The meeting was called to order at 12 : 10 p.m.

II . APPROVAL OF MINUTES:
It was moved by Commissioner 0'Donnell, seconded by
Commissioner Holden, to approve the minutes of the
March 28, 1995 meeting as submitted. Motion carried 6-0 .
III . It was moved by Commissioner Urrutia, seconded by Commissioner
Connor, to approve the following cases by minute motion.
Motion carried 6-0.
A. Final Drawings :
1 . CASE NO. : 4438 SA

Jeff Winklepleck presented the revised drawings noting
that the type style had been changed to script and the
neon would be the same type as done on Daily Grille. He
indicated that the revised signage still meets all the
size requirements .

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business
identification signage
LOCATION: 73-905 Highway 111, Suite A
ZONE: C-1
Jeff Winklepleck presented drawings for the proposed
signage as well as photographs of the building to show
the location of the sign. He indicated that the proposal
was for a typical can sign with red letters on a white
background. Mr. Winklepleck indicated that staff was
concerned with the bright red and white colors and the
fact that there is only one other can sign on the
building. Mr. Drell noted that the fascia seemed to be
approximately 20" . Mr. Gregory noted that the sign
should not be any wider than the existing fascia.
Commission approved the signage subject to the following
conditions :
1) Sign to be flush with the top and bottom of
the rafters;
2) Removal of wood button plant-ons;
3) Change white background to ivory.
3. CASE NO. : PP 92-5

Phil Drell presented the elevations for Major 7 noting
that the issue for the commission was the Fred Waring
Drive elevations . In reviewing the minutes on this case
Mr. Drell indicated that conceptual approval was granted
on the elevations with the focus mainly being on the dome
elements . The applicant, Mr. Rod Chen, explained that
the elevations for Major 7 had to come back for approval
from the commission as additional retail space was
included and elements were shuffled. He felt that these
changes had no impact on the Fred Waring Drive
elevations .
Commissioner Holden discussed his concerns with granting
preliminary approval to plans for Major 7 which showed
screening with lush landscaping along the wash and the
fact that there is now no landscaping there and how the
blank long wall now stands out along Fred Waring Drive.
Commissioner 0'Donnell asked Mr. Chen if he was satisfied
with the elevations facing Fred Waring Drive. Mr. Chen
felt that the large medallions on that side of the
building addresses the concerns . Mr. Drell noted that
the tenant for this building had called him and stated
that he no longer wants his signage at the location noted
on the plans. He now wants the signage closer to the
front of the building.
Commissioner Urrutia discussed his concerns with the
elevations and felt that something still needed to be
done with the lower elements to break up the long, blank
wall as this is a street where people will be passing by
very closely. He felt that the north elevation needed to
be reworked stating that the building needed to be
brought around the corner further down than where it is
now as it looks like everything stops when you come
around the corner. Commissioner Urrutia felt that it
might help to continue the trellis around this side of
the building.
Commissioner O'Donnell suggested some type of reveals in
the 100 ' long wall . Commissioner Urrutia discussed the
suggestion of the added trellis along this wall and Mr.
Chen agreed that this would be a feasible solution. Mr.
Winklepleck asked if the applicant could fax the revised
elevations to staff and have staff deliver them to the
commission for their final approval .

Commission continued the final working drawings for Major
7 directing the applicant to address their concerns with
the flat elevation along Fred Waring Drive. Commission
directed staff to grant final approval once revised plans
are submitted and found acceptable by commission. Motion
carried 5-0-1, Commissioner Gregory Abstaining.
4. CASE NO. : PP 92-5

Mr. Drell reported that the conclusion of the landscape
architect was that it was too tight and not enough room
to change the mexican fan palms to California fan palms .
Commission approved the final working drawings for Pad E
(Boston Market) as submitted. Motion carried 5-0-1,
Commissioner Gregory Abstaining.
5. CASE NO. : 407 C

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of
relocation of dish antenna currently located on the
building roof

Jeff Winklepleck outlined the memorandum from staff and
showed the video of the mock-up antenna location. He
indicated that staff recommended the first proposal of
placing the dish antenna on the back of the roof and
paint it to blend in better with the building.
Commissioner Urrutia felt that moving it on the roof did
not accomplish anything as you still would be able to see
it very clearly from Cook Street. He was under the
impression that they were going to put a mock-up on the
west side of the upper roof, more towards the middle of
the building.

Action:
It was moved by Commissioner Urrutia, seconded by
Commissioner Gregory, to continue the request as the
applicant was not present and the commission was unable
to determine the proposed location for the dish antenna.
Motion carried 6-0 .
2 . CASE NO. : PP 94-6
APPLICANT (AND ADDRESS) : JAMES R. FETRIDGE for G.
MENDOZA, Post Office Box 1963, Palm Desert, CA 92261
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of final
architectural and landscaping working drawings for 10,220
square foot industrial building
LOCATION: Northeast corner of Ritter Circle and Merle
Drive
ZONE: S. I .
Steve Buchanan reported that he did a plan check on the
building about a week ago and showed how the outside
ladder on the building had been moved to the other side
of the building on Merle Drive. Commissioner Gregory
noted that they had met the commission' s requests
relative to the site plan. Commissioner Urrutia
discussed his concerns with the visibility of the trash
enclosure and felt that it should be moved to the back of
the building. The applicant, Mr. Jim Fetridge, asked
about changing it to an above grade bin with a 6 ' block
wall surrounding it. Commissioner Urrutia felt that the
above grade bin would be better than the half sunk
dumpsters .
Commissioner Van Vliet indicated that the color band and
the soffit concerns had been addressed.
Commissioner Connor indicated that he could not
understand the landscaping plan as submitted. Mr.
Fetridge indicated that the plans were drawn by landscape
architect, Michael Buccino. Mr. Fetridge did the
irrigation plan. Commission felt that the landscaping
plans, including the irrigation plans, were insufficient
and noted that in this climate, if the irrigation is not
done properly, the plants listed will not live.

Action:
It was moved by Commissioner Urrutia, seconded by
Commissioner Van Vliet, to approve the architectural
plans only with the condition that the trash bin be
revised and enclosed with a 6 ' block wall . Commission
continued the landscape plan directing the applicant to
provide a detailed landscaping/irrigation plan. Motion
Carried 5-1-0, Commissioner Holden Voting No.
3 . CASE NO. : TT 23940

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of entry

Commission reviewed the plans for the water feature at
the entry, as well as the signage.

It was moved by Commissioner Holden, seconded by
Commissioner Connor, to approve the plans for the entry
water feature with signage as submitted. Motion carried
5-0-1, Commissioner Gregory Abstaining.

The representative for the applicant, Jim Dumas, reported
that the plan originally called for three models . He
indicated that they have added pools along with the
landscaping and wall plans for the first five homes . Mr.
Winklepleck asked about the wall material . Mr. Dumas
reported that it was 8" slump to match the existing walls
at Hovley Court.
Action:
It was moved by Commissioner Connor, seconded by
Commissioner Gregory, to approve the revised wall and
landscaping plans as submitted. Motion carried 6-0 .
B. Preliminary Plans :
1 . CASE NO. : PP 94-7
APPLICANT (AND ADDRESS) : F & M AS50CIATE5 for DEEP
CANYON PLAZA, 2041 San Remo Drive, Laguna Beach, CA
92651
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval
of revised architectural plans for an 81,747 square foot
retail shopping center
LOCATION: Northeast corner of Deep Canyon Drive and
Highway 111
ZONE: Proposed P.C. (2 )
Mr. Mike Mahoney reported that they have come to an
agreement with the adjacent homeowners at Hidden Palms to
add a 200 ' truck tunnel at the loading dock as well as
changing the wall in this area. He noted that the relief
on the buildings go back 10 ' 4" into the building. Mr.
Mahoney showed how the trellis was added on the west
elevation.
Commissioner Urrutia discussed his concerns with
expecting the customers to have to walk behind their cars
to get to the pedestrian access to the buildings . Mr.
Mahoney aqreed and stated that he would have to pull the
parking spaces back 3 ' to 4 ' for a walkway.
Commissioner Holden would like to see more landscaping on
the street when the working drawings come back to the

commission. He added that there is enough room in the
loading area to provide for additional landscaping to
help screen the area.
Action:
It was moved by Commissioner Van Vliet, seconded by
Commissioner Holden, to grant preliminary approval to the
revised architectural plans . Commission directed the
applicant to provide additional landscaping on the
working drawings at the street and the truck loading
area. Motion carried 5-0-1, Commissioner Gregory
Abstaining.
2 . CASE NO. : TT 25711
APPLICANT (AND ADDRESS) : DESERT AGGREGATES, INC. for
TIERRAVISTA, Post Office Box 11478, Palm Desert, CA
92255-1478
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval
of revised elevations and landscaping plans for model
homes
LOCATION: Eldorado Drive and Appian Way
ZONE: PR-5 5.0.
Mr. Bruce Maize noted that there were two issues from the
last meeting that he was asked to address . One was to
show detailing along the rear and side elevations . The
other issue was incorporating front courtyard walls . He
indicated that they were able to incorporate courtyard
walls on 9 of the possible 12 combinations . Commissioner
Urrutia asked what he was doing with the garage doors .
Mr. Maize indicated that he would match the existing
metal garage doors .
Commissioner Urrutia discussed his concerns regarding the
reliefs and fascia depths . Mr. Norman Aron noted that
the existing homeowners were told that all the units
would have 3-car garages, but some of the plans are now
showing 2-car garages . Mr. Maize indicated that the
third stall could be changed to an additional room at the
buyers choice.

Action:
It was moved by Commissioner Urrutia, seconded by
Commissioner O'Donnell, to grant preliminary approval to
the revised elevations and landscaping plans subject to
the front elements being continued around the side yard
elevations to a minimum depth equal to the side yard
walls and provide for additional depth on the fascia.
Motion carried 5-0-1, Commissioner Gregory Abstaining.
C. Miscellaneous :
1. CASE NO. : 905 SF
APPLICANT (AND ADDRESS) : MILTON & JANET LEWIS, 48-169
Silver Spur Trail, Palm Desert, CA 92260
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of 5 ' wood
fence and stucco wall at 5 ' setback from curb as a
continuation of the existing wall
LOCATION: 48-169 Silver Spur Trail
ZONE• R-1
Mr. Winklepleck indicated that he had driven up and down
Silver Spur Trail and found that the proposal is
consistent with what is there. Commissioner Connor
discussed his concerns on how long the wood/stucco fence
would last.
Action:
It was moved by Commissioner Holden, seconded by
Commissioner Gregory, to approve the plans for the 5 '
wood fence and stucco wall as submitted. Motion carried
6-0 .
