 ' high single family home LOCATION: 73-090 Calliandra ZONE: R-1 10,000 Steve Smith reported that Calliandra runs parallel with Haystack were the 18 ' home conforms to the area. Commission questioned the pad height. Mr. Smith indicated that it was an existing pad. CASE NO. : 4249 SA APPLICANT (AND ADDRESS) : ROADRUNNER CAR RENTALS, INC. , 74-830 Velie Way, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of additional business identification signage LOCATION: 74-830 Velie Way ZONE: S. I . Jeff Winklepleck presented drawings of the proposed signage as well as pictures of the signage locations . He noted that the applicant had moved from his location on Joni Drive and outlined the two locations for the signage. The applicant indicated that the "U-Haul" portion of the sign would not be neon as noted on the submittal . The signage would be back-lit cabinet signs, white background with red and black letters . Commissioner Urrutia felt that more details were needed, such as letter size and style, how it would be situated on the building and the colors. Commissioner Holden felt that there would be no problem approving the sign if a more detailed plan was submitted. Action: It was moved by Commissioner Urrutia, seconded by Commissioner Connor, to continue the request directing the applicant to provide a more detailed plan to include letter size and style, how the signage would be situated on the building and actual colors of the sign. Motion carried 6-0 . 2 . CASE NO. : 4250 SA APPLICANT (AND ADDRESS) : NATE 'S DELICATESSEN, 72-281 Highway 111, Palm Desert, CA 92260 3 MINUTES ARCHITECTURAL REVIEW COMMISSION OCTOBER 11, 1994 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised business identification signage LOCATION: 72-281 Highway 111 ZONE: P.C. (4 ) Steve Smith reported that the applicant was requesting new signage on the rear wall of Nate' s Deli in the Las Sombres center where the Mancusso' s sign was previously located. They want to take the face out of the existing sign and replace it with a changeable copy reader board. In addition, they wish to install a sign in channel letters . This sign is proposed to go on the rear building wall . The applicant indicated that the wall area was approximately 6 ' 6" high above the roof element and the sign was about 3 ' 6" . These signs would both be facing Highway 111 . It was Commissioner Holden' s understanding that a reader board was to be used for nightclubs to display live entertainment, not restaurants . Commissioner Connor felt the signage would look much better if the applicant could tie both the reader board sign and the wall mounted sign together. Commission asked when the applicant was scheduled to return with plans to screen their existing satellite dish. The applicant was not prepared with actual plans . Action: It was moved by Commissioner Urrutia, seconded by Commissioner O'Donnell, to continue the sign request and directed code enforcement to abate the satellite dish at Nate' s Delicatessen. Commission directed the applicant to redesign the reader board and wall mounted sign. Motion died. The applicant asked about deleting the reader board, and keeping the existing can sign. Mr. Smith felt that the sign would fit if it were centered on the wall . Action: It was moved by Commissioner Urrutia, seconded by Commissioner O'Donnell, to approve the Nate' s can sign only on the rear wall of the building subject to removal of the existing Nate' s Deli sign. Commission directed the applicant to return with some type of proposal to screen the existing satellite dish. 3. CASE NO. : PP 92-5 APPLICANT (AND ADDRESS) : LOWE ENTERPRISES, INC. for DESERT CROSSING, 11777 San Vicente Blvd. , Suite 900, Los Angeles, CA 90049; MCG & ASSOCIATES, 200 So. Los Robles Avenue, Suite 300, Pasadena, CA 91101-8461 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of: 1) Revised elevations for Circuit City; 2) Revised landscaping plan; and 3) Review of fiberglass material LOCATION: Southeast corner of Highway 111 and Fred Waring Drive ZONE: P.C. (3) The applicant, Mr. Rod Chen, reported that they were going ahead with the plan for Circuit City as submitted at the last meeting and moving the tower/dome element to the tenant to the left of Circuit City. Mike Tandee discussed the fiberglass material for the domes and pyramids and informed commission that he was assured that this material would outlast any tile material . He noted that he had completed a study on using this fiberglass versus tile and will be getting a five year warranty on the color fastness from the manufacturer. With this type of product you need only sand it and it will be brought back to its original finish. Mr. Tandee added that it was a softer material where an actual tile in a sandstorm would chip and this fiberglass will not take the abuse that the tile would. Commissioner Connor asked how this material would address the change in shape. Mr. Tandee explained that a dome is actually 8 pieces that is formed together into one large dome. Commissioner O'Donnell asked how long Mr. Tandee felt it would take before the color would have to be refinished. Mr. Tandee replied that the manufacturer thought it would not need to be touched for at least 5 years . Commissioner O'Donnell asked if the color needed to be refinished after 6 years, could it be brought back to its original brightness . Mr. Tandee indicated that it 5 MINUTES ARCHITECTURAL REVIEW COMMISSION OCTOBER 11, 1994 could be done very easily. Commissioner Holden asked about the painted coating. Mr. Tandee replied that it was a painted process into the fiberglass and a glass coat goes over that finish. He indicated that it was 30 times thicker than the paint surface of a car. Phil Drell reported that he had received additional landscape plans that were not updated. He indicated that the upsizing of material behind Circuit city, as well as additional trees in this area, were not indicated on the revised plans . Commissioner Connor suggested that staff grant final approval of these plans once the revised plans were corrected and submitted. Action: It was moved by Commissioner Van Vliet, seconded by Commissioner Holden, to approve the fiberglass material for the dome/pyramid elements subject to receiving a maintenance agreement from the manufacturer. Motion carried 3-2, Commissioners O'Donnell and Urrutia voting No. Action: It was moved by Commissioner Connor, seconded by Commissioner Holden, to approve the revised landscape plan subject to staff ' s final approval once it is updated per commission' s comments from it' s meeting of September 27 , 1994 . Motion carried 5-0-1, Chairman Gregory Abstaining. Elevations for Circuit City were not revised as the developer will meet the requirements of placing a dome/pyramid element at the tenant to the left of Circuit City. 4 . CASE NOS. : PP 93-6 and TT 27882 APPLICANT (AND ADDRESS) : ROBERT MAYER TRUST for COUNTRY CLUB FALLS, Post Office Box 8680, Newport Beach, CA 92658; S.H. SANBERG & PARTNERS, INC. , 9701 Cholla Drive, Desert Hot Springs, CA 92240 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of: 1) Preliminary landscape plan; 2) Additional unit colors; and 3) Final architectural plans 6 N% .- MINUTES ARCHITECTURAL REVIEW COMMISSION OCTOBER 11, 1994 LOCATION: Northeast corner of Country Club Drive and Monterey Avenue ZONE: PR-7 Steve Smith presented the revised landscape plan as well as actual unit plans indicating that the plant palette was acceptable subject to identifying where the canopy trees would be placed. Chairman Gregory suggested changing some of the lawn area to desert material . Mr. Drell agreed and felt that the goal was to show how a non-turf plan could still fit in with the lawns as well as all drought tolerant. Commissioner Holden felt that the recreational vehicle parking lot did not have sufficient screening to buffer it from the adjacent residents. The applicant, Mr. Steve Sanberg, indicated that this would be covered in the C.C.&R. ' s . He then showed two additional color schemes for the elevations . Chairman Gregory felt that the 8 different colors wasn' t necessary, and suggested that the palette be reduced to 4 colors . Commissioner Urrutia agreed and felt that more color contrast was needed. Action: It was moved by Commissioner O'Donnell, seconded by Commissioner Connor, to grant preliminary approval to the landscape plan subject to the addition of a -zero scape plan and screening the recreational vehicle parking area sufficiently. Motion carried 5-0-1, Chairman Gregory Abstaining. Action: It was moved by Commissioner Urrutia, seconded by Commissioner Connor, to continue the additional unit colors to allow the applicant to provide more contrasting colors . Motion carried 5-0-1, Chairman Gregory Abstaining. Action: It was moved by Commissioner Van Vliet, seconded by Commissioner O'Donnell, to approve the architectural plans as submitted. Motion carried 5-0-1, Chairman Gregory Abstaining. 7 MINUTES ARCHITECTURAL REVIEW COMMISSION OCTOBER 11, 1994 B. Preliminary Plans : 1. CASE NO. : TT 27561 APPLICANT (AND ADDRESS) : DESERT SOUTHWEST DEVELOPERS, INC. for HOVLEY COURT, Post Office Box 10179 , Palm Desert, CA 92255; STOFFREGEN FULLER & ASSOCIATES, 73-725 E1 Paseo, Suite 23E, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised model elevations LOCATION: South side of Hovley Lane, west of Portola Avenue ZONE: R-1 Steve Smith recalled that the plans were before the commission two weeks earlier and the plans now represent the changes from that meeting. He indicated that Eric Johnson had noted his comments on the plan. Mr. Smith pointed out that all the units were gable ends . The applicant presented color and roof tile samples . Commissioner Urrutia addressed the gable end roofs noting that some were only 10 ' apart. He felt that where the units were tight, they needed to be changed to a hip roof . The applicant felt that this was acceptable. Commissioner Urrutia felt that the colors chosen were fine but thought that a couple more colors should be added to the palette to provide more interest in the tract. Action: It was moved by Commissioner Urrutia, seconded by Commissioner Van Vliet, to grant preliminary approval to the model elevations subject to the following conditions : 1) Change to hip roof where there are minimum 10 ' side yard set backs; 2 ) Provide one additional roof tile and two additional stucco colors in palette to provide more interest; 3) Provide elevations for each model to show the different colors and material proposed. Motion carried 6-0 . 8 MINUTES ARCHITECTURAL REVIEW COMMISSION OCTOBER 11, 1994 2 . CASE NO. : TT 24539 APPLICANT (AND ADDRESS) : DENNIS CUNNINGHAM c/o CENTURY HOMES for BELMONTE ESTATES, 1535 So. "D" Street, Suite 200, San Bernardino, CA 92408 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of revised model elevations and landscape plan LOCATION: Northeast corner of Hovley Lane and Cook Street ZONE: PR-9 S.P. Mr. Dennis Cunningham discussed his concerns with a full hip roof as it relates to the loft area and outlined the rear elevations on the proposed loft units . Commissioner O'Donnell noted that the commission would review anything over 18 ' after it has gone through the planning commission. Commissioner Urrutia felt that the only two story elevation acceptable was Unit 3L, however, this was really a planning commission issue. Mr. Cunningham outlined the ridge lines showing a maximum 18 ' height where the units were clipped for a hip roof concept. Commissioner Urrutia did not have a problem with the clipped roof as shown on Plan 2A but felt there was not enough of a change using the clipped roof on the rest of the plans . Commissioner O'Donnell would rather see a complete hip roof rather than the clip as shown. Commissioner Van Vliet agreed. Commissioner Urrutia suggested a full hip roof on one plan with the remainder of the model elevations being clipped. Commissioner O'Donnell stated that he could see that the applicant had made a substantial effort to pick up the details commission had asked for and has shown that the roofs can be changed. Mr. Cunningham noted that he planned on adding an enclosed front courtyard to Plans 1 and 3 . Plans 2 and 4 will have optional courtyards because they will be made larger. Commissioner Urrutia asked what could be done to bring a little more continuity along the sides of Plans 1 and 2 as he did not want these units to end up looking like movie sets . 9 MINUTES ARCHITECTURAL REVIEW COMMISSION OCTOBER 11, 1994 Homeowner, Rick Farber, distributed pictures of existing homes noting the hip roofs over the bulk of the home. He stated that the homeowners were told by the planning commission that the next phases would comply with what was approved and is built there now. He felt that changing a total environment in a community was something that should not be approved. Commissioner Urrutia asked about the use of flat tile roofs as discussed at the last meeting. Mr. Cunningham presented samples of the green and black flat tiles to blend in with the existing homes . Commissioner Urrutia felt that the flat tiles could be used throughout the entire project. Mr. Cunningham did not feel comfortable using all flat tile roofs and thought the "S" tiles broke up the project some with the contrast of the roofs . Chairman Gregory discussed Commissioner Urrutia ' s suggestion that one of the units be full hipped with the other two being clipped. Commissioner Urrutia indicated that the clipped roof on Plan 2A was the only one that was acceptable. Commissioner O'Donnell did not think he could support the models as they were now shown as he thought more consideration should be given to the existing roof shapes . He felt the models should conform more with the existing units with the roof changes phased into the rest of the project. Commissioner Connor agreed and felt that all the models should have flat tiles with hip roofs . He did not like the clipped roofs but felt it was a suitable compromise. Mr. Cunningham discussed how he would like one of the model units showing the clipped roof in order to show the buyer the options that are available. Chairman Gregory suggested one model unit in the middle having a clipped roof and the two outer units using hip roofs . Commissioner Urrutia felt that flat roof tiles should be used on the model units in order to conform with the existing homes but using different colors within these flat roofs . Chairman Gregory suggested that after the main block of existing homes, the developer can start the transition into the clip roofs and "S" tiles . He felt that the color of the tile was more important than the use of a flat tile to the end of the main street. 10 MINUTES ARCHITECTURAL REVIEW COMMISSION OCTOBER 11, 1994 Chairman Gregory added that all models should have the front courtyards and the sideyard roof lines should be addressed. Mr. Cunningham indicated that the garage door windows would be placed as an option, but would be on all the model units . Chairman Gregory asked about the plaster colors . Mr. Cunningham indicated that they would be using the two colors that exist now with an additional color that is a little whiter. Mrs . Glegling indicated that she would like to see that all the garage doors have the windows in them. Action: It was moved by Commissioner Urrutia, seconded by Commissioner O'Donnell, to continue the elevations directing the applicant to address the following concerns : 1) Models to show two elevations with a full hip roof with one unit in the middle being clipped as shown on Model 2A of the revised plans; 2) Provide more continuity along the side elevations for Plans 1 and 2 ; 3) All model units to show flat roof tiles to conform with the existing homes; 4) All models to show front courtyards and garage door windows . Motion carried 6-0 . Steve Smith presented the landscape plan with comments noted by Eric Johnson. Commissioner Connor noted the city' s requirement of placing two 24" box trees per lot and the submitted landscape plan showed only one tree per lot. He felt that the plant palette had very little resemblance to the existing landscaping and there should be more consistency to what is there now and what is being proposed. Mr. Cunningham indicated that he would get a copy of the existing landscape plan and refer it to his landscape architect to have the plans revised to coincide with what existed. Commissioner Urrutia felt that Mr. Cunningham should submit a plan showing the model complex with actual landscaping. Commissioner Connor asked if the dead plant material out in front of the project would be replaced. Mr. Cunningham indicated that they have planted all the annuals that are there now 11 MINUTES ARCHITECTURAL REVIEW COMMISSION OCTOBER 11, 1994 but the Homeowners Association is responsible for the planting in this area. He indicated that if the association did not take care of the situation, than he would. Action: It was moved by Commissioner Connor, seconded by Commissioner Holden, to continue the landscape plan to allow the developer to revise the plan to provide more consistency to what exists now and to comply with the city' s requirement of two 24" box trees per lot. Motion carried 6-0 . Another homeowner had asked if the "Belmonte" sales sign was approved by the commission. Mr. Winklepleck indicated that it was a sub-division sign and did not require the commission' s approval . V.
