APPROVAL OF MINUTES: It was moved by Commissioner Urrutia, seconded by Commissioner Van Vliet, to approve the minutes of the July 25, 1995 meeting as submitted. Motion carried 4-0-1, Commissioner Gregory Abstaining. III . It was moved by Commissioner Van Vliet, seconded by Commissioner Urrutia, to approve the following cases by minute motion. Motion carried 5-0 . A. Final Drawings : 1. CASE NO. : 4513 SA APPLICANT (AND ADDRESS) : PALM DESERT, LTD. for PALMS TO PINES SHOPPING CENTER, 72-624 E1 Paseo, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised plans for free standing monument sign LOCATION: South side of Highway 111, east of E1 Paseo ZONE: C-1 • V4MW MINUTES ARCHITECTURAL REVIEW COMMISSION AUGUST 8, 1995 Jeff Winklepleck noted that the sign was continued at the last meeting to allow the applicant to re-design the monument sign with more architectural detail . The applicant, Sue Vermillion, presented three different options . Commission recommended approval of Option "C" , to the city council, with the condition that the stucco match the building. 2 . CASE NO. : 4234 SA, Amendment APPLICANT (AND ADDRESS) : HEATH AND COMPANY SIGNS for RALPHS, 3225 Lacy Street, Los Angeles, CA 90031 NATURE OF PROJECT APPROVAL SOUGHT: Amendment to the sign program for the Desert Springs Marketplace (Ralphs) LOCATION: 74-884 Country Club Drive ZONE: P.C. (2 ) Jeff Winklepleck reported that the applicant is asking for an amendment to the center' s approved sign program. The applicants, Tim Pitts of Heath and Company Signs and Neil Aydelott of Ralphs, addressed the commission asking for their approval to change from their existing reverse channel letters to a can sign. Commissioner Holden explained that the commission would like to see something special and felt that the applicant was asking for a typical can sign which is what the commission is trying to get away from. Mr. Winklepleck reminded the commission that this request was before them for their recommendation to the city council since the sign program for the center was approved by the council . Commission recommended approval, to the city council, of the channel lit letters with the halo lighting around the border of the sign. Applicant to meet with staff at the location to work out final detailing. 2 MINUTES ARCHITECTURAL REVIEW COMMISSION AUGUST 8, 1995 3 . CASE NO. : 4517 SA APPLICANT (AND ADDRESS) : IMPERIAL SIGN CO. , INC. for THOMASVILLE HOME FURNISHINGS, 46-120 Calhoun Street, Indio, CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification signage LOCATION: 72-171 Highway 111 ZONE: C-1 Jeff Winklepleck presented drawings of the proposed signage noting the business was located in the existing RKR building and that Thomasville Home Furnishings had taken the entire first floor. The existing second floor signage would remain. Commission approved a double sided monument sign with the building signs as submitted. B. Preliminary Plans : 1 . CASE NO. : 410 C APPLICANT (AND ADDRESS) : DSL SERVICE COMPANY for OUTBACK STEAKHOUSE, Post Office Box 6030, Newport Beach, CA 92658-6030; SGPA ARCHITECTURE AND PLANNING, 1545 Hotel Circle South, San Diego, CA 92108 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised roof elevations LOCATION: Waring Plaza ZONE: P.C. ( 3) Jeff Winklepleck presented the drawings showing the revised roof elevations . Commission approved the revised roof elevations as submitted. 3 MINUTES ARCHITECTURAL REVIEW COMMISSION AUGUST 8, 1995 IV. CASES: A. Preliminary Plans : 1. CASE NO. : TT 24287 APPLICANT (AND ADDRESS) : NEC FINANCIAL CORP. , Post Office Box 14004-347 , Villa Park, CA 92667 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plot plan and new models for Lots 1-15 and 31-37 LOCATION: Deep Canyon Road, north of Fred Waring Drive ZONE: PR-5 Phil Drell presented a video showing the existing homes on Day Lily as well as the surrounding neighborhood and vacant lots . The applicant, Steve Sanberg, informed the commission that he had spoken to some of the homeowners on Day Lily after the last meeting, but indicated that he was unable to contact all of them because some of them were out of town on vacation. Mr. Harold Armerust, homeowner on Day Lily, informed the commission that the consensus of the existing homeowners was that they would like to see their street built out first before the proposed new models are built. Mr. Drell informed the commission that the remaining lots on Day Lily are now owned by D & F Development. He added that the subdivision was originally approved as a custom lot subdivision. Mr. Ignacio Del Rio, property owner on Day Lily, asked the commission to delay their decision for another two weeks as he was not contacted by the developer and had not seen the proposed elevations . Commissioner Urrutia explained to Mr. Del Rio that the commission had asked the homeowners at the last meeting to review the proposed elevations and site plan and come back to this meeting with their concerns . Ms . Roslyn Wiseman, homeowner on Day Lily, discussed her concerns with the block wall and rear yard landscaping. She added that there seemed to be a fourth plan that is smaller than the houses they have been shown. Mr. Drell informed her that the city does not control rear yard 4 MINUTES ARCHITECTURAL REVIEW COMMISSION AUGUST 8, 1995 landscaping. Mr. Armerust indicated that the homeowners were pleased with the developer showing where larger homes would be placed near their homes . Commissioner Urrutia noted that the one story homes were a positive issue from the commission' s stand point. Commissioner Van Vliet did not see how the proposed smaller homes before them today would affect the value of the existing homes . Commissioner Urrutia felt that in terms of building design itself, the architecture was very similar. Note: Commissioner Holden left meeting at 1 :20 p.m. Commissioner Urrutia explained that even planned unit developments have a mixed density, and there is no reason why they can' t be compatible and work together. He felt that what the developer was proposing was very similar to the existing homes . Commissioner Urrutia asked the homeowners present to review the elevations and landscaping and contact city staff of any concerns . Commissioner Urrutia indicated that he would like to see some enclosed entry courtyards to provide more of an elegant look. Mr. Sanberg indicated that he and Mr. Del Rio had come to an agreement on the home to be placed behind Mr. Del Rio' s property. Action: It was moved by Commissioner Urrutia, seconded by Commissioner Van Vliet, to grant preliminary approval of the plot plan, elevations and landscaping with the condition that at least 50% of the mix of homes have front entry courtyards .
