SEPTEMBER 13, 1994
I . CALL TO ORDER:
The meeting was called to order at 12 : 15 p.m.

II . APPROVAL OF MINUTES:
It was moved by Commissioner O'Donnell, seconded by
Commissioner Van Vliet, to approve the minutes of the
August 23, 1994 meeting as submitted. Motion carried 5-0-1,
Commissioner Urrutia Abstaining.
III . It was moved by Commissioner Connor, seconded by Commissioner
Urrutia, to approve the following cases by minute motion.
Motion carried 6-0.

1 . CASE NO. : 4341 SA
APPLICANT (AND ADDRESS) : B-Y-J PARTNERS for BURGER

Jeff Winklepleck presented drawings of two different
proposed directional signs noting that the applicant
needed the commission' s recommendation to the planning
commission for final approval as it would be the second
monument sign on the property. Chairman Gregory asked if
the finished grade was landscaped. The applicant noted
that it was all lawn surrounding the proposed sign.
Chairman Gregory felt it would be better to have a mow
strip along the concrete base to help with the
maintenance of the lawn beneath.
Commission recommended approval to the planning
commission of the 4 ' x 4 ' directional sign subject to the
addition of a 4" concrete mow strip at the base.
2 . CASE NO. : 4351 SA

Steve Smith presented drawings of the proposed graphics
noting that staff had already issued a permit on the
"Salon" portion of the sign as it conformed to the sign
program. He noted that the yellow in the sign next to
this store for Payless was approved by the city council .
Mr. Smith indicated that the size was not an issue.
Commission approved the graphics as submitted.

Jeff Winklepleck presented the colored drawing noting
that the applicant was requesting approval to change the
face of the existing sign.
Commission approved the revised signage as submitted.

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of
additional business identification signage

Jeff Winklepleck presented plans for the proposed
additional business i .d. sign noting that the applicant
was now leasing the adjacent unit and this additional
signage would be placed over this space. Signage is blue
foam letters on a white plexi background.
Commission approved the additional signage as submitted.
5 . CASE NO. : 4359 SA
APPLICANT (AND ADDRESS) : PARAGON SIGNS for FRED SANDS

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business
identification signage
LOCATION: 72-605 Highway 111

Steve Smith presented drawings of the proposed signage
noting that the office was in the Friday' s center where
various brokerages had previously been located. The
applicant was requesting approval of three can signs with
one facing Highway 111, one facing the parking lot and

the other facing American Savings . These signs would be
placed in the locations of the previous signage.
Commission approved the signage as submitted.
6 . CASE NO. : PP 92-6
APPLICANT (AND ADDRESS) : MAKENA PROPERTIES for DESERT
SPRINGS MARKETPLACE, 33048 Rancho Viejo Road, Suite 120,

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised
landscaping, palm grove and hardscape plan
LOCATION: Desert Springs Marketplace - Northwest corner
of Cook Street and Country Club Drive
ZONE: P.C. (2)
Steve Smith outlined the revised plans noting that
construction had begun on building "M" and the applicant
was hoping to relocate the palms . The applicant, Mr. Ray
Lopez, reported that his client would still like to have
some grass on the corner of Country Club Drive and Cook
Street as it would blend in with the other three corners
at this intersection. Mr. Lopez noted that he had
addressed the issues of adding evergreens along the
buildings and had beefed up the landscaping in front of
building "M" .
Commissioner Connor felt the revised plan was acceptable.
Chairman Gregory added that the lawn area would need some
type of shape or meandering to it.
Commission discussed the decreased area separating
buildings "L" and "K" noting their concerns with
transients using this small area as it is well screened
and off the streets .
Commission approved the revised landscaping, palm grove
and hardscape plan as submitted.
7 . CASE NO. : 404 C

extend exterior walls to accommodate safe deposit vault
and convert drive-up teller to drive-up ATM

Steve Smith presented the proposed plans noting that the
remodel would be on the Highway 111 side of Home Savings .
Commission approved the remodel plans as submitted.
IV. CASES:
A. Final Drawings :
1 . CASE NO. : PP 92-5
APPLICANT (AND ADDRESS) : LOWE ENTERPRISES, INC. for
DESERT CROSSING, 11777 San Vicente Blvd. , Suite 900, Los
Angeles, CA 90049; MCG & ASSOCIATES, 200 So. Los Robles
Avenue, Suite 300, Pasadena, CA 91101-8461
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of :
1) landscape plans for Pads C and F; 2) plaza areas;
and 3) elevations and signage for Circuit City
LOCATION: Southeast corner of Highway 111 and Fred
Waring Drive
ZONE: P.C. ( 3)
The applicant, Rod Chen, explained to the commission that
at it' s last meeting the city council approved the
inclusion of two plaza areas in the project. He outlined
the plaza/fountain areas, which will include the center' s
art, and indicated that he was asking for conceptual
approval of the plans for this area, as they did not have
all the tenants on board for this location. Mr. Chen
reported that an issue was brought up at the city council
meeting regarding adequate shading and noted that he was
looking into this .

Commissioner Urrutia felt that the applicant should
consider doing something in this area to allow for
maximum seating for the public. Mr. Chen noted that he
could easily add tables with canopies in this area.
Commissioner O'Donnell suggested adding vegetation to
help with needed shade. Commissioner Urrutia discussed
the possibility of tables with trellis work placed below
the signage along the stores adjacent to the plaza area.
Action:
It was moved by Commissioner Urrutia, seconded by
Commissioner Connor, to grant conceptual approval to the
plaza areas . Motion carried 5-0-1, Chairman Gregory
Abstaining.
Joseph Bricio presented the changes in the elevations for
Circuit City noting that the tile colors were different
than what was approved for the center. Commissioner
Holden discussed how the original plans for the center
showed that there were not two elevations that looked
alike right next to each other, and now with the revised
elevations for Circuit City, the plan shows less
variations . Commissioner Urrutia noted his concerns with
the amount of burgundy tile used adding that in
relationship to the rest of the project, this is a vast
departure from all the other store fronts . He felt that
the store front should be toned down some in order to
compliment the rest of the center. Commissioner Connor
agreed and felt there was an incompatibility.
Commissioner Holden did not like the plant-on projections
on each side of the entrance element as it looked false.
Commissioner O'Donnell added that the trellis work in the
back of the building looked like an after thought and
felt that there should be a lot more detail to this
trellis .
Action:
It was moved by Commissioner Urrutia, seconded by
Commissioner Van Vliet, to continue the elevations for
Circuit City based on the comments noted above. Motion
carried 5-0-1, Chairman Gregory Abstaining.
Mike Bank of Circuit City outlined the proposed signage
noting that they were asking for Audio/Visual/Computers
on one side of the entrance with Appliances on the other
side in 14" letters . Mr. Smith noted that the size of

signs did not relate to the area of the building but to
the width of building frontage. He added that they were
allowed 131 feet of signage with two menu items but were
requesting 175 feet with three menu items . Mr. Smith
reported that the center' s developer went before the city
council for approval of the center sign program at a
maximum height of 28 feet and Circuit City' s signage
request was at 30 feet. Commissioner Urrutia indicated
that if there was a good reason to have the larger and
higher signage the commission could consider recommending
it to city council, however he felt there was nothing
different than the other stores that necessitate the
larger signage. Mr. Smith reported that when the city
council approved the signage program they took into
account the extra depth of the stores from the street.
Action:
It was moved by Commissioner Urrutia, seconded by
Commissioner O'Donnell, to continue the signage based on
the comments noted above. Motion carried 5-0-1, Chairman
Gregory Abstaining.
Staff reported that the revised landscaping for buildings
"C" and "F" were approved at staff level .
2 . CASE NO. : PP 90-12
APPLICANT (AND ADDRESS) : GLENN BRADLEY ENGER ARCHITECT
& ASSOCIATES for COLD CALL COWBOY PRODUCTIONS, 74-481 De
Anza, Palm Desert, CA 92260
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of final
architectural and landscaping plans for 10, 132 square
foot commercial building
LOCATION: 75-100 Mediterranean
ZONE: S. I .
The applicant was not present. Jeff Winklepleck reported
that this project was before the commission on July 10,
1990 where it received preliminary approval .
Commissioner Urrutia felt that the original approved plan
was better than the revised plan before them today.
Steve Buchanan reported that the applicant had received
a grading permit but still needed a lot line adjustment.

He added that the revised plans were quite different from
the originally approved plans . Chairman Gregory felt
that because the plans were so different from the
approved preliminary plans, that the project should be
looked at as if it were before the commission for the
first time.
Chairman Gregory outlined the comments noted by Eric
Johnson on the landscaping and felt they should be
incorporated in the plan.
Action:
It was moved by Commissioner Urrutia, seconded by
Commissioner O'Donnell, to continue the plans as they
felt it should be more consistent with the originally a
approved plan as well as conform to comments noted by
Eric Johnson. Motion carried 6-0 .
