It was moved by Commissioner Urrutia, seconded by Commissioner
Van Vliet, to approve the minutes of the September 13, 1994
meeting as submitted. Motion carried 6-0 .
III . It was moved by Commissioner Connor, seconded by Commissioner

Jeff Winklepleck presented plans, as well as photographs,
of the existing signage locations for Hacienda De
Monterey. He reported that the applicant was requesting
additional signage for Monterey Palms because a second
company took over part of the office. Mr. Winklepleck
added that the applicant was willing to remove the
existing wall signage in order to add this new signage to
the existing monument sign. Chairman Gregory felt that
the wall signage would not have to be removed.
Commission approved the proposed signage as submitted.

Jeff Winklepleck presented plans and pictures of the
proposed signage which would replace the two existing
"40 ' s Again" signage. He indicated that a rheostat would
be installed to conform to the existing signage in the
center. The applicant, Jim Engle, noted that the
proposed signs would be approximately 2 feet smaller than
the existing signage.
Commission approved the signage as submitted.

Jeff Winklepleck presented drawings of the proposed
signage as well as photographs of the location. He
reported that the existing sign program for the center
was channel letters and this request was for reverse
channel letters . The colors are consistent with the sign
program. Commissioner Urrutia asked if the apple logo
would be back lit. Mr. Winklepleck indicated that it
would be.
Commission approved the signage as submitted.

Steve Smith noted that the plans were before the
commission at it' s previous meeting, and the revised
elevations were now being presented. The applicant, Mr.
Ludington, reported that the building was now one office
and therefore the individual doors had been changed to
windows . The height of the parapet was also lengthened
to screen the roof mounted equipment.
Commission approved the revised plans subject to adding
the details as shown on the working drawings .

Steve Smith noted that the building pad was located
behind the fountain off the corner of Cook Street and
Country Club Drive. Steve Buchanan indicated that the
elevations were identical to Pad "L" and were consistent
with the adjacent buildings .

A. Final Drawings :
1 . CASE NO. : PP 92-5

Steve Smith reported that he had presented the revised
elevations for Circuit City to Commissioners Holden and
Urrutia and the drawings before the commission today were
the results from those meetings . The applicant, Joseph
Bricio, outlined the revised elevations which included
the reduction of the Circuit City tile, reduction of
signage, lowering the height of the signage to 28 ' , and
incorporating some of the mounding on the rear side of
the building. He noted that one of the comments made by
the commission was the addition of a tower element and
indicated that Circuit City had decided that they did not
want to add a tower to this element but to keep the
Circuit City tower as presented.
Mr. Bricio added that the proposed trellis on the back
side of the building did not comply with the developers
plans for landscape mounding. Commissioner Urrutia asked
about the size of the mounding. Chairman Gregory noted
that the mounds were approximately 4 ' high and 4 ' wide.
Commissioner Urrutia felt that the 4 ' mounds were not
sufficient next to the 28 ' high building. Chairman
Gregory suggested that additional trees be placed along
the back of the building in lieu of the proposed trellis .

Commissioner Urrutia discussed his concerns with the
overall design of the center as the store fronts were
looking more and more alike. Commissioner Holden agreed
and noted that the developer had always shown a variety
of domes and pyramids for the theme of the center with
the original elevations showing different elements next
to each other. He discussed how there now were too many
of the same elements next to each other and not the
variety that was promised. Commissioner Urrutia agreed
and reiterated that the center needed to conform more to
the way the plan was originally presented.
Commissioner Holden indicated that at the previous
meeting he specifically stated that Circuit City did not
have to add the dome element, but that it would have to
be placed at the next tenant. He felt that the
commission was trying to give the developer options while
insuring that two similar elements were not next to each
other. Commissioner Holden noted that the whole idea was
to provide something unique with the various towers
elements .
Mr. Drell asked if the commission was requesting at least
two tower elements in the center. Commissioner Holden
answered that this was not the case but that he wanted
more variety. Commissioner Connor had no problem
requiring Circuit City to have the tower element. Mr.
Bricio indicated that it was very important to Circuit
City to keep the flat roof . Commissioner Urrutia
expressed how the commission had a job to do and could
not overlook the way the center was originally presented
to them. He felt that the commission was trying to
preserve the aesthetic concept and little by little it
was being taken away.
Commissioner Urrutia noted that what Circuit City was
proposing was nowhere else in the center. Mr. Bricio
felt that the storefront was a pleasant relief in the
street scape. Mr. Smith felt that if the commission was
going to hold the developer to the two pyramid elements
then Mr. Chen would need to go back to Lowe Development
to find out which two spaces would definitely have the
tower elements . Mr. Chen indicated that it would not be
necessary to discuss this issue with Lowe and stated that
the pyramid will be on the building next to Target, which
is not designed yet.

Mr. Chen discussed how the tenant next to Circuit City
was smaller, and given the scale of the elements in the
center, a dome would not proportionally fit. He added
that Retail "E" would be a dome.
Commissioner Holden felt that Circuit City had done what
the commission had asked for.
Commissioner O'Donnell asked if the rear landscaping
issue had been settled. Chairman Gregory suggested
changing the 24" box trees to 36" box trees, 17 ' apart.
Commissioner Connor felt that some of the oaks should be
increased to 48" box with the faster growing trees
increased by one size.
Commissioner Van Vliet questioned the size of the revised
signage. Mr. Smith indicated that because they deleted
the menu items, the signage did comply.
Note: Chairman Gregory left meeting at 2 :30 p.m.
Mr. Chen asked that the review of the elevations for Pad
"A" be continued. He then showed a sample of the
fiberglass material proposed for the tile domes . Mr.
Chen noted that the fiberglass would only be used on the
actual elements at the top of the buildings, with regular
tile used elsewhere throughout the center. Commissioner
Connor asked how this material would be maintained. Mr.
Chen reported that the structure itself would last a
couple hundred years and that the material is used in
spas and could be polished out several times if needed.
Commissioner Holden noted his concerns with the dark
colors and the problems of it heating up. The
manufacturer' s representative, Mr. William Burkhart,
indicated that it withholds temperatures up to 400
degrees . Mr. Drell indicated that a maintenance
agreement would be required from the manufacturer in
order for it to be maintained properly and corrected if
it fades at any time. Commissioner Urrutia felt that the
concept was acceptable if commission received a guarantee
that the maintenance would be done properly.
Commissioner O'Donnell discussed how the original plan
did not have the heavy towers and pyramid elements all
clumped in on one side, and he was now concerned with the
clustering of the tower elements . Commissioner Holden
noted that there now would be two design elements

adjacent to each other with the location of Circuit City
and was looking for a change in the entry element with
Circuit City or the element to the left of Circuit City.
Action:
It was moved by Commissioner O'Donnell, seconded by
Commissioner Holden, to approve the revised signage for
Circuit City as submitted. The revised elevations for
Circuit City were approved subject to the developer
providing a substantial element, other than a flat top,
to the tenant to the left of the Circuit City building.
This element is in addition to the two additional large
dome/pyramid elements still required in the remainder of
the center. Motion carried 5-0 .
Action:
It was moved by Commissioner Connor, seconded by
Commissioner Holden, to continue the landscape plan to
allow the landscape architect time to submit an updated
plan. Motion carried 4-0 .
Elevations for Pad "A" were continued at the applicant' s
request.
2 . CASE NO. : TT 24539
APPLICANT (AND ADDRESS) : CENTURY HOMES for BELMONTE
ESTATES, c/o Dennis Cunningham, 1535 So. "D" Street,
Suite 200, San Bernardino, CA 92408
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of new
models for additional phases
LOCATION: Northeast corner of Hovley Lane and Cook
Street
ZONE: PR-9 S.P.
Steve Smith distributed drawings of the existing house
plans in Belmonte and showed the commission a video of
the same. He noted, that there were 90 lots originally
approved and 15 of these were built. Mr. Smith reported
that the new developer was before the commission today
presenting their own product line of homes which would be
located east and south of the existing homes .

Mr. Smith indicated that the actual corner lot at Cook
Street and Hovley Lane had been rezoned O.P. and this
area is still vacant. In 1988 the city approved plans
for 224 apartment units on the remaining 25 acres . In
May, 1989 the original developer received approval
through the planning commission to change the apartment
proposal to a tentative map creating ninety ( 90) single
family homes . Mr. Smith then outlined the commission' s
responsibility on the approval process for this project
as provided in Municipal Code Section 25 . 70 . 090 .
Mr. Smith advised commission that Plans 1 and 2 comply
with the height limit. Plans 3 and 4 are in excess of
the 18 ' height limit. In order to comply within the
allowed 181 , the developer would have to adjust the loft
areas . The garages for Plans 1 and 2 would need to be
modified to comply with the required minimum size. The
wall was installed on The Lakes property by Sunrise Corp.
and ranges from 5 ' to 7 ' 3" . Mr. Smith suggested that the
commission hear the presentation from the developer and
then from the existing homeowners . Commissioner Urrutia
noted the fact that this was an architectural commission
who' s responsibility was to approve architectural and
landscaping issues only. They were not a planning
commission and could not get involved in any planning
commission issues .
Mr. Dennis Cunningham, Director of Products for Century
Homes, distributed proposed house plans and a briefing
from their meeting with The Lakes Homeowners Association
on the concerns of the wall . Mr. Cunningham discussed
how the new developers felt that the existing homes were
too dark for the desert area and proposed to start out
with the dark gray colors and end up blending out to the
lighter earth tones . He was aware of the loft situation
and is continuing to work with the planning commission on
this issue noting that the rear elevations for these
lofts had no windows .
Homeowner, Margaret Glegling, expressed her concerns with
the proposed new homes having no similarities to the
existing homes . She would like to keep the same colors
of the existing homes throughout the entire project.
Another homeowner, Tom O'Neil, felt that the new homes
did not share the same architecture noting the existing
front court yards and gable roofs . He thought that the
roofs on the new homes created a big difference and would

produce a hodge podge of homes inside a walled community.
Chairman Gregory then asked if there were any other
homeowners present who would like to speak on the issue.
There were none.
Commissioner Urrutia did not have a problem with the
proposed architecture and colors or with the idea of
someone trying to do something a little different within
the development as long as they compliment each other.
One of his concerns with the new homes is the gable ends
adjacent to each other. He felt that when the buildings
are this close to each other there needs to be some
concession made to soften it with some hip roofs adjacent
to gable ends . Commissioner Urrutia suggested using some
of the same flat tile roof material from the existing
homes so that it appears more like an identified
development. Chairman Gregory suggested that entry
courtyards be installed in the area near the existing
homes . He felt that the small items such as adding
windows in the garage doors should also be carried out
especially next to the existing homes .
Commissioner Urrutia felt that the homes on the five lots
at the entry should be a lot closer architecturally to
the existing homes . Mr. Cunningham stated that he would
like to stay away from some of the exact roof tiles that
are there now but use the same colors . He will provide
some elevations with the flat tile roofs, the hipped
roofs and front courtyards .
Commissioner Holden discussed his concerns with the loft
areas not being compatible. Mr. Smith indicated that the
developer would have to go back to the planning
commission for approval of the height of these homes
because a review of the minutes when the tentative tract
was approved indicates that only single story units would
be built.
Commissioner O'Donnell asked how fixed the phases were
and suggested moving the models out to the back of
Phase IA near the access from Via Cinta. Mr. Cunningham
outlined the marketing reasons why they wanted the models
at the front of the development just off Cook Street.
Ms . Glegling stated that the homeowners had asked that
the models be placed at the end of Phase IA and to
relocate their entrance gate on this back side of the
project. Mr. Cunningham indicated that there was a

construction trailer on the back side of Phase IIB with
a construction access . Commissioner Urrutia felt that
the location of the model complex was acceptable as long
as the models were architecturally complimentary to what
is there now. He added that one solution would be for
all of the models to represent the elevation that would
be more similar to the existing homes as this would
create a better transition.
Commissioner Urrutia also felt that the plans should be
flipped so that there were not two garages next to each
other.
Action:
It was moved by Chairman Gregory, seconded by
Commissioner Urrutia, to continue the plans for the new
phases to allow the applicant time to revise the
elevations allowing for a better transition to the
existing homes . Commission suggested the use of some
flat tile roofs, added entry courtyards, hip roofs, and
added windows to the garage doors . Commission felt that
the model complex needed to be more sensitive to the
existing homes or relocated to another place in the
project. Motion carried 6-0 .
Commissioner Van Vliet asked if there was a grade
difference now with the wall . Mr. Smith indicated that
there is a street, a golf course and a tot lot adjacent
to the wall . There were no homes adjacent to the wall .
Mr. Cunningham outlined the meeting he had with The Lakes
homeowners and indicated that their concerns were met.
Mr. Smith noted that staff would make it a point to
notify these homeowners when this case was before the
commission again.

Steve Smith presented the plans noting that the access
for these models was through the gates for Winterhaven.
He indicated that these were preliminary only and will
come back to this commission after going through the
building department. At that time, staff will make sure
that the landscape plan is submitted.
Action:
It was moved by Commissioner Urrutia, seconded by
Commissioner O'Donnell, to continue the plans directing
the applicant to return with material samples, color
board, preliminary landscape plan and enlarged site plan
showing the dimensions between the buildings . Commission
allowed the developer to submit the plans to the building
department to begin the plan check process . Motion
carried 6-0 .
